The Strengthening TB and HIV&AIDS Responses in East Central Uganda (STAR-EC) is a five year USAID funded program that aims to increase access to, coverage of and utilization of quality and comprehensive HIV&AIDS and TB prevention, care and treatment services within district health facilities and their respective communities.

Health Programme Manager - Friends of Londiani

Main Duties and Responsibilities
  • Managing, developing and coordinating the FOL Health programme activity implementation
  • Providing front-line management and programme set-up (including programme development, partnership management, logistic management)

Medical Advisor PMTCT of HIV

As the PMTCT Medical Advisor you will be responsible for planning, organizing, implementing, coordinating, and monitoring for results Organization’s Namibia public health program activities. National Nutrition Action Plan - Kenya

Introduction

Malnutrition, including micronutrient deficiencies, is a significant public health problem in Kenya.

As a matter of fact, malnutrition continues to be the single greatest contributor to child mortality (53%). Nutritional trends in the decade between 1998 and 2008 show no significant change in nutritional status of children less than five years with stunting rates stagnating at about 33% according to the Kenya Demographic Health Survey (KDHS 1998, 2003 and 2008).

Today in Kenya, 2.8 million children are stunted. This is a serious national development concern as they are at a high risk of dying and if they survive, they are likely to be less productive in their adult life.

Although the 2.8 million children may enrol later in school and even complete a few grades, their performance will be below their potential thus compromising the impact of free primary education.

It is estimated that in 2010 alone, Kenya lost about KShs 95 billion due to the effects of stunting and this may increase to Kshs 2.4 trillion by 2030 if nothing is done to address the problem. According to the Kenya Nutrition Profiles (2010) about 704, 771 lives will be lost by then. .

Facts on the impact of malnutrition on mortality and disease in Kenya indicate that:
  • 50,000 child lives lost every year because children are underweight
  • 10, 000 child lives lost every year because children lack the protection of Vitamin A
  • 11,000 child lives lost every year because children are not exclusively breastfed
  • 400,000 children suffering mental retardation every year because they are not consuming iodized salt
In acknowledgement of the malnutrition situation in the country, the government has made effort in reducing hunger and malnutrition as reflected in a number of strategic documents such as the National Plan of Action on Nutrition (1994), the draft National Food Security and Nutrition Policy (2007) and, the Child survival and Development Strategy (CSDS) 2008-2015 among others.

It is important to note that efforts in laying the strategic frameworks have not yielded noticeable results as malnutrition persists. A number of the policies and strategies are also yet to pass through the entire parliamentary processes and those that have done so, have been marked by weaknesses in implementation.

Indeed the national planning blue print, the Kenya Vision 2030 recognizes the importance of nutrition in its goal, to “transform Kenya into a globally competitive and prosperous nation with a high quality of life by 2030”. It is also arguable that the attainment of the first five Millennium Development Goals (MDGs) is contingent on having a healthy and productive labour force thus the need to ensure that newborns are nourished and well cared for.

At the International Conference on Nutrition (ICN) held in December 1992, 159 countries including Kenya, unanimously adopted a World Declaration and Plan of Action for Nutrition which stresses the determination of all actions to work together to eliminate hunger and all forms of malnutrition.

The national plan on nutrition for Kenya was developed in 1994 but its implementation has been weak. As such, Kenya does not have any strategy on nutrition for its citizens and there is need to develop a nutrition strategy especially in view of the new constitution and other relevant existing policy frameworks.

In view of the foregoing, World Vision Kenya and Save the Children UK, in collaboration with UNICEF, Ministry of Public Health and Sanitation (MOPHS) and other partners under the umbrella of the Nutrition Interagency Coordinating Committee (ICC) seeks to hire the services of a qualified and experienced consultant to facilitate the process of reviewing the draft food security and nutrition strategy and developing a Nutrition Action Plan for Kenya.

Consultancy Description:

The overall purpose of this consultancy is to assist the government of Kenya to develop a 5 year costed National Nutrition Action Plan (NAP). The consultant is expected to adopt an effective participatory approach that involves as many stakeholders as is possible. These must include the government; academic institutions, community representatives, Civil Society Organizations (CSOs) and Donor agencies.

Specifically the consultant shall:
  • Review relevant documents and policies pertaining to the development of the NAP.
  • Organize and facilitate 1 day stakeholder workshops at national and provincial levels to facilitate the development of the NAP
  • Prepare a draft Action plan with a budget and monitoring framework, of not more than 50 pages
  • Organise a workshop to present the first draft NAP to stakeholders for their validation and comments
  • Submit final national plan of action for nutrition
Corresponding Responsibilities:
  • Liaise with key internal and external stakeholders, including WVK, SCUK, UNICEF, government, consultants and other civil society representatives
  • Work closely with nutrition and Advocacy teams in both SCUK and WVK to plan and coordinate the stakeholder workshops.
Duration of Assignment:
  • The assignment is assigned 60 calendar days. The consultant is expected to develop a work plan for undertaking the assignment in consultation with the ICC.
Expected Outputs

The consulting firm/consultant is expected to produce the following results and deliverables:
  • A professionally done National Nutrition Action Plan. The plan should not be more than 50 pages in length including the budget, monitoring framework and all annexes. The final document should be submitted in both soft and hard copy.
  • A thorough report of the Stakeholders’ Workshops and
  • A popular version of the Strategy
Qualification and/or Specialized Knowledge/Experience Required for the Assignment:
  • Minimum Master of Public Health, Masters in Nutrition, Knowledge about strategic plan development High analytical capacity and communication skills
  • A minimum of five (5) years hands on experience working in nutrition and/ or public health at national and international levels; experience in participatory methodologies and processes for policy framework development is required;
  • Excellent facilitation skills, and experience in working with governments, donors and civil society
  • Excellent group leadership, coordination and work management skills
  • Demonstrated expertise in eliciting evidence-based knowledge and developing relevant policy recommendations
  • Demonstrated strong analytical, research and writing skills
  • Strong communication, documentation and presentation skills;

Payments will be made as per the following schedule:
  • 20% of total payment upon signing the contract
  • 40% of total payment upon completing the stakeholder workshops
  • 40% of total payment upon submission of the final report (as specified in this TOR)

The Quality Management Officer will ensure overall coordination and institutionalization of QA/QI/QC processes in HTC, PITC, GBV and MARPs projects in collaboration with project staff and the Ministry of health.

The QM Officer will be expected to work with all partners including the MoH to ensure that set service standards are adhered to. He/She will also be expected to facilitate the design implementation, monitoring and evaluation of counsellor supervision activities, QA institutionalization and QC services within the project areas.

Key Responsibilities:
  • Collaborate with the MoH in the design, planning, implementation, monitoring and evaluation of quality assurance Supervision mechanisms and tools for the HTC, Gender and MARPs technical programs in Central, Eastern and Rift Valley Provinces in consultation with the project coordinators
  • In consultation with MoH and technical advisors, develop work plans, budgets and ensure adherence, facilitating institutionalization of QA, data, providers supervision in health and community settings in consultation with the senior technical advisor MoH officials and other project staff
  • Ensure timely budgeting, adherence to budget plans and accounting for all QA/QI and supervision resources allocated to the project
  • Support the MoH in developing and regularly reviewing the QA mechanisms and tools for the HTC, Gender and MARPs technical areas and to lead the process of QA institutionalization in Health settings.
  • Building the capacity of the MoH, CSOs and the private sector in gathering and analyzing data for monitoring quality from sites/programmes and providing feedback on a regular basis.

OUTLINE OF ROLE:
Reporting directly to the HealthRight Africa Program Director, the Project Director will oversee all project activities in Kenya including monitoring progress in each of five districts; reporting regularly to HQ, donors and Kenya partners; supervising district managers; collaborating with Ministry of Health officials; and representing the malaria project at the national and provincial level.

Position Description:
The Malaria Project Director is based in Kitale and responsible for overseeing the implementation of all malaria project activities in facilities and communities in five districts in Kenya.

• Represent the HealthRight Malaria project to all partners and at national, provincial, and district level meetings.
• Plan, implement, monitor and evaluate project activities to fulfil all grant objectives, providing technical leadership and support to project staff.

Laboratory Systems Program Manager

The Clinton Health Access Initiative:

Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

The Swaziland Team:

CHAI has been working in Swaziland since 2007. The team began by managing a donation of pediatric commodities to the Government of Swaziland through UNITAID, and since that time has been providing technical assistance in a variety of the Government’s public health priority areas. Most of the work to date has been done in the areas of pediatric HIV/AIDS care and treatment, increasing access to high-quality, affordable medicines, and malaria elimination. With a new grant from the Dutch Postcode Lottery’s Dream Fund, awarded in 2011, CHAI Swaziland is developing a more comprehensive program to support the Ministry of Health across the continuum of HIV care and treatment with a particular focus on the benefits of treatment as prevention.

Position:

Each Program Manager exercises end-to-end responsibility for the execution of their respective program in order to achieve ambitious targets for patient-level impact. Programs are dynamic, not prescribed, and require the Program Manager to continually identify opportunities for the organization to add value and maximize impact. The Program Manager is responsible for defining CHAI's overall strategy within the program area and developing clear operational plans for execution as well as working closely with the relevant technical staff in the Ministry of Health to ensure rapid implementation, skills transfer, and government ownership.



Responsibilities:

The Laboratory Systems Program Manager will provide overall direction in strengthening HIV/AIDS laboratory systems, particularly as they relate to laboratory services for rural clinics including point-of-care services, sample transportation, and ensuring the consistent availability of the appropriate commodities.

The Laboratory Systems Program Manager will be responsible for the following:

  • Provide technical assistance in the development of national laboratory strategic and operational plans, guidelines, and manuals
  • Support the Ministry of Health (MOH) to establish new point-of-care (POC) systems in rural clinics including POC CD4 and POC EID/Viral Load
  • Provide strategic technical assistance to continue strengthening the new national sample transportation system
  • Provide advice and support to Clinical Laboratory Services in establishing a minimum package of laboratory services for rural clinics
  • Provide support to the clinical laboratory services in their quantification efforts for laboratory commodities on a quarterly basis
  • Provide input into overall annual planning for the Clinical Laboratory Services Program
  • Participate in the National Laboratory Technical Working Group
  • Support the MOH in the evaluation of interventions by conducting cost-benefit and/or cost-effectiveness analyses
  • Develop and manage CHAI's laboratory program budget under the supervision of the Deputy Country Director and Country Director

The Swaziland Team:

CHAI has been working in Swaziland since 2007. The team began by managing a donation of pediatric commodities to the Government of Swaziland through UNITAID, and since that time has been providing technical assistance in a variety of the Government’s public health priority areas. Most of the work to date has been done in the areas of pediatric HIV/AIDS care and treatment, increasing access to high-quality, affordable medicines, and malaria elimination. With a new grant from the Dutch Postcode Lottery’s Dream Fund, awarded in 2011, CHAI Swaziland is developing a more comprehensive program to support the Ministry of Health across the continuum of HIV care and treatment with a particular focus on the benefits of treatment as prevention.

Position:

Each Program Manager exercises end-to-end responsibility for the execution of their respective program in order to achieve ambitious targets for patient-level impact. Programs are dynamic, not prescribed, and require the Program Manager to continually identify opportunities for CHAI to add value and maximize impact. The Program Manager is responsible for defining the organization's overall strategy within the program area and developing clear operational plans for execution as well as working closely with the relevant technical staff in the Ministry of Health to ensure rapid implementation, skills transfer and government ownership.



Responsibilities:

The HIV Care and Treatment Program Manager will manage a few of the initiatives within the new Dream Fund project. Each of these initiatives contribute to an overall objective to accelerate the achievement of universal access to testing and treatment for HIV+ individuals in Swaziland.

Potential initiatives include:

  • Strengthening provider-initiated testing and counseling
  • Advocating for changes in policy around the age of consent for HIV testing in children and adolescents
  • Strengthening a new Nurse-Initiated and Managed ART program
  • Developing male-focused health days in facilities
  • Strengthening a treatment-supporter program
  • Developing patient tracking systems to ensure patients are enrolled into care and treatment and are retained in the system

Within these initiatives, the program manager will be expected to:

  • Develop and maintain relationships with counterparts in the Ministry of Health programs
  • Participate in relevant technical working groups
  • Develop and manage an implementation plan, budget, and metrics for each initiative
  • Prepare weekly, monthly, and annual reports as required
  • Develop robust evidenced-based analysis to assist the Ministry of Health to make decisions
  • Build the capacity of individuals within the Government to carry on each of the initiatives
  • Remain informed about the HIV landscape within Swaziland and globally and provide input on the most important activities for CHAI to engage in within Swaziland


Qualifications:

Minimum Qualifications:

Manager, Vaccine Delivery Systems

The Clinton Health Access Initiative (CHAI) recently reached a strategic decision to apply the techniques it has used successfully to improve access to HIV/AIDS and malaria treatment in developing countries to essential vaccines. Rotavirus and pneumococcal pneumonia currently kill approximately 800,000 children each year, with 80% of these deaths occurring in the developing world. By scaling up the coverage of vaccines in developing countries to 90 percent– including importantly the new vaccines for rotavirus and pneumococcal pneumonia – the lives of 7.6 million children could be saved over the next decade.

The Vaccine Delivery Systems Manager will lead a team of professionals and be responsible for the continued development and execution of a comprehensive strategy to transform the in-country delivery of vaccines in order to improve the overall efficiency of new vaccine introduction in four high-burden countries in Africa. Purpose of Position:

To assess, design and implement health and nutritional interventions for the program in the Darfur region of Sudan, including staff development and resource management. To liaise with appropriate partners at all levels to ensure that the Save the Children Darfur Emergency Response health and nutrition program meet the needs of the neediest efficiently and adequately.

Major Responsibilities:

Planning and Implementation of the Health Program

- Identify areas where health and nutrition interventions are appropriate, and the resources required to provide them, at each site;
- Undertake emergency assessments and implement and manage emergency health interventions.
- Participate in emergency preparedness planning and formulate strategies and appropriate health interventions for health response as necessary, working with local health authorities and other partners.
- Development of proposals and donors reports as well as any program amendments.
- Development of health management and operation manuals and toolkits.
- Provide specialized input into the planning and implementation of all nutritional and health interventions to be carried out;
- Plan, supervise and provide technical and management assistance in establishing health and nutrition interventions;
