Financial/Budgetary Associate, Iraq Economic Assistance Project

Project/Proposal Summary:

MSI has a project with the State Department’s Iraq Desk for Economic and
Assistance Affairs (NEA/I) to provide monitoring and evaluation support.
The majority of the work is carried out by a team of Awards Facilitators
(Grant Administrators) who work full time, on-site at the NEA/I office in
Washington.



Position Summary:

MSI is currently looking for an analyst to join the team as soon as
possible. This is a temporary, 3-month position to provide support for
NEA/I’s financial activities including accounting, budgeting services, and
statistical reporting. The analyst will also provide technical guidance to
the Grant Team and will develop recommendations to improve existing systems.



Responsibilities:

· Provide professional financial management services to
include accounting, budgeting services, financial and statistical reporting,
evaluation of activities and advisory services;

· Collect, assemble, and analyze data in order to
facilitate accurate reporting of financial information and reconcile
individual accounts and cost centers;

· Conduct complex financial analyses;

· Plan the scope and course of analyses and review and
develop recommendations to correct weaknesses and/or initiate enhancements;

· Conceive new approaches to existing programs and develop
solutions to controversial problems;

· Formulate plans and procedures for managing and
continually improving the efficiency and effectiveness of account and/or
financial systems;

· Provide technical guidance to Grant Team.



Qualifications:

· Must be a U.S. citizen able to obtain a secret security
clearance. A current secret clearance is preferred;

· Bachelor’s degree in finance, accounting or related field
preferred;

· At least 2 years on the job knowledge of US Government
accounting practices and systems;

· 5 years of professional knowledge of budgetary and
account operations including fundamental accounting, reporting processes,
analysis and advisory services;

· Specific knowledge of Department of State accounting
Systems a plus;

· Ability to organize, analyze, interpret and evaluate
financial data in order to reconcile accounts;

· Skill in the identification, analysis and problem solving
for a wide variety of budgetary problems;

· Self-motivated and comfortable working independently;

· The successful candidate is a flexible team player with a
client-focused orientation, attention to detail, demonstrated organizational
skills and the ability to exercise sound judgment in a politically sensitive
environment.
