HIV/AIDS Advisor / Expert in Capacity Development

Location: Based respectively in the capitals of Western Bahr el Ghazal (Wau) and Northern Bahr el Ghazal (Aweil)

Contract Date: Mid April 2011

Reports to: Director of State AIDS Commission (SAC)

Works: in close collaboration with HealthNet TPO's Core Team of the HIV / AIDS programme, with the State AIDS Commission team and their stakeholders.

1. GENERAL DESCRIPTION

HealthNet TPO's programme in Southern Sudan dates from 1996. HealthNet TPO aims to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care. HealthNet TPO aims to include and build the capacity of Sudanese organisations, communities and authorities. HealthNet TPO is implementing a health service delivery programme in Western Bahr el Ghazal and Northern Bahr el Ghazal. In addition, HealthNet TPO is implementing an HIV/AIDS Programme in Western Bahr el Ghazal, Northern Bahr el Ghazal, Warrap and Unity States. The current positions are related to the HIV / AIDS programme funded by the World Bank / Multi Donor Trust Fund in Southern Sudan that aims to strengthen the State AIDS Commissions, and relevant line ministries, State and County authorities' capacity in the coordination, planning, implementation and monitoring of HIV/AIDS prevention, care and treatment service.

The HIV/AIDS Advisor / Expert in Capacity Development will be seconded to one of the two State AIDS Commissions (SACs) and works closely with the HIV/AIDS Coordination Units of the State Ministries of Health (SMOH). The SACs and SMOHs are responsible for the planning of priority HIV/AIDS interventions, the coordination of organisations involved in the provision of HIV/AIDS services including the coordination and implementation of training activities. The role of the HIV/AIDS Advisor / Expert in Capacity Development is to strengthen the institutional and operational capacity of the SAC and / or SMOH HIV/AIDS Coordination Units.

The MDTF project's objectives are to: (i) strengthen the capacity of the SAC to plan, coordinate and monitor the Government of Southern Sudan (GOSS) response to HIV/AIDS, (ii) increase community access to comprehensive HIV/AIDS services, and (iii) create awareness and measurable behaviour change regarding HIV/AIDS.

2. PURPOSE OF POSITION

The HIV/AIDS Advisor / Expert in Capacity Development provides advice and support to the SACs and SMOH units aimed at strengthening their capacity in coordination, planning, implementation and monitoring of HIV / AIDS interventions.

3. CORE RESPONSIBILITIES AND TASKS

· Advise in and support the development, consensus building and introduction of effective coordination mechanisms for HIV / AIDS interventions;

· Advise in and support realistic planning of HIV / AIDS service provision;

· Advise in and support the development of planning guidelines for in-service training activities;

· Advise in and support the revision / development of supervision guidelines;

· Advise in and support the expansion of HIV/AIDS service provision based on realistic planning and prioritisation.

5. TERMS

The initial contract will be until 31st December 2011 with the option to extend based on performance and renewal of donor contracts. The anticipated donor-funding period is three years.

4. PROFILE

· Degree in Medicine, Nursing and/or Public Health; and a minimum of 3 years work experience in planning, management and implementation of health and, preferably also, HIV/AIDS programmes;

· Demonstrated ability and affinity to work with Ministries of Health, local health staff, and local officials to plan, coordinate, implement and monitor improvements in health and / or HIV/AIDS service delivery;

· Affinity with and proven experience / skills in institutional capacity development.
