Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.
The mandate of the Administrative Services Programme is the overall facilitation, support and guidance to programmes and the secretariat at large in the utilization and management of the human, financial and other resources for the continued implementation of the core work and the mandated activities of the secretariat to ensure efficiency, compliance and appropriate accountability, and the facilitation of cross-cutting common services and functions. Responsibilities include the development, implementation and compliance monitoring of administrative policies and procedures for the UNFCCC secretariat in the areas of finance, budget, human resources, procurement, travel and general services.

Responsibilities

Under the supervision of the Coordinator of the Administrative Services programme, the incumbent: ensures that human resources (HR) initiatives are integrated into the secretariat’s over-all business planning; acts as a catalyst for change to ensure the secretariat is able to meet its business objectives, linking HR management with strategic goals and objectives to improve business performance and develop a work environment that fosters innovation and creativity; and leads the development and implementation of the HR Unit work programme. In particular the incumbent will:

· Develop and implement secretariat HR management strategies, policies and procedures ensuring the implementation, monitoring and evaluation of new initiatives and procedures, (e.g. performance management, HR systems and procedures, job classification, recruitment etc.) which incorporate best practices and lead to strategic HR action plans that reach targets that are historically difficult to achieve (e.g. gender, geographic distribution, etc) and provide optimal support to the secretariat’s operational business needs and priorities;

· Lead the Human Resources Unit, manage the work programme and related activities, including recruitment, job classification, administration of entitlements, staff relations, staff counselling, training and development, organizational change and implementation of reform initiatives etc; lead internal process reviews within HR services with a view to streamlining processes and/or automating services to staff; allocate financial and human resources for the completion of outputs and their timely delivery and develop staff performance through encouragement of professional growth and a results-oriented, client service environment.

· Provide guidance and support to management on secretariat HR issues, and on organization design, change management and work-life balance, give substantive input to the preparation of reports for presentation to management and intergovernmental bodies and contribute to reports on budget/programme performance and on programmatic/substantive issues;

· Represent the secretariat at external meetings and maintain networks with senior colleagues in other UN organizations on HR best practices and emerging issues, participate in inter-agency meetings on a variety of issues and meetings, workshops and seminars to keep abreast of emerging HR professional issues.

4. Perform other related duties.

Requirements

· Advanced university degree in human resources, business or public administration, law, social and behavioural sciences, psychology, management or related area.. A combination of relevant first degree and extensive experience may be accepted in lieu of an advanced degree. Additional specialized training in employment law, compensation, organizational planning and/or development, employee relations, learning and staff development or related areas is an added advantage.

· A minimum of 10 years progressively responsible experience especially in the areas of human resources planning and management, recruitment, compensation, organizational planning and/or development, staff relations, learning and staff development, staff counselling etc. At least three years proven track record of working with senior managers to initiate and drive changes. Work experience in an international environment, particularly in the United Nations and/ or international organization, is an advantage .

· Fluency in English. Working knowledge of other UN languages an asset.

This appointment and any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.

RESPONSIBILITIES:

Under overall authority of the Registrar and direct supervision of the Chief of Administration, the incumbent directs the personnel management activities of the Special Tribunal for Lebanon while supervising, reviewing and coordinating the work of the Human Resources Section. Provides guidance to section staff on the correct applications and observance of Tribunal Staff Regulations and Rules, and cases relating to personnel policies and appeals, in both The Netherlands and the Beirut Office. Exercises delegated authority to approve exceptions to rules and regulations on personnel entitlements or variations to the Tribunal’s polices. Develops and implements new policies, practices and procedures to meet the evolving needs of the Tribunal; identifies developments in personnel management polices/practices and makes recommendations as appropriate in maintaining alignment with the UN common system. Experience: Minimum of 7 years (9 if in possession of a Bachelor level degree) of progressively responsible and relevant experience in human resources management, administrative services or related area. Appropriate degree of experience in supervisory capacities.

Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in written and oral English with strong drafting skills in English are required. Knowledge of the other official languages is an asset.

Human Resources (HR) Assistant

Under the guidance and direct supervision of the Head of the Human Resources Unit, the HR Assistant provides HR services ensuring high quality, accuracy and consistency of work. The HR Assistant promotes a client-oriented and consistent with rules and regulations approach in the Unit.

Duties and Responsibilities

The HR Assistant works in close collaboration with the operations, programme and projects’ staff in the Country Office (CO) to exchange information and ensure consistent service delivery.

1. Ensures implementation of HR strategies focusing on achievement of the following results:

  • Full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies.
  • Input to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management.
2. Implements HR services focusing on achievement of the following results:

  • Preparation of draft job descriptions, vacancy announcements, compiling matrixes, performing functions of Secretary in interview panels.
  • Association of positions to Chart Fields Accounts(COAs), update of COA information, setting up vendor performing the functions of Admin.HR, and Absence Processor in Atlas ( Electronic System). Preparation of service contracts ( SCs).
  • Tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity and separations through Atlas.
  • Maintenance of the CO staffing table.
  • Collection of background information for submissions to the Compliance Review Panel (CRP).
  • Update of the CO rosters.
  • Maintenance of proper filing system for HR records and documents.
  • Provision of information for cost-recovery bills in Atlas for HR services provided by UNDP to projects and other Agencies.
3. Ensures proper staff performance management and conducting UN Surveys focusing on achievement of the following results:

  • Finalization of Results & Competency Assessment (RCA) by all staff according to time frame.
  • Collection of information for comprehensive and interim local salary surveys.
4. Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Participation in the trainings for the operations/projects staff on HR.
  • Contribution to knowledge networks and communities of practice.

HR Assisistant

Under the overall supervision of the Chief of Mission and the direct supervision of the National Administrative/Finance Officer, the incumbent will assist with the administration of the day to day operation of the human resources functions and duties. The incumbent carries out responsibilities in the following areas: performance management system, staff learning and development, organizational development, staffing, selection and recruitment, talent management while accomplishing HR objectives to provide a staff oriented, high performance culture that emphasizes quality, productivity and standards, goals attainment. In particular he/she will:

1. Assist in coordinating the recruitment process for national staff, particularly; collecting all the CV’s related to the advertised position, contacting all shortlisted applicants for interviews, coordinating with the interview panel on all related interview information, ensure all related materials required for the interview is scheduled on time, administering practical skills test when required and sending regret letters to all unsuccessful candidates.

2. Assist in maintaining and updating the personnel files for National staff and International Staff to ensure it includes: PHF, CV, copy of Passport/ID, Medical and Security Clearances, TOR, Contracts, Personnel Actions, Attendance Records, In-Out Time sheets, Overtime, Recruitment History and any other personnel related documents.

3. Assist in preparing and maintaining the payroll for IOM Kampala, the sub-offices and preparing payments for all consultants and on call staff in the mission.

4. Prepare the PEF and UNJSPF reports each month to be submitted to IOM Panama.

5. Coordinate all requirements of new staff to include: obtaining security certificate, security clearance, works stations, email address, IDs, etc.

6. Assist in preparing contracts and Personnel Action (PA) for national staff in case of changes in, salaries and working conditions.

7. Keep tracks of contract renewal and increment dates of staff and follow up decision from unit/department heads/Chief of Mission.

8. Prepare the calculation and payment requests for Driver’s overtime; salaries and overtime for temporary (on-call) staff where applicable.

9. Keep track of the timekeeping and generate reports of staff attendance on monthly basis.

10. Update all leave records and ensure that supporting documents (Annual / Sick / R&R Leave Requests) are correct and filed for both national and international staff.

11. Implement, explain and clarify entitlements of national staff based on SRR and Field Employees Management Handbook to include: Leaves, Medical Coverage and Provident Fund.

12. Arrange training venues, schedules and other logistical requirements, update training monitor as and when applicable

13. Assisting in coordinating the following requirements for international staff: securing copies of contracts and PA from MHRO or Staffing Unit, information on flight itineraries, hotel bookings, ID’s security clearances, Entry Permits, TINs, Driving permit, DSA, TA, entitlements and separation formalities with other units/departments both internally and externally.

14. Assist in maintaining files of IOM General Instructions, General Bulletins as well as for Instructions of Memoranda issued locally related to Human Resources.

15. Follow up with all Heads of Units on extension of contracts before its expiration and the monthly step increments for national staff.

16. Assist in preparing all Medical Service Plan (MSP) cards for all staff under the MSP cover and maintain an updated report/record of all staff covered under the MSP.

17. Maintain and update the HR file with all updated General Instructions, General Bulletins and any other HR related information updates

18. Responsible for HR stationery/office requisition and managing the HR stock.

19. Perform any other related tasks as may be assigned.
