Country consultants in influenza surveillance
Duty station: one consultant in each of the following locations: Luanda, Angola; Yaoundé,
Cameroon; Freetown, Sierra Leone; Lusaka, Zambia (based in the respective WHO Country
Office)

AMP is a non-profit organization with headquarters at the Institut Pasteur in Paris and offices in
Ferney- Voltaire (F), Benin, Burkina Faso, Côte d’Ivoire, and Vietnam. AMP’s mission is to promote
preventive medicine and public health by developing expertise and applied research in vaccinology;
offering training in epidemiology and health program management; organizing scientific and technical
meetings; and disseminating information on vaccinology and other health-related fields.
AMP's areas of expertise include technical advice on the development of vaccination strategies and
systems (such as the Expanded Program of Immunization in West Africa), training of health
professionals from Europe and Africa in epidemiology and health management, and vaccinepreventable
disease research (including large and small randomized clinical trials, non-randomized
clinical trials, population-based surveillance, laboratory technologies transfer, sero-epidemiological
studies, carriage studies, economic studies, and vaccination logistics evaluations). AMP has a strong
history establishing and coordinating multi-country projects. We are the lead grantee for several Bill &
Melinda Gates Foundation (BMGF) grants: to establish and support vaccine and immunization
advisory committees in low and middle income countries (SIVAC); to establish cholera surveillance in
8 African countries (Africhol); to identify barriers and opportunities for increasing immunization
advocacy in national and district-level governments (ADVIM). We have established meningitis
surveillance in Togo, Burkina Faso, and Mali. We coordinate the EPIVAC Training Program and the
EPIVAC Network, which involve governments and health officers from over 15 African countries.
Lastly, we are increasingly involved in influenza projects with WHO and other funders.
AMP has subcontracted The African Field Epidemiology Network (AFENET) whose secretariat is
based in Kampala, Uganda to manage some of the activities of this project
Context
Influenza disease burden is to a large part unknown in sub-Saharan Africa. In order to improve the
understanding of the disease in this part of the world the WHO aims to provide additional support to
countries to either set up or strengthen/improve collection, analysis and reporting of influenza
surveillance data through WHO tools.
Project description
AMP has received 12-month grant to support influenza sentinel surveillance in the African region of
WHO. Main objectives of the project are: strengthening of influenza surveillance capacities in selected
sub-Saharan African countries; support collection of epidemiology and virology data; strengthen data
reporting and analysis capacities at a national and international level through the WHO supported
web-based reporting tools, FluNet and FluID.
Main responsibilities of the consultant
The consultant will be based in the WHO Country Office and work in close collaboration with the
national Ministry of Health, WHO and AMP. Under direct supervision of the WHO Country
Representative (WR), and under the technical supervision of the Regional Consultant in charge of the
respective country as well as the Project Team lead in France, the incumbent will be in charge of:
- Assessing the current influenza surveillance situation in the country
- Assisting the MoH and WHO in drafting an influenza surveillance plan for the country
- Developing influenza sentinel site protocols to improve the functioning of exiting sites, or
support the implementation of new sites
- Developing guidelines for data management, data analysis and reporting at national
international level using FluNet and FluID
- Developing country-specific training package on sentinel surveillance based on generic
surveillance training material
- Using the training package, conduct training for sentinel surveillance site personnel and MoH
national surveillance staff
- Assisting the MoH to identify resource needs for surveillance and writing grant proposals to
funding agencies to support the surveillance program
- Liaising regularly by phone and email with the Regional Consultant to report on the progress
of the project and seeking support and assistance
- Preparing monthly progress reports
- Regular monitoring of the progress of sentinel surveillance sites as well as in the respective
MoH and provide ad hoc support
Expected outcomes:
- Report with concrete recommendations for developing influenza surveillance activities
- National influenza plan, influenza sentinel surveillance site protocols
- Country-specific guidelines on data management, analysis and reporting
- Country-specific training package for sentinel surveillance personnel and national staff of MoH
and have national staff trained
- Grant seeking proposals developed
- FluID and FluNet databases used by country staff on a routine basis
- Monthly progress reports
Training requirements: Medical doctor trained in Public health and epidemiology or PhD in
epidemiology
Experience:
Scientific experience: Experience in surveillance of infectious diseases in sub Saharan Africa,
Knowledge of healthcare systems and surveillance systems in the African region.
Desirable: experience in sentinel surveillance.
Technical Experience: Experience in developing guidelines, protocols and training materials.
Excellent writing skills. Experience in providing training to healthcare personnel.
Organizational skills: Good managerial skills. Ability to work in a multicultural environment. Ability to
work independently. Good diplomatic and negotiating skills.
Working experience with WHO would be a plus
Other requirements: Language skills: Consultants should be able to work (speak and write) in
English or Portuguese (Only for Angola and French (For Cameroon)
Availability: Mid-April 2011.
Employment Conditions: The position will be a short-term, full-time consultant position until mid-
December 2011 (with possibility of prolongation).

Capacity Development Specialist
| UNDP is a key partner to the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of the Round 4, 7 and 8 GFATM grants in Zambia. In its role as Principal Recipient, UNDP is responsible for the financial and programme management of the GFATM grant as well as procurement of pharmaceutical, non-health items and required services. In all areas of implementation, UNDP provides capacity development services to relevant institutions, sub-recipients and implementing partners. A Capacity Development Plan (CDP) is being developed by the Ministry of Health (MoH), to enable the ministry to strengthen its capacities to take over the Global Fund Principal Recipient (PR) role in two years. The MoH CDP is being designed, with UNDP support, in a participatory manner to identify the current capacities and the required capacities to carry out the PR role. The CDP covers the following broad capacity areas identified in the GF guidelines: 1) Program Management; 2) Sub-Recipient Management; 3) Financial Management (FM); 4) Procurement and Supply Chain Management; and 5) Monitoring and Evaluation (M&E). The Capacity Development Specialist is expected to facilitate capacity development and institutional strengthening in MoH following the activities and milestones set out in the MoH Capacity Development Plan. Capacity Development Specialist
Finance, Risk and Infrastructure Director-Zambia
POSITION SUMMARY:
To provide strategic and transformational leadership of the restructured Finance, Risk and Infrastructure functions of WV ministry so as to yield positive contributions towards the attainment of the organization’s vision and Child Well-being Outcomes. This will be done through; (1) the development and execution of strategic financial, infrastructure and risk management plans, projects and business solutions that improve support services to programming and corporate facets of ministry, (2) the organization-wide promotion of good stewardship and accountability through effective financial systems, policies, innovative techniques/approaches and capacity enthancement tools and methods that improve efficiency, productivity and asset preservation/security, (3) the provision of ‘client-focused’, solution based strategic leadership of the support services departments (Information Communication Technology - ICT, Supply Chain, Administration and Fleet Management) and effective management of the quality of the organization’s service delivery outcomes and (4) effective and efficient resources management in the financial, administrative, ICT and supply chain domains of WV operations in compliance with WVI standards.
KEY RESPONSIBILITIES:
Promote stewardship, accountability and reporting
- Design and implement policies, models, systems and procedures that will enhance corporate wide stewardship, accountability, asset security/preservation and reporting
- Ensure the timely submission and input in FFR Database, of accurate , complete and relevant financial reports for different stakeholders in and outside WV ministry
- Play the role of Disclosure Officer whenever an allegation is received by WVI under the IRR policy
- Ensure compliance with WVI Finance Manual and other policies, WVI’s year end procedures, Carryforward processes and protocols
- Provide oversight on Harmos’s Financial ManagementProvide leadership in Strategic Financial Planning and management
- National Office Budget planning, resource allocation and alignment of Partnership Budgets between National Office, projects, grants and Support office, taking into account RWG recommendations and RVP approvals
- Managing WVI Zambia’s budgets, cash flow planning, treasury arrangements and models and funding/provision of financial services to all projects
Risk Management & Controls
- Provide strategic leadership in the development and coordination of the implementation of a corporate wide Risk Management System for WVZ (This will include Anti-Fraud policies and Strategy) (This is not restricted to Financial risks).
- Establish reporting mechanisms to provide information to the senior leadership team about the effectiveness of the strategy measured against objectives, and provide advice regarding changes to management practices to enhance effectiveness of the strategy
- Ensure appropriate Systems and controls are in place to avoid significant audit ratings in ALL WVZ Offices, including projects
- Ensure adequate preparations for the GC and/or external audits (as applicable in context)
Leadership Development & Capacity Building
- Develop and lead the Implementation of a Capacity Building (CB) and Talent Management Strategy for the Finance, Risk & Infrastructure Team as well as (CB only) in teams in other Departments so as to enhance their non-technical skills in the support service functions
- Participate in relevant National, Regional, Africa and partnership Capacity Building Initiatives
- Lead the development and roll-out of a Community Capacity Building Initiative in defined areas within the Finance, Risk and Infrastructure Division
Strategic Partnerships and networks
- Develop value networks and relationships with Key stakeholders
- Promote shared resource networks within the Sub-region, Africa, SOs and partnership
- Attend and actively participate in strategic regional meetings
Overall Leadership of the ICT and Supply Chain Departments
- Provide context sensitive directional input and support to the ICT and Supply Chain departments to enhance organizational effectiveness that supports attainment of Child Well-being Outcomes. This will be in full compliance with Partnership and country specific policy and regulations
- Review all strategies within ICT, SC (inclusive of Fleet Management) for alignment with WVZ’s corporate strategy and vision
- Support the development & Implementation of client focused and solution based systems/platforms that will enhance productivity and a better service to clients who include communities
- Conduct a performance review of ICT and Supply Chain units
- Provide overall leadership in the setting up, acquisition and management in line with corporate directions/objective for all assets and infrastructural projects in the country

Job summary
The Programme Manager: Youth Development is part of a team of three technical officers who assist the Regional Director in the formulation of the Regional Strategic Plan and the Annual Operational Plan. S/he is responsible for implementation of the said plans, particularly in respect of the programme strategic area assigned to her/him. Towards this, s/he will provide technical leadership in the design, development, implementation and evaluation of capacity building/knowledge management initiatives in the region. These capacity building initiatives are designed to improve knowledge, skills and attitudes in youth development. S/he will organize campaigns, conferences, events and conduct programmes aimed at strengthening the knowledge management in youth development for the region. S/he will prepare related training materials, reports and publications thereon, conduct research where required and work closely with the communication division of the Commonwealth Secretariat; s/he will carry out other tasks as may be assigned by the Regional Director from time to time. The Programme Manager contributes to all aspects of CYP operations, supporting the efforts of governments and youth organizations, and collaborating with international organizations in the promotion of range of youth development activities.
Task description
The primary task of the YWET PM will be to work with programme staff, youth networks, youth workers, Governments, partners and stakeholders to develop coordinated capacity building and skills enhancement initiatives that meets the needs of the Africa region in the field of youth development. The responsibilities under this task will include but not limited to:
- Conducting training needs assessments with the relevant target audiences (where appropriate);
- The design of integrated strategies (based on evidence) to address the priority areas of capacity needs in the region;
- Overseeing the development and production of appropriate training, capacity building and IEC resources using print and electronic media (e.g. tools, learning aids, manuals etc.) for the target audiences;
- Facilitate and ensure the resources are pretested for relevance and are appropriate for the target audience;
- Commission youth development research that strengthens the knowledge building in the field;
- The organization and facilitation of youth development training courses, workshops and conferences that contributes to the addition/sharing of new developments/best practices in the field;
- Establish partnerships that will contribute to the capacity and skill building in the region and capacity development of young people in the area of youth development.
The PM will also advocate for the recognition of youth work professionals (where necessary) in collaboration with governments (e.g. public service commissions) educational institutions, training agencies, youth workers and other stakeholders. The responsibilities will include:
- Designing and implement advocacy and marketing strategies that promote the merits of youth work professionals;
- Supporting the establishment of youth worker networks/associations (where required);
- Facilitate new training opportunities for youth work professionals through universities, training agencies etc. (by e.g. increasing the number of institutions that offer the Commonwealth Youth Development diploma course);
- Advocate for the introduction and promotion of National standards for youth work professionals.
The PM will oversee and coordinate the implementation of the pilot Commonwealth Youth Development Diploma in the region
- Managing and coordinating the Commonwealth Youth Development Diploma programme with the various Partner institution in the region;
- Develop and oversee the implementation of a Marketing strategy for the diploma;
- Develop and oversee a sustainability plan for partner institutions that have completed the pilot phase of the programme.
The PM will participate in setting the overall CYP Strategy and enhancing the programmes that are implemented by:
- Assisting in the development of a regional strategic plan based on the new strategic areas and the mandates of the Commonwealth and the CYP planning and decision-making bodies, and an annual operational plan, its implementation and evaluation;
- Advocating and lobbying multilateral and bilateral development organizations to increase resource allocation for youth mainstreaming and the development of indicators;
- Assisting in the preparation of materials for meetings of CYP regional planning and decision making bodies;
Preparing reports on the CYP Africa Centre’s work;
Any other duties as may be assigned by the Regional Director from time to time.
