The Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) is a not-for-profit sub-regional organization established in 1994 through a Memorandum of Agreement signed between the 10 national agricultural research institutions (NARIs) of Eastern and Central African countries that include Burundi, DR Congo, Eritrea, Ethiopia, Kenya, Madagascar, Rwanda, Sudan, Tanzania and Uganda. ASARECA'S mission is promoting economic growth, fighting poverty, reducing hunger and enhancing resources through regional collective action in agricultural research for development. It aims at increasing the efficiency of agricultural research in the region so as to enhance productivity, value added and competitiveness of the regional agricultural system

POSITION 001/11 - PROGRAMME ASSISTANT - MONITORING & EVALUATION
We are seeking to recruit for a Programme Assistant -Monitoring and Evaluation, The Programme Assistant, working closely with the Senior Technical Officer will assist, among other tasks, in preparing the annual Monitoring & Evaluation work plan and budget. The job holder will, inter alia.

• Receive and review periodic reports from different stakeholders (especially the Principal Investigators) and provide feedback on their quality
• Collate draft performance reports from programmes into a comprehensive AS ARE CA-wide report for review by the Senior Technical Officer.
• Work closely with the Administrative Assistants in arranging for workshops and other out-of-the-office related activities
• Participate in field visits for projects performance monitoring and to guide stakeholders appropriately, especially with regards to data quality
• To carry out preliminary analysis on the availed data to help managers make informed decisions
• Follow up on implementation of the M&E framework
• Assist programme manager in facilitating workshop, as well as act as raporteur in selected Programme workshops and meetings.

Job requirement

Qualifications and Competence:

The person will have an MSc in Agricultural Economics, natural resource management or a related field He/she should also have the following skills: excellent planning and coordination; qualitative and quantitative data analysis; progress report writing; basic financial management; communication; representation and presentation. He/ she must be computer savvy, specifically in MS Office suite of packages.

A working knowledge of the external environment particularly in terms of priorities, programmes and expectation from the various stakeholders (policy makers, regional and international institutions, i.e. COMESA, NEPAD-CAADP, FARA, AU, UN, CGIAR etc) as well as good knowledge of donor priorities and requirements will be an added advantage
Duration
This contract will be initially for a period of two years, renewable subject to annual performance review and availability of funding.

Investment Officer - Investment & Trading Room Division

Objectives

The role of the Investments Division is to manage all the Bank Group’s Treasury assets with the objective of capital preservation, profitability and liquidity maintenance in accordance with the Bank Group’s specific investment guidelines. Currently, the Bank Group manages approximately USD 17 Billion of funds mainly in the SDR component currencies (US dollar, Japanese Yen, Pounds Sterling and Euro) and ZAR for several entities and accounts such as: the African Development Bank (ADB), the African Development Fund (ADF), the Nigeria Trust Fund (NTF), the Heavily Indebted Poor Countries (HIPC) Initiative etc.

Duties and responsibilities

Under the supervision of the Division Manager, FTRY.3, the incumbent will carry out the following functions:

  • Participate in the management of the Bank’s assets versus a specific benchmark or fixed liability schedule with the objective of capital preservation, profitability and liquidity maintenance in accordance with the Investment Guidelines of the specific fund;
  • Determine the optimal asset allocation to maximise risk-adjusted returns through the identification and recommendation of investment products and trading strategies;
  • Assist in the execution of FX transactions and money market management;
  • Conduct scenario analysis and stress testing of investment proposals and strategies;
  • Perform credit analysis on financial institutions and asset backed securities (ABS/MBS);
  • Provide periodic oral and written reports to management on capital and credit market developments;
  • Participate in the review of the Bank Group’s investment management framework, financial policies, guidelines, benchmarks and procedures;
  • Provide advisory services and technical assistance to African Central Banks and other financial institutions on fixed income investment management;

Selection Criteria

  • At least a Master's degree in Finance, Economics or Statistics or related disciplines; a professional qualification in one of these fields is an added advantage;
  • A minimum of 4 years of relevant and practical experience in International Capital Markets;
  • Strong knowledge and understanding of financial instruments, particularly, bonds, ABS, MBS, derivatives, structured products and risk management concepts;
  • Proven credit analysis and financial modelling skills;
  • Experience in dealing in fast paced environment and under stress;
  • Familiarity with Treasury systems such as Reuters Dealing, Summit, Numerix and Bloomberg add-ins;
  • Ability to work as a team player with excellent interpersonal skills;
  • Command of standard computer software applications;
  • Communicate and write effectively in French and/or English, with a good working knowledge of the other language.

Principal Translator – Reviser - French Translation Division

Objectives

The primary role of the Language Services Department is to ensure, as required by the Bank’s Agreement, the accessibility in the two working languages of the Bank (English and French, and on occasion Arabic and Portuguese) during key meetings organized by the Bank and for all documents submitted to Senior Management and governing bodies of the Bank, with a view to efficient decision-making aimed at the achievement of the Bank’s mission. To this end, high priority will be accorded to ensuring an accurate and effective flow of communication within the Bank, and also between the Bank, its shareholders, development partners and the public at large, through the translation, interpretation and terminological services provided by the Department.

The specific objective of the French Translation Division (CLSD.2) is to ensure quality translation of all Bank documents into French, as well as the editing in French of key documents such as the Bank Group Annual Report.

Duties and responsibilities

Under the supervision of the Division Manager CLSD2, the incumbent:

  • Translates into French from English, without revision;
  • Revises translations of complex, technical and sensitive documents covering the full range of the Bank’s work, namely: reports of an economic and financial nature, statements from Senior Management, audit reports, planning and programming documents, project appraisal reports, legal documents, etc.;
  • Must aim at a high standard of accuracy, faithfulness to the spirit, style and nuances of the original;
  • Observes established terminology and usage and ensures consistency among individual translators working on the same document;
  • Advises on language matters and proposes improvements to the translation process;
  • Coaches, counsels, and assists less experienced translators and helps to develop the Department’s terminology base;
  • Participates in working groups on various issues related to the business of the Bank in general, and that of the Division in particular;
  • Perform other duties as may be assigned by the Supervisor.

Selection Criteria

  • Possess a master’s degree in translation. Additional qualifications in any other discipline relevant to the business of the African Development Bank Group would be an added advantage;
  • Have at least 6 years practical experience in professional translation (particularly in finance and/or law), at least 3 of which (for external candidates) should have been spent working in or with an international organization (preferably in multilateral development banks);
  • Have extensive general knowledge and be able to quickly adapt to a complex multicultural environment;
  • Possess excellent writing skills and a sound mastery of various language standards;
  • Be able to quickly blend into, and maintain a smooth working relationship with a multilingual team;
  • Be able to work efficiently under stress;
  • Have a sound knowledge of, and be able to use modern Computer-Assisted Translation tools (Trados, Multitrans, etc.);
  • Be conversant with all the standard software used in the Bank to be able to revise directly and independently on the computer.

Objectives

Duties and responsibilities

Under the responsibility of the Manager of the Interpretation Division , the Principal Interpreter shall be required to perform the following:

  • Provides faithful, appropriate and well-delivered interpretation (simultaneous and consecutive) in the active languages, English and French, finding instant solutions to problems of expression, terminology, accent, speed of delivery etc. in the active language;
  • Covers meetings such as the Boards of Governors Meetings, Boards of Directors and all related meetings, Administrative Tribunal, ADF negotiations, Interviews, Seminars, Training sessions and meetings with other international organizations among others;
  • Makes proposals to the Division Manager in respect of the above;
  • Assists the Division Manager in the formulation and implementation of appropriate policies in Interpretation;
  • Leads and coordinates interpretation teams covering certain Bank meetings and/or teams dispatched on missions outside the Bank. Prepares reports on the performance of interpreters and other issues;
  • Acts for the Division Manager and in that capacity plans, organizes, leads and supervises all the activities of the Division;
  • Can be called upon to perform other interpretation related ad hoc duties.

Selection Criteria

  • At least a Master’s degree in interpretation from a recognized Interpretation School or Institution
  • Must have a double A in English and French or a very strong B in the other language. Ability to interpret from /into a third language (Portuguese and/or Arabic) is an added advantage
  • Preferably 6 years of practical experience in Interpretation of which at least 3 in an international organization and preferably in an international development finance institution
  • Good leadership skills
  • Good sense of inter-professional relations
  • Capacity to work under pressure and to work in or lead a team
  • Knowledge of standard Bank software, namely Word, Excel and Power Point

Principal Country Economist (Chad) - Country & Regional Programs & Policy (Central Region)

Objectives

The key work objectives of the Country Department include, among others:

  • Developing and implementing the Country Assistance Strategy, and Regional Integration Strategy, making strategic choices, and developing partnerships with relevant stakeholders, for the overall implementation of the agreed program of activities and quality services;
  • Leading the Bank's dialogue and maintaining strong partnerships with relevant public authorities, development partners, civil society, media, private sector and other stakeholders;
  • Assuming responsibility for the outcomes identified in the country strategy prepared for client countries, in coordination with operations staff, sector technical staff and the country management team;
  • Promoting and enhancing aid efficiency and effectiveness in countries covered by the Department by fostering the reduction of transaction costs, harmonization of aid arrangements and the use of country procedures and systems.
  • Identifying opportunities and developing work programs and quality sectorial strategies, based on the Country Assistance Strategy and Regional Integration Strategy, consistent with the demand of clients and taking into account country-specific contexts;
  • Overseeing portfolio management and quality issues, collaborating with clients and country teams to address implementation problems and working to achieve sound results on the ground;
  • Developing and maintaining good relations between the Bank and RMCs to ensure that the Bank is fully apprised of the needs of member countries and that the latter are, in turn, informed of the range of products and services available at the Bank;
  • Steering dialogue with country authorities on economic policies, cross-cutting and governance issues for the evaluation of country performance and support for the effective implementation of the country's development strategy.
  • Leading collaboration and Bank programs with the Regional Economic Communities and other regional and sub-regional organizations to support enhanced economic and pro-poor development through regional integration and other initiatives such as those designed to improve trade and infrastructure.

Duties and responsibilities

Under the overall supervision of the Director of the Regional Department, the Principal Country Economist will focus on macroeconomic work to deepen country knowledge, preparation of Economic and Sector Work (ESW) and coordination of the Country Strategy Paper and other relevant documents (mid-term review, completion report, etc.). In the event that the macroeconomic work on a given country requires the services of more than one (1) economist, the Principal Country Economist is supported by other economists drawn from the Economic and Financial Management Division of the Sector Operations Vice-Presidency. The Principal Country Economist will be assigned to the Chad Field Office. He/she will work closely with the Resident Representative and report to the Country & Regional Director. The Principal Country Economist will work under the direct technical supervision of the Lead Economist.

Specific duties

Analyse the economic and financial situations of Regional Member Countries (RMCs) assigned to him/her, using internal and external sources of information, and determine the impact on the programming and updating of the Bank Group's operations as defined in the Country Strategy Papers (CSP);

Coordinate the preparation of Country Strategy Papers (CSP) and participate in the development of regional integration strategies (RISP), based on poverty reduction strategies, and/or the government's development programme and the integration strategies of the Regional Economic Communities concerned;

Conduct relevant economic and sector work to support the preparation and implementation of CSPs and RISPs;

Analyse the results and impact of the Bank Group's operations in the countries concerned and the results of regional economic integration programmes and make recommendations on the role of the Bank Group in supporting regional integration initiatives;

Provide leadership to the country team and establish effective communication with the sector departments and other relevant units of the Bank, to ensure a coordinated approach to the implementation of the Bank's strategy and operations in Chad and in any other country that could be assigned to him/her;

Provide technical support to the Resident Representative and the Director in policy dialogue with the Government, development partners and other stakeholders, including active participation in the design and implementation of operations to support multi-sector or sector reforms, and Thematic Groups, in collaboration with relevant sector departments;

Assist the Resident Representative in coordination activities with the assistance of development partners, focusing on the promotion of project and programme co-financing;

Ensure coordination and play the role of spokesperson on economic issues;

Support the Country Portfolio Manager in implementing the Bank's operations portfolio in Chad and any other country that may be assigned to him/her, as well as in regional projects implemented by Regional Economic Communities, in collaboration with sector departments;

Participate in country portfolio reviews;

Design and establish high-level client relationships, and promote the creation of new avenues for cooperation between the Bank and the country;

Provide technical and practical advice and guidance to senior country economists to improve the quality of their work;

Participate in the development of new approaches, procedures and techniques to improve the quality of projects and programmes in support of sector departments;

Participate in preparing the department's budget and the recruitment of consultants;

Prepare clear briefs on the economic and political situation and the implementation of the Bank's intervention strategy in the country; and

Perform all other activities assigned by the Regional Director.

Selection Criteria

At least a Master’s degree (or equivalent) in economics or related fields;

At least five (6) years of relevant working experience in a development institution;

Superior written and verbal communication skills in English and/or French (with a working knowledge of the other language)

Knowledge of ICT and software used in the Bank.

Experience in working with teams of economists and creating a supportive work environment

Ability to communicate and defend, orally and in writing, difficult issues and positions (in a hostile environment, as required) before the Bank's Senior Management and government officials;

Ability to work effectively in a matrix management environment, both as team leader and team member;

Climate Change Programme Officer

WWF Madagascar/West Indian Ocean Programme Office is looking for a Climate Change Programme Officer. This position is based in Antananarivo.

I. Mission of the Departement

To develop and implement the WWF MWIOPO conservation strategy and plan in accordance with national and regional policies of the Madagascar and Western Indian Ocean islands region, and in compliance with WWF’s Global Programme Framework and programme and projects management standards.

II. Major Functions

- Develop WWF programs’ capacity and knowledge to capture climate change in conservation and develop appropriate and effective response to cope with its impacts.

- Support the Program in all issues related to climate change adaptation.

- Ensure effective implementation of climate change projects in accordance with the overall strategy of the Programme (WWF MWIOPO Conservation Plan and Adaptation Action Plan) and in synergy with the other WWF projects/programmes

- Coordinate a regional network of climate change adaptation practionners within the WWF Africa and Madagascar Programme.

III. Major Duties and Responsabilities :

Technical Aspects

Madagascar and WIO Climate Change Adaptation Programme :

- Support the Program in the development, planning and implementation of climate change adaptation projects;

- Support the Program in the development of new initiatives contributing to the achievement of the Conservation Plan and the Climate Change Adaptation Action Plan and develop proposals to be submitted to the donors;

- Build and reinforce WWF staff capacity and knowledge on climate change, its impacts and responses especially adaptation;

- Promote the integration of the climate change adaptation in all WWF projects;

- Support the (i) the gathering, compiling and communication of climate change information, knowledge and scientific data, especially those related to Madagascar and the West Indian Ocean region and (ii) the development of a comprehensive data base on climate change adaptation;

- Support the Geographic Information System Unit in the integration of the climate change issue in the priority-setting process and analysis;

- In close collaboration with the Footprint Program Coordinator, who holds the lead on climate change mitigation, represent WWF in the National Committee on Climate Change,

- Ensure the development and smooth running of workshops, conferences, seminars and any other form of meetings related to climate change adaptation;

- Inform the Program on current issues and trends regarding climate change, and climate change-related research;

- Support Project Officer to ensure that climate change projects are planned and implemented according to WWF project management standards;

- Represent the Programme in meetings with partners, when appropriate.

Coordination with key offices of the Africa and Madagascar Climate Change Adaptation Network, initially focusing on the ESA region (ESARPO and CEA):

- Conduct an inventory and develop a database of WWF people and projects working on climate change adaptation in the region

- Plan and lead an assessment of state of knowledge, capacity and gaps of selected WWF programs and country offices

- Lead in the development of a regional strategy and workplan to support climate change adaptation development and integration into WWF programs

- Develop tools and means to facilitate learning and exchange (website, listserves, newsletter, meetings, etc.) within the Africa and Madagascar Climate Change Adaptation Network

- Keep abreast of new developments in the field of climate change adaptation (methodologies, tools, funding opportunities, training opportunities, policy) and ensure appropriate dissemination to network members.

- Maintain close and regular contact with climate change adaptation focal points in WWF offices in the region and within the larger WWF global network (NCAT, ELAN) as well as with other appropriate fora outside WWF.

Administrative and Financial aspects

- Support the Climate Change Programme staff to ensure that climate change projects are planned, implemented and reviewed according to WWF standards on administrative and financial management;

- Contribute to efforts to ensure adequate funding for climate adaptation work in MWIOPO and for support to the Madagascar and Africa Climate Change Adaptation Network

- Ensure the quality and timeliness of annual, bi-annual and quarterly work plans for climate change projects and the regional network and ensure coordination with other WWF projects;

- Ensure the quality and timeliness of quarterly, bi-annual and annual technical reports to donors and WWF International;

- Maintain a regular communication with donors, respond to their requests and provide support in the organization of their visits to Madagascar;

- Ensure the follow-up of all contracts (providers, consultants and researchers), establish and monitor the budgets;

- With the support of the Project Support Officer, monitor the financial health of the projects: funding status, budgets, financial reports, burn-rate;

Programme Officer Agribusiness

Country Representative

Reports To: Ashoka Regional Director/Diamond Leader

The role of the Country Representative (CR) is to work closely with the Regional Director (RD) by serving as the functional head of the Ashoka Arab World Office. These tasks range from the long- and short-term mechanics and logistics of running the office to ensuring the implementation of larger strategy objectives.

In conjunction with the RD, the CR will supervise and oversee all Ashoka Arab World programs. These include, but will not be limited to: Development; Venture; Fellowship; Media and Marketing; Internship and Volunteering. On the local level, the CR is responsible for writing a performance plan at the beginning of the year that lays out the yearly office goals. The CR will communicate with the Program Officers on a regular basis to ensure that the office is on track in regards to final deliverables.

The CR must also oversee budgeting and spending, ensuring that the office adheres to the budget set forth at the beginning of the year, following up with each program four times a year to make sure the budgetary needs have not changed drastically.

The CR will also be responsible for fundraising activities, and in this capacity the CR is to reach out to potential donors, utilizing using his/her contacts to expand Ashoka’s support network. In addition to reaching out to new sources of funding, the CR will maintain relationships with current donors in order to promote continued involvement. Additionally, the CR will oversee regular monitoring and event follow-up reports sent to donors. The CR will work with the RD and Development Officer to spearhead local fundraising efforts and events.

Regionally, the CR will facilitate conversation and meetings with other Ashoka Country Representatives in each Ashoka Regional Office. These meetings are intended to clarify regional goals and serve as a forum to exchange best practices and ideas. The CR will attend an annual regional strategy meeting, where regional strategy goals will be decided, and will implement the strategy in the local office.

Finally, the CR is the focal point between Ashoka Arab World and its Regional Advisory Board. The CR will attend 2 meetings a year with the Board, and be responsible for ongoing engagement. These meetings will serve both as brainstorming and strategizing sessions for Ashoka Arab World.
A successful candidate must be flexible, have the ability to work and multi-task in a fast paced environment, and be entrepreneurial. The CR must also be able to work within both business and social sectors.

Regional pool of gender and climate change experts

The Global Gender and Climate Alliance (GGCA) is a global network of organizations working to ensure that climate change policies, decision-making, and initiatives at the national, regional and global levels incorporate gender dimensions.
Since the launch of the GGCA in 2007 by the United Nations Development Programme (UNDP), the United Nations Environmental Program (UNEP), the International Union for Conservation of Nature (IUCN), and the Women Environmental Development Organization (WEDO), governments and institutions from all regions have requested assistance in applying a gender approach to climate change initiatives. This is partly the result of the worldwide training of trainers and orientation sessions for negotiators that have taken place with GGCA support, as well as successful awareness raising and gender mainstreaming efforts around climate change processes.
In 2011-2012, with funding from the Governments of Finland and Denmark, the GGCA will build upon the successful capacity development activities undertaken in 2009-2010 to expand its regional pools of experts on gender and climate change. The overall intention is to develop a broad range of experts who can be called upon to provide macro and sectoral support to specific government policy and programme development processes, including mainstreaming gender into National Adaptation Programmes of Action (NAPAs) and in project proposals under climate change finance mechanisms. The experts will also participate in GGCA training and awareness-raising activities from national to international levels.

Duties and Responsibilities

UNDP, on behalf of the Global Gender and Climate Alliance, is seeking candidates to be considered for inclusion in regional pools of experts for Africa and Asia-Pacific. Candidates should have an in-depth knowledge of gender climate change issues AND related national government planning processes in one or more countries of Africa and Asia-Pacific.
Key climate affected sectors for which gender expertise is sought include agriculture and food security, forestry and natural resource management, water, energy access, health, disaster risk reduction, infrastructure and transport.
Selected candidates will participate in one of two regional-based capacity development planning and training workshops on gender and climate change to be held in May/June 2011. Travel to the workshop and daily subsistence allowance will be covered by UNDP, as well as possible further follow-up activities at the national level.
Experts may be commissioned as resource persons to integrate social and gender considerations in national and global climate change policies and programmes;
  • Mainstream gender into proposals for funding from climate change finance mechanisms;
  • Participate in GGCA training and awareness-raising activities at national and or international levels;
  • Develop gender and climate change knowledge products for use by policy-makers and practitioners in developing countries and by GGCA partners.
The selection process for the pool of experts will be conducted by a joint selection committee composed of UNDP and UNEP staff. Any subsequent contracting for selected participants for specific assignments related to regional or country level policy advisory services and capacity development activities on the gender dimensions of climate change, will be done by UNDP, UNEP, or partnering agencies for which candidates will be notified in advance and separately. This TOR will be randomly re-advertised to update the pool of expertise with new candidates.

Human Rights & Justice Specialist

The United Nations Charter affirms the centrality of human rights for the achievement of peace, security, and human development. This was reaffirmed in the Millennium Declaration, when Member States resolved to strengthen national capacity to conform with international human rights principles, treaties and standards, as well as in the Secretary-General’s report: In Larger Freedom. At the Beijing Conference, women’s rights were recognized as human rights. The UN General Assembly continues in its support to progress in the application of the Convention on the Elimination of Discrimination Against Women (CEDAW) and, in a hallmark decision, Morocco has very recently acted to remove all reservations it had placed upon ratification with regards to some of its provisions. The UN General Assembly also adopted the Convention on the Rights of Persons with Disabilities in December 2006. It has received system-wide support from the UN agencies which committed to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities and to promote respect for their inherent dignity.

At the regional level, the Arab States have made important strides towards the promotion and protection of human rights. The Arab Human Development Report series, 2000-2004, championed by the Regional Bureau for Arab States (RBAS), concluded that Arab countries “need to embark on rebuilding their societies on the basis of: full respect of human rights and freedoms as the cornerstone of good governance, leading to human development and the complete empowerment of Arab women, taking advantage of all opportunities to build their capabilities and to enable them to exercise those capabilities to the full”

Through the application of a Human Rights-based Approach to Development Programming (HRBA) and gender mainstreaming RBAS continues to support its country offices in addressing issues of systematic discrimination, social exclusion and inequality among different segments of societies, including gender-based discrimination and discrimination against persons with disabilities..

RBAS is now seeking to identify a Human Rights Specialist to help further the human rights-based approach to development in support of its country offices.
The post will be anchored in the Governance Practice within the RBAS Regional Support Centre in Cairo, but will work closely with, and inform all other practices and cross-practices.


Duties and Responsibilities

Under the general supervision of the Deputy Regional Director, Regional Support Center, Cairo, the direct supervision of the Governance Practice Leader at the Centre, and in consultation with the Country Operations Division at RBAS HQ, the Human Rights Specialist will perform the following functions:

  • Provide policy, technical advisory support and training in the areas of human rights, including gender equality and access to justice;
  • Provide technical support and capacity development to national human rights institutions and other stakeholders in the countries of the region, in consultation with the relevant COs, to advance the ratification and implementation (including both de jure and de facto compliance) of international human rights treaties, norms and standards and to advance access to justice;
  • Provide technical support and capacity development (including in the area of legislative drafting) for legislative compliance with international human rights treaties, in particular to advance CEDAW legislative compliance and the application to national law of the Convention on the Rights of Persons with Disabilities and its Optional Protocol, which came into force in May 2008.
  • Develop rosters of: human rights, gender and legislative drafting specialists with specific expertise on human rights and gender equality issues in the Arab States region
  • Design, prepare and deliver HRBA training, including of gender specificities, for a range of stakeholders. Support the capacity development of UNDP Country Office staff on human rights, HRBA, gender equality and creating a Society for All.
  • Promote the application of HRBA in development programming, across all Practices/Focus Areas of the Strategic Plan. Raise awareness about and promote the engagement of national stakeholders, including civil society organizations, with international human rights mechanisms;
  • Support resource mobilization, partnership building and knowledge sharing, including contributing lessons learned from the region which can inform global knowledge management practice;
  • Contribute to gender, disability and human rights programming in the UNDP Office and among the UN system at country and regional levels and promote access to justice programing
  • Support international/regional NGOs and CSOs dealing with gender, and human rights issues, including in the areas of economic, social and cultural rights and access to justice
  • Support the Governance Unit in preparing responses to queries from within and from outside of the UN system, the preparation of documentation and organization of meetings and workshops on the subject
  • Monitor and document financial delivery in the area of gender and human rights and access to justice and prepare inputs for the annual report, planning and budgeting, including the regional allocation from the UNDP Global Human Rights Strengthening Programme and Access to Justice program.
  • Collect, research and analyze information on human rights, access to justice and gender issues and identify matters for follow-up and possible action
  • Participate fully in knowledge management networks. Maintain regular contact with human rights advisers/specialists, access to justice and gender advisors and relevant programme personnel, including the UNDP Global Human Rights Strengthening Programme (GHRSP) and the access to justice management teams

  • Ability to work under pressure.
  • Significant experience in designing and delivering training.
  • Excellent communication skills (spoken and written) , including the ability to convey complex concepts and recommendations at senior level, both orally and in writing, in a clear, concise style and to deliver presentations to external audiences;
  • Cultural sensitivity, discretion and sound judgment in applying expertise.
  • Ability to interact and to establish and maintain effective and harmonious working relations both as a team member with people of different national and cultural backgrounds.
  • Good organizational, coordination and interpersonal skills.

Required Skills and Experience

  • Advanced university (Masters Degree) in human rights, law, gender studies, international relations, political science or other disciplines related to human rights, and gender.
  • A combination of relevant academic qualifications and work experience can be accepted in lieu of the advanced degree.
  • A minimum of five years of progressively responsible experience in human rights, including gender rights, at international level.
  • Significant experience as trainer and educator on human rights/gender rights
  • Significant experience of UN/UNDP gender and Human Rights policies;
  • Work experience on gender, disability and human rights in the Arab region is a strong asset
  • Proficiency in English. Knowledge of Arabic and/or French an asset
