Construction Engineer American Red Cross

Specific duties and accountabilities

Ensure effective implementation construction activities of the EDRR program in a timely fashion according to approved plans and budgets, regulations and policies under the supervision of DRR Delegate
Identify, design, implement and monitor the small-scale mitigation projects
Develop technical reports accompanied with a proposition plan, maps, pictures, a workplan, a budget;
Supervise the construction activities in the assigned working area by field supervisors and construction teams.
Ensure that proper procedures and practices are followed on all ARC construction sites.
Ensure health and safety of the workers according to the ARC-Haiti Construction Safety Policy.
Prepare Daily Site Construction Reports and feed relevant data to DRR and Shelter Delegates on weekly basis for project monitoring.
Carefully monitor crew work time and Daily Construction Reports. Ensure that all payment-related documents are properly logged in the finance and Data Base system.
Maintain the ongoing scheduling of work and maintain the supply lines for materials, tools and labor needs as required in order to facilitate project schedules.
Ensure the quality of materials according to the specifications
Assist to Shelter Delegate in designing, budget estimation, planning, and executing construction plan of community hurricane centers
Carry out field surveys, site planning and supervision construction activities
Liaise with, direct and/or oversee the work of sub-contractors employed; make sure they comply with the specifications and the project plans
Draft a final report for each mitigation activity;
Evaluate permanently the effectiveness and the quality of the project activities;
Coordinate with the other agencies working in the shelter/hurricane centre and/or in the same working area;
Coordinate with the local authorities the project implementation;
Report any issues and propose solutions regarding the EDRR activities;
Provide to the supervisor a monthly report with a workplan.

Skills and knowledge

Bachelor degree in civil engineering
At least 3 years working experience in construction sectors
Working experience in earthquake and hurricane resistance construction
Working experience in disaster mitigation projects, shelters or community based cyclone /hurricane preparedness projects
Have analytic and reporting abilities
Be diplomatic, patient, persistent and proactive
Have excellent communication skills (written and verbal)
Ability to multi-task in a fast paced environment
Leadership skills, teamwork and relationship building
Able to prioritize and meet deadlines
Flexible and adaptable to changing working conditions
Advanced skills in computers
Willing and able to travel travel in project sites at least 50% of time.
Be authorised to work in Haiti
