SOUTHERN AFRICAN DEVELOPMENT COMMUNITY
GLOBAL FUND
SADC HIV AND AIDS CROSS BOADER INITIATIVE PROJECT
Background
In early 2009, the SADC secretariat submitted a proposal to the Global Fund that was approved with total amount of US$ 44.5 million for five years and 24.5 million for phase I. It is expected that this grant will be signed in August 2010. The aim of the Grant is to improve the coherence and effectiveness of the regional response to HIV and AIDS with regard to mobile populations in order to contribute towards the reduction in incidence and morbidity associated with HIV in SADC Member States.
Four objectives of the Grant are as follows:
1. To further harmonise policies, frameworks, plans, programmes, strategies, guidelines and related tools regarding mobile populations and affected communities, and improve coordination and collaboration, in order to strengthen the regional response by 2015.
2. To strengthen HIV and AIDS mainstream across sectors and programmes involving mobile populations and affected communities.
3. To strengthen monitoring and evaluation systems as they pertain to mobile populations in the context of HIV and AIDS.
4. To coordinate and enable sub-regional interventions designed to strengthen commitment to a sustainable regional response.
The SADC secretariat has been mandated to assume the role of Principle Recipient for this grant and intends to establish a Grant Management Unit that will coordinate the implementation of the grant and provide general guidance of Global Fund rules and procedures to all Sub Recipients participating in the implementation of the grant.
Under the direction and supervision of the Head of SADC’s HIV and AIDS Unit, the Project Coordinator is responsible for the oversight, management, monitoring, and evaluation of the grant’s performance and for the achievement of required grant results as articulated in the Performance Framework. The Project Coordinator provides strategic leadership and bears primary responsibility for the achievement of the grant’s objectives, the effective management and development of Grant Management Unit Staff, and for the timely and accurate fulfillment of the administrative and reporting requirements specified by the GFATM
