The International Livestock Research Institute (ILRI):

The International Livestock Research Institute (ILRI) works at the crossroads of livestock and poverty, bringing high-quality livestock science, communications and capacity building to bear on poverty reduction and sustainable development.

ILRI is one of 15 centres supported by the Consultative Group on International Agricultural Research (CGIAR). ILRI has campuses in Kenya (headquarters) and Ethiopia, with other offices located in other regions of Africa (Mali, Mozambique, and Nigeria) as well as in South Asia (India, Sri Lanka), Southeast Asia (Laos, Thailand, and Vietnam) and East Asia (China).

ILRI seeks to recruit a Community Health Worker to work within the project, People, Animals and Their Zoonoses (PAZ) which is based in Kenya’s Busia District, which sits on the country’s western border, with Uganda.

Responsibilities
  • Represent the project with residents in the study area, and maintain good relations with participating study subjects;
  • Assist the project clinical officer in undertaking clinical examinations of adults and children participating in the study and record clinical and questionnaire findings in electronic forms, according to project protocols;
  • Take responsibility for labeling and securing samples taken from study subjects according to project protocols;
  • Deliver samples to the laboratory staff at the project’s regional laboratory and process them according to project protocols for analysis (under the direction of senior project staff)
  • Maintain records of the homes and animals visited using a digital data input device
  • Take care of the project resources;
  • Any other duties that may be assigned by the senior project staff;
  • Willingness to spend sometimes long days in the field (returning daily to the central laboratory).
Skills and Qualifications
  • Certificate or Diploma in Community Health and Development (or equivalent;
  • Minimum 1 year (preferably at least 2 years) of field experience in community-based studies;
  • Ability to work well in a multidisciplinary team;
  • Ability to maintain good relations with the participating study subjects;
  • Possess a valid driver’s license (preferable, but not required);
  • Skilled at field preparation of blood and faecal samples for laboratory processing;
  • Skilled at maintaining accurate records, including undertaking questionnaire-based surveys
  • Ability to work with minimum supervision;
  • Willingness to learn new field techniques where appropriate and conform to project protocols;
  • Excellent communication skills and good command of English
  • Fluency in any of the following: Bukusu, Teso, Luhya, Samia or Dholuo
  • Some previous experience of working in a laboratory is desirable;
  • Previous use of GPS for field mapping is desirable.
Terms of appointment:

This is Nationally Recruited Staff (NRS) position based at Kenya’s Busia District and is on a 1 year Fixed term Salary and benefits will be in line with those provided within ILRI’s NRS scheme.

Senior management and technical experts

The Pan American Development Foundation is seeking senior management and technical experts for an important new program opportunity in Haiti. The USAID-funded LEAD Investments program will improve food and economic security in selected geographic areas of Haiti by promoting economic growth, sustainable job creation and community development. The program will work with an innovative business competition model, enhanced by a matching grants program to help attract investments in Haitian small and medium enterprises. Promoting public-private partnerships has demonstrated that public sector grant funding can successfully leverage significant direct investment in SMEs from the private sector as part of an economic growth and job creation strategy. Diaspora communities are emerging as a potentially important source of direct investment and will be leveraged to develop partnerships with Haitian-based SMEs and US-based investors motivated to invest in the SME sector. The project will support two components: 1) Business and Social Entrepreneurship will provide matching grants to establish or strengthen SMEs in the target areas. SMEs will be able to increase their access to investment financing and technical support, leading to increased productivity and competitiveness and expanded operations in local and export markets. Haitian Diaspora members will be encouraged to participate in this activity along with other US-based investors who are familiar with the business environment in Haiti. 2) Increasing the Development Impact of Remittances will explore innovative ways to promote Diaspora philanthropy through collective remittances that bolsters local development initiatives in Haiti.

Program Director

Will oversee all aspects of the program: providing the vision and overall leadership to the team and partners; managing technical and business assistance; implementing activities with a business-oriented philosophy; making business links among individuals and organizations in the United States and Haiti; making philanthropy and volunteerism links among individuals and organizations in the United States and Haiti for development activities in Haiti; ensuring effective coordination with other projects; developing strategic alliances for SMEs; preparing and submitting reports; coordinating assistance with key Government of Haiti counterparts. Responsible for coordinating all aspects of the program, including working closely with the Grants Manager; promote the program among prospective participants and design generic and tailored technical support for implementing approved business plans; coordinate with other projects in the development corridors including workforce development, agriculture sector development, etc; monitor goal progress and expected results. Required: Master’s degree in business administration, marketing, finance, economics or international trade; 10 years of experience in international business; experience in private business and economic development projects; able to analyze business competitiveness and investment mobilization, experience with competitiveness assessments, able to monitor and evaluate donor funded projects; solid understanding of the development, political and SME environment in Haiti, knowledge of Haitian counterparts and of individuals and organizations active in the SME sector; fluent French is required; Haitian Creole is desirable.

Senior Capacity Building Specialist

Will lead and oversee the capacity building activities to ensure implementation of business plans, such as: accounting systems, human resources development, procurement, improved operations and maintenance procedures and systems, marketing, logistics, environmental compliance, reporting, and monitoring and evaluation. Identify and adapt existing tools and products to support SME growth and development; identify and coordinate with local consultants/sources of capacity building for SMEs; plan and organize training events and intermittent technical assistance to SMEs; implement monitoring and evaluation procedures and training in reporting. Grants Manager

Will provide guidance and training to all potential sub grantees on the requirements of the proposal preparation and submission process, financial management requirements, and other administrative requirements. Will ensure that all reporting, both technical and financial, is in order. Will serve as a central liaison for coordination of the work under the sub grants with that of the technical experts and their counterparts and partners working under the program. Required: Master’s degree in business administration, accounting or a related area; at least five years of experience in an international project setting, three of which must be in USAID grants management; knowledge of USG and other donor contract, cooperative agreements, and grant regulations; fluent French is required; Haitian Creole is desirable.

Business Development Manager

Context
Horn Relief is an Africa based international development and humanitarian organization. We aim to improve the conditions of those who are living in marginalized areas in the Horn of Africa. We strengthen rural livelihoods through environmental awareness, training, technology transfer and innovative humanitarian projects in pursuit of a peaceful, self-reliant, and greener future. Currently, Horn Relief operates in Somalia and Kenya with 4 offices in Somalia/Somaliland and an office in Garissa, Kenya with headquarters based in Nairobi. Horn Relief anticipates expansion of Programs to other countries in the Horn of Africa region. Horn Relief works in the following sectors: food security and livelihoods, in particular cash based responses, natural resource management, education (formal and non-formal), WASH, and humanitarian response. The present donor portfolio includes European Commission, USAID, SIDA, CIDA, UNICEF, Government of Netherlands, Oxfam Novib, Oxfam Canada and others.

Position Objective
This is a new position in the Horn Relief structure and the position will be based in Washington DC/Metro area. The main purpose of the position is to develop new strategic partnerships to further the organizations programs and impact in Africa. The candidate will be engaged in the successful mobilization of resources through targeted relation building and a strong entrepreneurial approach to spotting and maximizing funding opportunities. The candidate will be working closely with the Horn Relief USA Board of Directors to develop relationships and tap into existing networks within the corporate, foundations, Diaspora, and potential individual benefactors. The candidate will also be strongly engaged in seeking opportunities with USAID and the European Union. The person will also engage effectively with members of Congress and government administration to lobby and advocate for key strategic issues relevant to the region and in support of the communities and programs of Horn Relief.

Responsibilities
The main responsibilities are:

Fundraising and donor relations

  • To build up and maintain a solid understanding of Horn Relief, its vision, mission, main sectors, cross-cutting themes and approaches, its programmes and projects, to actively contribute towards review and updating of these, and to optimize this knowledge in his/her daily fundraising activities;
  • Advise the organization and play a key role in the cultivation of strong, collaborative relationships with current and new donors (including public, private and corporate partners) and with potential collaborating and competing organizations;
  • Lead or participate in writing proposals, including responses to RFA and RFP, concept papers, project briefs to foundations, institutional donors and private groups;
  • To advise the Senior Management Team, and take a leading role, on the strategy formulation for fundraising;
  • To develop and maintain an open database with donor information, including donor names and contacts, funding opportunities and limitations, specific requirements, historical data;
  • To maintain up-to-date information on programme and projects on the Horn Relief website and through other forms of information dissemination such as annual reports, brochures, etc.;
  • To provide quality and responsive communication to all donors on projects;
  • Provide high-level guidance to the teams that lead and manage the development and submission of proposals to US and foreign government funders, multi- and bi-lateral organizations and private foundations. Lead select major proposals on an as needed basis;
  • Help prepare and manage approved annual fundraising budgets and timelines;

Strategy formulation and research

  • Monitor the competitive landscape and provide input into how the organization needs to position itself to achieve its mission;
  • To identify fundraising opportunities with institutional and other donors for Horn Relief’s projects in the Horn of Africa;
  • Oversee and play a lead role in critical forecasting and intelligence gathering activities to facilitate decisions about which funding opportunities to pursue;
  • Research prospective foundation sources and prepare grant application as necessary;
  • Research prospective major funders and prepare and implement fundraising strategies;
  • Plan capital campaign strategies, including the establishment of goals, campaign strategies, etc.;
  • Update comprehensive records of funders, sources of funds, organizations, etc.;
  • Manage and track pledges;
  • Keep the board members and senior management updated;
  • Research and coordinate the development and implementation of select Project fundraising activities;
  • Perform other related duties as assigned;

Liaison and advocacy

  • Lead and coordinate advocacy initiatives, in particular those relevant to members of Congress and US government administrations;
  • External representation of Horn Relief’s advocacy aims;
  • Develop advocacy programs to press stakeholders to deliver appropriate investment in Horn Relief’s thematic areas;
  • Build and manage relationships with key stakeholders and strategic partners;
  • Manage annual budgets for Campaign and Advocacy activities, ensuring that all expenditure is within budget;

Qualifications and experience

  • University degree in relevant discipline
  • At least five years of senior work experience in the field of proposal development and fundraising, preferably with an NGO;
  • The ideal candidate will be a strategic thinker with significant fundraising/development, media, advocacy and policy experience
  • Must be able to demonstrate success as a fundraiser through the funds raised as well as current relationships with donors
  • Must possess excellent oral and written communications skills in English, proven initiative and follow-through, and a commitment Horn Relief’s mission and vision
  • Ability to work under pressure, under tight deadlines and with competing priorities
  • Must hold strong understanding of USAID procurement rules and the US Government and European Union and other donors preferred.
  • Overseas work experience preferred.
  • Willingness to travel regularly, in particular within the region, provided that the security situation permits. Travel required approximately 30% of the time.

Chef de Mission Sud-Kivu

LE PROGRAMME AMI EN RDC :

Après une guerre de 5 ans qui a fait plus de 4 millions de morts et provoqué une partition du pays et le pillage des ressources naturelles, la RDC s’est engagée sur le chemin de la paix et de la réunification. Ceci s’est d’abord concrétisé par la mise en place d’un gouvernement de transition en 2003 représentant l’ensemble des factions et groupes armés, puis les premières élections démocratiques libres ont été organisées en 2006, à l’issue desquelles un président et une assemblée nationale ont été élus. Le retour à une légitimité démocratique donne l’espoir à la RDC de retrouver une stabilité politique et sociale.
Cependant, de nombreux défis sont à relever dans ce processus de reconstruction, notamment à l’Est du pays. Depuis le début de la période de transition, si la situation sécuritaire s’est améliorée dans tout le pays, elle reste instable avec des poches de résistances notamment aux Nord et Sud Kivu. Les problèmes de fond ne sont pas résolus, malgré les accords de Nairobi et de Goma en 2007-2008. Le processus de démobilisation/réinsertion des anciens combattants n’est pas encore terminé et de fortes tensions locales perdurent avec la présence de groupes rebelles. Sensibles à ces questions, la communauté internationale et l’ONU (mission la plus importante de casques bleus au monde avec 20 000 hommes) sont très présentes.
Après une reprise des combats entre l’armée gouvernementale et le mouvement rebelle du CNDP mettant sur les routes des milliers de personnes fin 2008, un nouvel accord a été conclut entre le Rwanda et le gouvernement de RDC : fin janvier 2009, des troupes rwandaises sont entrées au Nord Kivu et ont débuté la traque aux rebelles du FDLR. Ceci a entraîné un mouvement de retours vers le Rwanda, et une association entre les troupes du CNDP et les forces gouvernementales congolaises.
Après le retrait des troupes rwandaises, le gouvernement congolais a lancé l’opération « KIMIA II » de traque des FDLR au Nord et au Sud Kivu par son armée, les FARDC. L’opération a débutée au mois de Juillet dans nos zones d’intervention et se situerait en phase finale, dite de « ratissage ».
La situation sécuritaire est toujours volatile sur nos zones d’intervention.
Du point de vue de la santé, le conflit armé a laissé exsangue le système sanitaire congolais.
Dans le Sud Kivu, comme dans de nombreuses provinces, les zones de santé rurales se sont vidées de leurs acteurs sanitaires. Sans médicaments ni personnel qualifié, le peu de centres de santé encore fonctionnels avaient des taux de fréquentation très faibles du fait notamment d’une tarification élevée. Cette situation a eu pour conséquence une forte morbidité, une insécurité alimentaire et l’explosion des systèmes traditionnels de solidarité.
La fin de la guerre depuis 6 ans a permis une relative reprise économique mais l’Etat commence tout juste à reprendre ses droits et obligations sanitaires. L’espérance de vie moyenne en RDC reste basse : 43 ans en 2006 d’après le PNUD. Si les effets de la paix ont amélioré l’accès aux zones enclavées et l’affectation progressive de personnel de santé, le recours aux soins reste faible. Le taux moyen de l’utilisation des services de santé en RDC est d’environ 0,15 consultations par habitant et par an, ce qui correspond à moins d’une consultation par personne tous les 6 ans (chiffres Banque mondiale 2005). Ceci est particulièrement vrai dans les zones rurales enclavées.
La problématique de l’intervention d’AMI en RDC est celle de l’accès aux soins dans le sud du Sud Kivu.

AMI intervient au sud du Sud Kivu depuis 2001, essentiellement sur l’accès aux soins de santé primaire. Aujourd’hui, nous appuyons :
• 34 centres de santé dans 3 zones (Hauts Plateaux, Kimbi Lulengue, Fizi)
• 3 centres hospitaliers
Nous appuyons également des activités spécifiques dans certaines structures :
• Prise en charge des victimes de violences sexuelles
• Transfusion sanguine
• PTME (Prévention de la transmission du VIH/SIDA de la Mère à l’Enfant)
• Centres de Dépistage volontaires du VIH-SiIDA

Actuellement AMI s’est désengagé des activités de soins de santé primaires de certaines zones de santé dans une optique de transition de l’urgence vers le développement. Par ailleurs, AMI souhaite étendre son activité sur certaines zones en réorientant son action vers un positionnement post-urgence.

Objectifs 2011 de la mission Sud Kivu :

L’objectif principal d’AMI est de rendre accessibles les soins aux populations les plus vulnérables (déplacés, rapatriés, indigents). Principaux volets d’activité :
• Permettre l’accès aux soins pour la population de 3 zones de santé aux niveaux géographique et économique, et améliorer l’offre et la qualité de soins de santé spécifiques (VAS).
• Répondre aux urgences sur le Sud du Sud Kivu (déplacés/retournés).
• Lutter contre la propagation du VIH/SIDA sur 6 zones de santé.
• Améliorer la qualité des soins via la supervision, la formation et le compagnonnage.
• Appuyer la transition au développement par la préparation à la passation de certaines zones de santé à des acteurs de développement.
• Renforcer les capacités des acteurs de santé locaux dans un objectif d’autonomisation :
- Renforcement des capacités des autorités sanitaires (BCZ : Bureaux Centraux de Zone) sur la gestion de leur zone de santé.
- Formation et compagnonnage des CODESA (Comité de développement Sanitaire, permettant d’établir un lien entre la population et l’aire de santé) afin qu’ils puissent remplir leurs rôles de manière autonome : gestion des centres de santé, établissement des listes d’indigents, éducation sanitaire etc.
- Réhabilitation durable des structures de santé en participation avec la communauté.

Programmes :

3 projets sont actuellement en cours :
• Aide médicale en faveur des populations du district Sud de la Province du Sud Kivu. Financement ECHO
• Programme global de lutte contre le VIH dans les zones de santé d’Uvira, Ruzizi, Kimbi-Lulenge, Lemera, Fizi : appui de centres de dépistage et de centres de santé intégrant la prévention de la transmission materno-infantile du VIH.

Financements : Fondation Moussa et Mairie de Paris.
• Programme d’appui à la santé génésique et sexuelle sur les zones de santé des Hauts Plateaux, Kimbi Lulenge et Fizi. Financement EuropeAid.

Composition de l’équipe :
L’équipe expatriée basée à Bukavu est composée de 5 personnes : un chef de mission, un assistant chef de mission, un coordinateur médical, un coordinateur administratif et financier, un coordinateur logistique et sécurité. Sur le terrain, il y a 3 responsables de projets et un référent médical.
Le staff local est au nombre de 85 personnes réparties sur les différentes bases.

RESPONSABILITES DU POSTE :

Le chef de mission est responsable de la bonne définition et de la bonne mise en œuvre de la mission AMI au Sud Kivu dans le cadre des objectifs qui sont définis entre lui, le siège et le conseil d’administration.

Avec le siège :
Le chef de mission (CdM) est sous la responsabilité hiérarchique du Délégué Général.
Il travaille en étroite collaboration (lien fonctionnel) avec le responsable de programme (RP) et le chargé de gestion financière (CGF) basés à Paris. Ils définissent ensemble les objectifs de la mission qu’ils présentent annuellement au conseil d’administration pour validation. Le CdM rend compte au RP des activités du programme, des résultats, des difficultés et problèmes rencontrés. Il lui fait valider les décisions importantes.
Il est également en lien avec les services des ressources humaines, de logistique, de communication et médical.

Sur le terrain :
Il est responsable de l’ensemble des équipes et de leur sécurité.
Il encadre (relation hiérarchique directe) :
• 1 coordinateur administratif et financier
• 1 coordinateur médical
• 1 coordinateur logistique et sécurité

ACTIVITES DU POSTE :

1. Analyse, planification, mise en œuvre, suivi, évaluation du programme (en lien avec les responsables de projets et le coordinateur médical)
- Analyse, évaluation, prospection de nouveaux besoins/zones.
- Elaboration des orientations des programmes en collaboration avec l’équipe de coordination et les responsables de projets
- Définition des stratégies et orientations des activités en collaboration avec les équipes terrain et le siège.
- Planification et suivi des activités de la mission.
- Suivi de l’atteinte des objectifs des programmes : efficacité, efficience, suivi des indicateurs
- Suivi des ressources financières (budget, prévisionnel de trésorerie…) et des moyens matériels (logistiques et médicaux) de la mission.
- Analyse de l’efficacité et de l’efficience des activités de la mission (/objectifs prévus), de leur adéquation aux besoins. Préparation d’évaluations si nécessaire.
- Garantie de la bonne cohésion de la mission et de la communication interne entre les bases : le CdM s’assure que les réponses apportées par les coordinateurs sont adaptées aux questions du terrain et que les bases respectent le cadre défini par l’équipe de coordination
- Evaluation de la situation humanitaire, prospection dans de nouvelles zones si nécessaire.
- Monitoring et missions d’appui sur les différents projets.
- Conception d’outils de planification, suivi, évaluation.

2. Coordination externe et partenariat :
- Représentation d’AMI auprès des différents partenaires et intervenants: ONGs, autorités locales et sanitaires, clusters, représentants de la population locale et bailleurs. Participation aux différentes réunions avec ceux-ci.

3. Gestion financière de la mission (en lien avec le coordinateur administratif/financier)

- Responsable de la rédaction et de l’envoi des rapports intermédiaires et finaux (narratifs et financiers).

4. Management des ressources humaines et communication interne (en lien avec le coordinateur administratif/financier)
- Management des équipes expatriées et locales : définition des rôles, identification des besoins et élaboration des profils de poste, détermination des objectifs, de l’organigramme, accueil des nouveaux expatriés (briefing, suivi et bilan de fin de mission). Responsable de la gestion par les supérieurs hiérarchiques des évaluations trimestrielles individuelles, soutien psychologique, gestion de conflit,
- Garant du respect des règles et procédures (administratives, logistiques, médicales) sur toutes les bases et part toute l’équipe dont :
i. Personnel expatrié : suivi des congés, break, application du règlement intérieur, envoi des rapports mensuels réguliers etc…
ii. Personnel national : définition de la politique salariale, du règlement intérieur, du respect du code du travail, du recrutement, signature des contrats d’engagement et des warnings etc…

5. Management de son équipe directe et management des ressources humaines de Bukavu et de la mission
- Organisation des meetings d’équipe (hebdo, de coordination, annuel etc…), des réunions de projets/ateliers de réflexions et rédaction de minutes.
- Garant de la bonne communication interne, notamment entre projets/ coordination.
- Accueil et briefing des nouveaux expatriés, soutien psychologique, gestion des conflits, animation d’équipe etc.
- Description des postes, suivi, définition des objectifs, soutien et évaluation des coordinateurs.
- Formation des équipes si nécessaire.

6. Suivi du contexte géopolitique et sécuritaire du pays et de la région (en lien avec le coordinateur logistique et sécurité)
- Analyse de l’évolution du contexte liée aux problématiques politiques, sécuritaire etc…
- Définition des règles de vie et de sécurité (plan de sécurité, plan d’évacuation, etc.) en collaboration avec le coordinateur logistique et sécurité et les responsables de projet.
- Garant du respect des procédures.
- Prise de décision d’évacuation si nécessaire (avec l'accord du siège sauf cas exceptionnels) et de retours sur zone.
- Suivi de la sécurité du personnel et des biens de la mission.

7. Relations avec le siège
- Transmission régulière des informations concernant le déroulement de la mission et des différents documents au responsable de programme
- Travail en relation étroite et constante avec le desk (RP+CGF)
- Réalisation d’un rapport mensuel d’activités
- Rédaction et transmission régulière des rapports d’activités des membres de l’équipe
- Participation à la communication générale de l’AMI (Rédaction d’articles, photos, rapport d’activités…)

CONDITIONS DE VIE :

Le chef de mission réside à Bukavu, la capitale provinciale, située au bord du lac Kivu, proche de la frontière avec le Rwanda. De nombreuses ONG et agences onusiennes sont présentes à Bukavu.
• Langues : français et swahili
• Activités culturelles : peu sur Bukavu mais quelques activités organisées par l’Alliance Française (séance de cinéma). Quelques restaurants et boîtes de nuit. Possibilité de passer de passer des WE à Bujumbura (capitale du Burundi – à 1h30 en voiture de Uvira) où des activités et sorties sont possibles (restaurants, cinéma, complexe sportif etc.)
• Activités sportives : possibilité de pratiquer de nombreux sports (jogging, football, basketball, natation dans le lac, tennis etc.)
• Sécurité : la situation est en voie d’amélioration, cependant, les règles restent strictes.
• Géographie : à 1450 mètres d’altitude, en bordure du lac Kivu
• Climat : zone tempérée humide (2 saisons sèches de juin à septembre et de décembre à janvier et 2 saisons des pluies le reste du temps). T° moyenne de 22 – 25°C. Soirées fraîches en saison sèche.
• Conditions de logement : chambre individuelle dans une résidence commune partagée par l’équipe expatriée. Electricité et eau courante.

Coordinateur de programme (H/F)

Depuis septembre 2009, MdM-F mène à Bamako un projet de renforcement des capacités de l’AME, Association malienne des expulsés, en matière de prise en charge psychologique des personnes expulsées et refoulées qu’elle accueille. Ce projet est considéré comme une première étape pour Médecins du Monde dans son travail auprès des personnes migrantes au Mali.
Depuis mai 2010, MdM-F soutient également l’ARACEM (Association des Refoulés d’Afrique Centrale au Mali), qui mène des activités similaires à l’AME, mais auprès des personnes originaires de la sous-région.
Après cette première phase de projet, qui a permis à l’association de se familiariser avec les enjeux et les acteurs locaux, MdM-F souhaite poursuivre son intervention auprès des populations migrantes en accentuant le renforcement des capacités des acteurs locaux, et en donnant plus fortement à son action une portée politique.
MdM-F souhaite en particulier renforcer et favoriser le travail en réseau des différents acteurs impliqués auprès des personnes migrantes. C’est pourquoi la seconde phase du projet intégrera plus de partenaires, à différents niveaux de proximité.
MdM-F souhaite également à travers ce projet renforcer les liens avec d’autres missions de MdM qui travaillent sur la migration, notamment les missions France, la mission Algérie et la mission Turquie, et ainsi participer au renforcement d’une expertise de MdM sur le sujet, en cohérence avec les engagements associatifs sur le sujet.

Descriptif du projet
Objectif général : Améliorer l’état de santé des populations migrantes subsahariennes en situation d’expulsion, de refoulement et de transit au Mali
Objectif spécifique : Prendre en charge et témoigner des conséquences sanitaires des politiques migratoires sur les populations migrantes subsahariennes en situation d’expulsion, de refoulement et de transit au Mali
Résultat 1 : Les associations partenaires sont en capacité d’accueillir, d’écouter et d’accompagner psychologiquement les personnes expulsées et refoulées ainsi que leur entourage familiale, et de les orienter lorsque c’est nécessaire vers un praticien spécialisé.
Résultat 2 : Les associations partenaires sont en capacité d’organiser une réponse de première nécessité aux problèmes de santé des migrants en situation de retour forcé au Mali ; ces derniers sont mieux informés en matière de santé.
Résultat 3 : les capacités d’organisation des associations partenaires sont renforcées ; ces associations se mobilisent afin que la prise en charge des problèmes de santé des migrants ou des personnes en transit soit établie de façon durable.
Résultat 4 : Les acteurs nationaux et internationaux sur la thématique de la migration sont mis en réseau, développent leur expertise et renforcent leurs capacités de plaidoyer en faveur d’un meilleur accès aux soins pour les migrants


DESCRIPTION DU POSTE :
Nous recherchons un coordinateur de programme pour une période de six mois, pour un remplacement de congé maternité. Il/elle travaillera sous l’autorité du coordinateur général Mali de MdM-France. Outre la coordination du projet au quotidien, il/elle aura pour tâche d’assurer le renforcement des capacités de certains partenaires de MdM (l’AME et de l’ARACEM) en termes de structuration, organisation interne, administration et gestion

International Emergency Response Roster

The HRF provides emergency relief aid and assistance to ordinary people caught up in extraordinary, life-threatening situations. We work in areas affected by natural disasters such as earthquakes, floods, droughts and famines. We also support people who are suffering through man-made catastrophes such as wars.

HRF aims to enhance its emergency response team to strengthen its Humanitarian response to crises by deploying highly qualified, experienced, pre-selected and pre-trained individuals with needs assessment profiles. Candidates will be expected to travel to affected areas and work under pressure, on occasions in a highly stressful environment and be able to cope in a competitive international environment and to manage conflicting priorities. If selected for mission deployment, candidate will be expected to deploy for short term missions of approximately six weeks at a time.

Deployments may include

* In an emergency response where we are scaling up and need immediate emergency expertise
* Providing surge capacity to a country programme by filling a vacant position and/or adding further skills and experience
* Capacity building of individuals and/or country programmes to increase programmes effectiveness

There is a selection process for the Roster. If you are selected you will not necessarily be deployed. Deployments will depend on your availability and suitability for that emergency. -Collaborate with other officials in order to prepare and analyze damage assessments following disasters or emergencies.
-Conduct surveys to determine the types of emergency-related needs that will need to be addressed in disaster planning, or provide technical support to others conducting such surveys.

National Nutrition Action Plan - Kenya

Introduction

Malnutrition, including micronutrient deficiencies, is a significant public health problem in Kenya.

As a matter of fact, malnutrition continues to be the single greatest contributor to child mortality (53%). Nutritional trends in the decade between 1998 and 2008 show no significant change in nutritional status of children less than five years with stunting rates stagnating at about 33% according to the Kenya Demographic Health Survey (KDHS 1998, 2003 and 2008).

Today in Kenya, 2.8 million children are stunted. This is a serious national development concern as they are at a high risk of dying and if they survive, they are likely to be less productive in their adult life.

Although the 2.8 million children may enrol later in school and even complete a few grades, their performance will be below their potential thus compromising the impact of free primary education.

It is estimated that in 2010 alone, Kenya lost about KShs 95 billion due to the effects of stunting and this may increase to Kshs 2.4 trillion by 2030 if nothing is done to address the problem. According to the Kenya Nutrition Profiles (2010) about 704, 771 lives will be lost by then. .

Facts on the impact of malnutrition on mortality and disease in Kenya indicate that:
  • 50,000 child lives lost every year because children are underweight
  • 10, 000 child lives lost every year because children lack the protection of Vitamin A
  • 11,000 child lives lost every year because children are not exclusively breastfed
  • 400,000 children suffering mental retardation every year because they are not consuming iodized salt
In acknowledgement of the malnutrition situation in the country, the government has made effort in reducing hunger and malnutrition as reflected in a number of strategic documents such as the National Plan of Action on Nutrition (1994), the draft National Food Security and Nutrition Policy (2007) and, the Child survival and Development Strategy (CSDS) 2008-2015 among others.

It is important to note that efforts in laying the strategic frameworks have not yielded noticeable results as malnutrition persists. A number of the policies and strategies are also yet to pass through the entire parliamentary processes and those that have done so, have been marked by weaknesses in implementation.

Indeed the national planning blue print, the Kenya Vision 2030 recognizes the importance of nutrition in its goal, to “transform Kenya into a globally competitive and prosperous nation with a high quality of life by 2030”. It is also arguable that the attainment of the first five Millennium Development Goals (MDGs) is contingent on having a healthy and productive labour force thus the need to ensure that newborns are nourished and well cared for.

At the International Conference on Nutrition (ICN) held in December 1992, 159 countries including Kenya, unanimously adopted a World Declaration and Plan of Action for Nutrition which stresses the determination of all actions to work together to eliminate hunger and all forms of malnutrition.

The national plan on nutrition for Kenya was developed in 1994 but its implementation has been weak. As such, Kenya does not have any strategy on nutrition for its citizens and there is need to develop a nutrition strategy especially in view of the new constitution and other relevant existing policy frameworks.

In view of the foregoing, World Vision Kenya and Save the Children UK, in collaboration with UNICEF, Ministry of Public Health and Sanitation (MOPHS) and other partners under the umbrella of the Nutrition Interagency Coordinating Committee (ICC) seeks to hire the services of a qualified and experienced consultant to facilitate the process of reviewing the draft food security and nutrition strategy and developing a Nutrition Action Plan for Kenya.

Consultancy Description:

The overall purpose of this consultancy is to assist the government of Kenya to develop a 5 year costed National Nutrition Action Plan (NAP). The consultant is expected to adopt an effective participatory approach that involves as many stakeholders as is possible. These must include the government; academic institutions, community representatives, Civil Society Organizations (CSOs) and Donor agencies.

Specifically the consultant shall:
  • Review relevant documents and policies pertaining to the development of the NAP.
  • Organize and facilitate 1 day stakeholder workshops at national and provincial levels to facilitate the development of the NAP
  • Prepare a draft Action plan with a budget and monitoring framework, of not more than 50 pages
  • Organise a workshop to present the first draft NAP to stakeholders for their validation and comments
  • Submit final national plan of action for nutrition
Corresponding Responsibilities:
  • Liaise with key internal and external stakeholders, including WVK, SCUK, UNICEF, government, consultants and other civil society representatives
  • Work closely with nutrition and Advocacy teams in both SCUK and WVK to plan and coordinate the stakeholder workshops.
Duration of Assignment:
  • The assignment is assigned 60 calendar days. The consultant is expected to develop a work plan for undertaking the assignment in consultation with the ICC.
Expected Outputs

The consulting firm/consultant is expected to produce the following results and deliverables:
  • A professionally done National Nutrition Action Plan. The plan should not be more than 50 pages in length including the budget, monitoring framework and all annexes. The final document should be submitted in both soft and hard copy.
  • A thorough report of the Stakeholders’ Workshops and
  • A popular version of the Strategy
Qualification and/or Specialized Knowledge/Experience Required for the Assignment:
  • Minimum Master of Public Health, Masters in Nutrition, Knowledge about strategic plan development High analytical capacity and communication skills
  • A minimum of five (5) years hands on experience working in nutrition and/ or public health at national and international levels; experience in participatory methodologies and processes for policy framework development is required;
  • Excellent facilitation skills, and experience in working with governments, donors and civil society
  • Excellent group leadership, coordination and work management skills
  • Demonstrated expertise in eliciting evidence-based knowledge and developing relevant policy recommendations
  • Demonstrated strong analytical, research and writing skills
  • Strong communication, documentation and presentation skills;

Payments will be made as per the following schedule:
  • 20% of total payment upon signing the contract
  • 40% of total payment upon completing the stakeholder workshops
  • 40% of total payment upon submission of the final report (as specified in this TOR)

The GBV Officer will provide oversight to the Gender Based Violence program at facility and community level to ensure service provision, medico-legal linkages and community sensitization and creation of demand for services.

The officer will ensure the provision of the highest standards for service delivery to survivors of sexual violence. This will largely entail capacity building/strengthening to GoK, CSOs and other partners including the private sector.

Key Responsibilities:

The Quality Management Officer will ensure overall coordination and institutionalization of QA/QI/QC processes in HTC, PITC, GBV and MARPs projects in collaboration with project staff and the Ministry of health.

The QM Officer will be expected to work with all partners including the MoH to ensure that set service standards are adhered to. He/She will also be expected to facilitate the design implementation, monitoring and evaluation of counsellor supervision activities, QA institutionalization and QC services within the project areas.

Key Responsibilities:
  • Collaborate with the MoH in the design, planning, implementation, monitoring and evaluation of quality assurance Supervision mechanisms and tools for the HTC, Gender and MARPs technical programs in Central, Eastern and Rift Valley Provinces in consultation with the project coordinators
  • In consultation with MoH and technical advisors, develop work plans, budgets and ensure adherence, facilitating institutionalization of QA, data, providers supervision in health and community settings in consultation with the senior technical advisor MoH officials and other project staff
  • Ensure timely budgeting, adherence to budget plans and accounting for all QA/QI and supervision resources allocated to the project
  • Support the MoH in developing and regularly reviewing the QA mechanisms and tools for the HTC, Gender and MARPs technical areas and to lead the process of QA institutionalization in Health settings.
  • Building the capacity of the MoH, CSOs and the private sector in gathering and analyzing data for monitoring quality from sites/programmes and providing feedback on a regular basis.
  • Support the MoH in designing implementing and evaluation of counsellor supervision mechanisms for practicing counsellors.
  • Participate in HTC, gender and MARPs stakeholder meetings as a way of leveraging on existing community resources.
Requirements:
  • Degree or Diploma in medical or social science background – Clinical officers, Nurses, Lab techs

Program Officers (PITC)

The PITC Officer will support establishment of Provider Initiated Testing and Counseling (PITC) services in selected provinces in liaison with the PITC coordinator, Identify and document best practices for implementation of PITC for replication in all sites within the province and strengthen linkages between PITC and care and treatment in supported sites.

  • Planning and budgeting – prepare regular (monthly/quarterly) work plans and budgets in consultation with the PITC coordinator and liquidate funds in a timely manner as per LVCT guidelines
Requirements
  • Degree or Diploma in health sciences - Clinical officers, Nurses, Lab Techs etc.
  • At least 2 years experience in HIV counseling and testing especially PITC
  • Trained in PITC and other HIV related courses.
  • Experience with Government of Kenya guidelines, standards, tools and best practices with good knowledge of PEPFAR programs
  • Demonstrable leadership and report writing skills
  • Trainer preferably with TOT training
  • Good communication skills
  • Good with MS Office suite

Volunteer, HRH Program Officer

As a core team member of CHAI’s Global Human Resource for Health (HRH) team, the HRH Program Officer will work to support various CHAI country teams and respective governments in their drive towards:

  • Increasing the number of qualified new healthcare workers;
  • Optimizing the distribution of healthcare workers to ensure that all patients are served (i.e., ensure workers are equitably deployed to reflect the distribution of clinical need); and
  • Maximizing the productivity of existing healthcare workers (i.e., enabling existing healthcare workers to see more patients in a given time period).

The Program Officer will also help develop documents that articulate CHAI’s HRH programmatic and fundraising strategies. S/he will work alongside CHAI country teams to secure funding for country-level implementation work, and communicate actively with new and existing donors.

Responsibilities:

    • Identify, develop, and implement innovative, high-impact HRH strategies that are consistent with national HRH strategic needs
    • Strengthen health information management systems to monitor HR scale-up indicators and track HRH progress and vacancy rates

The Clinton Health Access Initiative:

Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

The Swaziland Team:

CHAI has been working in Swaziland since 2007. The team began by managing a donation of pediatric commodities to the Government of Swaziland through UNITAID, and since that time has been providing technical assistance in a variety of the Government’s public health priority areas. Most of the work to date has been done in the areas of pediatric HIV/AIDS care and treatment, increasing access to high-quality, affordable medicines, and malaria elimination. With a new grant from the Dutch Postcode Lottery’s Dream Fund, awarded in 2011, CHAI Swaziland is developing a more comprehensive program to support the Ministry of Health across the continuum of HIV care and treatment with a particular focus on the benefits of treatment as prevention.

Position:

Based in Mbabane, Swaziland, the Deputy Country Director (DCD) will work with the Country Director (CD) and CHAI staff to ensure the overall success of the organization’s programs. The DCD will play an important role in ensuring the team achieves its objectives in providing robust support to the Government of Swaziland. The DCD will be responsible for daily administrative and financial oversight of the program.



Responsibilities:
  • Support the CD in defining CHAI-Swaziland's overall strategy, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
  • Oversee internal management of CHAI – Swaziland’s daily operations:
    • Help determine and recruit the required human resources
    • Ensure adequate onboarding for new staff and identify training needs

GRANTS AND CONTRACTS COORDINATOR

CARE is seeking an experienced Emergency Grants & Contracts Coordinator to be a CO Emergency Program team member responsible for integrating both financial and programmatic achievements against donor requirements when planning and monitoring for compliance. This position is responsible for supervising the information/knowledge management staff and coordinates the processes for centralizing financial and programmatic, including M&E and sub-awards, data under the Flood Emergency program.

This position supervises and ensures active linkage of his/her supervised units (Finance, G&C, Information management) with the ACD-Emergency and his/her Deputy, Program Team Leaders and Staff, to help the Program meet project objectives and donor requirements.
Specific responsibilities include but is not limited to working closely with program staff and other stakeholders in the proposal development process, grant start up processes and orientations, ensuring good monitoring and reporting (for internal and donor use), setting appropriate communication/coordination systems in place with different stakeholders, facilitation of processes for sub-awards, capacity building for staff and implementing partners, ensuring that proper systems are in place to facilitate smooth and timely submission of internal and donor reporting (both financial and program), close out requirements and ensuring accountability is an integral part of the operation. This position supervises the maintenance of project grant and sub-grant files.
This position reports to ACD-Emergency and has a technical reporting line to the CO Finance Controller. However, for the first two months, the EGCC will, reporting to the Country Director, assume the temporary role of Grant and Contracts Senior Auditor providing focused scrutiny on expenses made by the CO and partners under key grants as identified by the CD. This period will also embrace an orientation and transition period with the outgoing EGCC.
Responsibilities:
· Ensure the Country Office meets the contractual fiscal and administrative standards of donor emergency contracts—Definitely February/March 2011 and possibly longer.
· In support of Program Team, collaborate with various stakeholders and/or facilitate key G&C program and financial processes from proposal development stage, monitoring, reporting and close out.
· Coordinate with Program Teams to complete technical and financial processes on sub-awards and provide appropriate guidance and oversight to ensure compliance with donor requirements and CARE policies and procedures.

· Supervise the processes for budget management and reporting for Emergency Project.

· 4-6 years proven and relevant work experience on managing grants and contracts in a humanitarian organization. Strong background on program management
