Operations Manager - Friends of Londiani

Friends of Londiani is a registered NGO whose mission is to work in partnership with the people of the Kipkelion District to develop and complete sustainable community projects to enable the people to achieve an improved quality of life based on their values and become the authors of their own development.

Friends of Londiani are committed to contributing to the achievement of the Millennium Development Goals in accordance with the United Nations Declaration of Human Rights. FOL Kenya’s projects include community projects in a number of areas including Health, Education and Water.

Location: Kenya - Londiani Town, Kipkelion District, Rift Valley Province

Main Duties and Responsibilities for National Staff Position

Transport Management
  • Maintain log books of all vehicles usage with daily mileage recorded and fuel consumption mention
  • In collaboration with the country director establish an efficient fuel reimbursement system with Total Station Londiani for Ministry field consumption delivery, including development and implementation of standard policies of fuel consumption, monthly forecasts of expected field usage (in consultation with the programme managers and country directors) detailed records with authorised signature and reviewing of all invoices.
  • Prepare weekly vehicle plans in consultation with the programme managers and Country Manager to ensure effective and appropriate use of FOL vehicles
  • Oversee FOL vehicle maintenance including annual services and daily consumables such as oil water, spare tyre etc.
  • Ensure that FOL vehicles and staff are considerate of the environmental impacts of vehicle use
  • Manage the FOL Driver schedules
Stock Management/ Warehousing
  • Establish maintain and develop standards for stock accountability ensuring a high standard of record keeping
  • Implement an efficient system of stock control of regular supplies
  • Maintain and update on a weekly basis hard and soft copies of an inventory of all FOL stocks
  • Liaise closely with programme managers on schedules of distribution.
  • Ensure all stock is stored in a secure manner and access to the stock is limited to designated people only and records of that access are maintained.
Administration
  • Be responsible for day to day office administration including filing of documents, keeping accounts and dispatching all relevant communications to various partners as required.
  • Maintain online budget expenditure files – in collaboration with Country Director and share with FOL Ireland on a monthly basis.
  • Procure items for office use or for the field officers as and when requested by the Line Manager in line with principles of FOL Kenya .
  • Prepare monthly budget forecasts in consultation with Country Director and programme managers for local procurements and fuel bills
  • Any other duties assigned by the line manager from time to time.
Expected Outputs
  • Monthly progress activity report against expected results
  • Monthly budget reporting with forecasting for the following month
  • Monthly procurement reports with effective paper trail in line with FOL policies and procedures in procurement
  • Monthly stock taking report
  • Monthly vehicle log books including fuel consumption tracking
  • Regular field visit reports supporting implementation of FOL activities

Education
  • A degree in Logistics, Procurement administration or a related discipline.

Technical Operations Manager

Salary: £52,000 to £58,526

MAG is a humanitarian organisation clearing the remnants of conflict for the benefit of communities worldwide. MAG is co-laureate of the 1997 Nobel Peace Prize. We deliver practical, positive solutions that assist the process of peace and stability in conflict and former conflict countries. During the past 20 years we have safely found, removed and destroyed millions of landmines, bombs and missiles.

MAG began its current operations in Somalia in May 2008 to clear conventional weapons and stockpiles in conflict-affected lands of the northern areas of Somalia. Work is centered in the administrative capital of the region, Garowe, where a unit of the local police force receive Explosive Ordnance Disposal (EOD) training and technical support in conjunction with the Puntland Mine Action Centre. (PMAC). MAG has also deployed three roving Community Liaison (CL) teams in the region, delivering risk education and collecting data on contamination levels.

As the senior technical representative in country, you will lead, oversee and safely manage all aspects of EOD and CL operations, as well as manage a team of international staff. Working closely with the Programme Manager, you will provide technical input into proposals and reports, liaise with donors, the UN and government agencies. As the most senior technical manager in country, you will need to be able to think strategically and make operational recommendations to enable the growth of MAG’s work in a complex context.

The post holder will be managing projects and staff across geographically diverse sites and therefore need to be strong team player with excellent management skills. A patient, tactful and diplomatic approach will be required in this challenging environment.

MAG takes its responsibility for the security and wellbeing of its staff very seriously. Due to the current situation in Somalia, living arrangements will involve restricted movement and access to recreational activities is limited. As a result of the security conditions, the post holder will be living and working in close proximity to other MAG staff.

The salary for this position is £52,000 - £58,526pa plus a £2,000pa hardship allowance and per diem of circa US $9,000pa. MAG will also provide accommodation, three international leave flights per year, three paid and funded one week ‘breather breaks’ at a regional destination and insurance, amongst other benefits.

Operations Manager - International Campaign to Ban Landmines (ICBL)

The Organization:

The International Campaign to Ban Landmines (ICBL) and the Cluster Munition Coalition (CMC) are global campaigns in over 90 countries with more than 350 member organizations. Their main offices are currently in Geneva and London.

The ICBL, recipient of the 1997 Nobel Peace Prize, is recognized as the driving force behind the achievement and ongoing success of the 1997 Mine Ban Treaty. The CMC played the key role in the creation of the 2008 Convention on Cluster Munitions, and now works for its universalization and implementation.

Over the past three years, the CMC, ICBL and their research initiative--Landmine and Cluster Munition Monitor (“the Monitor”)--have been working closely together to ensure coherence in our respective work and to enhance efficiency in our operations. Since January 1, 2011, all three operate under one legal, financial and governance structure in order to ensure even more synergy, to have more impact and to streamline cooperation. A new Governance Board is providing strategic, financial and human resources oversight. As part of the new arrangement, there will be a restructuring of staff positions. In practical terms, the CMC and ICBL will remain two separate and strong campaigns with dedicated staff for both. Other staff working on administration, media and communications, finance, logistics and administration, and policy will support both campaigns.

There will be an open competition for all staff positions, but all current staff members are encouraged to apply. Summary of the Position of Operations Manager:
We seek an organised, dynamic and experienced Operations manager to be responsible for ensuring the overall effective operations and logistics of the organization. The Operations manager will ensure the coordination and oversight of all logistical tasks pertaining to all conferences, special events, staff meetings, governance retreats and missions with the support of the Administrative Officer, Campaign. Training and Support Officer, consultants and volunteers where needed. The Operation Manager will support the Executive Director in fundraising and grant management and serve as a member of the ICBL-CMC Senior Management Team responsible for ensuring the representational and performance needs of the organization as a whole are met in the most effective and efficient means possible. This person will be responsible for overseeing the smooth and effective operations of the ICBL-CMC offices. The Operation Manager will report to the Executive Director and will supervise the Administrative Officer.


Geneva or London are the preferred locations, but location is negotiable if within easy access to Geneva where ICBL-CMC main office is based. The position requires the ability to travel and periodically it requires extensive travel.

Desired qualifications:

  • Tertiary education and at least 5 year work experience in similar areas of work.
  • Experience working in the NGO sector is an advantage
  • Experience and aptitude for managing staff and volunteers and understanding of, and commitment to, relevant human resources procedures and practices
  • Experience in managing budgets and managing agencies and external suppliers
  • Experience in drafting proposals and reports to and liaising with institutional donors
  • Strong organizational and project management skills and a proven ability to deliver results during major conferences
  • Ability to prioritise, meet deadlines and to function under pressure and handle numerous tasks simultaneously.

  • Background knowledge on cluster munitions, landmines and the Convention on Cluster Munitions and the Mine Ban Treaty.

Operations Director

The Operations Director reports to the Chief Executive Officer and collaborates with the Chief Financial Officer. Operations Manager - Nyala, South Darfur

PURPOSE OF POSITION
To act as a team leader and to provide management guidance and support for World Vision’s Field Office in South Darfur. This office is far removed from where the WVNS HQ is located and thus requires solid management and programming capacities to provide leadership of the Darfur program. This program is very big in staff capacity, finance, and assets (more than 300 staff and up to 70% of WVN’s annual budget).

Program Management

    • Represent WVNS in South Darfur to provide overall guidance and support to the WVNS team based in South Darfur
    • Directly manage the Area Coordinators to ensure smooth implementation of all WV Programs in South Darfur in accordance with the overall
    • WV Northern Sudan country strategy, Operations Plan, policies, procedures and objectives.
    • Together with the program quality department, lead the review of and design of Darfur-level strategy, and sectoral strategies based on which programming is designed and implemented.
    • Ensure that all sectoral programs are closely integrated and that all programs receive adequate planning and monitoring.
    • Liaise with the program quality Director on the management of the Sectoral Specialist Teams
    • Participate in the assessment of community needs and resources in South Darfur.
    • Provide direction for the preparation of project proposals and budgets, seeking to diversify funding and other resources.
    • Maintain an ongoing familiarity with the requirements and compliance procedures of current and new program donors.
    • Lead monitoring and evaluation as per donor regulation on the impact of project interventions on the beneficiary population at least once a year.

Liaison

Communication
    • Manage public relations for Field Office in South Darfur, including arranging schedules for visitors and media groups, transport, lodging, arranging of appointments and orientation to projects.
    • When appropriate, keep the Communications Officer informed of media opportunities and coordinate
    • Work with the Program Director in Khartoum to support the Nyala Communications team to deliver appropriate communication services to the program and to ensure adherence to WV Communications standards

Finance
    • Work with the Finance Director in Khartoum to support the Nyala Finance team to deliver appropriate financial services to the field team and to ensure accountability according to WV Finance standards

Human Resources
    • Work with the HR/HR Director in Khartoum to support the Nyala HR team to deliver appropriate HR services to the field team and to ensure the application of policies and procedures that follow WV HR standards

Administration and Logistics
    • Manage the Nyala Administration and Logistics team to deliver appropriate services to the field team and to ensure accountability according to WV procurement and financial control standards

Information Technology
    • Work with the IT Manager in Khartoum to support the Nyala IT team to deliver appropriate IT services to the field team and to ensure the application of policies and procedures that follow WV IT standards

Security
    • Work with Security Officer to ensure WV staff comply with security protocols and work in as secure environment as practical
    • Work with the Program Director in Khartoum to support the Nyala Security team to deliver appropriate security advice and communication services to the field team and to ensure adherence to WV security standards

KNOWLEDGE, SKILLS AND ABILITIES
REQUIRED:
    Education:
      • A degree in development or related field
    Experience:
      • More that 5 years field experience with NGOs in developing countries, mainly in difficult contexts
      • Experience in working in relief situations in a leadership position
      • World Vision experience would be highly regarded.

      • Experience in project design, implementation, monitoring, evaluation and reporting writing.

    Director of Finance and Operations

    In order to support the attainment of the Foundation’s overall goal of the elimination of pediatric HIV and AIDS, this position effectively and efficiently oversees the implementation and management of all operational systems and functions necessary for the Foundation’s programmatic activities – namely compliance, accounting , human resources, award management, finance, information technology, procurement and logistics, administration, audit, field operations, and affiliate transition and support
    In managing the overall operations of the country program and supervising the operations staff, this position coordinates all operational activities in a collaborative manner, ensures proper and responsive communication regarding all operational matters, and ensures that the Foundation’s operational standards are adhered to at all times.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Compliance
    Ensures that a “culture of compliance” is adopted by the country program in accordance to all Donor, Foundation, and In-Country policies and procedures (including all applicable local laws) by providing clear guidance to all staff, maintaining up-to-date knowledge of all applicable rules and regulations, and developing and monitoring systems to ensure all activities are implemented and documented in accordance with these policies.

    Coordination
    Establishes local workflows and approval processes and ensures that each operational staff member understands how their role is aligned to their responsibilities and has the necessary capacity and training to perform and grow in their position. This position will also ensure that appropriate staff-backups are in place within the Operations department and serve as the Acting Country Director in the absence of the Country Director and/or the Technical Director.

    Collaboration
    In the true spirit of collaboration and in close partnership with the Country Director, in-country Senior Management, and taking into consideration each department within the country program, this position engenders teamwork and a collegial, supportive, and integrated approach in the operations department, between the operations departments and other in-country departments, and between the in-country operations department and operational counterparts in the Washington DC office.

    Communication
    Acts as the primary point of contact for all operational matters in the country office and ensures both that operational information from the field is properly communicated to the Washington DC office and that operational information from the Washington DC office is properly communicated to and understood by the in-country team. This involves generating and disseminating regular monthly and semi-annual reports on the status of operational activities and plans and ensuring a smooth and responsive exchange of operational information between the country office and the DC office, implementing partners, donors, sub-awardees, and other stakeholders.

    Accounting
    Ensures that all uses of the Foundation’s funds are properly prepared, reviewed, approved, and documented, in line with all appropriate policies, procedures, authority levels, and local laws, and ensures that this information is properly entered into the accounting system. This position also oversees the month-end close and payroll processes, provides and analyzes accounting data and reports, ensures all funds are properly safeguarded, oversees the Foundation’s relationship with a local bank and ensures accuracy of the information in the Foundation’s bank account, and manages the overall cash needs and forecasts of the country program.

    Human Resources
    While overseeing the implementation of the performance management and compensation systems, this position ensures up-to-date employee contracts, personnel files, and all other applicable documentation for the HR function are in place at all times. In addition, this position oversees the recruitment process, management of leave, staff development, and training, as well as the regular review of the country’s Staff Handbook, job descriptions, and the accurate and timely submission of all HR reports. This position ensures that an accurate and up-to-date Business Continuity Plan is in place, as well as on-boarding and exiting procedures for all staff. As applicable, this position will also oversee the work visa application and renewal process.

    Award Management
    Manages the process of establishing agreements with partners, ensures these partners have available funding per their agreements at all times, and ensures the implementation of these agreements in line with all applicable policies, procedures, and local laws. This position oversees the operational capacity building efforts of these partners and implements systems to monitor the operational management and performance of these partners. Finally, this position ensures all documentation regarding the management of these agreements is complete and well-organized and liaises with the Washington DC office regarding all applicable agreement matters – including the close-out of these agreements.

    Finance
    In addition to leading the budget development process and developing systems to ensure activities are implemented in line with approved budgets, this position generates, analyzes, and reviews financial reports and data, analyzes burn rates, and develops plans to increase or decrease spending as needed

    Information Technology
    Ensures all appropriate IT equipment and infrastructure is in place, well-maintained, safeguarded, and properly functioning with minimal downtime, and that staff are properly trained on all IT-related systems, policies, and procedures.

    Procurement and Logistics
    Oversees all processes for identifying appropriate goods and services to be purchased in order to support the Foundation’s needs, manages these relationships with key vendors and landlords, and ensures all procurement activities are properly documents and all appropriate pre-approvals are obtained. Additionally, the position manages an inventory system of all Foundation property and equipment, ensures vehicles are properly maintained, processes tax exemptions as applicable, and facilitates in-kind procurements on behalf of the Foundation’s sub awardees.

    Administration
    Oversees the general maintenance, security, and use of the Foundation’s office premise(s), equipment, and supplies and ensures that appropriate procedures are in place for receiving visitors and external phone calls.

    Audit
    Takes the lead in preparing for and facilitating the auditing activities of the Foundation’s internal auditor, as well as any operational review on behalf of a donor, external auditor, or in-country governmental organization. If any material findings are found or recommendations are made as a result of these activities, this position proactively takes the lead in addressing these issues and resolving them in a timely manner.

    Field Operations
    Provides operational support and oversight to all satellite offices and seconded staff. Ensures satellite offices are properly staffed with operational personnel and that these personnel are properly trained and integrated with the country’s head office operations team.

    REQUIRED QUALIFICATIONS

    10 yrs relevant experience required.
    BS/BA required, advanced degree preferred (MBA or similar relevant field).
    Minimum five years of experience in administrative management and leadership experience managing complex, multi-sector programs.
    Minimum four years of experience in managing overseas operations with programmatic, financial, and administrative duties. African country experience is highly desirable.
    Minimum three to five years of experience in managing U.S. Government grants.
    Ability to travel frequently.
    Fluency in French (written and oral) is required.

    Head of Operations

    The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Head of Operations to oversee program implementation and field operations in Haiti.

    Reporting to the Haiti Country Representative (CR), the Head of Operations will be responsible for the overall implementation of programming and management of the field operations in affected areas of Haiti. There are currently two field offices and three program implementation areas (Jacmel, Leogane, and Les Nippes). The Head of Operations will also take on designated deputy CR responsibilities.

    KEY RESPONSIBILITIES:

    • Responsible for the overall implementation, coordination, and management of CRCS programming in affected areas of operation.
    • Responsible for the management of personnel involved in program implementation, field coordination, , and security.
    • Provide overall supervision and guidance to Field Operation Coordinators in planning, implementing, monitoring and evaluation of recovery and development programs.
    • Ensure an integrated approach, both thematically by sector as well as within each affected area of operation, to effectively support recovery plans and their implementation.
    • In coordination with BSU Manager, ensure effective support and integration between Support Services and program operations.
    • Coordinate with Senior Recovery Manager to maintain relationships between sector coordinators and field operations to ensure effective and timely implementation of sector specific programming.
    • Ensure timely and relevant narrative and financial reports are produced and disseminated accordingly.
    • Ensure the coordination and partnership with IFRC on matters related to security in all affected areas of operations in Haiti. Oversee and manage the work conducted by Security staff in the development and implementation of SOPs, contingency plans, and emergency security plans.
    • In coordination with the CR, initiate and support efforts to establish alliances and partnerships within the Red Cross Red Crescent Movement and with non Red Cross Red Crescent partners. In particular, ensure coordination with and involvement of the Haitian Red Cross in CRCS programming.
    • Work closely with the relief, health, food security, water & sanitation, and shelter functions to ensure an integrated approach to operational recovery plans and their implementation.
    • Ensure proper functioning from a personnel management and office management perspective of all field offices.

    QUALIFICATIONS:

    • Post graduate level education in a related discipline is preferred or an equivalent combination of education and experience.
    • Previous Red Cross Red Crescent (RCRC) Movement experience or a demonstrated commitment to the principles of the RCRC Movement.
    • A minimum of 7 years experience working in international humanitarian context is required, preferably in a post disaster recovery context.
    • Demonstrated experience in a senior management role.
    • Demonstrated experience in recovery program assessment, development, and management.
    • Excellent communication skills, both verbal and written, in both English and French are mandatory. Language testing will be conducted.
    • Minimum 3 years experience in personnel management both international expatriates and host country staff.
    • Previous responsibility for all areas involving delegation or sub-delegation management.
    • Demonstrated skill in financial management such as program or operational budgets.
    • Solutions oriented with demonstrated analytical skills.
    • Demonstrated ability to perform at a high level in high stress environments.
    • Demonstrated experience in managing and motivating teams in complex and high stress environments.
