Program Manager, Asia

Reports to: Program Director, Asia
Location: London, UK or Washington, DC, USA (70%); Field (30%)

SUMMARY: Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, seeks a Program Manager for its program support, management, and development function based at HQ in either Washington, DC or London, with travel to the field. The Program Manager will be responsible for the ongoing management, continuing development, and daily supervision of several RI’s country program activities. The Program Manager will report to the Program Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program Management
• Oversee all staff in the designated country/ region field offices.
• Assist Country Directors to recruit, screen, and hire national staff and ensure that all internal administrative and HR policies and procedures are followed in accordance with established RI standard practices.
• Process all national staff contracts to ensure they meet RI regulations and local labor standards, in collaboration with HQ HR and Operations departments.
• Oversee the logistics operations, including procurement, stock management, asset management, vehicle operations, communications, equipment maintenance and repair.
• Regularly evaluate safety and functionality of assigned country RI guest house and office compounds; provide timely improvements and ensure supply systems are maintained for RI guest house and office facilities within an approved budget and with full approval by the Program Director and Finance, per RI field procedures.
• Provide routine (daily, weekly, monthly, quarterly) monitoring and upgrade of all operations and administrative systems such that they comply with RI field procedures and RI Code of Conduct.
• Provide HQ with immediate knowledge and analysis of any potential misconduct or gap in field procedures with regard to operations and administration policies.
• Monitor the security situation in the assigned countries/region and ensure senior management are continually updated and informed of developments with implications for staff safety and for program implementation.
• Coordinate with senior management on staff movement, relocation and/or evacuations.
• Review monthly budget vs. actual expenditure reports, and make recommendations on the basis of these and ensure that appropriate action is taken in a timely fashion.
• Ensure compliance with RI and donor finance policies.
• Coordinate RI program activities with relevant officials and other humanitarian agencies.
• Submit weekly and monthly reports to the Program Director and VP of Programs.

Program Development
• Represent RI in dealings with InterAction, other implementing agencies, partner organizations and other stakeholders
• Assist in identifying new program possibilities in collaboration with Program Directors and region-based program staff.
• Consult with peer and UN agencies on international standards with regard to program design and implementation.
• Work with relevant staff to develop high quality concept papers that meet RI program quality standards and donor priorities and then market them to appropriate donors. Follow up to develop successful, funded proposals.
• Ensure appropriate Monitoring and Evaluation activities are carried out regularly (including data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform program design).
• Contribute to the integration of program activities to create coherent, quality and complimentary programming.

QUALIFICATIONS:

• At least 5 years experience in implementing multi-sector humanitarian relief or development projects in RI’s countries/regions of operations.
• At least 3 years experience developing and implementing operations and administrative management activities for an INGO.
• Graduate degree in Development Studies, International Relations, Public Health, or related field preferred.
• Background/ experience in community development, community health, livelihoods development, or similar field preferred.
• Excellent spoken and written English is required.
• Relevant regional language skills is an advantage.
• Strong leadership and teambuilding skills, staff management and capacity building experience.
• Logistical planning and problem-solving skills.
• Highly organized and systems-oriented.
• Knowledge of NGO security and safety management is an advantage.
• Knowledge of donor guideline requirements (e.g. USAID, UN, DFID, ECHO) and proposal writing experience is preferred.
• Experience living and working in dynamic, insecure environments with local communities.
