Project Manager, Rule of Law and Access to Justice, Governance Programme UNDP-Iraq

UNDP Iraq is one of the organizations that constitutes the UN Country Team, and participates in the eight sectors that form the UN Sector approach established to ensure integrated strategic planning by the UN Country Team. UNDP heads the sector on Governance under the UN Development Assistance Framework (2011-2014).

Under the authority of the Resident Representative, the Country Director, the Deputy Country Director-Programme and the Governance Cluster Manager;

Under the overall supervision of the Governance Cluster Manager and direct supervision of the Rule of Law and Human Rights Programme Advisor.

The Project Manager works in close collaboration with the Country Office, particularly with the other governance team members, as well as operations and programme staff as required for implementing the Rule of Law, Human Rights, Access to Justice and other related projects (‘The Projects”), as assigned. The Project Manager ensures that the implementation of the Projects is consistent with UNDP rules and regulations and will focus on the following areas:

1. Implementation of The Projects, as assigned, focusing on achievement of the following results:

  • Work with the Country Office in the implementation and monitoring of The Projects, ensuring participation and coordination with relevant CO units and making use of available information on donors’ priorities for Iraq.
  • Work with other UN agencies and Iraqi counterparts to manage the multidisciplinary Projects. Identify Iraqi and international executing and implementing agencies or competitively selected contractors to implement, monitor and evaluate projects/programmes.
  • Work with the UNDP CO to ensure that the projects supporting Rule of Law, Human Rights and Access to Justice in Iraq incorporate both Iraqi and international legal and regulatory best practices and principles, with an eye towards ensuring adherence to international principles of integrity.
  • Play the lead role in providing the vision for the establishment and ongoing implementation of The Projects through developing work plans, objectives, and plans for monitoring and evaluation of the process, and resolving all challenges that arise in the process.
  • Identify risks and challenges to the ongoing operations of The Projects and provide advice to the Programme Advisor on mitigation strategies.
  • Manage day to day administrative matters for The Projects under the direction of the Programme Advisor and with support from Governance administrative staff.
  • Manage performance of consultants and specialist advisers.
  • Preparation of project implementation activities and selection of implementing partners such as government institutions, service providers, and NGOs. Managing calls for bids and for proposals and selection of implementing partners within the UNDP contractual framework for project activity implementation. Design the scope of works and TORs for the bids and call for proposals.
  • Advise the Programme Advisor and the Governance Cluster Manager on progress and, where relevant, additional needs in relation to the project implementation and follow up activities.
2. Overall management of The Projects, focusing on the following actions and achievement of the following results:
  • Monitor the overall progress and performance of The Projects by ensuring proper planning, benchmarking and target setting (substantively and financially).
  • Provision of high quality analysis and substantive inputs to the development and management of the Projects, in close cooperation with UN agencies and Iraqi counterparts.
  • Preparation of work plans, monitoring, and reporting on project achievements.
  • Manage the accurate and timely reporting on the progress of projects with a specific focus on the activities and funds utilized. Ensure that reports are provided to donors according to UNDP’s contractual obligations.
3. Under the coordination of the Programme Advisor and Governance Cluster Manager, participate in the building of strategic partnerships and implementation of the resource mobilization strategy of the Governance Pillar and the CO focusing on achievement of the following results:
  • Identify areas of cooperation and coordination with other UN Agencies for the implementation of joint initiatives.
  • Collect and make analysis of information on donor contacts, funding priorities, criteria and processes related to Rule of Law, Human Rights and Access to Justice.
  • Promote and explain the UNDP projects and support the UNDP Resident Representative in his/her interactions with donors.
  • Identify opportunities for the implementation of the programmes/projects making specific recommendations on actions needed.
4. Advise the Governance Cluster Manager and the Programme Advisor on additional needs and/or indicated follow up activities.
  • Provide periodic update reports to the Governance Cluster Manager and the Programme Advisor on the implementation and work progress of the Projects.
  • Prepare donor briefings for the Governance Team Leader, the RoL Programme Advisor and the CO to enable them to mobilize the resources necessary for the support of the Projects.
  • Develop annual work plans, budgets, draft reports and other documents for the management and reporting of activities of the Projects.
5. Monitoring and Evaluation
  • Monitor project progress against annual and quarterly work plans and budgets.
  • Monitor and evaluate activities implemented by partners.
6. Assisting and advising the Governance Cluster Manager and the Programme Advisor in all other matters, as far as requested
  • Perform other tasks as required.

Required Skills and Experience

Education:
  • Masters degree in Law, Human Rights or other relevant fields.
Experience:
  • At least 7 years of relevant experience in project management, project control, and resource mobilization; preferably with specific Rule of Law or Access to Justice focus.
  • Demonstrated ability to prepare project proposals and administer budgets/resources/people.
  • 5 or more years of experience within an International organization, preferably UN, working on governance and project management issues.
  • Demonstrated ability in monitoring and evaluation of development projects.
  • Knowledgeable of Rule of Law and Access to Justice mechanisms in post-conflict countries.
  • Proven project management experience in a post-conflict country.
  • Experience working in a developing country (other that one’s own) in a developmental capacity.
  • Experience and knowledge of UN financial, human resources, procurement, management and general operations policies, an asset.
  • Experience working in a multi-cultural and/or international work environment.
Technical skills required:
  • Functionally-related professional management skills.
  • Ability to plan and prioritize work activities to meet organizational goals and organize and oversee work processes efficiently to achieve quality results.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and PowerPoint.
Previous UN Experience:
  • Experience from previous UN assignments and/or multilateral organizations and bi-lateral aid organizations would be an asset.
Note:
