Planning, Monitoring and Evaluation Delegate

The Planning, Monitoring and Evaluation Delegate is responsible for the development and coordination of the planning, monitoring and evaluation processes of the Haiti Operation for the International Federation of Red Cross and Red Crescent Societies (IFRC), improving and strengthening the quality, performance and impact by providing technical assistance and guidance in PME. The PME Delegate will work as part of the Unit which is lead by the Technical Movement Coordinator.

Description of Duties: 1) Provide technical assistance, accompaniment and guidance on planning processes and their implementation in order to develop quality plans, including the incorporation of monitoring and evaluation activities into the plan design and implementation.

2) Participate in the development and improvement of plans, promoting results and a learning culture with a focus on integrating good practices in the field of participatory planning methodologies.

3) Contribute to the development of realistic and achievable plans by identifying and sharing good practices, trends and knowledge with a focus on increasing learning and accountability to beneficiaries and other stakeholders.

4) Review the overall quality, consistency and alignment of the Haiti Operation plans with the Plan of Action and other key documents and provide feedback, technical assistance and support to improve programme plans. Ensure coherence and consistency of plans amongst the programme areas, following the IFRC policies and standards.

5) Support, assist and advice coordinators and project managers in:
a. incorporating appropriate monitoring and evaluation plans and systems
b. assessing needs to inform programming
c. using project and programme management tools (logical framework etc.,)
d. developing and defining SMART indicators supported with indicator guidelines
e. defining data sources and setting data collection methods.

6) Ensure credible, reliable and timely monitoring data that reflects project impact, activity implementation and other efforts to inform ongoing management decisions, strategic planning and uphold accountability.
a. monitor performance and use a range of quantitative and qualitative methods and participatory methodologies.

7) Support the Federation-wide reporting system:
a. Promote cooperation between the Host and Participating National Societies
b. Provide technical support for data collection
c. Ensure data is received in a timely manner
d. Analyse and consolidate quantitative and qualitative data in liaison with the Federation-wide Reporting Coordinator in the Zone Office in Panama.

8) Coordinate and oversee evaluations, ensuring that they are timely, useful and ethical, upholding the criteria and standards as defined in policies and guidelines.

9) Prepare, design and implement surveys (eg. baselines), real-time evaluations, mid and end-term evaluations, special analysis and other relevant studies.

LATERAL RELATIONSHIPS:

1. Ensure an effective working relationship with the PMER Manager in the Americas Zone Office.
2. Ensure an effective working relationship with the FWR-H Coordinator based in the Americas Zone Office.
3. Ensure an effective working relationship with National Society counterparts and leadership.
4. Ensure effective working relationships with the heads of mission of Partner National Societies and reporting delegates of PNSs and of ICRC.
5. Ensure effective working relationships with technical teams and services units and departments at Zone and Global secretariat level.

ACCOUNTABILITY:

1. To ensure efficient and effective management of Federation resources in the operations/programmes under responsibility.
2. To ensure that the International Federation Secretariat, through the relevant counterpart, is kept fully informed on developments in the country and on the operations/programmes under responsibility.
3. To ensure compliance with Movement and International Federation policies and Secretariat management policies, procedures, processes in the area of operation.
4. To seek management and policy advice and guidance as required.

Duties applicable to all staff

1. Actively work towards the achievement of the Secretariat's goals.
2. Abide by and work in accordance with the Red Cross/Red Crescent principles.
3. Perform any other work related duties and responsibilities that may be assigned by the line manager.

REQUIRED QUALIFICATIONS
Education: Basic Delegates Training Course or equivalent knowledge
Relevant university degree or equivalent qualification
Relevant advanced university degree (Master's or equivalent) or equivalent qualification, preferred

Languages; Fluent in French and English
Excellent written English

Experience: 1. 7 to 10 years experience in project design, monitoring and evaluation with focus on joint management, participatory processes and gender

2. 3 to 7 years experience in supervising needs assessments and surveys, in data analysis, in selecting and managing consultants and in coaching staff and facilitating training
3. Previous missions in Haiti - strongly preferred
4. 3 to 7 years experience in large complex operation
5. Acquainted with International Federation policies, procedures and systems - strongly preferred
6. Familiarity with current standards and guidelines for humanitarian emergency response - in particular Sphere.
7. Volunteer and/or work experience at national and/or international level in the RC/RC, preferred

Additional Information: HEALTH: Malaria and Dengue fever is present in Haiti and HIV prevalence is high, Diarrhoea due to poor water and sanitation. Vaccinations required: Measles, Tetanus, Polio, Mumps, Rubella, Diphtheria, Pertussis and Varicella Strongly recommended: Hepatitis A and B Typhoid and Cholera, Pandemic influenza A (H1N1) 2009, Meningitis and Rabies.
