Financial Management/Capacity Building Specialist, Cairo, Egypt

Project/Proposal Summary:
This three-year Civil Society Task Order aims at providing technical support to USAID/Egypt in managing the civil society portfolio activities and strengthening the capacity of Egyptian civil society organizations and the Civil Society Sector at large.

Position Summary:
The Specialist is a short-term consultant appointment that is based in Cairo, Egypt. The Specialist will report to the Financial Management and Capacity Building and Training Advisor, and be responsible for providing support to USAID for its civil society portfolio, developing the financial management capacity of existing USAID civil society grantees, and providing targeted support to build the capacity of Egyptian civil society organizations. We are seeking applicants with immediate availability.

Responsibilities:
• Analyzing civil society grantee reports and material;
• Monitoring grantee compliance with USAID rules and regulations, especially with regard to procurement policies and transactions;
• Developing, in coordination with the Advisor, and implementing tailored financial management capacity development plans;
• Developing grantee financial management systems and capacities;
• Providing financial management support to grantees;
• Conducting monthly site visits;
• Providing targeted capacity-building support to grantees.

Qualifications:
• Advanced degree in a relevant discipline from an accredited university;
• Demonstrated record of work in the field of financial management and knowledge of financial management best practices in the following areas: payroll processes, financial reporting, procurement, and budgeting;
• Demonstrated record of work in the field of NGO capacity building;
• Demonstrated skills in program planning, needs assessment, training, and evaluation;
• Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations, particularly multi-cultural teams;
• Excellent spoken and written English and Arabic;
• Residency in Egypt highly desirable;
• Excellent oral and written communication skills.
