INTRODUCCIÓN

La Unión Internacional para la Conservación de la Naturaleza (UICN) tiene sus oficinas centrales en Gland, Suiza y divide sus áreas de acción en varias regiones estatutarias y en regiones operativas. Cada región operativa cuenta con una Oficina Regional. En 1988 se decide ubicar la sede para Mesoamérica en San José, Costa Rica, con el propósito de promover, influenciar y ayudar a los pueblos de la región a la conservación y uso sustentable de los recursos naturales. Actualmente se ha incorporado a la región la Iniciativa Caribe.

La responsabilidad de la Unidad de Programa Mesoamericano y la Iniciativa Caribe es de coordinar y asegurar la participación de ORMA en la implementación del Programa cuatrienal con el apoyo de sus unidades temáticas. Cuando es requerido contribuye a llevar a cabo actividades globales con otras regiones de la UICN

DESCRIPCIÓN DE DEBERES Y RESPONSIBILIDADES

Encargado de la coordinación estratégica entre el Programa Regional Mesoamericano y la Iniciativa Caribe y los resultados que deben generar las unidades temáticas. Además es responsable de planificar y lograr una coordinación efectiva entre estas unidades, según el esquema de trabajo matricial de la estructura de ORMA.

RESPONSABILIDADES Y TAREAS ESPECÍFICAS

1. Liderar y coordinar, innovar en estrecha colaboración y bajo la supervisión de la Dirección Regional el desarrollo del Área de Programa de la Oficina Regional de Mesoamérica y la Iniciativa Caribe de la UICN. Es la instancia responsable de coordinar la participación de ORMA en la implementación del Programa Mesoamericano y la Iniciativa Caribe, en cooperación con otras instancias de la Oficina. En particular, las tareas se refieren a:
   
   • Elaborar, actualizar y monitorear el programa Mesoamericano y la Iniciativa Caribe, así como el Plan Estratégico de ORMA (4 años) para implementar el PMA-IC.
   • Establecer y actualizar la planificación operativa del Área de Programa.
   • Asegurar la retroalimentación y el trabajo en equipo con la Sede Global de UICN y otras oficinas regionales para el avance del programa cuatrianual.
   • En coordinación con la unidad de membresía coordinar estrechamente con la membresía de la UICN y sus comisiones el trabajo que realiza la oficina para la implementación del programa.
   • Coordinar la elaboración del Programa Mesoamericano y la Iniciativa Caribe.
   • Establecer y aplicar un sistema de Monitoreo y Evaluación.
   • Estimular y coordinar el desarrollo de nuevos proyectos y garantizar una alta calidad de propuestas.
   • Coordinar, impulsar y comunicar la investigación científica de ORMA y productos de alto contenido técnico con el sello UICN.
   • Impulsar, innovar y realizar acciones concretas para la consecución de fondos que permitan implementar el programa mesoamericano y la iniciativa Caribe.
   • Representar a la oficina regional según sea requerido por la Dirección Regional en eventos y seminarios en la región.
   • Disposición para viajar en la región en que la oficina desempeña su trabajo y fuera de esta según sea necesario.
   • Colaborar en otras actividades solicitadas por la Dirección Regional.
   
   El Coordinador de Programa es el superior directo de los coordinadores de las Unidades Temáticas de ORMA y trabajar estrechamente con las unidad de comunicación y membresía. Debe coordinar periódicamente con los coordinadores de las áreas de apoyo el trabajo operativo, y participar activamente en el GREG (Grupo Regional Gerencial) el trabajo estratégico.
   
   
   

REQUERIMIENTOS

• Experto en el sector de Medio Ambiente
• Post grado o grado avanzado en temas de conservación y de desarrollo sostenible
• Extenso conocimiento del manejo ambiental y al menos 10 años de experiencia profesional en la gestión de conservación y programas de desarrollo sostenible.
• Capacidad de llevar a cabo procesos de planificación estratégica regional
• Capacidad para trabajar en equipos de trabajo multiculturales e interdisciplinarios
• Probado Liderazgo para trabajar en equipo impulsando tareas concretas
• Persona orientada al trabajo con resultados y metas concretas y medibles
• Excelente conocimiento de la región Centroamericana, México y el Caribe
• Excelentes habilidades de comunicación, elaboración de proyectos negociación
• Excelente dominio oral y escrito del español, inglés. Conocimiento del idioma francés será un valor agregado.

SALARIO

El salario anual bruto para esta posición se sitúa en un rango entre USD 59.812 y USD 74.765.

BACKGROUND

The International Union for Conservation of Nature (IUCN) is based in Gland, Switzerland, and implements the Union’s Program through several statutory and operating regions, each with a Regional Office. In 1988, it was decided to locate the Mesoamerican headquarters office in San José, Costa Rica, to promote, influence and assist the peoples of the region in the conservation and sustainable use of natural resources. The Caribbean Initiative is currently under the responsibility of the IUCN Regional Office for Mesoamerica.

The responsibility of the Mesoamerican Program and Caribbean Initiative is to coordinate ORMA’s effective involvement in the implementation of the four-year program with the support of the thematic units. Global activities are also carried out jointly with other IUCN regions, as required.

DUTIES AND RESPONSIBILITIES

Strategic coordination between the Regional Mesoamerican Program and the Caribbean Initiative and the results delivered by the thematic units. Responsibilities also include effective planning and coordination between these units, in line with ORMA’s matrix management structure.

SPECIFIC DUTIES AND RESPONSIBILITIES

1. To lead, coordinate and innovate in close cooperation with and under the supervision of Regional Management, the development of the Program Area of the IUCN Regional Office for Mesoamerica and the Caribbean Initiative. The Coordinator is also expected to coordinate ORMA’s involvement in the implementation of the Mesoamerican Program and the Caribbean Initiative, in cooperation with other units. In particular the following tasks:
   
   • Preparation, updating and monitoring of the Mesoamerican Program and the Caribbean Initiative, as well as ORMA’s four-year Strategic Plan for PMA-IC implementation.
   • Establish and update the Program Area’s operational planning.
   • Ensure effective feedback and collaboration with IUCN’s Global Headquarters and other regional offices to advance the implementation of the four-year Program.
   • With the support of the Membership Unit, close coordination with IUCN Members and Commissions regarding the Program implementation actions undertaken by the office.
   • Coordinate the preparation of the Mesoamerican and Caribbean Initiative Program.
   • Establish and implement a monitoring and evaluation system.
   • Encourage and coordinate new project development based on high-quality proposals.
   • Coordinate, promote and communicate ORMA’s scientific research as well as other IUCN technical products.
   • Promote, innovate and undertake specific fund-raising actions to ensure the implementation of the Mesoamerican Program and the Caribbean Initiative.
   • Represent the Regional Office, as required by Regional Management, in events and seminars taking place in the region.
   • Availability to travel within and outside of the region, as deemed necessary.
   • Collaborate with other activities on Regional Management’s request.
   
   ORMA’s Thematic Unit coordinators report to the Program Coordinator, and work in close cooperation with the Communication and Membership Units. The Regional Coordinator should regularly coordinate the operational work with the support area coordinators, including active involvement in the strategic work carried out by GREG (Regional Management Group).
   
   
   

REQUIREMENTS

• Environmental expert.
• Post-graduate or advanced degree in conservation and sustainable development.
• Extensive experience in environmental management, and at least 10 years of experience in conservation management and sustainable development programs.
• Ability to undertake regional strategic planning processes.
• Ability to work with multi-cultural and inter-disciplinary teams.
• Proven team player skills to lead specific tasks.
• Results-oriented person with proven ability towards specific and measurable objectives.
• Excellent knowledge about the Central American region, México and the Caribbean.
• Excellent communication and project development and negotiation skills.
• Excellent command of oral and written Spanish and English. French is a plus.

SALARY

The gross annual salary for this position is in the range from USD 59'812 to USD 74'765.
