Laboratory Systems Program Manager

The Clinton Health Access Initiative:

Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

The Swaziland Team:

CHAI has been working in Swaziland since 2007. The team began by managing a donation of pediatric commodities to the Government of Swaziland through UNITAID, and since that time has been providing technical assistance in a variety of the Government’s public health priority areas. Most of the work to date has been done in the areas of pediatric HIV/AIDS care and treatment, increasing access to high-quality, affordable medicines, and malaria elimination. With a new grant from the Dutch Postcode Lottery’s Dream Fund, awarded in 2011, CHAI Swaziland is developing a more comprehensive program to support the Ministry of Health across the continuum of HIV care and treatment with a particular focus on the benefits of treatment as prevention.

Position:

Each Program Manager exercises end-to-end responsibility for the execution of their respective program in order to achieve ambitious targets for patient-level impact. Programs are dynamic, not prescribed, and require the Program Manager to continually identify opportunities for the organization to add value and maximize impact. The Program Manager is responsible for defining CHAI's overall strategy within the program area and developing clear operational plans for execution as well as working closely with the relevant technical staff in the Ministry of Health to ensure rapid implementation, skills transfer, and government ownership.



Responsibilities:

The Laboratory Systems Program Manager will provide overall direction in strengthening HIV/AIDS laboratory systems, particularly as they relate to laboratory services for rural clinics including point-of-care services, sample transportation, and ensuring the consistent availability of the appropriate commodities.

The Laboratory Systems Program Manager will be responsible for the following:

  • Provide technical assistance in the development of national laboratory strategic and operational plans, guidelines, and manuals
  • Support the Ministry of Health (MOH) to establish new point-of-care (POC) systems in rural clinics including POC CD4 and POC EID/Viral Load
  • Provide strategic technical assistance to continue strengthening the new national sample transportation system
  • Provide advice and support to Clinical Laboratory Services in establishing a minimum package of laboratory services for rural clinics
  • Provide support to the clinical laboratory services in their quantification efforts for laboratory commodities on a quarterly basis
  • Provide input into overall annual planning for the Clinical Laboratory Services Program
  • Participate in the National Laboratory Technical Working Group
  • Support the MOH in the evaluation of interventions by conducting cost-benefit and/or cost-effectiveness analyses
  • Develop and manage CHAI's laboratory program budget under the supervision of the Deputy Country Director and Country Director
  • Create an annual plan of action each year for the program establishing goals, strategies, specific activities, and metrics of performance
  • Prepare weekly, monthly, quarterly, and annual reports


Qualifications:
  • Bachelor's degree required; Advanced degree in laboratory sciences preferred
  • At least 3 years of professional experience, preferably in a project or program management role
  • Demonstrated excellent quantitative and analytical skills
  • Demonstrated ability to build collaborative working relationships with a range of organizations
  • Excellent written and oral communication skills to audiences of all backgrounds in cross-cultural settings
  • Experience living and working in a developing country preferred
