Present in Guinea-Bissau since 1979, SNV is composed of 1 multidisciplinary, multinational Portfolio team of 14 permanent advisors located in Bissau with interventions in the Northern Southern, and Eastern regions of the country.
SNV Guinea-Bissau currently focuses its work on poverty reduction through two major impact areas: “Sustainable and Equitable Production, Income and Employment (PIE)”, as well as “Effective, efficient and Increased Access to and Delivery of Basic Services (BASE)”. Governance is an important cross-cutting theme. Sustainability, gender equity and social inclusion are key elements of good governance. SNV contributes to poverty reduction by providing capacity development services to partner organizations at “meso” or intermediate level in order to improve their performance, so that they can make better deliberate choices, deliver appropriate services to their members and defend the interests of poor people.
Responsibilities:
Provides support to portfolio management and inputs to portfolio / country positioning requested at regional level;
Contributes to the definition, implementation and monitoring of the Country sector plan and management agreement;
Delivers and holds responsibility for assignments for Local capacity builders through advisory services and coaching the SNV advisors team;
Delivers quality capacity development services in line with Value Chain Development products including but not limited to: Multi-Stakeholder Platforms, Producer Group Strengthening, Market Intelligence, Strengthening Value Chain Service Providers, Value Chain Financing, Inclusive Business and Effective Public Policy Management;
Contributes to strengthening capacities of the cashew sector stakeholders by providing advisory services focused on food sovereignty, promotion of cashew transformation, promotion of other byproducts, and supporting the diversification of the household production base;
Contributes to mainstreaming of Governance for Empowerment in the sector development and client assignments with special attention to gender equity;
Identifies potential programs for funding and develop/writes proposals for submission to funding institutions and donors;
Supports the complementarities and the development of relationships between stakeholders and regional and district institutions, as well as of cross border issues, through advisory services focused on information brokering, sharing and diffusion;
As PRM focal person you will contribute to the development of SNV GB partnerships and resource mobilization;
You will be the country focal person for agriculture network.
Requirements:
Education:
MSc in agricultural economics or related field (Social sciences, Development studies, or Agronomist / rural development studies)
Experience:
Eight (8) years of relevant professional experience of which 5 years as an advisor in the area of economic development. Proven experience in country based economic analysis and development, preferably in Africa
Experience in value chain development (production to market), organizational and institutional development, facilitating multi-stakeholder involvement, networking
Knowledge and insights in the functioning of the private and public sector, , market access for the poor, inclusive business, sustainable livelihoods
Experience in partnership building, resource mobilization and proposal writing
Proven track record of capacity building through advisory services
Skills:
Excellent skills in process facilitation, organizational and institutional analysis,
participatory techniques, team work and learning techniques like feedback, coaching, networking, alliances building and the facilitation of institutional change processes and strategy formulation.
Is result oriented and accountable in this respect
Excellent writing, communication, interpersonal and coaching skills
Very good knowledge of data processing and word processors programs (Word, Excel, PowerPoint and Internet) and other computer systems
Genuine curiosity and interest in people.
Languages:
Knowledge of the Portuguese language (written and oral) is a MUST
Fluent English is essential (official working language of SNV)
Good knowledge of French oral and written
Duty Station
Bissau, capital of the country, with about 300 hundred thousand inhabitants The international connections from Bissau are usually guaranteed through 6 weekly one-hour flights to Dakar and two weekly flights to Lisbon. The road linking inter regions from Bissau is manageable (asphalted with some cavities). There is a national hospital and clinics, but the overall standard of health care in Guinea Bissau is poor. More complex and urgent matters will be dealt with in Dakar, which is one hour flying from Bissau. International French and several Portuguese schools are available.
The market is plenty with basic alimentation needs (bread, meat, fish, rice, vegetable, etc), some restaurants are available. The SNV office in Bissau has a very good and quick internet connection, others few cybercafés are available in the town. Telephone and mobile systems is available in Bissau.
Contract Duration: 3 years, with the possibility of renewal
