Fleet Manager American Red Cross

Specific Duties And Accountabilities

Implementation of the American Red Cross approved fleet procedures and policies
Develop the tools and additional procedures for the improvement of the existing fleet system.
Ensure proper management of the fleet staff and promote professional relationship and service provision with all ARC staff on a regular basis.
Ensure that proper inventory of all components of vehicles are maintained and checked on a daily basis.
Ensure that the maintenance, oiling and servicing schedule of the vehicles is followed appropriately
Ensure proper and cost effective systems are in place for the fleet operation mechanisms – service, fuel and other related expenses
Arrange for re-training and re-certification of drivers and registration and re- certifications of vehicles. Source appropriate agencies for driver training needs including safe driving and security procedures and ensure training meets the highest international safety standards.
Ensure feedback on performance of staff, driver’s cleaners and mechanics after evaluation.
Put an action plan and budget needs for the improvement and operation of the fleet for the next year.
Manage the staff responsible for transport administration, supervision and vehicle dispatching. Ensure proper management control is in place and the staff is adequately supported on a daily basis.
Prepare reports of fleet utilization (mileage, fuel consumption, service maintenance, accident reports.) and submit these reports to the Logistics Delegate.
Ensure that the structure of the fleet department is based on the American Red Cross Delegation operational and program needs. Develop and keep the driver’s schedule up-to date to meet the needs of the ARC operation
Administer and manage all issues and services related to documentation, stickers and accessories for the fleet (e.g. Vehicle Handover forms, log books, service books, documentation folders, stickers, keys, etc). Keep files of all Vehicle Handover forms, vehicle contracts, service contracts, fuel contracts, customs documentation etc.
Plan and manage the preparation and management of commercial transport contracts.
Plan and manage the timely forwarding of American Red Cross programs items to all destinations in co-operation with the requesting departments (Relief, Shelter, etc.)
Manage and monitor adequate security procedures with special focus on safe driving covering the usage of vehicles, key control, incident reports, emergency evacuation procedure, fuel consumption, control of fleet and movements according to ARC standards. Monitor and keep records/ history of drivers and accidents.
Co-ordinate all legal aspects as import-export documentation for vehicles, registration, insurance, accident reports, etc.
Work closely with the Finance on all financial issues related to the Fleet Department and ensure economical and efficient usage of the ARC assets.
Liaise with all relevant local contractors, service providers and commercial enterprises.
Perform all other duties as requested by the supervisor

General
In good mental & physical health
Legal drivers license (local)
Ability to plan and execute the activities in a timely manner
Developed ability in coaching and training
Qualifications
Computer proficiency in MS Office applications
University Degree in Management or business Administration (minimum Bachelor degree)
Experience
Experience of working for the Red Cross/Red Crescent or other international humanitarian organization
Minimum of 3 years experience with fleet management.
French, English, Creole fluent
