Main Purpose of the Job

Under the overall guidance of the GFATM Grant Management Unit Project Coordinator, the Senior Programme Officer – Monitoring & Evaluation will provide M & E expertise in the implementation of the Grant’s M & E plan, build capacity of sub-recipients and ensure that data quality standards are monitored and met. The Specialist will lead in identifying M&E technical needs of SRs, make appropriate recommendations and ensure that they are implemented. The Senior Programme Officer – Monitoring & Evaluation will supervise the Programme Officer – Monitoring & Evaluation, the Data Manager and the Information and Communications Officer.

Roles and Responsibilities

Ensure the implementation of monitoring and evaluation policies and strategies, focusing on achieving the following results:

  • The M&E system (framework, plan and tools) for the Global Fund grant developed.
  • Technical support to sub recipients to strengthen their M&E systems provided;
  • The M&E Plan for GFATM SADC grant aligned with the overall SADC HIV and AIDS M&E framework;
  • Capacity assessment and training of the Sub-Recipients (SR) in M&E conducted;
  • Baseline and Endline surveys/studies conducted
  • Relevant operations research conducted
  • Quarterly semi-annually and annual programmatic performance reports on grant implementation prepared
  • Potential implementation bottlenecks identified and appropriate strategies recommended

Other roles will include:

  • Develop Terms of References and supervise consultants where necessary
  • Supervise staff in the M and E section

Required Skills and Experience:

· Citizen of SADC Member State

· A minimum of Master’s Degree in Public Health, Health Sciences, Social Sciences or other related discipline

· At least 7 years of continuous M&E experience preferably in the field of HIV and AIDS.

· Extensive knowledge of monitoring and evaluation methodologies i.e. both quantitative and qualitative data collection, processing and analysis;

· Experience in project management and the use of data for programming and decision-making would be an asset.

· Demonstrated strategic thinking, excellent written and oral communication skills, a must

· Demonstrated Computer skills in Microsoft Office programs and statistical packages such as Epi Info, SAS, STATA and SPSS

· Fluency in English required with additional fluency in Portuguese and French as an added advantage;

· Ability and willingness to travel within the SADC region.
