Position Summary: The program development officer works with others in the program development unit, technical platform networks, operational units and Pact staff worldwide to develop programs and prepare proposals for submission to donor agencies, including: bilateral donors and multilateral donors, foundations, USAID, the Department of State and other US government agencies. In addition to coordinating specific proposals, the PDO may contribute to longer-term market research and trends analysis, as well as support development of country-level business strategies.

Specific Duties and Responsibilities:
Proposal Development
• Work with program officers, country representatives and other staff to conceptualize and design proposals for new project activities and/or amendments to current projects
• Conduct research for and draft proposal sections as necessary
• Coordinate and help produce proposals as assigned, ensuring that proposals meet funder specifications and deadlines as well as Pact’s quality standards
• Coordinate with Grants & Contracts and Finance for budget review and approvals
• Coordinate with Grants & Contracts and program staff to negotiate final awards with donors
Partnership Development and Donor Relations
• Build a network of professional business contacts within Pact’s industry
• Negotiate partnership arrangements and budgets
• Coordinate teaming agreements, memorandae of understanding, and other institutional agreements with partners
Strategy Development
• Support development of proposal specific and country-level strategies
• Identify new sources of funding and opportunities
• Monitor and share information from outside sources of news, including political and security information
• Attend and represent Pact at relevant external briefings and meetings
• Facilitate or support bid decision-making conversations
• Represent NBD at relevant platform meetings
Knowledge Management
• Engage with Pact’s internal technical network and represent the organization at external events
• Contribute to internal NBD communications
• Develop and maintain proposal development tools and marketing products
• Maintain electronic files
• Maintain accurate information in database and assist with conducting analysis of proposal development
• Support roll out of new IT systems including CRM and Sharepoint
• Provide training/mentoring to HQ and field-based staff on proposal development, as needed.
Qualifications:
• 4-6 years relevant experience
• 1-2 years experience in international development in overseas setting
• Fluent in English, proficient in another language
• Ability to establish and sustain interpersonal and professional relationships with Pact staff in overseas offices, in donor organizations and in peer organizations
• Knowledge and understanding of USAID, DfID, UNDP or other donor policies, procedures and regulations
• Excellent writing and analytical skills
• Availability to travel at short notice
• Ability to perform and prioritize multiple tasks
• Proficiency in word processing, spreadsheets and database skills, as well as experience supporting SharePoint, CRM and other IT platforms
• Strong oral and written communication skills
• Ability to work collaboratively and collegially in teams
• Strong writing, editing and proof-reading skills
Education and Experience Requirements:
Required
• Master’s degree and five (5) years of experience is required
• Fluency in French, Russian, other
