Senior management and technical experts

The Pan American Development Foundation is seeking senior management and technical experts for an important new program opportunity in Haiti. The USAID-funded LEAD Investments program will improve food and economic security in selected geographic areas of Haiti by promoting economic growth, sustainable job creation and community development. The program will work with an innovative business competition model, enhanced by a matching grants program to help attract investments in Haitian small and medium enterprises. Promoting public-private partnerships has demonstrated that public sector grant funding can successfully leverage significant direct investment in SMEs from the private sector as part of an economic growth and job creation strategy. Diaspora communities are emerging as a potentially important source of direct investment and will be leveraged to develop partnerships with Haitian-based SMEs and US-based investors motivated to invest in the SME sector. The project will support two components: 1) Business and Social Entrepreneurship will provide matching grants to establish or strengthen SMEs in the target areas. SMEs will be able to increase their access to investment financing and technical support, leading to increased productivity and competitiveness and expanded operations in local and export markets. Haitian Diaspora members will be encouraged to participate in this activity along with other US-based investors who are familiar with the business environment in Haiti. 2) Increasing the Development Impact of Remittances will explore innovative ways to promote Diaspora philanthropy through collective remittances that bolsters local development initiatives in Haiti.

Program Director

Will oversee all aspects of the program: providing the vision and overall leadership to the team and partners; managing technical and business assistance; implementing activities with a business-oriented philosophy; making business links among individuals and organizations in the United States and Haiti; making philanthropy and volunteerism links among individuals and organizations in the United States and Haiti for development activities in Haiti; ensuring effective coordination with other projects; developing strategic alliances for SMEs; preparing and submitting reports; coordinating assistance with key Government of Haiti counterparts. Required: Master’s degree in business administration, international trade, economics or a related area;12 years of experience as a team leader of business development projects; solid understanding of the development, political and SME environment in Haiti; knowledge of Haitian counterparts and of individuals and organizations active in the SME sector; fluent French is required; Haitian Creole is desirable.

Deputy Director/Senior Business Entrepreneurship Advisor

Responsible for coordinating all aspects of the program, including working closely with the Grants Manager; promote the program among prospective participants and design generic and tailored technical support for implementing approved business plans; coordinate with other projects in the development corridors including workforce development, agriculture sector development, etc; monitor goal progress and expected results. Required: Master’s degree in business administration, marketing, finance, economics or international trade; 10 years of experience in international business; experience in private business and economic development projects; able to analyze business competitiveness and investment mobilization, experience with competitiveness assessments, able to monitor and evaluate donor funded projects; solid understanding of the development, political and SME environment in Haiti, knowledge of Haitian counterparts and of individuals and organizations active in the SME sector; fluent French is required; Haitian Creole is desirable.

Senior Capacity Building Specialist

Will lead and oversee the capacity building activities to ensure implementation of business plans, such as: accounting systems, human resources development, procurement, improved operations and maintenance procedures and systems, marketing, logistics, environmental compliance, reporting, and monitoring and evaluation. Identify and adapt existing tools and products to support SME growth and development; identify and coordinate with local consultants/sources of capacity building for SMEs; plan and organize training events and intermittent technical assistance to SMEs; implement monitoring and evaluation procedures and training in reporting. Required: Master’s degree in business administration, economics or a related area; 7 years of experience in capacity-building and institutional development in a developing country environment; past experience working in SME development; ability to conduct training needs assessments and apply other methods to assess business development needs; understanding of the development, political and SME environment in Haiti, knowledge of Haitian counterparts and of individuals and organizations active in the SME sector; fluent French is required; Haitian Creole is desirable.

Grants Manager

Will provide guidance and training to all potential sub grantees on the requirements of the proposal preparation and submission process, financial management requirements, and other administrative requirements. Will ensure that all reporting, both technical and financial, is in order. Will serve as a central liaison for coordination of the work under the sub grants with that of the technical experts and their counterparts and partners working under the program. Required: Master’s degree in business administration, accounting or a related area; at least five years of experience in an international project setting, three of which must be in USAID grants management; knowledge of USG and other donor contract, cooperative agreements, and grant regulations; fluent French is required; Haitian Creole is desirable.

Planning, Monitoring and Evaluation Delegate

The Planning, Monitoring and Evaluation Delegate is responsible for the development and coordination of the planning, monitoring and evaluation processes of the Haiti Operation for the International Federation of Red Cross and Red Crescent Societies (IFRC), improving and strengthening the quality, performance and impact by providing technical assistance and guidance in PME. The PME Delegate will work as part of the Unit which is lead by the Technical Movement Coordinator.

Description of Duties: 1) Provide technical assistance, accompaniment and guidance on planning processes and their implementation in order to develop quality plans, including the incorporation of monitoring and evaluation activities into the plan design and implementation.

2) Participate in the development and improvement of plans, promoting results and a learning culture with a focus on integrating good practices in the field of participatory planning methodologies.

3) Contribute to the development of realistic and achievable plans by identifying and sharing good practices, trends and knowledge with a focus on increasing learning and accountability to beneficiaries and other stakeholders.

4) Review the overall quality, consistency and alignment of the Haiti Operation plans with the Plan of Action and other key documents and provide feedback, technical assistance and support to improve programme plans. Ensure coherence and consistency of plans amongst the programme areas, following the IFRC policies and standards.

5) Support, assist and advice coordinators and project managers in:
a. incorporating appropriate monitoring and evaluation plans and systems
b. assessing needs to inform programming
c. using project and programme management tools (logical framework etc.,)
d. developing and defining SMART indicators supported with indicator guidelines
e. defining data sources and setting data collection methods.

6) Ensure credible, reliable and timely monitoring data that reflects project impact, activity implementation and other efforts to inform ongoing management decisions, strategic planning and uphold accountability.
a. monitor performance and use a range of quantitative and qualitative methods and participatory methodologies.

7) Support the Federation-wide reporting system:
a. Promote cooperation between the Host and Participating National Societies
b. Provide technical support for data collection
c. Ensure data is received in a timely manner
d. Analyse and consolidate quantitative and qualitative data in liaison with the Federation-wide Reporting Coordinator in the Zone Office in Panama.

8) Coordinate and oversee evaluations, ensuring that they are timely, useful and ethical, upholding the criteria and standards as defined in policies and guidelines.

9) Prepare, design and implement surveys (eg. baselines), real-time evaluations, mid and end-term evaluations, special analysis and other relevant studies.

Specific duties and accountabilities

Ensure effective implementation construction activities of the EDRR program in a timely fashion according to approved plans and budgets, regulations and policies under the supervision of DRR Delegate
Identify, design, implement and monitor the small-scale mitigation projects

Chief of Party – Legislative/Parliamentary Strengthening, USAID/Haiti

DAI, a global consulting firm headquartered in Washington, DC, USA seeks to fill an anticipated Chief of Party position for a U.S. Agency for International Development (USAID)-funded project in Haiti, related to legislative and parliamentary strengthening. Core requirements include: experience with donor-funded legislative strengthening programs; international development experience, especially in francophone countries; and fluency in French and English. This is a long-term position.

Responsibilities:

The Chief of Party will be responsible for leading project's technical direction and providing management oversight for project activities. He/she shall act as the primary point of contact with donor agencies with regard to day-to-day implementation and management matters relating to the contract. He/she will be responsible for the technical leadership and management of all the technical activities of the project. He/she will oversee a long-term expatriate and local team and short-term experts in achieving project results. He/she will be responsible for evaluating and documenting progress (activity monitoring reports), managing design and evaluation teams, evaluating sub-contractors’ and grantees’ activities through consultative meetings and site visits, working out solutions to keep the activity on track and providing overall guidance and direction focusing the activity team on achieving agreed targets and long-term strategic objectives. The COP will have overall responsibility for assuring that all assistance provided under the contract is technically sound and appropriate for the needs to be addressed. The COP shall have overall responsibility for ensuring quality control, the appropriateness and overall responsiveness of all assistance provided under the contract. He/she shall be able to provide guidance and direction as to team building and participatory management.

  • At least five years experience with national legislative institutions as an elected representative or staff member, or in a position of direct engagement with the legislature;

Haiti Research Project Coordinator

Organizational Profile:
Partners In Health (PIH) is a non-profit corporation based in Boston, Massachusetts, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, research, and advocacy, PIH works globally to bring the benefits of modern science to those most in need. Position Description:
The Research Project Coordinator supports all activities related to the implementation of an NIH funded research grant to investigate tailored food assistance for people living with HIV in the Artibonite department in Haiti. The Research Project Coordinator’s primary responsibility is to manage the day-to-day execution of research aims at the direction of the Principal Investigator (PI), who is also the Chief of Mission for Partners In Health, Haiti. This involves interaction with Zanmi Lasante (ZL) staff, Partners In Health staff, and communication with a Boston-based research assistant regarding progress and administration of the grant (expenses, reporting, etc.). The candidate for this position must be highly self motivated and possess the initiative to move the research forward under often challenging constraints of the study setting, have the confidence to troubleshoot problems with local ZL staff, and be able to discern which issues require direction from the PI.

Specific Responsibilities:
- Organize and conduct trainings as needed with study staff.
- Oversee study staff, provide periodic feedback on areas in need of improvement.
- Assist in the preparation, formatting, and field testing of questionnaires, surveys and training materials for research activities.
- Anticipate problem areas to the successful implementation of the project and propose courses of action to resolve these issues.

- Liaise with grants management staff in Boston as necessary (regarding budgeting and progress reporting)

Fleet Manager American Red Cross

Specific Duties And Accountabilities

Implementation of the American Red Cross approved fleet procedures and policies
Develop the tools and additional procedures for the improvement of the existing fleet system.
Ensure proper management of the fleet staff and promote professional relationship and service provision with all ARC staff on a regular basis.
Ensure that proper inventory of all components of vehicles are maintained and checked on a daily basis.
Ensure that the maintenance, oiling and servicing schedule of the vehicles is followed appropriately
Ensure proper and cost effective systems are in place for the fleet operation mechanisms – service, fuel and other related expenses
Arrange for re-training and re-certification of drivers and registration and re- certifications of vehicles. Source appropriate agencies for driver training needs including safe driving and security procedures and ensure training meets the highest international safety standards.
Ensure feedback on performance of staff, driver’s cleaners and mechanics after evaluation.
Put an action plan and budget needs for the improvement and operation of the fleet for the next year.

Prepare reports of fleet utilization (mileage, fuel consumption, service maintenance, accident reports.) and submit these reports to the Logistics Delegate.

Administer and manage all issues and services related to documentation, stickers and accessories for the fleet (e.g. Vehicle Handover forms, log books, service books, documentation folders, stickers, keys, etc). Keep files of all Vehicle Handover forms, vehicle contracts, service contracts, fuel contracts, customs documentation etc.
Plan and manage the preparation and management of commercial transport contracts.
Plan and manage the timely forwarding of American Red Cross programs items to all destinations in co-operation with the requesting departments (Relief, Shelter, etc.)
Manage and monitor adequate security procedures with special focus on safe driving covering the usage of vehicles, key control, incident reports, emergency evacuation procedure, fuel consumption, control of fleet and movements according to ARC standards. Monitor and keep records/ history of drivers and accidents.
Co-ordinate all legal aspects as import-export documentation for vehicles, registration, insurance, accident reports, etc.
Work closely with the Finance on all financial issues related to the Fleet Department and ensure economical and efficient usage of the ARC assets.

Head of Mission, UMCOR Haiti

LOCATION: Port-Au-Prince, Haiti

PURPOSE: The Head of Mission (HoM) is to lead and manage all programming, human resources, business development and Mission operations in Haiti for UMCOR NGO. This is an unaccompanied post. Housing is shared with other expatriate UMCOR Haiti colleagues. Duration of this position: One Year

ESSENTIAL FUNCTIONS: The Head of Mission, (HoM), based in Port-au-Prince, will be responsible for over-all country office strategy, supervision, programming, program development, and overseeing all aspects of UMCOR’s presence. Central to the position will be the establishment, development and maintaining relationships with key agencies, including donors, international and local NGOs, UN offices, government offices, local partners, Methodist Church of Haiti and other faith-based and United Methodist Church stakeholders.

The HoM will be responsible to ensure that all aspects of UMCOR’s programs in Haiti are implemented in compliance with grant agreements, budgets and according to schedule. The HoM will develop and manage programs in tandem with staff. As part of program development, the HoM is expected to examine the funding situation in the country and solicit funding for programs. In addition, the position will be responsible for office and management procedures, assessing the security situation, and recruiting/supervising expatriate and national staff.

Primary Responsibilities:
• Oversee all aspects of UMCOR Haiti operations, including administration, human resources, security, project management and implementation.
• Lead the coordinated emergency response, early recovery and reconstruction efforts for UMCOR in Haiti.
• Coordinate with HQ in the establishment and management of the mission strategy for UMCOR’s work in Haiti.
• Develop work plans, in conjunction with program staff, for implementation of all programs; oversee implementation of all program activities and ensure work plans are followed or adjusted as needed.
• Design, prepare and negotiate project proposals and budgets, while maintaining oversight of the program, budget and expenditures to ensure timely use of funds.
• Ensure compliance with UMCOR and donor policies and procedures as they relate to personnel, security, procurement and financial management.
• Collaborate with and support the UMCOR Church Liaison in the coordination of UMCOR efforts with the Methodist Church of Haiti and other faith-based and United Methodist Church stakeholders in Haiti.
• Collaborate with the Finance Director in the administration of finance, including budget preparation and submission of financial reports, funds transfers, accounting, and related functions and also prepares and submits required narrative reports to UMCOR HQ, including project development and monthly reports.
• Ensure consistent high quality outputs and comprehensive monitoring, documenting and evaluation of all activities and their impacts.
• Actively coordinate program activities with other humanitarian and government agencies working in the area.
• Provide regular situation reports to HQ and timely program reports according to donor and internal UMCOR requirements.
• Monitor developments throughout Haiti and assess local contextual needs with the view of new program development and expanding programming.
• Must be willing to travel extensively to conduct regular site visits for all programs
• Responsible for field office personnel recruitment, management and staff development.
• Communicate with HQ’s Program Unit on all aspects of programming.
• Other tasks as assigned by the Executive Director.

QUALIFICATIONS: Master’s Degree in international development or related field and five or more years of international experience. A solid background in leading and managing multi-faceted emergency response and early recovery, integrated programming, with strong program development and multi-donor networking and acquisition skills. Requires pro-active leadership, while possessing experience working in an insecure environment.

SKILLS, KNOWLEDGE, ABILITIES: Experience working with faith-based organization and constituency. Excellent written and oral communication skills in English required. Strong communication skills in French (and preferably Haitian Creole) are desired. Strong networking, management and financial skills required. Experience in working in insecure environments is essential.
