ASSIGNMENT DESCRIPTION
Tentative dates: 25th April - 20 July 2011 (2.5 months)
Under the direct supervision of the PTA Knowledge Management Focal Point, the overall guidance of the Technical Adviser for Water and Rural infrastructure and in close collaboration with the Communications division of IFAD, the consultant will implement the preparatory phase of the CoP for Water for Food.
OBJECTIVES OF THE CONSULTANCY / SERVICE PROVISION
1. Conduct a knowledge audit to assess knowledge needs, resources and flows, in the area of water for food
2. Identify key partners in the area of irrigation and water management
3. Co-ordinate consultation with partner organizations, to assess their needs and expectations on knowledge management, sharing and communication.
REQUIRED EXPERTISE
Ability to work independently and in a team Proven capacity to work effectively with a wide range of partners Ability to establish and foster network of like-minded people/partners/organizations Excellent communication skills with demonstrated commitment to participatory approaches Good understanding of and experience with KM methods and techniques. Experience with development and implementation of communities of practice as a tool for collaboration and achieving better results in the field. Good understanding of IFAD project cycle (loan and grant) and Quality Enhancement (QE). Understanding of and experience with partnership building. Good facilitation skills.
ACTIVITIES AND EXPECTED OUTPUTS
1. Conduct a knowledge audit to identify knowledge needs, resources and flows, in the area of water for food as a basis for understanding where and how better KM and KS can add value to IFAD development operations.
1. .Conduct a research to map existing networks and collect information on their mandate, members, strategies, activities and working modalities.
2. Identify partner organizations (map potential community members) and start consultations to strengthening interactions and networking. - Through in-house and external consultations (with Country Programme Managers, Project Management Units, project partners and other key IFAD resource people at divisional and field level; regional and thematic networks, stakeholders organizations, etc.) identify potential partner organizations. - Collect in a matrix: (i) information about their scope and mandate; and (ii) contact details.
3. Develop and distribute a Needs and Expectations Assessment to potential members/partners to identify challenges, areas of work, strategies, opportunities and priorities. - Use Monkey Survey to create an electronic version of the survey and distributed it to relevant partners. - Monitor responses and compile results. - Prepare a report on the findings. - Identify from the priority assessed, actions and areas of collaboration and promote possible linkages/networking for common activities.
4. Assess Knowledge Management and Knowledge Sharing (KM/KS) needs and expectations of partners’ organizations. - Prepare and disseminate a Questionnaire survey to identify KM/KS needs and expectations of CoP potential members/partners. - Report on findings from the KM/KS assessment.
EXPECTED OUTPUTS
(i) Assess knowledge gaps and key critical processes planned to influence and support the generation, sharing, storing and application of knowledge in the area of water for food; (ii) Identify existing networks on water management and irrigation and collect relevant information. (iii) Compile list of potential partners’ organizations and related information. (iv) Prepare and disseminate survey. (v) Monitor results, follow-up, analyze and report on the survey findings. (vi) Assess and report on KM needs & expectations.
OTHER DUTIES AS REQUIRED
