Documentation and Information Management Officer

Organizational Context
IFAD is an International Financial Institution and a Specialized Agency of the United Nations whose mission is to enable poor rural people to overcome poverty. IFAD’s headquarters is in Rome, Italy, and its staff work with poor rural people, their governments, communities and organizations in more than 80 countries to develop and finance programmes and projects aimed at increasing rural productivity and incomes.
Division Context
The Programme Management Department (PMD) is responsible for the overall lending programme of the Fund and is composed of five regional divisions, the Operational Policy and Technical Advisory Division and the Environment and Climate Division. Coordinating information management is a priority for the department in order to improve efficiency and knowledge sharing for better design and implementation. As such, IFAD recognises that effective storage and retrieval of documents is a necessary ingredient to develop and disseminate knowledge products. PMD has successfully introduced the Project Life File (PLF) - key documents associated with all phases of the project life cycle - as the vehicle for accessing project related documents and developing knowledge. Experience with development of the PLF underscored the need for a consistent department-wide approach to information management and related support.
Duties and Responsibilities
Under the general supervision of the Operational Systems Advisor and collaborating with the regional Knowledge Management or Communications Officers in PMD, the incumbent will be responsible for providing support to PMD divisions in managing information, in particular managing document libraries, to facilitate knowledge sharing and collaboration.

Knowledge Management:
1. Facilitate the aggregation and retrieval of thematic materials maintained in the respective divisional work spaces, ensuring that these are available to all business users
2. Strengthen knowledge sharing across documents and information systems and provide input towards integration to facilitate exchange of information across systems
3. Provide support to regional KM Officers in carrying out knowledge management activities as required; including providing support to the design and enhancement of the regional and country work spaces
4. Strengthen and maintain links between divisional and departmental work spaces as well as to other external knowledge resources and networks; collaborating with the KM Officers in leveraging content for queries and improved retrieval of operations documents in the repository
5. Build customized views to increase the speed and efficiency of document retrieval and sharing across the department

Information Management:
6. Coordinate the set up and maintenance of the divisional and regional workspaces to introduce department-wide standards for information management to ensure consistency
7. Collaborate with Divisions in defining and enhancing workflows and standard practices for document management including developing proposals for using information management systems more effectively
8. Research and recommend standards for documentation to be used within the department to ensure a common approach across all workspaces in the repository, including producing reports and flagging inconsistencies within the divisional workspaces
9. Develop strategies for sensitizing potential users outside PMD as well as support initiatives to define and implement changes required to adopt more efficient document management practices within PMD
10. Provide “end-user” support in troubleshooting information management issues - including quality enhancement - that do not require software development.
11. Liaise with IFAD’s Communication Division with regard to electronic accessibility of documents for disclosure.

Capacity Building:
12. Improve system usability for Country Offices by providing training on the system and by introducing standard document management practices to be adopted by the department; including preparing training materials as needed
13. Promote the development of skills in the use of document and information management tools across PMD through proactive coaching; conduct briefings, in particular for new staff members
14. Coordinate the use of the Documents Management System (DMS) in PMD providing end user and business support to PMD Divisions
15. Provide periodic training for PMD Divisions and focal points on DMS features of interest
16. Assist PMD Divisions in developing and administering document collaboration workspaces and ensuring required access
Education and Experience
• University degree in Information Systems or related field.
• Advanced knowledge of Microsoft Office productivity tools (Microsoft Professional certification, an advantage).
• Master’s degree or equivalent an asset.
• Minimum of three years of experience in customizing and maintaining workspaces, webparts, document libraries, customized views in MOSS, with at least two years of international experience.

Global Partnership Coordination and Reporting Manager P3

The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of the Global Partnership Coordination and Reporting Manager at P3 level, which will become available in our headquarters in Rome, Italy.

The selected candidate will be responsible for the following key duties:

- Work closely with senior managers to establish prospecting and fundraising priorities for global prospecting team;
- Oversee the prospecting strategy and execution across global team in multiple geographies, including North America, Asia, Europe and the Middle East;
- Manage the identification of sectors appropriate for long-term donor relationships with WFP, including liaising with the Information Management and Research Manager to analyze the financial potential of corporate, foundation and individual targets;
- Analyze social and economic trends affecting the corporate and foundation world, synthesize and interpret data and adapt prospecting strategy accordingly;
- Generate specific prospecting strategies that create compelling arguments for companies and foundations to establish, maintain and grow relationships with WFP;
- Work with the Partnership Communications Manager, ensure pitch materials incorporate up to date messages and balance the needs of potential partners with WFP needs;
- Work with Partnership Managers to negotiation deals that have mutually beneficial terms;
- Work with Information Management Division, analyse and report accordingly prospecting and partnership lists to help senior management and Partnership Managers to maximize opportunities;
- Manage and report regularly prospecting and fundraising results (including donor forecasting) to demonstrate progress towards Private Partnership teams’ metrics and goal;
- Provide strategic direction and proposed improvements on financial aspects of the private sector fundraising strategy;
- Report fundraising progress and results monthly and as-needed basis for internal and external audiences;
- Perform other related duties as required.

Qualifications & Experience Required
Education:
- University degree in International Development, Business Administration, Marketing, Communications or other related fields. MBA is desirable.

Experience:
- At least 5 years of postgraduate progressively responsible professional experience in international development or corporate social responsibility/sustainability and demonstrated understanding of fundraising trends and global financial processes involving public-private partnerships;
- Experience in private sector fundraising, developing public-private partnerships, negotiations with private partners and financial planning and donor reporting;
- Managerial experience.

Technical Skills & Knowledge:
- Communications and reporting skills that demonstrate ability to interpret complex data and communicate to internal and external audiences in a clear and concise way;
- Financial skills such as forecasting revenue, budget trends and analysis;
- General knowledge of UN system policies, rules, regulations and procedures governing administration is an asset.

Information Management and Research Manager, P3

We are currently seeking a qualified individual with strong knowledge management and research skills for the position of the Information Management and Research Manager at P3 level, which will become available in our headquarters in Rome, Italy.

The selected candidate will be responsible for the following key duties:

- Manage inventory data used in Private Sector (e.g. research reports, proposal, letters, pitches, power points, brochures, talking points, etc.), and organize to maximize team access and use. Ensure donor records are updated and retained for proper length of time;
- Formulate and manage online portals and databases to maximize information flow, including Salesforce, Microsoft Sharepoint, proposal database and other databases;
- Configure and, with buy-in from the team, continually organize and upload resources within the structure of the platform, making sure this completely supports and optimizes the work of the team;
- Identify ways in which the platform is useful to each team member and all team members as a group are encouraged to use it;
- Ensure compliance of team member in their use of information sharing platforms;
- Identify other tools that may add value to the work of the team, and suggest ways in which to integrate them;
- Oversee the research/due diligence process and integrate the information in the management platform. Research and due diligence includes:
- Producing reports on suitability of potential partners with reference to WFP needs
- Providing detailed analysis of donor offer in relation to WFP needs to be used in sales plans through internal and external research
- Actively participating in the development of the sales package/proposal

Experience:

- Experience in private sector fundraising, developing public-private partnerships, negotiations with private partners and public relations/advocacy, research and information technology platforms;
- Managerial experience.

- Excellent communications skills such as to approach the information management and research needs in a creative way;
- Understanding of how technology can optimize the work of often geographically distributed groups and teams;

Economic Justice Policy Advisor

According to the Oxfam Economic Justice (EJ) overall campaign strategy, to gather intelligence, provide analysis, develop policy positions and implement advocacy strategies to influence the agenda of the Committee on World Food Security (CFS), the High Level Task Force on the Global Food Crisis (HLTF), the Food and Agriculture Organization (FAO), and other international food agencies (World Food Program, IFAD), regarding “food justice in a resource constrained world” (link across the issues of food, agriculture, climate change, land and water issues); and to liaise with other civil society organizations as appropriate.

Key responsibilities:

Policy and Advocacy

· Develop and implement power analysis-based advocacy strategies designed to influence the “food justice in a resource constrained world policies and practices of the CFS, HLTF, and other Rome-based agencies (WFP, FAO, etc.) to ensure they are pro-poor and consultative.

· Develop Oxfam International policy on the international food institutions in support of the above strategy.

· Develop and maintain key relationships with management and staff of the international food institutions named above, with some key member states delegations officials and with relevant civil society groups to promote Oxfam’s advocacy agenda around food and agriculture, climate, land and water issues

· Influence the work of the CFS, particularly through the follow-up on the Advisory Group, especially promoting policy convergence and practical accountability mechanisms.

· Write briefing papers, media briefs, strategies, articles for publications, speeches, lobbying letters, and plans and contribute to the organisation of advocacy events as appropriate.

· Represent Oxfam at meetings and conferences, give media interviews and speak publicly.

Networking and Alliances

· Develop and maintain relationships with NGO colleagues (North and South).

· Support the functioning and establishment of the Civil Society Global Food Security Coordination Mechanism (CSM), building advocacy and campaigning alliances, and ensuring the involvement of Southern CSO partners in global processes.

· Facilitate collaboration around CFS and FAO processes between Oxfam and other civil society organisations North and South, particularly supporting women’s groups and organisations;

Internal coordination

· Participate in Oxfam’s Economic Justice campaign teams and internal coordination meetings, providing research and policy analysis when appropriate and requested.

· To inform Oxfam affiliates and advocacy offices staff about CFS, HLTF, FAO and other Rome agencies’ policies and positions and to ensure coordinated advocacy strategy around these processes and institutions.

· Ensure mutual information between Oxfam global Economic Justice advocacy work and Oxfam regional and country program experiences.

· Participate and coordinate, where appropriate, Oxfam and partner organisations multidisciplinary teams around relevant issues.

TERMS OF REFERENCE

Organizational unit: Policy and Technical Advisory Division (PTA)

Assignment title: Short-term Consultant / service provider

Direct Supervisor: Knowledge Management Focal Point for Policy and Technical Advisory Divsion

Assignment duration: 2.5 months (with possibility of extension)

ASSIGNMENT DESCRIPTION

Tentative dates: 25th April - 20 July 2011 (2.5 months)

Under the direct supervision of the PTA Knowledge Management Focal Point, the overall guidance of the Technical Adviser for Water and Rural infrastructure and in close collaboration with the Communications division of IFAD, the consultant will implement the preparatory phase of the CoP for Water for Food.

OBJECTIVES OF THE CONSULTANCY / SERVICE PROVISION

1. Conduct a knowledge audit to assess knowledge needs, resources and flows, in the area of water for food

2. Identify key partners in the area of irrigation and water management

3. Co-ordinate consultation with partner organizations, to assess their needs and expectations on knowledge management, sharing and communication.

ACTIVITIES AND EXPECTED OUTPUTS

1. Conduct a knowledge audit to identify knowledge needs, resources and flows, in the area of water for food as a basis for understanding where and how better KM and KS can add value to IFAD development operations.

1. .Conduct a research to map existing networks and collect information on their mandate, members, strategies, activities and working modalities.

2. Identify partner organizations (map potential community members) and start consultations to strengthening interactions and networking.
- Through in-house and external consultations (with Country Programme Managers, Project Management Units, project partners and other key IFAD resource people at divisional and field level; regional and thematic networks, stakeholders organizations, etc.) identify potential partner organizations.
- Collect in a matrix: (i) information about their scope and mandate; and (ii) contact details.

3. Develop and distribute a Needs and Expectations Assessment to potential members/partners to identify challenges, areas of work, strategies, opportunities and priorities.
- Use Monkey Survey to create an electronic version of the survey and distributed it to relevant partners.
- Monitor responses and compile results.
- Prepare a report on the findings.
- Identify from the priority assessed, actions and areas of collaboration and promote possible linkages/networking for common activities.

4. Assess Knowledge Management and Knowledge Sharing (KM/KS) needs and expectations of partners’ organizations.
- Prepare and disseminate a Questionnaire survey to identify KM/KS needs and expectations of CoP potential members/partners.
- Report on findings from the KM/KS assessment.

EXPECTED OUTPUTS

(i) Assess knowledge gaps and key critical processes planned to influence and support the generation, sharing, storing and application of knowledge in the area of water for food;
(ii) Identify existing networks on water management and irrigation and collect relevant information.
(iii) Compile list of potential partners’ organizations and related information.
(iv) Prepare and disseminate survey.
(v) Monitor results, follow-up, analyze and report on the survey findings.
(vi) Assess and report on KM needs & expectations.

OTHER DUTIES AS REQUIRED

In addition: The consultant will also prepare a consultancy final report and work log.

Responsibilities: In this position, you will be a lead player in managing FAO's strategic results on gender equality in access to resources, goods, services and decision making in rural societies. You will be part of an interdisciplinary team developing state-of-the-art policy and planning advice to FAO member countries to ensure that agriculture, food security and rural development programmes and policies are gender responsive. You would become a world expert in policy analysis, managing for results, strategic partnership building, communications, resource mobilization and monitoring and reporting.

Requirements: The minimum requirements include a Ph.D or equivalent in Economics or Social Sciences, 10 years' relevant work experience in programme planning and delivery and in policy analysis related to gender in agriculture, food security and rural development.
