Chief Financial Accountant

Main purpose of the position

Main Duties and Responsibilities

• Ensure effective internal controls are in place and ensure compliance with generally accepted accounting principles, international financial and accounting reporting standards and applicable regulatory laws and rules for financial and tax reporting.
• Ensures credibility of financials by providing timely and accurate analysis of budgets financial trends and forecasts.
• Take hands-on lead position of developing, implementing, and maintaining a comprehensive cost analysis system.
Reviews costs and performs cost benefit analysis related to new projects, products and planned strategies.
• Develop financial tools and reports for forecasting, trend analysis and result analysis.
• Support financial accounting by preparing entries to accounts and document business transactions.
• Support the development of the annual operating budget through consultation with other departments.
• Provide advice to the CEO/MD/GM on the financial implications of business activities.
• Provide recommendations to strategically enhance financial performance and business opportunities.
• Perform budget to actual analysis of financial results and document explanations and action points for significant variances.
• Monitor and review accounting and related system reports for accuracy and completeness.
• Interact with internal and external auditors in the course of their duties.
• Managing a team consisting of Tax Accountant, Ledger Accountant, Revenue collectors and a cashier to the fulfillment of quality output of financial and accounting principles.

Required Qualifications and Competencies
• A good degree and Qualification in a business related field.
• Professional accounting qualification; ACCA or CPA, is a MUST.
• A minimum of 5-6 years of progressive responsible financial experience in a services delivery company at senior management level.
• Excellent working knowledge of computerized accounting system, experience in Quick books pro 2010 and latest pastel accounting package will be an added advantage.
• Excellent communication and report writing skills.
• Personal skills such as effective time management, integrity and open mindedness.
• Excellent analytical and abstract reasoning skills, plus excellent organizational skills
• Demonstrated leadership ability, team management and interpersonal skills.

Country Finance Director

Location: Central African Republic
Responsible to: Country Director, Programme Finance Manager
Working with: Country Management Team, Programme Finance Officer and Head Office
Start Date: ASAP
Duration: 24 Months (subject to funding)
Salary: £32,050 to £32,800 per annum (dependant on relevant experience), inclusive of annual Cost of Living Allowance

Merlin International Profile

Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background

The UN has described the situation in CAR as “the world’s most silent crisis.” Following a decade of coups and mutinies which have destroyed infrastructure and shattered the economy, the resurgence of armed conflict in October 2005 between the government and rebel forces in the north of CAR sparked a humanitarian crisis. The most affected areas were the prefectures of Bamingui-Bangoran, Vakaga, Nana-Gribingui, Ouham, Ouham-Pende and Nana-Mambere.

In response to this situation, Merlin conducted an assessment in CAR in May 2007, which identified significant unmet needs in the health sector. Merlin subsequently set up a primary health care (PHC) project in Kaga Bandoro, the capital of Nana Gribizi prefecture as part of a 3-year strategy to increase access to and the capacity of government health services in CAR.

This program has comprised of curative, inpatient observation, reproductive health services in 11 health facilities, expanded programme on immunisation (EPI) in three fixed facilities, preventive and promotive health services, disease surveillance, capacity building and HIV/AIDS awareness in the community. Merlin will hand over its activities in this region in the course of 2010.

Merlin’s work in CAR is continuously adapting to the situation on the ground and recent developments have led the organisation to focus its activities in Nana Mambere prefecture, in the west of the country. Merlin started a programme in August 2008 in Bouar and its surroundings supporting 3 health centres. Merlin will scale up in this region in the beginning of 2010, continuing its work on primary health care and starting a nutrition programme.

Main purpose of the role

Merlin’s country programmes vary considerably in terms of their focus, size and complexity, and also in levels of financial capability and strategic thinking. The Country Finance Director is a key member of the Country Management Team, which is responsible for managing existing country activities and developing a clear country strategy and associated income streams.

This role is directly managed by the Country Director, and is technically managed by the Programmes Finance Manager in Head Office, and appraisal for this role is undertaken jointly by the Country Director and the Programmes Finance Manager.

This role links directly with the Programmes Finance Officer in Merlin’s Head Office in London on a day-to-day basis and the effectiveness of this relationship directly impacts project management and accountability.

The Country Finance Director, as a member of the Country Management Team, plays a key role in developing and implementing the country strategy especially the required financial inputs, as well as ensuring that there are sound financial practices in country and rigorous budgetary control.

This position provides financial management for a multi-programme and multi-site operation in a challenging living and working environment. A key priority in all locations is to embed clear financial management controls and to ensure understanding of and compliance with these by all staff.

Overall Objectives

Reporting to the Country Director, and working closely with Programmes Finance team in Merlin’s London Head Office, the Country Finance Director will:

• Be a member of the Country Management Team and take the lead role on financial planning, forecasting, budgeting and developing financial management capacity throughout the country.

• Directly manage the Country Finance Team to ensure effective and proactive financial leadership, support and guidance is provided to managers in country.

• Be responsible for the preparation and reporting of field finances to head office and ensure that budget preparation, financial reporting and amendment planning for donors is completed in a timely manner and approved by head office before submission.

• Ensure appropriate systems and procedures, support and guidance for country programmes.

• Be responsible for the Human Resources and Administration functions. (in some locations only)

Responsibilities

Financial Oversight
• Ensure internal financial procedures, systems, policies and controls are applied and complied with throughout the country programme operations by all staff
• Be the lead person and provide financial support on all financial issues in the country Management Team
• Develop the funding/finance strategy for the country
• Prepare budgets, amendments and forecasts working with the Country Director and others
• Provide Head Office with all necessary financial information both proactively and on request
• Ensure donor reports and requirements are complied with to maximise available funding
• Monitor and control the balance sheet accounts

Procedures, Systems and Controls
• Ensure compliance with local regulations in respect of financial and other matters (e.g. Registration, Foreign Exchange, taxation and labour laws).
• Ensure compliance with the financial and other requirements of donors
• Ensure the development and implementation of in-country financial security guidelines and regularly review their effectiveness and the compliance of all staff with these guidelines
• Conduct internal audits for the field sites every three months, to ensure that all financial and administrative procedures are carried out in line with Merlin policies and guidelines and local Legislation
• Regularly review the financial and reporting systems to ensure that they continue to be fit for purpose

Treasury
• Co-ordinate and maintain a cash forecasting system to ensure that adequate funds are available to meet the working requirements of the programmes
• Ensure that payments are made in a timely and secure manner across all the country operations
• Along with the finance department in Head Office, ensure that all debts are recovered promptly

Donor Reporting & Monitoring of expenditure
• Prepare donor financial reports in line with donor reporting requriements
• Monitor ongoing levels of expenditure on individual programmes against budget, and provide timely advice of likely over or under-spends to the Country Management Team, and the relevant Programme & Finance teams in head office.
• Ensure respective Programme Coordinators and Programme Managers understand variance implications and how to respond to and manage them effectively.

External Relationships & Compliance
• Ensure that contractual commitments (e.g. for the rental of vehicles and/or premises) are financially sound and appropriate for the circumstances of the programme.
• Liaise with local legal advisors when necessary
• Ensure appropriate and timely contact with in-country government agencies to ensure that all legal requirements are met, e.g. work permits, import licences
• Liaise with International NGO Finance Directors in-country and actively participate in inter-agency co-ordination meetings.

Management and training
• Manage and support the performance and development of the in-country finance and administration staff, to ensure the provision of an efficient and effective service.
• Make regular visits to Field sites for monitoring and supervision purposes
• Provide financial support, training and advice to all individuals in country.

Human Resources
• Oversee the HR function to ensure sound in-country HR policies and procedures which comply with Merlin HR policy, local labour laws and good practice, and which promote Merlin’s organisational values
• Advise and coach line managers and staff on Merlin’s national HR policies and good HR practice including appraisal, performance management, staff development, discipline and absence management.
• Supervise the administrative needs of the international staff including flight bookings, obtaining legal documentation, holiday and R&R planning, salary advances and international staff return forms
• Coordinate and support all aspects of the recruitment and selection process of national staff (including job description development, recruitment planning, advertising & shortlisting, selection interviews and tests, job offers, salary calculations and issuing contracts) in liaison with line managers, ensuring that Merlin’s recruitment process and good practice is carried out in all recruitment and selection activity.

Finance Officer

The Organization:

The International Campaign to Ban Landmines (ICBL) and the Cluster Munition Coalition (CMC) are global campaigns in over 90 countries with more than 350 member organizations. Their main offices are currently in Geneva and London.

The ICBL, recipient of the 1997 Nobel Peace Prize, is recognized as the driving force behind the achievement and ongoing success of the 1997 Mine Ban Treaty. The CMC played the key role in the creation of the 2008 Convention on Cluster Munitions, and now works for its universalization and implementation.

Over the past three years, the CMC, ICBL and their research initiative--Landmine and Cluster Munition Monitor (“the Monitor”)--have been working closely together to ensure coherence in our respective work and to enhance efficiency in our operations. Since January 1, 2011, all three operate under one legal, financial and governance structure in order to ensure even more synergy, to have more impact and to streamline cooperation. A new Governance Board is providing strategic, financial and human resources oversight. As part of the new arrangement, there will be a restructuring of staff positions. In practical terms, the CMC and ICBL will remain two separate and strong campaigns with dedicated staff for both. Other staff working on administration, media and communications, finance, logistics and administration, and policy will support both campaigns.

There will be an open competition for all staff positions, but all current staff members are encouraged to apply. Applications for the positions of Executive Director, CMC Director, ICBL Director, and Policy Director are closed. We are now opening the following positions: ICBL Campaign Manager, CMC Campaign Manager, Policy Officer (two positions), Media and Communications Officer, Campaign Training Officer. Summary of the Position of Finance Officer:
We seek a dynamic and experienced Finance officer to support the Finance Manager in ensuring the overall effective financial management and grant compliance of the organization. The Finance Officer will support the effective day to day financial operation of the organization, including prepare cheque and wire requests, bank wires, advances and final payments , monthly bank reconciliations for the approval of the Finance Manager; administer and reconcile office petty cash funds on a monthly basis; manage invoices and book financial movements on the accounting software. This person will assist the Finance Manager with public and private grants management as well as grants to national campaigns. The Finance Officer will provide support in managing finances for special events and international conferences as well as contribute to the effective overall operation and management of ICBL-CMC.This person will report to the Finance Manager.

Geneva or London are the preferred locations, but location is negotiable if within easy access to Geneva where ICBL-CMC main office is based. The position requires the ability to travel and periodically it requires extensive travel.

Desired qualifications:

· At least two years of relevant professional financial experience in the NGO sector.

· Experience in the financial administration of funding grants.

· Knowledge and practice of the French and US accounting and social systems, and if possible Swiss too.

· Experience with US charitable law and accounting procedures.

· In depth knowledge and experience of SAGE 100 accounting software in addition to Microsoft Office products.

· Fluency in English and French is required.

· Proven capacity to work in a self directed manner as well as a demonstrated capacity to work collaboratively with staff and campaign members.

· Excellent and proven communication and interpersonal skills with a wide variety of multi-cultural, multi-lingual groups and stakeholders.

· Desire and flexibility to travel internationally.

UN Women - Chief, Finance and Budget

Duties and Responsibilities

Summary of key functions:

1. Strategic leadership in financial management operations and services

  • Determine the strategy and develop the implementation plan for financial operations and services. Establish the annual work plan for finance in collaboration with the finance team, set objectives, performance measurements, standards and results expected to ensure timely, correct and effective financial control and services. Monitor implementation and progress.
  • Keep the Director informed and advised on the strategic and operational aspects of financial operations of regular and non-core resources that will maximize efficiency and cost effectiveness and recommend courses of action to align financial management with evolving business and client needs.
  • Guide, monitor and evaluate financial operations and services for efficiency/efficacy. 2. Financial planning, administration and monitoring

  • Manage the budget preparation exercise for biennial support and annual non-core budgets. Support the presentation of the budget to the Executive Board and the Consultative Committee.
  • Keep track, control and oversee budget allocations to ensure compliance with plans and approved budget. Approve reallocations, in accordance with delegated authority, to ensure optimum and efficient use of resources.

3. Financial advisory support and technical guidance

  • Collaborate with UN Women internal and external partners, colleagues and stakeholders to keep abreast of evolving trends, development and needs, share ideas for improvements and align services according to needs.
  • Monitor and evaluate financial operating environment at the HQ and field office level, take action to adjust to needs and ensure all stakeholders are advised on the legal considerations and risks assessments.
  • Develop the plan and oversee implementation of decentralization of financial activities to field offices to ensure the smooth transfer of responsibilities with accountability. Oversee sustainability of effective decentralization through systematic training and monitoring, evaluation and reporting of performance in field offices.   • Provide advice to the Director and/or Senior UN Women management on the expansion of the funding base and contribute to development of policies and standards of agreements to facilitate resource mobilization, including cost-sharing and trust fund agreements.

  • Coordinate, develop and/or review financial input to UN Women's Strategic Plan and related documents, including setting financial management targets, monitoring and reporting results.

SME Investment Manager – Eastern Caribbean Enterprise Fund

Purpose of the Project

To strengthen capacity of SMEs to access investment finance. The project aims to provide a source of equity and quasi-equity funding to SMEs through private placement. The ECEF will be comprised of three parts namely:-

  • Growth Fund (GF) where funding is expected to be in the order of at least
    EC$ 675,000 (US$250,000)
  • A Small and Medium sized Enterprise Fund (SMEF) where funding is expected to be less than the EC$675,000 (US$ $250,000) specified in the Growth Fund.
  • A Technical Assistance Fund (TAF) which will be utilised for providing advisory assistance to SMEs.

The current commitment in terms of initial capitalization for the ECEF is EC$10,000,000 (US$4,000,000) from the ECCB and financial institutions.

The Approach

This project proposes the placement of one Commonwealth Fund for Technical Cooperation (CFTC) expert at the ECCB Headquarters for a period of two years, to provide the services of an Investment Manager and assist with building the capacity of assigned ECEF staff, to effectively develop their investment and fund management skills over time.

The project will benefit from the sustained intervention by an experienced Investment Manager with a demonstrable record in fund management who can provide capacity building for the establishment of ECEF as well as hold the substantive position of the initial fund manager. Additionally, the expert would assist with the identification of best practices with respect to the planning and development of the ECEF so that the requisite management and operation systems be put in place to ensure sustainability of the Fund. Staffing of the Fund will initially be addressed through personnel recruited by the ECCB to perform the administrative functions.

Scope of Work

The outputs expected to be delivered are:

  • Leadership: Complete the development and establishment of the ECEF. This will include the coordination of all related management functions, inter alia: (a) Finalise the Strategic and Operational Plan, (b) Completion of Budgets, (c) Organisational Structure,
    (d) Marketing Plan, (e) Investment Analysis and Monitoring Systems; and (f) Establish a Business Development Services function to provide business counseling and advisory services to SMEs to improve investment readiness and operational effectiveness.
  • Mentoring: Assist with the identification and mentoring of core personnel to undertake established functions within the ECEF. It is the expectation that the staff identified by the ECCB will be trained in the management functions of the ECEF. As part of the sustainability of the project, compile a standard operating procedures manual for the ECEF.
  • Fund Management: Seek and secure additional funding for the investment and operations of the ECEF. Additionally, identify lead and champion investment activities and opportunities, and assess and evaluate potential credible projects up to financial closing.
  • Promotion and Marketing: Take the lead role in awareness campaigns, workshops and related promotional materials across the OECS to familiarise business persons and prospective applicants with the expectations of the ECEF criteria.

Reporting and Transfer of Expertise

The Commonwealth Secretariat attaches particular importance to the transfer of expertise and knowledge to the assigned counterparts within host institutions. The assigned expert will work closely with the appointed staff by the ECCB. The expert will report directly to the Governor of the ECCB, the board of the ECEF and the Commonwealth Fund for Technical Cooperation.

Merlin International Profile

Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background

The UN has described the situation in CAR as “the world’s most silent crisis.” Following a decade of coups and mutinies which have destroyed infrastructure and shattered the economy, the resurgence of armed conflict in October 2005 between the government and rebel forces in the north of CAR sparked a humanitarian crisis. The most affected areas were the prefectures of Bamingui-Bangoran, Vakaga, Nana-Gribingui, Ouham, Ouham-Pende and Nana-Mambere.

In response to this situation, Merlin conducted an assessment in CAR in May 2007, which identified significant unmet needs in the health sector. Merlin subsequently set up a primary health care (PHC) project in Kaga Bandoro, the capital of Nana Gribizi prefecture as part of a 3-year strategy to increase access to and the capacity of government health services in CAR.

This program has comprised of curative, inpatient observation, reproductive health services in 11 health facilities, expanded programme on immunisation (EPI) in three fixed facilities, preventive and promotive health services, disease surveillance, capacity building and HIV/AIDS awareness in the community. Merlin will hand over its activities in this region in the course of 2010.

Merlin’s work in CAR is continuously adapting to the situation on the ground and recent developments have led the organisation to focus its activities in Nana Mambere prefecture, in the west of the country. Merlin started a programme in August 2008 in Bouar and its surroundings supporting 3 health centres. Merlin will scale up in this region in the beginning of 2010, continuing its work on primary health care and starting a nutrition programme.

Main purpose of the role

Merlin’s country programmes vary considerably in terms of their focus, size and complexity, and also in levels of financial capability and strategic thinking. The Country Finance Director is a key member of the Country Management Team, which is responsible for managing existing country activities and developing a clear country strategy and associated income streams.

This role is directly managed by the Country Director, and is technically managed by the Programmes Finance Manager in Head Office, and appraisal for this role is undertaken jointly by the Country Director and the Programmes Finance Manager.

This role links directly with the Programmes Finance Officer in Merlin’s Head Office in London on a day-to-day basis and the effectiveness of this relationship directly impacts project management and accountability.

The Country Finance Director, as a member of the Country Management Team, plays a key role in developing and implementing the country strategy especially the required financial inputs, as well as ensuring that there are sound financial practices in country and rigorous budgetary control.

Overall Objectives

Reporting to the Country Director, and working closely with Programmes Finance team in Merlin’s London Head Office, the Country Finance Director will:

Responsibilities

Financial Oversight
• Ensure internal financial procedures, systems, policies and controls are applied and complied with throughout the country programme operations by all staff
• Be the lead person and provide financial support on all financial issues in the country Management Team
• Develop the funding/finance strategy for the country
• Prepare budgets, amendments and forecasts working with the Country Director and others
• Provide Head Office with all necessary financial information both proactively and on request
• Ensure donor reports and requirements are complied with to maximise available funding
• Monitor and control the balance sheet accounts

Procedures, Systems and Controls
• Ensure compliance with local regulations in respect of financial and other matters (e.g. Registration, Foreign Exchange, taxation and labour laws).
• Ensure compliance with the financial and other requirements of donors
• Ensure the development and implementation of in-country financial security guidelines and regularly review their effectiveness and the compliance of all staff with these guidelines
• Conduct internal audits for the field sites every three months, to ensure that all financial and administrative procedures are carried out in line with Merlin policies and guidelines and local Legislation
• Regularly review the financial and reporting systems to ensure that they continue to be fit for purpose

Treasury
• Co-ordinate and maintain a cash forecasting system to ensure that adequate funds are available to meet the working requirements of the programmes
• Ensure that payments are made in a timely and secure manner across all the country operations
• Along with the finance department in Head Office, ensure that all debts are recovered promptly

Donor Reporting & Monitoring of expenditure
• Prepare donor financial reports in line with donor reporting requriements
• Monitor ongoing levels of expenditure on individual programmes against budget, and provide timely advice of likely over or under-spends to the Country Management Team, and the relevant Programme & Finance teams in head office.
• Ensure respective Programme Coordinators and Programme Managers understand variance implications and how to respond to and manage them effectively.

External Relationships & Compliance
• Ensure that contractual commitments (e.g. for the rental of vehicles and/or premises) are financially sound and appropriate for the circumstances of the programme.
• Liaise with local legal advisors when necessary
• Ensure appropriate and timely contact with in-country government agencies to ensure that all legal requirements are met, e.g. work permits, import licences
• Liaise with International NGO Finance Directors in-country and actively participate in inter-agency co-ordination meetings.

Management and training
• Manage and support the performance and development of the in-country finance and administration staff, to ensure the provision of an efficient and effective service.
• Make regular visits to Field sites for monitoring and supervision purposes
• Provide financial support, training and advice to all individuals in country.

Human Resources
• Oversee the HR function to ensure sound in-country HR policies and procedures which comply with Merlin HR policy, local labour laws and good practice, and which promote Merlin’s organisational values
• Advise and coach line managers and staff on Merlin’s national HR policies and good HR practice including appraisal, performance management, staff development, discipline and absence management.
• Supervise the administrative needs of the international staff including flight bookings, obtaining legal documentation, holiday and R&R planning, salary advances and international staff return forms
• Coordinate and support all aspects of the recruitment and selection process of national staff (including job description development, recruitment planning, advertising & shortlisting, selection interviews and tests, job offers, salary calculations and issuing contracts) in liaison with line managers, ensuring that Merlin’s recruitment process and good practice is carried out in all recruitment and selection activity.
• Ensure accurate maintenance and safe storage of all staff HR records (e.g. contracts, leave records, pay history etc)
• Manage timely, accurate and systematic payroll and income tax payments for all national staff

1. GENERAL DESCRIPTION
HealthNet TPO has an extensive track record in Afghanistan, which has been built around three independent programmes: i) the Health Care Support Program, ii) the Malaria Control Program and iii) the Mental Health and Psychosocial Program. HealthNet TPO is currently working in approximately 16 provinces. The turnover last year was approximately 19 million euro’s. The main funding sources are the European Commission, USAID, Global Fund and Gavi.

Microsoft dynamics was introduced in 2010 for the bookkeeping. Further system improvements are needed, particularly regarding management information.

2. PURPOSE OF POSITION
The Financial Controller is responsible for ensuring transparent and sound financial management of HealthNet TPO operations in Afghanistan.

3. CORE RESPONSIBILITIES AND TASKS:
• Manage the finance & control department and the accounting department;
• Responsible for financial management of HealthNetTPO Afghanistan;
• Develop and maintain financial procedures;
• Responsible for internal and external financial reporting;
• Active participation in planning and budgeting process;
• Coordinate internal audits and responsible for internal control

4. PROFILE
• Recognized university degree in accounting, business economics or a related
discipline;
• Minimum of 5 years of relevant experience, with at least 3 years in a developing
country, ideally in a NGO project related setting;
• Experience leading a finance department;
• Experience with donor financial management procedures (accounting and
reporting formats, withdrawal applications, external audits, etc.) is desirable;
• Proven ability to ensure the continuous availability of funds, to control the
disbursement of these funds, and to properly establish recognized procedures to
account for their use;
• Advanced English language skills (both oral and written communication) and
preferably local languages.

Director of Finance and Operations

In order to support the attainment of the Foundation’s overall goal of the elimination of pediatric HIV and AIDS, this position effectively and efficiently oversees the implementation and management of all operational systems and functions necessary for the Foundation’s programmatic activities – namely compliance, accounting , human resources, award management, finance, information technology, procurement and logistics, administration, audit, field operations, and affiliate transition and support
In managing the overall operations of the country program and supervising the operations staff, this position coordinates all operational activities in a collaborative manner, ensures proper and responsive communication regarding all operational matters, and ensures that the Foundation’s operational standards are adhered to at all times.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Compliance
Ensures that a “culture of compliance” is adopted by the country program in accordance to all Donor, Foundation, and In-Country policies and procedures (including all applicable local laws) by providing clear guidance to all staff, maintaining up-to-date knowledge of all applicable rules and regulations, and developing and monitoring systems to ensure all activities are implemented and documented in accordance with these policies.

Coordination
Establishes local workflows and approval processes and ensures that each operational staff member understands how their role is aligned to their responsibilities and has the necessary capacity and training to perform and grow in their position. This position will also ensure that appropriate staff-backups are in place within the Operations department and serve as the Acting Country Director in the absence of the Country Director and/or the Technical Director.

Collaboration
In the true spirit of collaboration and in close partnership with the Country Director, in-country Senior Management, and taking into consideration each department within the country program, this position engenders teamwork and a collegial, supportive, and integrated approach in the operations department, between the operations departments and other in-country departments, and between the in-country operations department and operational counterparts in the Washington DC office.

Communication
Acts as the primary point of contact for all operational matters in the country office and ensures both that operational information from the field is properly communicated to the Washington DC office and that operational information from the Washington DC office is properly communicated to and understood by the in-country team. This involves generating and disseminating regular monthly and semi-annual reports on the status of operational activities and plans and ensuring a smooth and responsive exchange of operational information between the country office and the DC office, implementing partners, donors, sub-awardees, and other stakeholders.

Accounting
Ensures that all uses of the Foundation’s funds are properly prepared, reviewed, approved, and documented, in line with all appropriate policies, procedures, authority levels, and local laws, and ensures that this information is properly entered into the accounting system. This position also oversees the month-end close and payroll processes, provides and analyzes accounting data and reports, ensures all funds are properly safeguarded, oversees the Foundation’s relationship with a local bank and ensures accuracy of the information in the Foundation’s bank account, and manages the overall cash needs and forecasts of the country program.

Human Resources
While overseeing the implementation of the performance management and compensation systems, this position ensures up-to-date employee contracts, personnel files, and all other applicable documentation for the HR function are in place at all times. In addition, this position oversees the recruitment process, management of leave, staff development, and training, as well as the regular review of the country’s Staff Handbook, job descriptions, and the accurate and timely submission of all HR reports. This position ensures that an accurate and up-to-date Business Continuity Plan is in place, as well as on-boarding and exiting procedures for all staff. As applicable, this position will also oversee the work visa application and renewal process.

Award Management
Manages the process of establishing agreements with partners, ensures these partners have available funding per their agreements at all times, and ensures the implementation of these agreements in line with all applicable policies, procedures, and local laws. This position oversees the operational capacity building efforts of these partners and implements systems to monitor the operational management and performance of these partners. Finally, this position ensures all documentation regarding the management of these agreements is complete and well-organized and liaises with the Washington DC office regarding all applicable agreement matters – including the close-out of these agreements.

Finance
In addition to leading the budget development process and developing systems to ensure activities are implemented in line with approved budgets, this position generates, analyzes, and reviews financial reports and data, analyzes burn rates, and develops plans to increase or decrease spending as needed

Information Technology
Ensures all appropriate IT equipment and infrastructure is in place, well-maintained, safeguarded, and properly functioning with minimal downtime, and that staff are properly trained on all IT-related systems, policies, and procedures.

Procurement and Logistics
Oversees all processes for identifying appropriate goods and services to be purchased in order to support the Foundation’s needs, manages these relationships with key vendors and landlords, and ensures all procurement activities are properly documents and all appropriate pre-approvals are obtained. Additionally, the position manages an inventory system of all Foundation property and equipment, ensures vehicles are properly maintained, processes tax exemptions as applicable, and facilitates in-kind procurements on behalf of the Foundation’s sub awardees.

Administration

Audit

Field Operations

REQUIRED QUALIFICATIONS

10 yrs relevant experience required.
BS/BA required, advanced degree preferred (MBA or similar relevant field).
Minimum five years of experience in administrative management and leadership experience managing complex, multi-sector programs.
Minimum four years of experience in managing overseas operations with programmatic, financial, and administrative duties. African country experience is highly desirable.
Minimum three to five years of experience in managing U.S. Government grants.
Ability to travel frequently.
Fluency in French (written and oral) is required.
