POSITION SUMMARY:
To provide strategic and transformational leadership of the restructured Finance, Risk and Infrastructure functions of WV ministry so as to yield positive contributions towards the attainment of the organization’s vision and Child Well-being Outcomes. This will be done through; (1) the development and execution of strategic financial, infrastructure and risk management plans, projects and business solutions that improve support services to programming and corporate facets of ministry, (2) the organization-wide promotion of good stewardship and accountability through effective financial systems, policies, innovative techniques/approaches and capacity enthancement tools and methods that improve efficiency, productivity and asset preservation/security, (3) the provision of ‘client-focused’, solution based strategic leadership of the support services departments (Information Communication Technology - ICT, Supply Chain, Administration and Fleet Management) and effective management of the quality of the organization’s service delivery outcomes and (4) effective and efficient resources management in the financial, administrative, ICT and supply chain domains of WV operations in compliance with WVI standards.
KEY RESPONSIBILITIES:
Promote stewardship, accountability and reporting
- Design and implement policies, models, systems and procedures that will enhance corporate wide stewardship, accountability, asset security/preservation and reporting
- Ensure the timely submission and input in FFR Database, of accurate , complete and relevant financial reports for different stakeholders in and outside WV ministry
- Play the role of Disclosure Officer whenever an allegation is received by WVI under the IRR policy
- Ensure compliance with WVI Finance Manual and other policies, WVI’s year end procedures, Carryforward processes and protocols
- Provide oversight on Harmos’s Financial ManagementProvide leadership in Strategic Financial Planning and management
- National Office Budget planning, resource allocation and alignment of Partnership Budgets between National Office, projects, grants and Support office, taking into account RWG recommendations and RVP approvals
- Managing WVI Zambia’s budgets, cash flow planning, treasury arrangements and models and funding/provision of financial services to all projects
Risk Management & Controls
- Provide strategic leadership in the development and coordination of the implementation of a corporate wide Risk Management System for WVZ (This will include Anti-Fraud policies and Strategy) (This is not restricted to Financial risks).
- Establish reporting mechanisms to provide information to the senior leadership team about the effectiveness of the strategy measured against objectives, and provide advice regarding changes to management practices to enhance effectiveness of the strategy
- Ensure appropriate Systems and controls are in place to avoid significant audit ratings in ALL WVZ Offices, including projects
- Ensure adequate preparations for the GC and/or external audits (as applicable in context)
Leadership Development & Capacity Building
- Develop and lead the Implementation of a Capacity Building (CB) and Talent Management Strategy for the Finance, Risk & Infrastructure Team as well as (CB only) in teams in other Departments so as to enhance their non-technical skills in the support service functions
- Participate in relevant National, Regional, Africa and partnership Capacity Building Initiatives
- Lead the development and roll-out of a Community Capacity Building Initiative in defined areas within the Finance, Risk and Infrastructure Division
Strategic Partnerships and networks
- Develop value networks and relationships with Key stakeholders
- Promote shared resource networks within the Sub-region, Africa, SOs and partnership
- Attend and actively participate in strategic regional meetings
Overall Leadership of the ICT and Supply Chain Departments
- Provide context sensitive directional input and support to the ICT and Supply Chain departments to enhance organizational effectiveness that supports attainment of Child Well-being Outcomes. This will be in full compliance with Partnership and country specific policy and regulations
- Review all strategies within ICT, SC (inclusive of Fleet Management) for alignment with WVZ’s corporate strategy and vision
- Support the development & Implementation of client focused and solution based systems/platforms that will enhance productivity and a better service to clients who include communities
- Conduct a performance review of ICT and Supply Chain units
- Provide overall leadership in the setting up, acquisition and management in line with corporate directions/objective for all assets and infrastructural projects in the country
KNOWLEDGE, SKILLS AND ABILITIES:
REQUIRED:
- Bachelor Degree in Accounting and Finance
- Experience of 8-10 years, 4 years at Senior Management level in finance field
- Professional technical skill desired (certification)
- Strong interpersonal skills
- A good working knowledge of vehicle and maintenance and repairs
- 10 years of experience in Leadership / management field
- Project Management,Quality Assurance Skills is preferred
- Must be prepared to join the Zambia Institute of Chartereed Accountants
