Special Advisor - Practical Skills - Egypt

The Practical Skills Advisor will be based in Cairo, Egypt with some travel inside Egypt. The Advisor will assist in developing and administering several initiatives, including but not limited to the development of moot court competitions and clinical legal programs. The focus of these activities will be on developing critical thinking and practical lawyering skills among participating law students and young lawyers. The Practical Skills Advisor will work under the supervision of the ABA Rule of Initiative Country Director.

The Practical Skills Advisor responsibilities include but are not limited to: - Maintenance of partnerships with local universities and law schools - Development of and overseeing the implementation of moot court and writing competitions - Development of pilot law clinics at Egyptian law facilities - Training of local faculty to continue the administration of these programs after the program's completion - Formulation and maintenance of working group charged with implementation

Country Representative

Reports To: Ashoka Regional Director/Diamond Leader

The role of the Country Representative (CR) is to work closely with the Regional Director (RD) by serving as the functional head of the Ashoka Arab World Office. These tasks range from the long- and short-term mechanics and logistics of running the office to ensuring the implementation of larger strategy objectives.

In conjunction with the RD, the CR will supervise and oversee all Ashoka Arab World programs. These include, but will not be limited to: Development; Venture; Fellowship; Media and Marketing; Internship and Volunteering. On the local level, the CR is responsible for writing a performance plan at the beginning of the year that lays out the yearly office goals. The CR will communicate with the Program Officers on a regular basis to ensure that the office is on track in regards to final deliverables.

The CR must also oversee budgeting and spending, ensuring that the office adheres to the budget set forth at the beginning of the year, following up with each program four times a year to make sure the budgetary needs have not changed drastically.

The CR will also be responsible for fundraising activities, and in this capacity the CR is to reach out to potential donors, utilizing using his/her contacts to expand Ashoka’s support network. In addition to reaching out to new sources of funding, the CR will maintain relationships with current donors in order to promote continued involvement. Additionally, the CR will oversee regular monitoring and event follow-up reports sent to donors. The CR will work with the RD and Development Officer to spearhead local fundraising efforts and events.

Regionally, the CR will facilitate conversation and meetings with other Ashoka Country Representatives in each Ashoka Regional Office. These meetings are intended to clarify regional goals and serve as a forum to exchange best practices and ideas. The CR will attend an annual regional strategy meeting, where regional strategy goals will be decided, and will implement the strategy in the local office.

Finally, the CR is the focal point between Ashoka Arab World and its Regional Advisory Board. The CR will attend 2 meetings a year with the Board, and be responsible for ongoing engagement. These meetings will serve both as brainstorming and strategizing sessions for Ashoka Arab World.
A successful candidate must be flexible, have the ability to work and multi-task in a fast paced environment, and be entrepreneurial. The CR must also be able to work within both business and social sectors.

Experience:
• 10 years of relevant experience is required in managing a team of at least 10 individuals
• Experience working with international organizations
• Proven development and Fundraising experience on an international level
• Experience with organizational strategic planning

Executive Assistant

Background:

Compensation: Stipend for a one year term

Reports To: Ashoka Regional Director (RD)

Office hours:
9 am to 5 pm (unless assigned to stay later fulfilling work requirements)

Working days:
Five working days from Sunday till Thursday where Friday and Saturday are off (unless assigned to attend on weekends fulfilling work requirements)

Tasks:
General tasks: The Executive Assistant provides continuous unconditional support to the RD in helping her achieve her objectives and goals, especially, when she is outside the office due to work travels or other activities. This post calls for flexibility, excellent interpersonal skills, project coordination experience, and the ability to work well with all levels of internal management and staff, as well as outside partners.

Specific tasks:
1. Correspondence:

a. Coordinate and follow-up on all correspondence between the RD and Ashoka Global, other Ashoka country offices, partners, other external parties and the staff of the office.

b. Send out specific RD's emails to appropriate Ashoka Arab World staff members, as requested by the RD.

c. Type and send out specific correspondence to appropriate internal and external audiences, only as requested by the Regional Director.

2. Scheduling: Schedule and coordinate the RD’s appointments and meetings in collaboration with the Executive Secretary.

3. Communication: Draft under the direction of the RD, emails, letters, presentations, etc (as requested by her), to donors, partners, external parties, Ashoka Global, and others.

4. Meetings: Take notes on and follow up with action items after all meetings of RD

5. Research: Prepare research briefs on potential investors and partners, Fellows, and various other topics under direction of the Regional Director and as requested by her.

6. Traveling: Handle the Regional Director's travel logistics, travel reports, per diems, etc, in collaboration with the Administration officer and the Executive Secretary.

7. Filing: Organize the Regional Director's files in hard and soft copies. Also, file the Regional Director's personal things. Organize and update the files on the RD's computer and laptop and ensure that all proposals, reports and other important documents are on her computer, laptop and flashdrives.

8. Perform other tasks assigned by the Regional Director.

Qualifications:
Education: B.A. in a relevant field
Experience: 2 years of relevant field experience is required

Responsibilities:
The Executive Secretary provides continuous support to the Regional Director and the Operations Manager to ensure the smooth operations and logistics for the office. This post calls for flexibility, excellent interpersonal and communication skills, admin skill, and the ability to work well with all levels of internal management and staff, as well as outside partners.

This post requires multitasking ability to deliver on the following (not exclusive) tasks:

RD’s support:

• Work with the Executive Assistant of RD to schedule Regional Director’s appointments and meetings inside and outside the office, in coordination with the Executive Secretary of ADEW

• Administer internal and external office correspondence

• Support the RD’s Executive Assistant to organize and keep up to date the RD’s files

Office Administration:
• Create and maintain a comprehensive filing system for Ashoka Arab World Office

• Administer personnel files for staff under the supervision of the financial and admin manager

• Follow up on all administrative tasks requested by RD or OM

• Assist OM in finding candidates for job openings at Ashoka Arab World office.

• Follow up on employees leave balances and absences and time sheets

• Follow up on printing marketing material with advertising agencies and printing houses in coordination with Financial Manger

• Arrange medical insurance coverage for all staff in coordination with FAM

• Coordinate maintenance (cleaning services and repair) of the office

Travels Organization:

• Booking tickets for staff and fellows

• Arranging itineraries and internal transportation

• Reserving hotels’ accommodation (choosing from minimum three different quotations) for events retreats for staff and fellows.

• Assist relevant staff members in organizing events (induction, panel, iftar Ramadan…etc.)

• Preparing publications and document packages accompanying traveling staff members (in coordination with the RD’s Executive Assistant)

• Arranging appointments’ schedule for traveling staff members abroad

Deliverables: (within 3 month probation period)

• Create a comprehensive filing system for Ashoka Arab World Office with a master key file and a cross reference system (under the supervision of Operations Manager)

• Create inventory registry for stationary, publications and equipment

• Administer the repairs needed at office premise

• Execute tasks assigned by the Regional Director and Operations manager

• Complete and update personnel files with Financial and Administration Manager

• Develop office monthly appointments, deadlines and events

• Organize upcoming travels for Ashoka Arab World staff within the probation period.

Venture Officer

Tasks:

Assist Regional Director in the search and selection of Arab Ashoka Fellows, which entails:

1. Engaging our network of Nominators to submit their recommendations of exceptional social entrepreneurs to join the Ashoka Fellowship

2. Collecting and reviewing Fellowship applications

3. Interviewing candidates to the Fellowship, visiting their initiatives, and developing a comprehensive understanding of their work within the context of Ashoka's selection criteria

4. Writing and revising Fellow profiles that detail candidates' ideas for social change, the problems they address, the strategies they follow, and their personal history

5. Collect necessary documentation from all candidates, including Fellowship application, CV, letters of recommendation, and media articles about the candidate and/or their work

6. Conduct background research on candidates' work and similar initiatives

7. Organize and implement Candidate Retreats, where candidates meet with Ashoka Arab World staff to hone their presentation skills prior to regional Selection Panels. This requires:

a. Coordinating with Ashoka staff in Washington, DC and Cairo to make arrangements for retreat venue, travel, and other accommodations

b. Developing retreat schedule

c. Attending and reporting on retreat

8. Organize regional Selection Panels, where candidates are interviewed by international Ashoka senior staff and local experts in social entrepreneurs. Organizing selection Panels requires:

a. Coordinating with Ashoka staff in Washington, DC and Cairo to make arrangements for retreat venue, travel, and other accommodations.

b. Securing the participation of Panelists and briefing them on their duties and Panel procedures

c. Preparing Panel file that includes all candidate documentation, as well as the Panel schedule and newsletter, for Panelists and Ashoka senior staff

d. Attending Panel and documenting discussions

e. Preparing Panel Considerations, the document that is sent to Ashoka Headquarters in order for Ashoka's International Board to approve candidates as Ashoka Fellows

9. Complete final documentation required once Fellows are elected

10. Regularly submit progress reports on the search and selection process to Regional Director

Fellowship Officer

To Assist Regional Director to:

Fellowship:
1. Organize fellows' get together meetings, report on them, and follow up on the meetings' recommendations and planned activities.

2. Coordinate fellows' site visits for interested parties: Head Quarters' staff, international fellows, donors and potential donors, and candidates.

3. To link fellows to interested donors and help them in proposal writing

4. To link fellows to training and development opportunities

5. To link fellows to media ( to update the media with fellows' news and activities, and make sure fellows' events are covered by the media) in coordination with the Outreach Officer

6. To link fellows to international events (Skoll award, international roundtables and forums…etc)

7. To link fellows to Ashoka's competitions and programs ( such as the change makers)

8. To organize Ashoka related travel of fellows ( link with other fellows and HQ)

9. To work with fellows, director, and outreach officer on the fellows roundtables, focusing on content( such as presentations and materials)

10. To develop and maintain fellows' database

11. To help fellows use Ashoka market place

12. To be the focal point between Ashoka Arab World and global fellowship team (DC + International)

Concerning capacity building:

1. Responsible for achieving Ashoka's third objective "professionalizing the Citizen Sector Organizations – CSO-" and for fellows' CSOs.

2. Mapping CSOs activities and needs by sector in the Arab World

3. Responsible for overall Capacity Building Initiative coordination to ensure timely implementation of activities and achievement of results and to adapt implementation strategies for maximum impact and sustainability.

4. Supervise the implementation of Capacity Building Initiative activities; coordinate with other Ashoka staff and consultants to ensure proper implementation of the initiative's activities.

5. Follow up on other consultants’ financial assessment to Ashoka’s partner CSOs and fellows to assess their capabilities and to identify weaknesses related to CSOs' financial management and participate in developing Financial Capacity Building Plans to address the weaknesses and findings.

6. Coordinate technical assistance and training to partner CSO’s in the process of budget preparation and revisions.

7. Coordinate with consultants to tailor and provide financial trainings to the Ashoka partner CSOs and fellows.

8. Act as a liaison between partner CSOs, Ashoka, and consultants.

9. Identify and create database of training institutions, CSOs from social sector, and business sector.

10. Organize fellows' get together meetings, report on them, and follow up on the meetings' recommendations and planned activities.

Housing For All Program Assistant

Background:

Housing for All's mission is to revolutionize the housing industry in Egypt's urban and peri-urban slum areas, by mobilizing existing actors from various sectors of society to contribute their efforts and relevant expertise to solve the challenge of affordable, environmentally-sustainable housing in low-income communities, while concurrently addressing widespread unemployment among youth.

HFA will involve 5 main actors: microfinance institutions, private sector, universities, communities and youth; which will work to upgrade and improve existing informal housing in four squatter areas located in Cairo, Minya, Beni Suef and Southern Sinai. By creating a scenario where the interests of each group are met, and where each group's expertise is leveraged for the benefit of program objectives, the HFA model presents potential for replication throughout Egypt, the Arab region and beyond.

Position Title: Program Assistant (Position open to fluent Arabic and English speakers only)

Tasks:

The Program Assistant will report to the Ashoka Arab World Regional Director, and, in cooperation with the Project Manager, will be responsible for coordinating the implementation of the project, researching fundraising opportunities, and developing new partnerships. Responsibilities will include the following elements: managing communication between the various project partners and staff, assisting in the hiring of new staff, engaging new private sector partners, investors and microfinance NGO's, driving forward project development and implementation.

A. Development (months 1-12)

1. Mobilizing significant investment for low-income housing from for-profit and non-profit investors through fundraising

a. Write proposals, partnership frameworks and budgets to secure further funding or strategic support in order to sustain and expand Housing for All

b. Develop and expand existing relations and partnerships with main funders, informing them of progress made so far and exploring new avenues for investment

2. Coordinating the hiring of project staff.

3. Visiting sites with the project manager to ensure that community members and the local microfinance institutions are prepared for project implementation.

4. Providing support in the development of new HFA partners

a. Develop partnerships with appropriate universities

b. Develop partnerships with appropriate private sector partners (consultants, banks, construction
companies, building material companies)

B. HFA Project Implementation (12-30)

1. Assisting the Project Manager and the Regional Director in monitoring implementation.

2. Reporting progress to all project investors.

3. Engaging local and international media to report on the project's progress.

4. Assisting in scaling up HFA centers by engaging more funding from investors and building materials at a reduced cost from private sector partners to expand the number of microcredit loans and including other MFIs

Qualifications:

Education:

- Familiarity with the NGO sector in Egypt

This was reaffirmed in the Millennium Declaration, when Member States resolved to strengthen national capacity to conform with international human rights principles, treaties and standards, as well as in the Secretary-General’s report: In Larger Freedom. At the Beijing Conference, women’s rights were recognized as human rights. The UN General Assembly continues in its support to progress in the application of the Convention on the Elimination of Discrimination Against Women (CEDAW) and, in a hallmark decision, Morocco has very recently acted to remove all reservations it had placed upon ratification with regards to some of its provisions. The UN General Assembly also adopted the Convention on the Rights of Persons with Disabilities in December 2006. It has received system-wide support from the UN agencies which committed to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities and to promote respect for their inherent dignity.

At the regional level, the Arab States have made important strides towards the promotion and protection of human rights. The Arab Human Development Report series, 2000-2004, championed by the Regional Bureau for Arab States (RBAS), concluded that Arab countries “need to embark on rebuilding their societies on the basis of: full respect of human rights and freedoms as the cornerstone of good governance, leading to human development and the complete empowerment of Arab women, taking advantage of all opportunities to build their capabilities and to enable them to exercise those capabilities to the full”

Through the application of a Human Rights-based Approach to Development Programming (HRBA) and gender mainstreaming RBAS continues to support its country offices in addressing issues of systematic discrimination, social exclusion and inequality among different segments of societies, including gender-based discrimination and discrimination against persons with disabilities..

RBAS is now seeking to identify a Human Rights Specialist to help further the human rights-based approach to development in support of its country offices.
The post will be anchored in the Governance Practice within the RBAS Regional Support Centre in Cairo, but will work closely with, and inform all other practices and cross-practices.


Duties and Responsibilities

Under the general supervision of the Deputy Regional Director, Regional Support Center, Cairo, the direct supervision of the Governance Practice Leader at the Centre, and in consultation with the Country Operations Division at RBAS HQ, the Human Rights Specialist will perform the following functions:

  • Provide policy, technical advisory support and training in the areas of human rights, including gender equality and access to justice;
  • Provide technical support and capacity development to national human rights institutions and other stakeholders in the countries of the region, in consultation with the relevant COs, to advance the ratification and implementation (including both de jure and de facto compliance) of international human rights treaties, norms and standards and to advance access to justice;
  • Provide technical support and capacity development (including in the area of legislative drafting) for legislative compliance with international human rights treaties, in particular to advance CEDAW legislative compliance and the application to national law of the Convention on the Rights of Persons with Disabilities and its Optional Protocol, which came into force in May 2008.
  • Develop rosters of: human rights, gender and legislative drafting specialists with specific expertise on human rights and gender equality issues in the Arab States region
  • Design, prepare and deliver HRBA training, including of gender specificities, for a range of stakeholders. Support the capacity development of UNDP Country Office staff on human rights, HRBA, gender equality and creating a Society for All.
  • Promote the application of HRBA in development programming, across all Practices/Focus Areas of the Strategic Plan. Raise awareness about and promote the engagement of national stakeholders, including civil society organizations, with international human rights mechanisms;
  • Support resource mobilization, partnership building and knowledge sharing, including contributing lessons learned from the region which can inform global knowledge management practice;
  • Contribute to gender, disability and human rights programming in the UNDP Office and among the UN system at country and regional levels and promote access to justice programing
  • Support international/regional NGOs and CSOs dealing with gender, and human rights issues, including in the areas of economic, social and cultural rights and access to justice
  • Support the Governance Unit in preparing responses to queries from within and from outside of the UN system, the preparation of documentation and organization of meetings and workshops on the subject
  • Monitor and document financial delivery in the area of gender and human rights and access to justice and prepare inputs for the annual report, planning and budgeting, including the regional allocation from the UNDP Global Human Rights Strengthening Programme and Access to Justice program.
  • Collect, research and analyze information on human rights, access to justice and gender issues and identify matters for follow-up and possible action
  • Participate fully in knowledge management networks. Maintain regular contact with human rights advisers/specialists, access to justice and gender advisors and relevant programme personnel, including the UNDP Global Human Rights Strengthening Programme (GHRSP) and the access to justice management teams

Competencies

  • Comprehensive knowledge of, and exposure to, a range of human rights issues;
  • Sound knowledge of institutional mandates, policies and guidelines related to human rights, including gender; ability to relate gender and disability issues to political, social and economic perspectives;
  • Ability to work under pressure.
  • Significant experience in designing and delivering training.
  • Excellent communication skills (spoken and written) , including the ability to convey complex concepts and recommendations at senior level, both orally and in writing, in a clear, concise style and to deliver presentations to external audiences;
  • Cultural sensitivity, discretion and sound judgment in applying expertise.
  • Ability to interact and to establish and maintain effective and harmonious working relations both as a team member with people of different national and cultural backgrounds.
  • Good organizational, coordination and interpersonal skills.

Required Skills and Experience

  • Advanced university (Masters Degree) in human rights, law, gender studies, international relations, political science or other disciplines related to human rights, and gender.
  • A combination of relevant academic qualifications and work experience can be accepted in lieu of the advanced degree.
  • A minimum of five years of progressively responsible experience in human rights, including gender rights, at international level.
  • Significant experience as trainer and educator on human rights/gender rights
  • Significant experience of UN/UNDP gender and Human Rights policies;
  • Work experience on gender, disability and human rights in the Arab region is a strong asset
  • Proficiency in English. Knowledge of Arabic and/or French an asset

Position Summary:
