Senior Water Resources and GCC Specialist

Tetra Tech ARD (http://www.ardinc.com) is accepting expressions of interest from qualified Senior Adaptation Water Resources and GCC Specialist candidates for a USAID funded program on Climate Change Adaptation and Water Resources. The principal purpose of this program is to provide technical assistance and analyses to Agency bureaus and field missions to support implementation of effective global climate change activities and programs as they related to water resources management. This long-term program will be based in Washington, D.C. and will require periodic international travel. The Climate Change Economist may be a full-time position based in Washington, D.C. or a part-time position requiring frequent travel to Washington, D.C. in addition to international travel.

Responsibilities:
-- Assessment of water resource management policies;
-- Development and promotion improved water resources and climate change adaptation policies;
-- Capacity building of host country analysts and institutions to assess, develop and monitor improved policies;
-- Provide technical leadership for and supervision of consultant staff;
-- Make verbal or written presentations to a wide variety of audiences as requested by the COTR;
-- Establish and maintain productive and positive relationships with USAID, other US government agencies, international government officials, multilateral and bi lateral donor organizations, and local partners.

Requirements:
-- Educational requirements include at least a Master’s degree in water or natural resource management, environmental science, environmental policy, or other climate change related field of study;
-- A minimum of five (5) years of international technical experience in the area of water resources, climate change, and other relevant technical areas;
-- Prior successful experience working on USAID-funded project(s) or similar donor funded projects;
-- Exceptional verbal and written communication skills, especially in working across cultures;
-- English proficiency required with advanced proficiency in Spanish or French language preferred;
-- Geographic experience in Africa, Asia, or Latin America is required; experience in small island state and/or glacially- dependent countries preferred

POSITION

Based at the ORBIS headquarters and reporting to the CEO and President, the Chief of Programs & Technical Services leads the development of ORBIS’s global program strategy, with worldwide oversight and coordination of 3 critical program functions: Global Eye Care Programs; Program & Technical Services; and Monitoring and Evaluation. S/he will supervise US based program directors, as well as senior program staff in ORBIS’s regional divisions. Project/Proposal Summary:

MSI has a project with the State Department’s Iraq Desk for Economic and
Assistance Affairs (NEA/I) to provide monitoring and evaluation support.
The majority of the work is carried out by a team of Awards Facilitators
(Grant Administrators) who work full time, on-site at the NEA/I office in
Washington.



Position Summary:

MSI is currently looking for an analyst to join the team as soon as
possible. This is a temporary, 3-month position to provide support for
NEA/I’s financial activities including accounting, budgeting services, and
statistical reporting. The analyst will also provide technical guidance to
the Grant Team and will develop recommendations to improve existing systems.



Responsibilities:

· Provide professional financial management services to
include accounting, budgeting services, financial and statistical reporting,

facilitate accurate reporting of financial information and reconcile

· Conduct complex financial analyses;

· Plan the scope and course of analyses and review and

Qualifications:

· Must be a U.S. citizen able to obtain a secret security
clearance. A current secret clearance is preferred;

· Bachelor’s degree in finance, accounting or related field

· At least 2 years on the job knowledge of US Government
accounting practices and systems;

· 5 years of professional knowledge of budgetary and
account operations including fundamental accounting, reporting processes,
analysis and advisory services;

· Specific knowledge of Department of State accounting
Systems a plus;

documentation and knowledge management (KM) specialist to support knowledge sharing and
application of KM methodologies and tools related to the Elizabeth Glaser Pediatric AIDS
Foundation’s HIV/AIDS program implementation activities in 17 countries worldwide.

Qualifications
Required qualifications
• Bachelor’s degree required. Master’s degree in Knowledge Management, Public Health,
International Development, Communications, or similar preferred; and
• 3-5 years practical experience in applying knowledge management methodologies and
tools, preferably in an international health or development setting.

networking tools and/or corporate intranets

Key Contract Terms



This will be a fully loaded hourly labor rate contract. Payment will be based on the
proposed price, up to a ceiling, plus reimbursement for any expenses pre-approved by
the Foundation (such as travel expenses).
Unless stated otherwise in a specific task order statement of work, the contractor is
responsible for providing the equipment, and/or supplies required to perform the
services specified.
All deliverables provided to the Foundation will be the exclusive property of the
Foundation and will be provided without any additional fee beyond the compensated
hours.
Evaluation Criteria
The Foundation will use a “best value” method for selecting the most advantageous contractor
or firm to provide these services. All proposals provided to the Foundation by offerors will be
evaluated by the Foundation solely against the following criteria:




Contractor’s demonstrated experience in applying knowledge management
methodologies and tools in an institutional setting.
Contractor’s demonstrated experience documenting program experiences for technical
and lay audiences.
Cost of contractor’s services as measured by fully-loaded hourly labor rate.
Offerors who have the preferred (but not required) qualifications listed above will be
given extra points in the assessment process, which may or may not make them the
best value for the Foundation.

A statement of capacity that specifically addresses the following points:
o Experience in the application of knowledge management methodologies and

Responsibilities vary by position, but may include:

Physical Qualifications:

Due to the rugged nature of these positions, all candidates will need to meet minimal physical requirements in order to perform daily responsibilities in Kabul, and most especially in the field.

• Civilians working in communities are required to wear 30-40 pounds of body armor/helmet on a daily basis, as well as carry their daypack and water, usually in a backpack weighing an additional 8-10 pounds.
• All personnel working in the field are required to walk over uneven and rocky terrain over long distances. This includes field patrols of 5 miles or more to meet with local community members; these field patrols typically occur 2-3 times per week. Generally, personnel will be on their feet 5-6 hours per day.
• Transportation by armored vehicles will be used. Personnel working in the field are required to embark and disembark from such vehicles, which have high clearances and limited individual space to sit and maneuver. Clearances may be up to four feet off the ground, there will be high step rails and/or ladder-type steps, and doorways may be smaller than those of commercial vehicle.
• Living conditions are austere. At many field posts, bedding consists of canvas cots with mosquito netting.
• Field environment is challenging. Desert temperatures often reach 100-105 degrees Fahrenheit in the summer. Personnel will be exposed to intense sunlight for several hours at a time. Also, temperatures at night and can become very cold; field personnel must take precautions against frostbite.
• At times, field personnel may be required to evacuate quickly from an area under their own power due to security concerns.

Market Data Coordinator for Campaign for Better Jobs

Purpose:

This position is responsible for coordinating and maintaining the database in a particular market, this includes sharing data across campaigns, developing system for fast and accurate data entry and managing data staff. This person will also coordinate keeping their market campaign in synch with the national campaign.

· Interpret and analyzes data to help inform campaign strategy, including conducting extensive research and producing detailed graphs, charts and maps.

· Trains necessary data, canvass, and organizing staff on how to use the database.

· Provide guidance and advice to locals, state councils and campaign staff on ways to enhance the data.

· Provides analysis of membership density by political subdivision and prepares detailed reports on the opportunities to use that density to create political change.

· Provides analysis targeting membership by industry and district at the local and state levels.

· Performs other duties as assigned in support of the work of the campaign

Response Line and Court Advocate Advocate

Program description:
SAFE created the On-Call Advocacy Program (OCAP) to provide on-call staff and volunteer advocates for domestic violence victims who contact the Metropolitan Police Department when DC Superior Court services are unavailable.Response Line Advocates are able to provide services over the phone and coordinate in person meetings.

  • safety planning;
  • legal information;
  • access to Crime Victim’s Compensation applications;
  • emergency shelter;
  • access to the Emergency Temporary Protection Order (ETPO) process; and
  • next-day follow-up from a SAFE Advocate.

OCAP advocates can also assist MPD officers and detectives by answering questions about victim resources, protection orders, and other legal options for domestic violence victims. OCAP advocates collaborate closely with police officers and the community to build
awareness about OCAP services, and about domestic violence as a public safety issue.

Requirements: B.A. or the equivalent, OR 1-2 years of experience with crisis intervention work.

-Maintain detailed records regarding calls for service through the Response Line.

-Work with other DV agencies to provide comprehensive services to victims.

-Provide crisis intervention, safety planning and resources to victims of domestic violence.

Learning Resource Associate - IMA & Certifications

The Office of Human Resources (OHR)/ Learning Resources Centre (LRC) of the Bureau of Management (BOM), have been charged with the practices implementation function and the provision of tools, instruments and learning options to strengthen our knowledge based organization so it is consistently recognized for excellence in development advocacy, advisory services and capacity building.
Under the guidance and direct supervision of the Chief, the Learning Associate ensures effective and efficient coordination of the Leadership Development and Management Skills Programme (LDMSP) for UNDP Senior Managers. Duties and Responsibilities

Learning

The objective of the Directorate is to support the Bureau Director and Assistant Administrator to lead strategic policy direction of UNDP with its mandate for Crisis Prevention and Recovery (CPR) – including the implementation of specific projects/programmes and management of the UNDP Thematic Trust Fund (TTF) for CPR. The Directorate oversees strategic management and coordination of the Bureau ensuring efficient implementation and coherence through, inter alia, information sharing, convening and managing internal and cross-Bureau meetings, joint trainings and intra-Bureau planning events.

The Directorate is headed by a Management Advisor (Chief of Staff) who reports to the Bureau Director. 5. Performs targeted research on donors and supports donor analysis, as well as collaborates in the management of donor database and in donor reporting, focusing on the achievement of the following results:

  • Research, development and maintenance of database on new funding sources, including decentralized cooperation actors, international/regional/national/local governmental and non-governmental organizations, private sector entities
  • Maintenance and update of BCPR database of donor contributions, agreements, events and contacts.

Institutional Learning Team
The Institutional Learning Team (ILT) was set up in 2002 with the aim of supporting SFCG as a learning organization by enhancing the effectiveness of SFCG’s programming through a commitment to excellence in monitoring and evaluation, and through continuous learning institutionally and within related fields. The Institutional Learning Team comprises the Director of Institutional Learning, DM& Specialist based in Washington DC (the post advertised), a DM&E Specialist based in Senegal, and a Learning and MENA Region Program Specialist.

Summary of Position
The Design, Monitoring and Evaluation (DM&E) Specialist is responsible for providing leadership and technical support on design, monitoring and evaluation across the organization, including managing and supervising DM&E Interns and DM&E staff. The Design, Monitoring and Evaluation Specialist reports to the Director of the Institutional Learning Team. The position is based in Washington, DC.

Responsibilities
Key responsibilities and specific duties include, but are not limited to:
• Oversee ongoing capacity-building efforts in national staff members particularly in areas of program and budget management;
• Develop organization-wide DM&E tools, systems and processes that increase the effectiveness and accountability of our projects;
- Provide leadership in the development of monitoring systems across the organization, which includes the development of common indicators, tools and processes
- Work with our programs to undertake baseline studies, mid-term evaluations and final evaluations where donors permit
- Analyze data collected by the different programs and share the information with Senior Management and other key stakeholders within SFCG
- Provide leadership and support in the development of the organization’s conceptual framework and theories of change
- Keep up to date with funder requirements and thinking in terms of DM&E and developments in the use of indicators, tools, etc. and provide feedback to the organization
• Support the different field programs to strategize, develop and implement their own DM&E plans, systems and processes, including providing technical assistance;
- Support the Country and Regional Directors in developing and implementing their DM&E strategies, including their monitoring systems, and the collection, analysis and use of data
- Provide coaching and support to DM&E Coordinators across the organization
- Provide support and advice to research projects across the organization
• Ensure the development of DM&E capacity across the organization and facilitate organizational learning and the sharing of lessons learned on DM&E across programs;
- Facilitate cross-organizational learning, which includes providing information, guidelines, lessons learned, and user-friendly learning tools on DM&E on the Institutional Learning Team Intranet website
- Provide orientation and technical training on DM&E concepts and tools to all SFCG staff, at headquarters and at the field offices
• Ensure the financial sustainability of the DM&E Department, in collaboration with the ILT Director;
- Conduct fundraising for and management of any DM&E-specific projects
• Lead on the development of the Learning Portal for DM&E for Peacebuilding (a DFID funded project to establish an online community of DM&E practice for peacebuilding)
• Seek out and manage partnerships with academic institutions that can provide the organization with tools and analysis as well as academic recognition;
• Recruit and supervise appropriate DM&E consultants for specific projects;
• Contribute to the professional development of headquarters staff and Interns;
• Actively support the recruitment of DM&E staff in the field and other staff with DM&E roles;
• Attend DM&E events, conferences, and meetings to keep up to date and maintain relationships; and
• Be directly engaged in the continuing development of the organization, its mission and its staff, through the sharing of experience and knowledge, particularly contributing to its Institutional Learning efforts

Minimum Qualifications
Essential:
• Minimum of five (5) years of work experience in design, monitoring and evaluation methodologies
• At least two (2) years of field-based data collection and analysis experience
• Bachelor’s Degree in a related area required (Master’s degree preferred)
• Demonstrated technical capacity to provide support and guidance to project staff on design, monitoring and evaluation
• Experience in designing M&E organization-wide systems
• Experience in designing M&E methodologies and tools and the ability to coach and train others in their use
• Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants
• Proven experience with the logical framework approach

Deputy Director, Foundation Relations

World Wildlife Fund (WWF), the global conservation organization, seeks a Deputy Director for Foundation Relations. The ideal candidate will work closely with the Director to co-lead the 8-person Foundation Relations team in setting strategies and implementing WWF’s foundation philanthropy program. The position will also share responsibility with the Director for annual revenue goals in excess of $11 million to produce strong portfolio growth. Pathfinder Overview

Pathfinder International is dedicated to creating access to and improving the quality of family planning, reproductive health, abortion, and community- and facility-based HIV and AIDS care and services. In partnership with host country governments and nongovernmental organizations, we train facility-based health care providers to improve both the quality and range of their technical and counseling skills. Facility-based services are further improved through provision of equipment and facility renovations. We mobilize communities to advocate for quality services and improve access through trained community-based volunteers. Pathfinder improves youth’s access to health care by creating youth-friendly services and training peer educators to promote them. In each project, Pathfinder works with our partners to improve both their management and program implementation capacity. Through all that we do, Pathfinder strives to empower women, men, adolescents, and communities to make choices and create environments conducive to healthy reproductive behaviors.

Program Overview

Pathfinder is currently seeking candidates for a Project Director role supporting an anticipated multi-country project headquartered in Washington, DC. The anticipated USAID-funded family planning and reproductive health (FP/RH) project is expected to strengthen FP/RH service delivery through the use and scale-up of evidence-based FP/RH service delivery interventions and best practices. The project will also build global support for the use of FP/RH best practices and ensure that knowledge of the same is synthesized and disseminated to strengthen service delivery at community and facility levels.

Position Purpose

The Project Director has overall responsibility for leading and managing the project to achieve its intended impact in strengthening quality FP/RH service delivery (facility and community based) and globally increasing family planning use. S/he provides strategic leadership and managerial oversight of the administrative, programmatic, technical, and operational aspects of the project. The Project Director oversees the day-to-day work and is responsible for the effective use and deployment of staff and financial resources to achieve project targets. S/he is accountable for all aspects of the project’s effective management, including financial and budgetary oversight, timely implementation of activities, and stakeholder relationship management.

The Project Director prominently positions Pathfinder International as a leader in the field of FP/RH and as a successful partner in the development and cost effective implementation of USAID funded programs. S/he is responsible for developing and maintaining relationships with USAID, Government agencies, and other RH/FP programs operating globally.

Key Responsibilities

· Provide strategic direction of project activiities. Develop and update the project strategic plan, ensuring that programmatic directions are technically sound, evidence-based and consistent with international priorities.

· Ensure that project performance objectives and mandated deliverables such as technical activities, annual work plans and programmatic/financial/technical reports are carried out in a timely fashion and meet the highest quality standards.

· Provide leadership and direction to monitoring and evaluation strategies, frameworks, plans and indicators to capture project performance and results. Lead a periodic implementation review process to monitor progress and to identify specific actions that may be needed to achieve expected results.

· In collaboration with project staff, establish and maintain the ongoing administrative and financial operations of project offices, ensuring compliance with Pathfinder International’s policy and USAID contract provisions.

· Ensure that appropriate security guidelines and procedures are established, maintained, updated regularly and adhered to by the staff in all project offices. Employ appropriate management procedures to ensure that all resources are in place, adhered to, and in compliance with donor rules and regulations.

· Work with Pathfinder International Headquarters to develop policies and procedures that improve efficiency and quality.

· Select, hire, and supervise staff and subcontractors; assign roles and responsibilities, manage performance.

· Develop, monitor and revise budget pipeline and conduct monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of finance deliverables.

· Manage funds and approve expenditures in accordance with Pathfinder International and USAID procedures, cost principles, and regulations.

· In coordination with Pathfinder International Contracts Officer, contract with and manage local individuals/organizations for identified tasks according to USAID and Pathfinder International procedures. Negotiate consultancy agreements and develop capacity of local partners in mandated program areas.

· Partner successfully with Pathfinder International’s Vice President of Programs and Headquarters financial, technical, and operations backstop officers by providing accurate and timely reporting and updates on the project progress and difficulties.

· Cultivate and strengthen positive, productive relationships with USAID, partners, Ministry of Health and other governmental agencies ensuring that Pathfinder International is consistently viewed as an effective implementing partner in meeting and achieving project targets.

· Manage and coordinate activities of subcontractors and partners to create synergy and ensure that project responsibilities are carried out in accordance with donor regulations.

· Document project achievements for communications materials such as the annual reports, brochures, and website updates.

· Assist Development teams in planning for and developing proposal submissions for field support.

· Perform other tasks to ensure effective implementation of the project as required.

Basic Requirements

· At least 10 years of experience in designing and implementing health service delivery strengthening projects, with five of these years spent managing large, complex family planning projects while living in developing countries.

· A Master’s Degree or higher in public health, social sciences, health systems, nursing administration, management, or a related advanced degree.

· Demonstrated international credibility as a leader in health and health service delivery strengthening in developing countries.

· Demonstrated experience in successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities.

· Significant operations and financial management experience in developing countries.

· Proven experience in designing, implementing, monitoring, and evaluating development and intervention activities, preferably with USAID, WHO, or other donor organizations working in the health sector.

· Direct senior staff supervision experience required.

· In-depth knowledge of public and/or private health systems, decentralization of services, and the latest professional developments in FP/RH.

· Demonstrated management skills working with complex programs involving short deadlines, multiple tasks, intense pressure to perform, and coordination with multiple partners.

· Thorough understanding of and ability to analyze finanical documents, projections, expenditures and accruals.

· Excellent diplomatic, interpersonal and communication (written and verbal) skills.

· Demonstrated capabilities in institutional capacity building, and high-level strategic visioning and leadership.

· Proven ability to create and maintain effective working relations with senior Government personnel, international organizations, NGO partners, host country governments, and U. S. Government Agencies.

· Demonstrated ability to manage, motivate, mentor and direct all levels of staff while creating a positive team environment.

· Familiarity with community-based approaches for service delivery and procedures in the implementation of donor assisted projects.

· Excellent knowledge of the political, social, economic, and cultural context of working globally and thorough understanding of applicable US Government regulations and administrative procedures.

· Strong presentation skills including the ability to present results and products to USAID and other key stakeholders such as the Ministry of Health.

· Expert computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.

· Must be fluent in English.

· Position requires up to 25% travel depending upon program needs.

Preferred Qualifications

· Experience in FP integration with MNCH, nutrition and HIV/AIDS is highly desirable.

· Experience managing USAID funded activities preferred.
