Objectives

The Procurement and Fiduciary Services Department reports directly to the Vice-President, ORVP. It supports the sectoral departments in their project cycle activities, by ensuring compliance. It is also charged with formulating procurement and financial management policies, guidelines and rules, compiling statistics on procurement, and managing the consultants database. The Bank also expects the Department to conduct analytical studies and diagnoses concerning the continent, study the procurement and financial management capacity of member countries, and suggest measures to build this capacity. The Department is tasked with providing training to borrowers and Bank staff on all matters relating to procurement and financial management. It is also charged with examining Bank staff responses to complaints from dissatisfied borrowers and bidders, and providing objective and impartial recommendations to the procurement review committee.

Duties and responsibilities

ORPF procurement staff report directly to the Division Manager, ORPF.1. They are responsible for providing assistance, technical advice and capacity building to ensure compliance with the Bank's procurement rules of procedures (goods, works and consultants), helping to improve the implementation performance of the Bank's loans, grants and technical assistance portfolio, and participating in the preparation, review and adoption of Country Procurement Assessment Reports (CPAR), Country Financial Accountability Assessments (CFAA) and other diagnostic assessments.

The core role and responsibilities of the Senior Procurement Specialist (Services) shall be to accomplish the following tasks in collaboration with the principal procurement specialist, or the chief procurement specialist (Service):

  • Assist/advise the various sector departments in charge of supervising implementation of project activities by borrowers in accordance with relevant presidential instructions.
  • Advise borrowers, suppliers, contractors, consultants, subcontractors and other service providers on all aspects of procurement of goods and services within the framework of projects financed by the Bank Group.
  • Participate in projects preparation and appraisal missions entailing the usual procurement components in order to assist borrowers and staff of sectoral departments to define the the most appropriate contracting arrangements.
  • Prepare the chapter relating to procurement in project appraisal reports;
  • Evaluate during project/programme preparation missions, the capacity adequacy and effectiveness of project implementation agencies and management units in the area of procurement, provide technical advice to project and programme teams in the area procurement to be incorporated in new projects
  • Participate in project/programme launch missions to assist the team in charge to build the capacity of executing agencies in the area of procurement;
  • Review, comment on progress reports on the lending and nonlending operations, and participate in related working groups;
  • Receive, review and approve all documents related to procurement which, according to the Bank's rules of procedures, require from the latter confirmation of "no objection", "approval" or "action"; monitor practical aspects by helping project managers to supervise the procurement activities undertaken by borrowers over the project cycle;
  • Facilitate and organize seminars and workshops for borrowers and Bank staff.

Selection Criteria

  • At least a Master’s degree or its equivalent, majoring in a relevant discipline such as engineering, architecture, procurement, law, management, commerce or related disciplines.
  • Minimum 5 years of relevant and progressive experience the formulation and implementation of procurement policies, programmes and projects in African and other developing countries.
  • Demonstrated knowledge and practical experience in the procurement of goods, works and consultancy services in compliance with specific terms of donor funding.
  • Literacy in the Bank's standard software applications (Word, Excel, Access, MS Project and Power Point), knowledge of SAP desirable.
  • Superior written and verbal communication skills in English and/or French (with a working knowledge of the other language)
