Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.

The RDA programme supports the intergovernmental negotiations on matters relating to national communications, inventories, assigned amounts and policy instruments.

Responsibilities

Reporting directly to the Coordinator of the Reporting, Data and Analysis programme, the incumbent directs the use of enhanced and new data systems and automated reports relating to MRV requirements and GHG emissions/removals, manages and ensures that data-related issues are reviewed for higher-level consideration, and manages strategic partnerships and networking. In particular, the incumbent:

1. Plans and directs the Data Services sub-programme (DS) work by formulating the programme of work, monitoring delivery, providing direction, management and supervision of work and staff, ensuring smooth implementation of the work programme, allocating resources effectively, managing performance.

2. Leads UNFCCC strategic directions and expertise on the development and enhancement of key new and existing data systems, such as the greenhouse gas (GHG) data submission portal, the GHG data interface or the Common Reporting Format (CRF) Reporter.

3. Oversees the production of data-related publications and reports, media communications and online products with data on GHG emissions/removals reported by Parties under the Convention and data on the accounting of tradable units in the framework of market-based mechanisms under the Kyoto Protocol, and the development of the GHG data interface on the UNFCCC website.

4. Responsible for data-related support to the negotiations under the Convention and the Kyoto Protocol, by taking managerial and substantive decisions on the follow-up actions relating to the development of data systems required to support monitoring, reporting and verification (MRV) processes; working closely with the Information Technology Services (ITS) programme with regard to the implementation options for new data systems or principal changes in existing systems emerging from MRV-related negotiations; overseeing regular and ad hoc data publications and data analyses for specific negotiation issues.

5. Promotes partnership and networking by representing the UNFCCC secretariat at relevant fora and in data-related working groups within the United Nations system and linking the DS sub-programme activities with those of other international organizations.

6. Provides expert advice to UNFCCC management on all data-related issues, including those relating to negotiations on a future climate change regime under the Bali Action Plan.

Requirements

· Advanced university degree in environmental sciences, engineering, computer sciences, or a related field or discipline. Combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced degree.

· At least ten (10) years of progressively responsible professional experience in the processing and interpretation of complex data structures and in the development and maintenance of complex information systems and databases, as well as formulating corresponding requirements, including experience in overseeing implementation of systems development. Proved experience in project and team management. Three years of relevant experience in an international setting is a requirement.

· Excellent knowledge in the development, execution and supervision of plans, policies, programmes and practices that manage, control, protect, deliver and enhance data. Knowledge of information systems related to climate change, such as databases containing information on greenhouse gas emissions or the International Transaction Log, is an asset

· Proficiency in data interpretation and usage, planning and managerial skills, expertise in software management

· Fluency in written and spoken English is essential. Working knowledge of another UN language is an asset.
