Conflict Awareness and Mitigation Specialist, N’Djamena, Chad

Project/Proposal Summary:

MSI supports the implementation of the Promoting Elections, Accountability
and Civic Engagement Project (PEACE) in Chad under a sub-agreement with
Counterpart International. The project aims to promote broader citizen
participation in democratic processes through peaceful and increasingly
credible, free and fair legislative and presidential elections in Chad. A
critical aspect of the PEACE’s intervention in Chad is to actively engage
and provide conflict awareness and mitigation training to religious leaders
and actors, such as the Supreme Council of Islamic Affairs, Protestant
denominations through their association, Entente of Churches and Evangelical
Missions in Chad, the Catholic Church, and traditional rulers through the
Chadian Association of Traditional Chiefs.



Position Summary:

MSI expects the consultant to develop and deliver trainings in conflict
awareness and mitigation to provide religious and community leaders, actors
and communities with tools to prevent, mediate and resolve conflict that may
emerge following elections. These trainings will be delivered to religious
and community leaders and actors and journalists in a culturally-sensitive
manner by providing the recipients with tools and methodologies to engage
their communities in local conflict resolution approaches, and helping
journalists understand and be aware of the conflict information they will
manage and disseminate. The consultant will work in May 2011. The total
Level of Effort should not exceed more than 35 days, with around 14 days in
the field. While the preparation and design of trainings can be done
remotely, travel to N’Djamena, Chad, will be required for the delivery and
execution of training sessions.



Responsibilities:

· Create a training module, to be reviewed and approved
by MSI and Counterpart International, in conflict awareness, management,
resolution and prevention specially tailored for religious authorities in
Chad, so that they can better understand and engage their communities in
peaceful conflict resolution practices. Training materials should be sent to
CPI before the arrival of the consultant to Chad. The training materials
should be prepared in French;

· Create a training module, to be reviewed and approved
by MSI and Counterpart International, in conflict awareness, management,
resolution and prevention specially tailored for journalists in Chad, so
that they can better understand conflict and drivers of instability helping
them improve their dissemination of information;

· These trainings shall emphasize election-related
conflict information;

· Once trainings have been developed, they must be
delivered to the different audiences in Chad during different sessions;

· Original copies of training modules and materials must
be given to MSI and Counterpart International, both in French and English;

· Copies of the training’s attendance lists must be
given to MSI and Counterpart International. These lists should identify the
name, role and organization of each participant for religious leaders and
actors; for journalists they need to specify name and related media outlet;

· Training Recommendations on the assignment with
recommendations for future trainings for CSOs in this field should be
submitted to CPI and MSI no later than one week of the completion of the
assignment in French and English. The document should be 5 to 7 pages.



Qualifications:

· Experience in implementing conflict awareness and
mitigation trainings;

· Expertise in election-related conflict;

· Experience delivering trainings to sensitive and
diverse audiences;

· Fluency in English and French;

· Experience working in Francophone Africa.
