Call for consultants: Data sources for the Corruption Perceptions Index – Review of Existing Sources & Scan for Additional Sources

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

TI’s Corruption Perceptions Index (CPI) is the most commonly used quantitative measure capturing the levels of perceived corruption at country level and was the first one to compare corruption globally on a systematic basis.

The CPI brings together data from several independent surveys that capture corruption perceptions. Given the ever-expanding scope of international governance and corruption measurements, TI plans to undertake a systematic scan of these measures for potential inclusion as data sources for the CPI.

Assignment: We are looking for a Research Consultant to review and analyse the data sources currently used by Transparency International in the CPI, and to scan for measures, indicators, surveys, and assessments which measure corruption comparatively across a number of countries.

  • Start date: ASAP
  • Duration: 5 working days
  • Payment: 1500 Euro
  • Deliverables: Design and deliver a comprehensive list of cross-country corruption measures, including (but not limited to) descriptive details on the methodology, country coverage, particularly strengths and weaknesses of each survey and including an assessment in terms of its appropriateness to be used as a source for the CPI.
  • Termination date: The list is to be provided to Transparency International by the 7 May 2011

Knowledge, Experience, Skills

  • Current/former post-graduate student in a social science programme with a focus on quantitative research
  • Significant experience with handling quantitative indicators, survey data and quantitative research methods
  • Solid knowledge of international governance and corruption indicators
  • Knowledge of the CPI and what it is measuring
  • Appreciation of the CPI’s contribution to the academic field and its use by practitioners
  • Interest and appreciation for corruption issues more broadly
  • Skills in presenting data and analysis using excel and word
