Counterpart to the Training Coordinator

1. GENERAL DESCRIPTION

HealthNet TPO's programme in Southern Sudan dates from 1996. HealthNet TPO aims to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care. HealthNet TPO aims to include and build the capacity of Sudanese organisations, communities and authorities. HealthNet TPO is implementing a health service delivery progrmme in Western Bhar el Ghazal and Northern Bhar el Ghazal. In addition, HealthNet TPO is implementing an HIV/AIDS Programme in Western Bhar el Ghazal, Northern Bhar el Ghazal, Warrap and Unity States. The current positions are related to the HIV/AIDS programme funded by the World Bank /Multi Donor Trust Fund in Southern Sudan that aims to strengthen the State AIDS Commissions (SACs), and relevant line ministries, State and County authorities' capacity in the coordination, planning, implementation and monitoring of HIV/AIDS prevention, care and treatment service.

HealthNet TPO's Country Programme is seeking to fill vacancies for the two posts: . a counterpart to the HIV/AIDS Specialist &Team Leader; a counterpart to the Training Coordinator. The counterparts will be part of and work closely with the Core Team based in Juba to provide technical support to the HIV/AIDS Advisors /Experts in Capacity Development, SACs and State Ministries of Health (SMOH) HIV/AIDS Coordination units in the four states mentioned above. The SACs and SMOHs are responsible for the planning of priority HIV/AIDS interventions, the coordination of organisations involved in the provision of HIV/AIDS services including the coordination and implementation of training activities.

The MDTF programme's objectives are to: (i) strengthen the capacity of the SAC to plan, coordinate and monitor the Government of Southern Sudan (GOSS) response to HIV/AIDS, (ii) increase community access to comprehensive HIV/AIDS services, and (iii) create awareness and measurable behaviour change regarding HIV/AIDS.

Counterpart to the Training Coordinator

Reports to: Training Coordinator

Purpose of position
The purpose of the position of trainer and community outreach/ mobilisation specialist is: 1) to build the capacity of the partner and implementing organisations in the provision of quality HIV/AIDS services; and 2) coordinate HIV/AIDS service providers, using national standards and guidelines developed by the South Sudan Aids commission and Ministry of Health.

Core responsibilities and tasks

· In close collaboration with the Training Coordinator, identify opportunities to expanding access to comprehensive HIV/AIDS services in urban areas.

· In close collaboration with the Training Coordinator, assessing HealthNet TPO's methods of community participation in the management of services in Western Bahr el Ghazal, promoting strong activity development in Northern Bahr el Ghazal and participating in assessments in Warrap and Unity

· With all stakeholders and partner organisations agree, establish and implement priority HIV/AIDS service delivery components including the strengthening of outreach services.

· In close collaboration with the Training Coordinator, work with all stakeholders, organise and establish effective in-service training systems; and define targets with the team leader, using SSAC methodologies and guidelines.

· Play a strong role in maintaining motivation of people involved in comprehensive HIV/AIDS service delivery: encouraging health staff of all implementing organisations and motivating communities to contribute to improved health results.

2. TERMS

The initial contract will be up to 31st December 2011, depending on donor approval with the option to extend based on performance. The anticipated donor-funding period is three years.

Skills, Knowledge and Expertise

· Degree in Medicine / Public Health / Social Sciences / Post-graduate Diploma in health related fields or social sciences.

· Minimum of 2 years in management and provision of HIV/AIDS prevention, care and support.

· A minimum of 3 years' experience in social mobilization/ community participation, preferable in HIV/AIDS programmes.

· Good experience in conducting KAP / formative studies.

· At least 3 year experience in planning and conducting training.

· At least 3 years' experience in working with local partners and government institutions.

· Good command of English, Arabic and local languages.
