CSO Advocacy and Public Procurement Specialist, N’Djamena, Chad

Project/Proposal Summary:

MSI supports the implementation of the Promoting Elections, Accountability
and Civic Engagement Project (PEACE) in Chad under a sub-agreement with
Counterpart International. The project aims to promote broader citizen
participation in democratic processes through peaceful and increasingly
credible, free and fair legislative and presidential elections in Chad. A
critical aspect of the PEACE’s intervention in Chad is improving the
capacity of Civil Society Organizations (CSOs) to monitor and develop
advocacy campaigns around public procurement and natural resource revenue.



Position Summary:

MSI expects the consultant to develop and deliver trainings in advocacy and
public procurement monitoring to strengthen the capacity of CSOs in these
areas. These trainings must be developed and delivered aiming to help CSOs
understand and work with the government in a constructive manner to help the
GOC ratify the Extractive Industry Transparency Initiative (EITI)
conventions. The consultant will deliver these trainings to CSOs previously
selected by Counterpart International to implement Public Procurement
Monitoring and Advocacy grants. The consultant will work in June 2011. The
total Level of Effort should not exceed more than 25 days, with a total of
around 14 days in the field. While the preparation and design of trainings
can be done remotely, travel to N’Djamena, Chad, will be required for the
delivery and execution of training sessions.



Responsibilities:

· Create a training module, to be reviewed and approved
by MSI and Counterpart International, in the development of advocacy
campaigns with a strong focus on public procurement and revenues monitoring.
Training materials should be sent to CPI before the arrival of the
consultant to Chad. These materials should be prepared in French;

· Create a training module, to be reviewed and approved
by MSI and Counterpart International, in the skills, techniques, sources,
strategies, indicators and plans to successfully monitor public procurement
and revenues;

· These trainings shall incorporate education in EITI
conventions and should show-case real examples from similar contexts as
examples of how to carry out advocacy campaigns and monitoring;

· These trainings must build the capacity of CSOs on how
to reach and work with rural audiences;

· Once trainings have been developed, they must be
delivered to the group of CSOs selected by Counterpart International in
Chad;

· Original copies of training modules and materials must
be given to MSI and Counterpart International;

· Copies of the training’s attendance lists must be
given to MSI and Counterpart International. These lists should identify the
name, position and organization of each participant;

· Training Recommendations on the assignment with
recommendations for future trainings for CSOs in this field should be
submitted to CPI and MSI no later than one week of the completion of the
assignment in French and English. The document should from 5 to 7 pages.





Qualifications:

· Experience in Civil Society capacity building,
especially in advocacy development and public procurement and revenue
monitoring;

· Expertise in monitoring public procurement and
revenues;

· Expertise in EITI conventions;

· Fluency in English and French;

· Experience working in Francophone Africa.
