International Legal Consultant on Access to Justice Survey in Lao PDR

Until 2009 no systematic and comprehensive study had been undertaken on the people’s understanding or perception of their access to justice (including an assessment of access to justice for the poor, vulnerable and disadvantaged people in remote areas including ethnic groups, women and children). In order to redress this, the LBA started to implement a “People’s Perceptions on Access to Justice”. The field study took place in January and February 2010 and gathered information in 4 provinces of Laos. A first draft of the final report synthesizing the data collected and presenting the findings was submitted to UNDP.

Duties and Responsibilities

The consultant will produce the final analysis and inputs to the A2J report with a legal and institutional perspective, and will provide sound advice and recommendations aiming at assisting the Lao government and development partners in the definition of the best strategies and actions to be implemented in the future in order to improve people’s access to justice throughout the country.

  • The revised draft report to be presented at the final stakeholders’ workshop will be submitted no later than on the 20th of April.
  • The final report will be presented within a period of 1 week following the final stakeholders’ workshop and in any case no later than the 30th of June.

The consultant will work remotely except for the sake of his participation in the final stakeholders’ workshop. He/she will then have to travel to Vientiane where travel cost will be covered by UNDP.

Competencies

  • Previous involvement in surveys or formulation missions on access to justice, judicial or legal related work, including relevant experience in the region is essential.
  • Experience in working with governments, institutions and international organizations.
  • Understanding of development issues in Lao PDR including legal, cultural and socio-economic environment is an asset

Required Skills and Experience

Education:
  • Master degree in Development, Law, Legal Pluralism or other relevant fields of study with strong background in legal research.

Experience:

  • Minimum 15 years of experience in the legal sector development and/or justice related issues.

Language:

  • Fluency in spoken and written English including excelling drafting skills, particularly in being able to write documents (such as reports and the questionnaire) concisely and in simple-to-understand English that is easy to translate into another language.

Evaluation of Proposals:

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable,
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
