REGIONAL TECHNICAL ADVISOR, MATERNAL CHILD HEALTH NUTRITION

CARE is seeking a talented Regional Technical Advisor, Maternal Child Health (RTA, MCH) Nutrition located in Accra, Ghana. The Child Health and Nutrition team (CHAN) within CARE USA's Health Program has a broad nutrition program throughout CARE that includes Infant and Young Child Feeding and related maternal nutrition in both a development and an emergency context. CARE's flagship nutrition program is the Window of Opportunity program, a privately funded Infant and Young Child Feeding and related Maternal Nutrition (IYCF + rMN) program. The goal of the program is to protect, promote and support optimal IYCF and related maternal nutrition practices in selected in 5 countries. Technical priorities to achieve CHAN's nutrition goal are integration, capacity building, advocacy, behavior change communication, monitoring and evaluation and knowledge sharing. As CARE has moved to a program approach with long term commitments and the combined realities of climate change and food security have become more visible, many CARE country offices have focused their programs around these issues both of which include nutrition. USAID's Feed the Future program also has a significant focus on nutrition which is one of the major indicators of impact. Given the multiplicity of CARE programs focusing on food security, particularly in sub-Saharan Africa, it is important to build staff capacity to design, implement, monitor and evaluate nutrition programs as they are integrated into food security interventions.
The Regional Technical Advisor (RTA), MCH Nutrition is responsible for providing technical support specific to maternal, infant and young child nutrition that meets the objectives of the CHAN nutrition program, and facilitates the integration of nutrition into CARE food security programs in Africa. In this role, s/he is responsible for operationalizing the nutrition and food security agenda to build staff capacity and develop programs in nutrition in COs where there is an appropriate impact population or country office focus on food security. S/he will develop technically appropriate materials and tools for capacity building that will meet the needs of varying cultures and work environments. The Nutrition RTA, MCH Nutrition will also work closely with the CHAN HQ team to ensure the most appropriate and up to date technical strategies are used in monitoring and evaluation, implementation, communications, knowledge sharing and that the outcomes of analysis are applied. Another component of the position is advocacy with partners in specific country offices and regionally to move forward the appropriate integration of nutrition strategies within food security programming.

Required Skills
  • Master’s degree in nutrition, food security, or other relevant specialization.
  • 5-7 years experience in MCH-N programming and provision of technical assistance in MCH-Nutrition
  • Previous work experience with nutrition programming in the context of food security
  • Experience working with non-profit organizations
  • Strong experience in program design, implementation and evaluation
  • Demonstrated technical leadership
  • Experience with research and analytical skills
  • Overseas experience
  • Experience in reviewing, analyzing and making recommendations on program strategy and donor agreements
  • Language skills in French
  • Provision of MCH/Nutrition technical assistance in developing country context

  • Excellent verbal and written English skills, particularly communication skills for diverse audiences

Technical Specialist (Climate Change)

During the past few years, the awareness of the Ghanaian stakeholders on the impact of climate change has increased considerably, against the backdrop of recent natural disasters and changing climate pattern, especially in the three northern regions of Ghana.
The Government of Ghana has stepped up its effort to raise awareness, strengthen coordination and promote mainstreaming of the Climate Change into development, e.g. through establishment of multiple coordination forum. In addition to increase of domestic demands for strategic, technical and operational support, Ghana is increasingly called upon to contribute to and lead international discussion and negotiation on Climate Change issues, building on past achievements. Currently, Ghana also stands on the threshold of joining other oil producing countries in the production of Oil and Gas by December, 2010. In this regard, it is timely to complement the effort of Government by ensuring that the requisite environmental policies are adequately in place to safeguard the impact of climate change from the oil and Gas sector. Additionally, UNDP has taken on the leadership role to serve as Co-Lead in the Environment and Natural Resource Sector Group.
Against this backdrop, and in light of the increasing demand for strategic, technical and operational support to enable Ghana to fully position itself to face new development challenges, UNDP Ghana is strengthening its capacity to support the Government to strengthen their capacities to mainstream Climate Change and closely related issues such as Disaster Risk Reduction into sustainable and inclusive development.
The Climate Change Specialist will contribute substantively to the work of Environment and Energy unit on climate change, and the development of partnerships and initiatives that advance the strategic needs of the government and strengthen positioning of UNDP Ghana in rapidly evolving situation.
The incumbent is responsible for providing strategic and technical advisory services and support to UNDP on Climate Change. The Climate Change Technical Specialist will seek to strengthen the CO’s climate change policy capacity, improve coherence within UNDP and the wider UN Agencies, UNDP HQs staff and Government officials, multi-lateral and bi-lateral donors, civil society as well as private sector partners ensuring the coordination of climate change-related activities in the context of UNDP supported programmes. S/he will work under the direct supervision of the Head of Environment and Energy Unit in the UNDP Country Office.

Duties and Responsibilities

1. Ensures provision of top quality advisory and technical services focusing on achievement of the following results (50%):
· Provide technical assistance to UNDP for assessing the impact of climate change on development including the
attainment of the MDGs, and for integrating climate change adaptation and mitigation measures into MDG-based
development plans and sustainable development strategies
· Screening of UNDP project portfolio for climate risks and opportunities with the aim of reducing maladaptation
· Effective and efficient delivery of UNDP Climate Change portfolio
· Identification and sourcing of technical expertise and support including the preparation of Terms of Reference,
identifying and evaluating experts, reviewing policy papers and reports. Enhance UNDP’s visibility and profile in
climate change work
2. Establishes and maintains strategic partnerships and support resource mobilization focusing on achieving the following results (30%):
· Develop partnership with and promote networking with donors in the area of climate change adaptation, mitigation
and capacity development
· Assist with the formulation of new initiatives on adaptation and mitigation proposals to be funded by adaptation
funds, GEF and bilateral funds
· Support resource mobilization efforts of UNDP with respect to carbon/environmental financing mechanism such as
CDM, Adaptation fund, MDG Carbon Facility, etc.
· Explore new areas of cooperation and identify opportunities for initiation of new initiatives in climate change
· Advise UNDP and UNCT on national and international developments relevant to UNDP policy, programmes and
operational interests on climate change, and assist in identifying coordinated approaches
3. Ensures facilitation of knowledge building and management focusing on achieving the following results (20%):
· Provide support to UNDP to improve communication platform of best practice on climate change adaptation and
mitigation
· Contribute to global learning by documenting and disseminating capacity development lessons learned from
activities of climate change programme and disseminate widely through on line platforms
· Assist in developing internal UNDP and external stakeholders capacity in the area of climate change adaptation and
mitigation, by preparing training packages and specific presentations, organizing trainings and conferences

Required Skills and Experience

  • Masters degree in Environmental Science, Environmental Management, Engineering related to Energy and and Climate Change or closely related field.
  • At last 5 years of relevant experience in the field, possibly in developing countries.
  • Experience in climate change policy development, good knowledge of climate change negotiation process.
  • Demonstrated skills in drafting reports, knowledge and competencies/experience in policy analysis and capacity development
  • Experience in working and collaboration with Government donors, NGOs and Research Institutions.



Technical Specialist (Climate Change)

Hygiene and Sanitation Coordinator

POSITION SUMMARY:
Under the supervision of WAWI Program Manager, the Hygiene and Sanitation Coordinator will work closely with the LC Team and field staff in WASH countries (Ghana, Mali and Niger) with extension to other West African countries to enhance programmatic design and implementation of Hygiene and Sanitation component of WASH, Improve the implementation of community mobilization, education, sensitization, participation and capacity building on WASH components, work toward sustainability and share lessons learned, best practices, Lead monitoring and evaluation of WASH projects.

KEY RESPONSIBILITIES:

      • Assist the WAWI Program Manager in the development and implementation of the WASH Strategic Plans, Work plans, proposal writing and special technical issues;
      • Build the capacities of WV WASH staff on community mobilization, education, sensitization, participation;
      • On the basis of lessons learned and innovations, undertake studies on best practices and ways of improving WASH projects impact on communities and assure projects best sustainability;
      • Contribute to design Complementary projects in relation with countries, partners, and technical staff in the 3 countries;
      • Take part, plan and support WASH monitoring and evaluations activities as required by the WASH Program Manager in the 3 countries;
      • Establish a comprehensive Community, database for WASH partnership, including countries implementation and planning database; partner institutions related database in relation with Ministry quality teams in each country;
      • Provide technical support in communication, website development and maintenance; identify and request success stories, best practices and improvement & innovations in WASH and relate with countries project management;
      • Maintain a strategic technical link between WAWI Program Manager and WASH countries Projects management as well as Partner institutions who report to him in Sanitation and hygiene sector;
      • Bring relevant internal and external issues to the attention of the WAWI Program Manager;
      • Attend NGO or other meetings on WASH as needed to represent WASH interests and concerns;
      • Be up-to-date on the status of key projects, tasks and responsibilities of supervisor;
      • Coordinate orientations for staff, candidates and visitors in sanitation, hygiene and community based issues, including social and economic context;
      • Perform other tasks and carry out special projects as needed and assigned by the WAWI Program Manager (participates in the preparation of Annual Review meetings, Trainings, partners meetings, workshops and special the reports)

KNOWLEDGE, SKILLS AND ABILITIES:
    REQUIRED:
      • With five (5) years minimum professional experience in WASH planning, implementation, Monitoring and evaluation activities, of which 3 years are in developing countries, working on integrated WASH programs;
      • Advanced degree Sanitation, hygiene & behavior change communication, Health, Database creation and Monitoring and Evaluation, or similar field or equivalent experience required;
      • Have a solid knowledge of WV WASH structure, the partnership in WASH, the WASH Work plan and activities;
      • Familiar with WASH indicator and skilled in monitoring and evaluation;
      • Able to work in rural areas and to travel very often;
      • Strong in English, French oral and written skills is also desired;
