Geospatial Application Lead

The MENRIS programme is working on several new and exciting developments to promote geo-information and earth observation for the benefit of mountain communities in the region. Recently, ICIMOD joined hands with USAID and NASA to establish SERVIR-Himalaya, a programme aiming to provide linkage from “space to village” and apply the best in science and technology for improved environmental decision-making in the region.

Main Duties and Responsibilities

Under the overall guidance and direct supervision of the MENRIS Division Head, the incumbent will carry out the following tasks together with the MENRIS team and in close collaboration with other ICIMOD programme teams:

  1. Lead the development of geospatial solutions in ICIMOD work areas in collaboration with different Integrated Programmes and Partners; contribute to systematic design and development of spatial databases in different thematic areas adhering to international standardisation; develop integrated and innovative geo-based solutions (GIS/RS applications) in different thematic areas of ICIMOD’s strategic priority areas;
  2. Lead and/or supervise the systematic development of geospatial applications at national and regional levels, focusing on various applications pertinent to integrated mountain development; lead system analysis of thematic applications and coordinate design and development of decision support systems;
  3. Contribute to knowledge generation and management of the centre on innovative geospatial solutions through research and project based activities; organise trainings/workshops as needed and coordinate systematic web presence of geospatial applications;
  4. Develop concept papers and project proposals in the field of geospatial applications in societal beneficial areas of mountain communities;
  5. Develop partnership initiatives to foster south-south collaboration to share and learn experiences in the region and where relevant beyond; establish and maintain a network of institutions and alumni with a particular focus on connectivity between institutions in the HKH region and where relevant beyond;
  6. Provide advisory services in the field of geospatial application development though correspondence, direct contact with visitors to ICIMOD, visits to HKH countries, and identifying qualified professionals from network institutions;
  7. Coordinate with team members for the effective implementation and management of divisional activities and assist in planning and resource allocation; progress reporting and monitoring;
  8. Carry out other activities in his/her field of competence at the request of the Head of MENRIS.
  9. Work as a team player within ICIMOD to support other programme activities and promote institutional goals; work closely with colleagues within the programme and other ICIMOD programmes to contribute to a constructive and professional working environment and to the further development of ICIMOD as centre of excellence for integrated mountain development.

Minimum qualifications and work experience

  • Advanced University degree (Masters Degree or equivalent) preferably in natural resources and environmental science or remote sensing and geographic information systems or computer science or other relevant fields;
  • Minimum of 8 years of progressively responsible relevant, professional experience on geospatial application development of which part preferably gained in the HKH region;
  • Practical background and in-depth knowledge in one or more areas of application development in the field of natural resources and environment monitoring such as climate change, cryosphere, disaster, biodiversity, forestry/ REDD, air pollution etc.;
  • Practical knowledge in emerging GIS/RS technology, knowledge of related latest software systems and geospatial application development cycle.

Establish data management strategies and practices related to data definition, integration and archiving adhering with ICIMOD information management and technology standards, guidelines and procedures; Design and develop GIS database management systems including web mapping applications in accordance with international standards on various thematic areas such as biodiversity, socio-economic, water etc.;
  3. Ensure effective functioning of the database administration including proper security, back up, performance tuning and monitoring; Establish periodic update and maintenance procedures of database system and ensure regular maintenance;
  4. Provide regular and timely technical reporting and follow-up activities to relevant cooperation and networking partners on behalf of the Division Head; Carry out management support activities and other activities in his/her field of competence at the request of the Head of MENRIS;
  5. Establish and maintain a network of institutions and alumni with a particular focus on establishing connectivity between institutions in the HKH region and where relevant beyond;

Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.

The RDA programme supports the intergovernmental negotiations on matters relating to national communications, inventories, assigned amounts and policy instruments.

Responsibilities

Reporting directly to the Coordinator of the Reporting, Data and Analysis programme, the incumbent directs the use of enhanced and new data systems and automated reports relating to MRV requirements and GHG emissions/removals, manages and ensures that data-related issues are reviewed for higher-level consideration, and manages strategic partnerships and networking. In particular, the incumbent:

1. Plans and directs the Data Services sub-programme (DS) work by formulating the programme of work, monitoring delivery, providing direction, management and supervision of work and staff, ensuring smooth implementation of the work programme, allocating resources effectively, managing performance.

2. Leads UNFCCC strategic directions and expertise on the development and enhancement of key new and existing data systems, such as the greenhouse gas (GHG) data submission portal, the GHG data interface or the Common Reporting Format (CRF) Reporter.

3. Oversees the production of data-related publications and reports, media communications and online products with data on GHG emissions/removals reported by Parties under the Convention and data on the accounting of tradable units in the framework of market-based mechanisms under the Kyoto Protocol, and the development of the GHG data interface on the UNFCCC website.

4. Responsible for data-related support to the negotiations under the Convention and the Kyoto Protocol, by taking managerial and substantive decisions on the follow-up actions relating to the development of data systems required to support monitoring, reporting and verification (MRV) processes; working closely with the Information Technology Services (ITS) programme with regard to the implementation options for new data systems or principal changes in existing systems emerging from MRV-related negotiations; overseeing regular and ad hoc data publications and data analyses for specific negotiation issues.

5. Promotes partnership and networking by representing the UNFCCC secretariat at relevant fora and in data-related working groups within the United Nations system and linking the DS sub-programme activities with those of other international organizations.

6. Provides expert advice to UNFCCC management on all data-related issues, including those relating to negotiations on a future climate change regime under the Bali Action Plan.

Requirements

· Advanced university degree in environmental sciences, engineering, computer sciences, or a related field or discipline. Combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced degree.

· At least ten (10) years of progressively responsible professional experience in the processing and interpretation of complex data structures and in the development and maintenance of complex information systems and databases, as well as formulating corresponding requirements, including experience in overseeing implementation of systems development. Proved experience in project and team management. Three years of relevant experience in an international setting is a requirement.

· Excellent knowledge in the development, execution and supervision of plans, policies, programmes and practices that manage, control, protect, deliver and enhance data. Knowledge of information systems related to climate change, such as databases containing information on greenhouse gas emissions or the International Transaction Log, is an asset

· Proficiency in data interpretation and usage, planning and managerial skills, expertise in software management

· Fluency in written and spoken English is essential. Working knowledge of another UN language is an asset.

The mandate of the Administrative Services Programme is the overall facilitation, support and guidance to programmes and the secretariat at large in the utilization and management of the human, financial and other resources for the continued implementation of the core work and the mandated activities of the secretariat to ensure efficiency, compliance and appropriate accountability, and the facilitation of cross-cutting common services and functions. Responsibilities include the development, implementation and compliance monitoring of administrative policies and procedures for the UNFCCC secretariat in the areas of finance, budget, human resources, procurement, travel and general services.

Responsibilities

Under the supervision of the Coordinator of the Administrative Services programme, the incumbent: ensures that human resources (HR) initiatives are integrated into the secretariat’s over-all business planning; acts as a catalyst for change to ensure the secretariat is able to meet its business objectives, linking HR management with strategic goals and objectives to improve business performance and develop a work environment that fosters innovation and creativity; and leads the development and implementation of the HR Unit work programme. In particular the incumbent will:

· Develop and implement secretariat HR management strategies, policies and procedures ensuring the implementation, monitoring and evaluation of new initiatives and procedures, (e.g. performance management, HR systems and procedures, job classification, recruitment etc.) which incorporate best practices and lead to strategic HR action plans that reach targets that are historically difficult to achieve (e.g. gender, geographic distribution, etc) and provide optimal support to the secretariat’s operational business needs and priorities;

· Lead the Human Resources Unit, manage the work programme and related activities, including recruitment, job classification, administration of entitlements, staff relations, staff counselling, training and development, organizational change and implementation of reform initiatives etc; lead internal process reviews within HR services with a view to streamlining processes and/or automating services to staff; allocate financial and human resources for the completion of outputs and their timely delivery and develop staff performance through encouragement of professional growth and a results-oriented, client service environment.

· Provide guidance and support to management on secretariat HR issues, and on organization design, change management and work-life balance, give substantive input to the preparation of reports for presentation to management and intergovernmental bodies and contribute to reports on budget/programme performance and on programmatic/substantive issues;

· Represent the secretariat at external meetings and maintain networks with senior colleagues in other UN organizations on HR best practices and emerging issues, participate in inter-agency meetings on a variety of issues and meetings, workshops and seminars to keep abreast of emerging HR professional issues.

4. Perform other related duties.

Requirements

· Advanced university degree in human resources, business or public administration, law, social and behavioural sciences, psychology, management or related area.. A combination of relevant first degree and extensive experience may be accepted in lieu of an advanced degree. Additional specialized training in employment law, compensation, organizational planning and/or development, employee relations, learning and staff development or related areas is an added advantage.

· A minimum of 10 years progressively responsible experience especially in the areas of human resources planning and management, recruitment, compensation, organizational planning and/or development, staff relations, learning and staff development, staff counselling etc. At least three years proven track record of working with senior managers to initiate and drive changes. Work experience in an international environment, particularly in the United Nations and/ or international organization, is an advantage .

· Fluency in English. Working knowledge of other UN languages an asset.

The Socio Economic Development Activity (SEDA) is designed to increase citizen participation in governance to address regional socio-economic development needs. SEDA addresses the dual challenge of lagging development in regions outside of Baku and lack of opportunity for citizens to engage with their government on issues that affect their lives. The project will establish participatory mechanisms through which key stakeholders can identify and prioritize their social and economic needs at the regional and community levels. It will also help to address those needs through SEDA-funded small infrastructure and citizen participation projects. SEDA will further encourage the GOAJ to institutionalize these participatory mechanisms in the process by which Government of Azerbaijani allocates National budget for regional infrastructure needs. The program will likely begin in September 2011 and run for five years.

The Civil Society/Advocacy Specialist will be based in Baku and, working closely with project leadership, will implement civil society institutional and public policy advocacy capacity strengthening.

Project Summary:
MSI is currently looking for an M&E Director to guide and implement performance measurement systems for a USAID-funded lower secondary education project in Mali. The project will be a nation-wide activity supporting the overall objective of increasing access to and improving quality of lower secondary education.

Position Summary:
The M&E Director position will be reporting directly to the project COP. The position duties include overseeing the project’s PMP and ensuring high-level quality tracking of all performance measurement indicators and reporting. The position will be responsible for all data collection, storage and reporting and will be responsible for training data collection staff and ensuring high quality of data. The M&E Director is also responsible for any recommendations made to adjust M&E systems and/or definitions to improve tracking systems. The M&E Director will oversee a small M&E staff and work closely with the project COP to present all project results to USAID. The M&E Director position is full-time and is expected to begin in late 2010 and will run through a five-year period.

• Oversee all aspects of the performance measurement support for the project;

• Oversee special studies and data analysis on an ad-hoc basis;

Qualifications:
• Bachelor’s degree in social science, development, or related field required; Master’s degree preferred;
• Minimum of 7 years of experience in the field of performance measurement for education project activities;
• Previous experience developing and implementing education PMPs, monitoring instruments, baseline data collection, and M&E storage systems;
• Familiarity with both qualitative and quantitative data collection;
• Previous experience working with USAID education results frameworks;
• Previous experience training and overseeing data collection staff;
• Previous experience working with M&E database systems;
• The ability to travel and work throughout Mali.

Consultant for Evaluation of Post-trafficking Return, Recovery and Reintegration Projects

This evaluation intends to inform the Vietnamese government’s protection efforts under the National Plan of Action on Counter-trafficking by assessing the programme of existing return, recovery and reintegration projects undertaken by the Government of Vietnam in partnership with IOM.

The main objective of the evaluation is to assess to the extent to which the services under the programme constitute a viable model for meeting the needs of victims of trafficking.

IOM Vietnam seeks an international consultant for the evaluation team with the following qualifications :

o At least seven years’ experience in the monitoring and evaluation of anti-trafficking programmes or a similar field;
o At least five years’ experience working on the return, recovery and reintegration of trafficked persons;
o Experience as team leader of complex evaluations;
o Experience with gender analysis in evaluations;
o Excellent written and spoken English and presentational capacities;
o Excellent report writing skills;
o Demonstrated ability to deliver quality results within strict deadlines;
o Localisation in Vietnam or the region an advantage;

Senior Global Climate Change and Regulatory Specialist

The principal purpose of this program is to provide technical assistance and analyses to Agency bureaus and field missions to support implementation of effective global climate change activities and programs as they related to water resources management. Responsibilities:

Requirements:

-- Prior successful experience working on USAID-funded project(s) or similar donor funded projects;
-- Exceptional verbal and written communication skills, especially in working across cultures;
