Deputy Country Director, Swaziland

The Clinton Health Access Initiative:

Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

The Swaziland Team:

CHAI has been working in Swaziland since 2007. The team began by managing a donation of pediatric commodities to the Government of Swaziland through UNITAID, and since that time has been providing technical assistance in a variety of the Government’s public health priority areas. Most of the work to date has been done in the areas of pediatric HIV/AIDS care and treatment, increasing access to high-quality, affordable medicines, and malaria elimination. With a new grant from the Dutch Postcode Lottery’s Dream Fund, awarded in 2011, CHAI Swaziland is developing a more comprehensive program to support the Ministry of Health across the continuum of HIV care and treatment with a particular focus on the benefits of treatment as prevention.

Position:

Based in Mbabane, Swaziland, the Deputy Country Director (DCD) will work with the Country Director (CD) and CHAI staff to ensure the overall success of the organization’s programs. The DCD will play an important role in ensuring the team achieves its objectives in providing robust support to the Government of Swaziland. The DCD will be responsible for daily administrative and financial oversight of the program.



Responsibilities:
  • Support the CD in defining CHAI-Swaziland's overall strategy, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
  • Oversee internal management of CHAI – Swaziland’s daily operations:
    • Help determine and recruit the required human resources
    • Ensure adequate onboarding for new staff and identify training needs
    • Ensure fulfilment of all legal obligations and respect for national laws and regulations through hiring process, contracting, salary definition and net calculation, etc.
    • Oversee administrative management of the office and programs
  • Establish robust financial, administrative, and human resource policies and systems within the CHAI Swaziland program, ensuring they are aligned to CHAI global policies
  • Manage processes and tools for planning, budgeting, financial reporting, and monitoring and reporting programmatic progress:
    • Assist the CD to manage monthly cash flow and financial reporting to HQ
    • Develop and manage program budgets in collaboration with program staff
    • Oversee local audit process and fulfill HQ audit/documentation requirement
    • Manage completion of financial and programmatic reporting to donors
  • Develop and maintain strong working relationships with key stakeholders in government, international partners, donors and NGOs
  • Collaborate with government at national and regional levels to ensure skills transfer and government ownership, identifying the most critical hurdles to scale-up of HIV care and treatment and developing innovative strategies to address them
  • Ensure execution of multiple strategies simultaneously, along aggressive timelines
  • Maintain a thorough understanding of the HIV/AIDS landscape in the country and the key priorities, challenges and gaps (as well as internationally) in order to inform program development
  • Identify additional funding opportunities for the CHAI – Swaziland program
  • Provide high-quality technical assistance to the government as needed/requested, often under pressure and short timelines



Qualifications:
  • A minimum of 5 years of experience in private or public sector enterprise, with increasing levels of responsibility and leadership
  • Experience conceiving, planning and executing complex programs or projects with verifiable results
  • Demonstrated ability to navigate complex government processes with multiple influencers, as well as negotiate and achieve consensus
  • Demonstrated proficiency working on highly complex problems without extensive support
  • Role model and team player who demonstrates exceptionally high performance and is able to lead similar performance from a team
  • Strong analytical skills and insight
  • Ability to work within budgetary constraints typical in a small organization
  • Strong problem-solving and decision-making abilities
  • Excellent written and verbal English communication skills; Knowledge of SiSwati is an advantage
  • While knowledge of HIV/AIDS is a plus, it is not required
