Chief of Party, Ethiopia

We are currently seeking a Chief of Party for an anticipated USAID-funded multiyear program in Ethiopia that aims to support and enhance livelihood options of chronically food-insecure households by promoting and supporting on-farm and off-farm income-generating activities, facilitating output and input market linkages, increasing access to microfinance services, improving nutritional status of communities, and helping communities adapt to climate change. The position is subject to ACDI/VOCA being awarded the program.

Responsibilities:
� Provide overall programmatic and administrative management and general technical direction for the entire program.
� Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.
� Cultivate and liaise with program partners, as well as Ethiopian governmental agencies and USAID offices in Ethiopia and Washington DC.
� Ensure all activities are in compliance with donor regulations and ACDI/VOCA policies and procedures.
� Ensure quality monitoring and evaluation, including the development of a monitoring and evaluation plan.

Qualifications:

Deputy Chief of Party - International Rescue Committee (IRC)

The International Rescue Committee, IRC, is bidding on a USAID RFA for the FANIKISHA Institution Strengthening Project in Kenya.

The FANIKISHA project aims to improve the health status and well-being of Kenyan citizens through improving the capacity of national Kenyan CSOs to strengthen the institutional and technical capacity of smaller affiliate CSOs. The RFA response is due 26 April 2011 and the project is anticipated to start 1 August 2011 and run for 5 years. The anticipated budget range is $38m to $44m.

*Position is contingent upon award of contract.

Scope of work

The DCOP is responsible for ensuring that the project is implemented in accordance with the cooperative agreement, and all applicable USAID and USG regulations.

The DCOP will focus on the sub-granting, monitoring & evaluation and compliance aspects of this program, while deputizing for the COP whenever necessary on core management and representation functions. The DCOP will work closely with the USAID in-country Mission to provide project updates, discuss strategies, obstacles, performance plans, and indicator success.

Essential Job Functions:
  • Develop, implement and monitor appropriate sub-granting mechanisms for the project in full compliance with IRC and USAID regulations;
  • Develop and implement a detailed and cost-efficient monitoring framework for the project;
  • Ensure timely reporting of all sub-grantees and monitoring structures to ensure timely, informative and relevant data is provided to USAID and other stakeholders as appropriate;

Drought Emergency Response Project Manager

Introduction

Cordaid supports Community Managed Disaster Risk Reduction in pastoralist areas in Ethiopia, Kenya and Uganda.

For the current and unfolding drought situation, Cordaid and partners will implement drought emergency response activities with funding from ECHO.

Cordaid will appoint a project management team to supervise and monitor the response activities, implemented by 5 of its partner organizations.

Responsibilities
  • Overall management and supervision of the Drought Emergency Response Project.

Information and Communications Technology Manager

icipe is an intergovernmental organisation funded by government aid agencies, UN organisations and private foundations to carry out research and training in environmentally sound and sustainable management of arthropods for improving health and agricultural productivity in the tropics.

icipe has approximately 300 staff to support its research and capacity building programmes, located at various sites in Kenya, Ethiopia and Sudan.

icipe requires the services of a young and dynamic Information and Communications Technology Manager to head its ICT Unit at the Centre. icipe’s infrastructure consists of a campus-wide LAN of CAT5e/CAT6, Fiber &Wireless Access Points, Cisco Routers, HP Switches, HP, DELL& Apple Servers and a Nortel telephone PABX.

Requirements

The suitable candidate should have:
  • A masters degree in computer Science or a related field
  • Five years hands on management experience at a senior level in an ICT department/Unit
  • Experience in managing a networking environment based on Microsoft server technologies (Windows server and Exchange Server)

Responsibilities

Objectives

The main objectives of this position include the following:
  • To provide support to management and staff of icipe in the review, negotiation and drafting of research, collaborative and material transfer agreements.

Activities:

Program Officers (PITC)

  • Planning and budgeting – prepare regular (monthly/quarterly) work plans and budgets in consultation with the PITC coordinator and liquidate funds in a timely manner as per LVCT guidelines
Requirements
  • Degree or Diploma in health sciences - Clinical officers, Nurses, Lab Techs etc.
  • At least 2 years experience in HIV counseling and testing especially PITC
  • Trained in PITC and other HIV related courses.
  • Experience with Government of Kenya guidelines, standards, tools and best practices with good knowledge of PEPFAR programs
  • Demonstrable leadership and report writing skills
  • Trainer preferably with TOT training
  • Good communication skills
  • Good with MS Office suite

Financial Management specialist and Technical Advisor for family and Criminal Justice

The Justice Law and Order Sector (JLOS) is a sector wide approach adopted by Government of Uganda in 1999 to improve the administration of justice, maintenance of law and order and strengthen the rule of law in Uganda.

JLOS thus brings together all institutions charged with the administration of justice, maintenance of law and order and human rights.

JLOS programmes are supported through the sector wide approach to planning, budgeting, programme implementation, monitoring and evaluation with a shift of focus from institutional interests to sector wide strategic interests through a rationalized application of resources from the Government of Uganda and Development Partners.

JLOS is a reform programme run under a common investment plan, whose short term strategic objectives include adherence to the rule of law, fostering a culture of human rights, access to justice, reducing the incidence of crime and contributing to economic development.

In the long term, JLOS strategic objectives will be narrowed to three strategic objectives of strengthening policy and regulatory frameworks, access to justice and fostering a human rights culture and accountability to bring them in line with the National Development Plan.

JLOS is overseen by the Leadership Committee, Steering Committee and Technical Committee with a secretariat made of different advisors who support the four thematic areas of criminal, land, commercial and family justice.

JLOS therefore, wishes to recruit two advisors (consultants) to wit the Technical Advisor for Family and Criminal Justice and Financial Management Specialist on the terms indicated below:

1 TECHNICAL ADVISOR- FAMILY AND
CRIMINAL JUSTICE
Description of the Services

The Technical Advisor, Criminal and Family Justice will provide technical leadership and guidance necessary for successful implementation of the Criminal and Family Reform Programme as follows:

1. Develop researched strategies for effective implementation of the Criminal and Family Reform Programme.
2. Coordinate the development of action plans and budgets for the Criminal and Family Reform Sub- Programmes.
3. Provide technical advice for the implementation of Criminal and Family Reform Sub-Programmes.
4. Contribute to the development of the monitoring and evaluation system particularly for the Criminal and Family Reform Programmes.

Qualifications
The successful candidate should have:
A master’s degree in law from a recognized university.
A thorough understanding of contemporary legal and justice reforms in developing countries such as Uganda.
A thorough understanding of family and criminal justice issues.
At least five years’ experience in programme implementation, legal or access to justice reforms.
Experience working with Donor agencies.
Excellent knowledge of the public sector and
sector-wide approaches to reform.
Understanding of the public sector planning in Uganda

2 FINANCIAL MANAGEMENT SPECIALIST
Description of the Services:

1. The role of the Financial Management Specialist
(FMS) will be to:
i) Coordinate and control activities in the financial management strategy, bearing in mind existing initiatives e.g. the Integrated Financial Management systems of Ministry of Finance, Planning & Economic Development;
ii) Schedule implementation in an orderly, logical and timely fashion;
iii) Submit periodic reports to the Technical and Steering committee, providing status and highlighting problem areas of the implementation;
iv) Prepare terms of reference for the out-sourced work;
v) Drive issues to resolution;
vi) Ensure successful implementation of the financial management strategy.

Key Responsibilities:
2. Key responsibilities of the FMS include:
i) In the short term – oversee the implementation of key procedures to strengthen accountability measures, particularly in regard to non-tax revenue and use of imprest;

ii) Development of training and incentives programme based on needs identified in financial management to enhance capacity and enable retention of skilled staff into the sector;

iii) Develop systems for budget planning process and facilitate preparation of and develop the annual Budget Framework Paper working closely with the sector budget working group, with particular regard to fiscal policy analysis and linkages to the sector objectives, inputs, output and outcomes;

iv) Develop mechanisms for monitoring and tracking utilization of sectoral funds;

v) Analyze and submit financial reports on sectoral programmes including analysis of budgets and budgetary trends for the sector and advice on the overall financial aspects of the sector;

vi) In the long term, provide strategic guidance and oversee implementation of the broad sector financial management strategy, on an annual basis.

vii) Prepare sectoral budget framework paper and other financial report as demanded by Government of Uganda and Development Partners.

Qualifications and Experience:
The qualified candidate should have the following qualifications:
A Financial Management qualification and membership of CPA, ACCA, CIMA, or equivalent.
A Masters in Accounting and Finance will be added advantage.

Must possess proven experience of Project Planning & Management Skills in Public Sector or with an International Organisation for a period of not less that 5 years

Good interpersonal skills, excellent communication (written and spoken) and presentation skills.

A high level of self-motivation, flexibility and ability to work under very tight deadlines.

Specific Responsibilities:

Support Clinical Director

- Support Clinical Director and clinical leadership team to manage the administration of clinical programs, including: coordination, communication, finance and administration.
- Support Clinical Director in reviewing and analyzing clinical programs’ reports on program performance metrics, status of activities as compared to work plan, and actual spending as compared to budget in order to anticipate, identify, and address potential challenges.
- Support Clinical Director’s engagement with key partners, donors, and government partners on all administration, management, and finance issues.
- Assist Clinical Director in preparing, writing and editing reports; help prepare abstracts and manuscript submissions to professional journals.
- Support coordination of clinical and cross-cutting programs, helping to ensure interdepartmental clinical priorities and projects steadily move forward.
- Other special projects as assigned by Clinical Director.

Build Clinical Program Management Capacity

- Facilitate program management by supporting clinical staff to develop strategic goals, and to create work plans and budgets.
- In close collaboration with M&E team, ensure each manager or coordinator has defined, clear and applicable performance metrics for their program, and that they are being monitored on a regular basis and part of the decision-making process.
- Assist program staff to gather and analyze clinical, programmatic and financial data used in management reports for improved decision-making.
- Ensure communication across programs runs smoothly, including planning meetings, providing frequent updates and ensuring information is appropriately shared throughout the organization, both within IMB and with colleagues in Boston.
- Develop the managerial capacity of program managers through one-on-one coaching and implementation of management training curricula that are directly applicable to managers’ daily work.
- Work with IMB government partners – district health unit, hospital, and health center leaders— to improve managerial capacity and implement new systems [e.g. pharmacy supply chain issues, financial reporting, planning].
- Support clinical leadership and managers more generally with major projects as necessary.

Cross-site coordination and operations
- Travel frequently to each of three districts of Rwanda that IMB supports.
- Coordinate district-based clinical activities across three districts, disseminating best practices.
- Support quality improvement initiatives across the district hospitals—particularly with respect to supply chain and paramedical services.

Requirements:

- MBA or equivalent graduate degree with 3 years of work experience in management, finance or consulting, or Bachelor’s degree with 4-5 years of applicable work experience.
- Medical, clinical or public health background strongly preferred.
- English fluency required; French proficiency strongly preferred.
- High degree of proficiency with Excel and PowerPoint.
- Strong communication, writing and presentation skills.
- Experience with financial management and analytical skills.
- Proven ability to exercise good judgment and diplomacy.
- Ability to work under pressure, handle multiple assignments, prioritize work flow, adapt to fluctuating workload, and meet deadlines.
- Prior experience working in resource-poor settings preferred.
- Willingness to travel frequently within country, and work long hours.
- Genuine gratification with working in a collaborative team atmosphere.
- Ability to commit 2 years is preferred.

Sr. Program Officer, Coastal East Africa

World Wildlife Fund (WWF), the global conservation organization, seeks a Sr. Program Officer (SPO) to plan, manage, coordinate, communicate, and implement program priorities and activities in the Coastal East Africa (CEA) region of Kenya, Tanzania and Mozambique. The SPO will develop and plan eco-regional, thematic, or field projects to build WWF’s profile and knowledge in support of regional conservation priorities. This person will also serve as a liaison between CEA and home office departments, coordinate joint project activities with other WWF departments, and assist in implementing their priorities where related to conservation in CEA. S/he will also assist in fundraising efforts from U.S. donors for the resources needed to implement field programs and ensure access to necessary specialized technical assistance, partnerships and funding. Maintaining relationships with the WWF Network and external partners is a key part of being successful in this role.

A Bachelors degree is required. A graduate degree or equivalent experience in natural resources management, environmental science, international development, or conservation policy is preferred. A minimum of five years of experience in program management, biodiversity conservation, or natural resources management as well as an understanding of international conservation issues is also required. 2 years work experience in Africa is necessary. Fluency in Portuguese and/or Swahili is desirable. Must be eligible to work in the U.S. No visa sponsorship or international relocation will be provided.

The National Democratic Institute for International Affairs (NDI) is seeking candidates for internships with the Institute’s programs in the Southern and East Africa region to begin as soon as April 2011.

The intern will be responsible for conducting country and program-specific research, editing and writing, helping organize events, and providing administrative support for country programs.

Responsibilities:

- Assist in the backstopping of field offices activities;
- Research and gather materials for specific in-country programs;
- Assist in the preparation and drafting of periodic reports;
- Provide administrative support to assigned country programs, including filing, faxing, copying, mailing, and/or event preparation; and
- Conduct special projects as needed.

Requirements:

- Demonstrated interest in international affairs and democracy development;
- Well-organized. Ability to take initiative and manage multiple tasks in a fast-paced office;
- Strong writing, editing and verbal skills;
