Save the Children’s origins lie in emergency response and it has remained central to our work ever since. Our approach integrates our emergency and development work, through the medium of our country programmes, which we expect to have the expertise for both types of work. With the increasing frequency and severity of emergencies worldwide the organisation is in the process of increasing its standby capacity to support programmes.
Emergency Response Personnel (ERP) play a key part in the SC UK emergencies’ strategy, by being deployed at short notice for medium-term assignments of approximately three months at a time, providing emergency expertise that can be deployed quickly to help programmes respond.
A new post of ERP Safety & Security has been created to assist programmes worldwide on all aspects of staff safety and security; programmes that have robust security policies, procedures and guidelines will be fully prepared to facilitate emergency deployments in their geographic areas of responsibility.
Job Purpose
The ERP Safety and Security Advisor will work closely with the Senior Specialists Regional Safety and Security (SSRSS) to carry out safety and security assessments; make recommendations and provide support for their implementation by country programmes. The ERP Safety and Security Advisor will facilitate the implementation of Save the Children’s Safety and Security Policy and Standards within country programmes and help drive systemic change in the quality of safety and security management and contribute to building country compliance with safety and security Minimum Standards. He/She will also take forward the organisational security ethos. While on assignment the ERP will play a key role in the capacity building of Safety & Security Focal Points.
Additionally the ERP will form part of the HO REACT team with a mandate to deploy immediately in the event of any major natural disaster or emergency.
Key Accountabilities
• Engage country programme management and staff as well as staff at all levels to facilitate the adoption and compliance with the Save the Children’s Safety and Security Policy and Standards
• Support implementation and compliance with Save the Children’s Safety and Security Policy and Standards
• Develop and deliver capacity building in safety and security management for managers and safety and security training for staff
• Provide safety security management advice, guidance and support to the Country Offices and to the Emergency Team.
• Assist in the evaluation and implementation of actions to reduce risk across Global Programmes.
• Provide support to Emergency response and where necessary backstop the on-call and REACT teams.
• Provide technical assistance and guidance to Country Offices in implementing action plans based on regional security specialist assessments and recommendations.
• Assess and evaluate country/programme security guidelines and make recommendations for improvements using the Standards in the Save the Children Policy and Standards for security management plans, evacuation contingency plans and standard operating procedures.
• Promote the concept that safety and security plans and guidelines should be jointly developed by the whole team to create ownership and encourage compliance.
• Promote the concept that safety and security is an integral element of programme design and operations and should be amongst the first planning considerations.
• Promote the need for each programme to appoint a safety & security focal point (SSFP) reporting to the SMT and advise on the minimum training standards for each officer dependent upon the country level of insecurity. The advisor will play a key role in building the capacity of each SFP consistent with the assessed need for each programme.
• Promote the need for each country programme to have safety and security as a standing agenda item on the SMT and to form a core Crisis Management Team.

Person Specification
Essential
• Expertise in current safety and security practices and issues affecting aid work globally.
• Fluent in English (written and spoken)
• Fluent in French (written and spoken)
• Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, militias, donors, International Organisations and local NGOs.
• Experience of working in hostile environments. Self motivated with the ability to work autonomously in a highly stressful and challenging environment.
• Accredited training of trainers skills and proven experience of training multi-national staff
• Ability to formulate and communicate analysis of a changing security environment.
• Willing to spend up to 3 months on any assignment at any one time with the ability to travel worldwide at short notice. Willingness to work in uncertain security environments.
• Proven skills in concise and succinct report writing. Ability to prioritise security related tasks and complete reports to deadlines.
• Strong leadership skills.
• Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
• Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job. Commitment to Save the Children child protection policy.
Desirable
• Operational experience in post war / disaster affected environments with NGO, Military or police background.
• Additional language(s) – ideally Spanish and/or Arabic.
