Job Purpose: To manage the implementation, strategic and technical direction of the Food Income and Markets programme in Mozambique.
Main duties & Responsibilities
(Including Training Role):
• Reporting to the Assistant Country Director for Programming, he/she will assist in defining the programme strategy and technical direction as well as overall planning, managing, implementing, monitoring of the Programme activities, and the accountability for the Programme impact.
• The PM is responsible for directly managing four to six positions (local project staff) – the exact structure is still to be defined - and ensuring that their responsibilities are fulfilled to the required standard.
• He/she is also required to oversee the organizational development aspects of the Project, document & communicate lessons learned, meet Donor requirements, and develop Project Proposals in collaboration with the Country Director.
• It is the PM responsibility to ensure efficient financial management, recruitment, procurement, and administrative functions of the Programme.
• He/she will need to establish and maintain effective collaborative relationships with Partner organizations. This will also include serving as a liaison person between the teams and other service providers, such as training institutes, other (I)NGOs and research institutions at national and international level.
• The PM will be assisted by the ACD-P and work in close collaboration with him/her in assuring the program quality, donor liaison, contract management and meeting donor compliancy by maintaining effective PM&E and learning systems for the livelihoods programme in line with Concern and Donor policies and ensure accountability and efficiency.
• To ensure that livelihoods programme reports are produced to a high standard and in a timely manner.
• To lead research and advocacy interventions related to the livelihoods programme at national and international level.
• To represent Concern at national and international Livelihoods networks and meetings.
• To coordinate and the capacity buildings of livelihood staff and partners.
• To ensure the mainstreaming of HIVAIDS, equality and DRR across the programme.
• Contribute and participate in the ongoing development of policy and good practice in Concern Mozambique.
Person specification:
1. Education & Qualifications Required:
Essential:
Minimum bachelors’ degree in , agriculture or agricultural economics and/or experience in working in agricultural programmes other relevant related fields
Desirable:
• Masters degree in an appropriate discipline including development studies and social sciences.
• Recognized qualification in training or capacity building
2. Experience Required:
Essential:
• Minimum 3 yrs experience working overseas in development programmes related to rural livelihoods and small-scale agriculture
• Experience working in local governance
• Experience in social protection projects
• Experience working with vulnerable populations
• Experience of programme design and management
• Experience in managing research and advocacy
• Experience with HIV&AIDS and gender mainstreaming and disaster risk reduction
Desirable:
• Emergency response experience
• Experience working in politically sensitive programmes and contexts
• Experience of working with partner organisations
3. Special Skills, Aptitude or Personality Requirements:
Essential:
• A strong commitment to helping the poorest people in the world to improve their well being and achieve their goals.
• In depth knowledge of development issues including a Rights Based Approach to development.
• Knowledge of HIV/AIDS and Gender Mainstreaming issues
• Leadership qualities
• Strong report-writing skills in English and Portuguese
• Ability to work to deadlines and under pressure
• Good interpersonal, communication and team-building skills
• Delegation, time management and prioritising skills are essential.
• Networking abilities
• Portuguese language skills
Desirable:
• Previous experience in a similar capacity
