Main Function of the Job
The Project Coordinator determines the specific tactical and strategic responsibilities allocated to Grant Management Unit Staff, ensures a management structure that facilitates information flow and work completion, provides and sustains an overall vision of success that fully engages stakeholders and staff in the fulfillment of this vision, and takes the actions necessary to ensure the project receives ratings of B1 and higher on GFATM grant performance evaluations. The Project Coordinator is the official representative of SADC in relation to the implementation of the Grant and maintains communication between all relevant parties, including appropriate officials from the RCM, Global Fund Portfolio Manager and The Local Fund Agent (LFA) assigned to this contract. S/he will work to ensure that the grant activities are supported and implemented to attain the intended results. The Project Coordinator also oversees grant start-up and closeout phases and ensures compliance with GFATM regulations.
Roles and Responsibilities
At Principal Recipient level:
· Oversee and coordinate programmatic and fiduciary management of the GF grant within the SADC Secretariat;
· Provide technical guidance for the implementation of the GF grants, and ensure technical support to RCM (Regional Coordinating Mechanism) and implementing partners, taking into account cross-cutting issues including gender and human rights;
· Coordinate with Member State Country Coordinating Mechanism (CCM) and other external/ regional stakeholders in the field of HIV and AIDS to ensure effective and efficient implementation of grants;
· Ensure an efficient financial flow process within the framework of GF requirements;
· Ensure an effective communication and information flow between finance and non-finance actors (on Regional Coordinating Mechanism (RCM), PR, LFA and sub-recipient level, MOH and National AIDS Authorities ) in order to effectively link the programmatic results to expenditures, as required by GFATM;
· Ensure an efficient flow process for procurement and supply management within the framework of GF requirements;
· Ensure timely submission of good quality periodic technical and financial reports of PR for submission to GFATM through LFA;
· Ensure implementing partner’s compliance with international, regional and national policies and standards for the delivery of services through coordination of technical assistance;
· Guide capacity development of the Global Fund Grant Management Unit Team;
· Act as a contact person for the GF and LFA..
At Sub-Recipient Level:
· Coordinate the selection of sub-recipients through open, transparent processes according to GFATM regulations and guidelines;
· Coordinate the capacity assessment of SRs and develop action plans for SRs capacity development;
· Harmonize reporting and accounting practices of sub-recipients including programme results, budgeting and financial key performance indicators;
· Monitor and evaluate the performance of sub-recipients to ensure compliance with provisions in the sub-recipient contracts;
· Ensure timely annual audits of sub-recipients.
Required Skills and Experience:
· Citizen of a SADC Member State
· Master’s degree in Social Sciences or related discipline is required
· At least 8 years of progressively senior experience HIV and AIDS in Southern Africa is required
· Familiarity and understanding of donor regulations and administrative procedures
· At least 4 years of demonstrated success in a leadership role in the HIV and AIDS field preferably within the SADC region
· Demonstrated strategic agility, diplomacy, conflict management, team building, hands-on supervisory, written and oral communication, decision making, and negotiation skills
· Demonstrated ability to work well with senior colleagues, particularly interacting proactively and comfortably with SADC Member State government officials, NGOs and development partners
· Demonstrated Computer skills in Microsoft Suite applications, including Word, Excel, PowerPoint and Outlook
· Fluency in English required with additional fluency in Portuguese and French as an added advantage;
· Ability and willingness to travel within the SADC region.
