Job Background: As a contribution to achieving the organizational mission, Concern adopted an Equality Policy in 2005 in order to better address inequalities and work towards the empowerment
of extremely poor people. The Policy set out both a rationale and a set of principles and objectives to guide Concern’s work on Equality and is supported by a strategy to ensure the resources and supports are in place to build up organisational competence, skills and capacity around the policy. The Equality Advisor takes primary responsibility to provide support to the roll out and ongoing monitoring of this strategy in all offices and countries of operation
The Equality strategy and, its implementation has recently been the focus of an organisation wide audit.
Job Purpose:
To promote the mainstreaming of equality principles within the work of Concern Worldwide specifically to improve programme appropriateness, quality and impact. To provide timely and relevant technical inputs to Country programmes in the areas of equality, gender equality and gender based violence.
Main duties & Responsibilities:
Principle Areas of Responsibility:
• To support the implementation of the Equality Policy through:
- follow up of the recommendations and commitments from the Equality Audit 2011
- liaison with other departments (particularly HR and Overseas) and Country Directors to ensure actions are taken and outcomes monitored
- compile regular monitoring information on the Equality Policy for SMT
• Take a lead role in developing the capacity and tools for analysis and response to inequality set out in How Concern Understands Extreme Poverty and the organisational Strategic Plan (2011 – 2015)
• With SAL advisors develop sectoral outcomes, indicators and strategies for mainstreaming equality and preventing and responding to Gender Based Violence (GBV).
• In collaboration with advisors, develop integrated training and approaches to mainstreaming these issues with a rights focus and taking into account the Context Analysis Guide.
• Collaborate with the Education Advisor and the Education Working Group to develop strategy and resources to support and develop Concern’s work on GBV.
• Generate learning from Concern programmes and external sources to provide evidence of impact from equality mainstreaming and to promote good practice in equality work.
• Ensure that technical support for equality is relevant and grounded in field realities by actively seeking and undertaking regular overseas visits.
• Support Overseas Countries in developing and implementing their equality plans.
• Collate and disseminate information related to equality; including significant global developments, resources and tools, funding and training opportunities.
• Provide support and regular updates to Equality Champions and Equality Advisors at country level.
• Support at least 1 annual equality related event across Concern Worldwide
• Ensure the Equality Intranet site is regularly updated and relevant
Key Result Areas – will be determined as part of Equality Audit action-plan
Person specification:
• Demonstrable understanding and knowledge of inequality and rights related to development and emergency contexts and specific skills and knowledge of gender inequality, gender analysis and prevention and response to Gender Based Violence
• Evidence of practical application of the above in a range of contexts but particularly those characterised by high levels of poverty, vulnerability to natural disaster, poor governance and institutions and conflict and post conflict environments
• Post Graduate degree in a social science, human rights or development studies and substantial work experience related to equality and gender
• Excellent communication and interpersonal skills and evidence of effectiveness as an influencer
• An understanding of the organisational structure and dynamics of Concern Worldwide or equivalent experience of working in an International Organisation
• Good English language skills, both written and spoken
• Experience and skills in the delivery of training programmes
• Facilitation skills
• Fluency in French an advantage
• Willingness to travel approximately 40% of time.

Increasingly donors are introducing requirements whereby future funding is conditional on Concern ensuring that the names of any new employee or volunteer do not appear on terrorism lists generated by the European Union (List of person, groups and entities to which Regulation (EC No. 2580/2001 applies), the US Government (Office of Foreign Assets Control list of specially designated Nationals and Blocked Persons) and the United Nations (Consolidated List).
