Principal Accountabilities
• Responsible for system administration tasks for UMEME servers.
• Troubleshooting and monitoring of AVX and Windows operating system.
• Providing housekeeping, fie maintenance and backup scripts,
• Schedule and direct activities to reserve hardware and software problems in a timely and accurate fashion in line with service level agreements and IT policy & procedures,
• Documentation and maintenance of IT servers.
• Identify security risks and develop best practices to prevent system intrusions.
• Monitor user activity, and introduce tools to prevent system abuse and, malpractice.
• Ensure availability and uptime of UMEME servers and provide key performance indicators to accurately reflect UMEME system performance.
• Work closely with IT network administration, database admin, support and other IT staff.
• Provide backup network administration role as required.
• Participate in developing the IT disaster recovery business plan for UMEME.

Background

The United Nations Human Settlements Programme, UN-HABITAT, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The post is located in the Resource Mobilization Unit (RMU), Office of the Executive Director, UN-HABITAT.

The Agency has developed a Donor Information System (DIS) and an online pipeline projects database that need to be maintained and updated regularly. Under the direct supervision of the External Relations Analyst, the guidance of the Head of Unit, and together with a dynamic team, the incumbent's duties will be:

Responsibilities

Within limits of delegated authority, the Information Systems Assistant will be responsible for the following duties:
  • Conduct searches and compiles information and reference materials from various sources for reports, studies, briefings, meetings/conferences, etc; assists in the preparation of presentation materials using appropriate technology/software.
  • Regularly maintains and updates the DIS ensuring high quality of information.
  • Generates a variety of standard statistical and other reports, work orders, etc., using various databases. Assists with the verification of data and data extraction required for the agency wide Portfolio Review.
  • Responds or drafts responses to routine correspondence and other communications in particular those related to the DIS and the pipeline projects database; uses standard word processing package to produce a wide variety of large, complex documents and reports; responds to moderately complex information requests and inquiries (e.g. answers requests requiring file search, etc.), and as necessary, refers inquiries to appropriate personnel for handling.
  • Assists in the maintenance of the RMU website(s) by scanning, converting and posting a variety of documents onto the site.
  • Performs data entry and extraction functions.
  • When required, performs general administrative tasks and provides secretarial, administrative and logistics support to meetings, boards, committees, conferences, etc.
  • Provides guidance to less experienced staff on general office processes and procedures, computer applications, including supporting end-user trainings.

Work Experience: At least four years of relevant experience in general office support or related area is desirable. Work experience with the UN in a related field is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official UN language is an advantage.

Information and Communications Technology Manager

icipe is an intergovernmental organisation funded by government aid agencies, UN organisations and private foundations to carry out research and training in environmentally sound and sustainable management of arthropods for improving health and agricultural productivity in the tropics.

icipe has approximately 300 staff to support its research and capacity building programmes, located at various sites in Kenya, Ethiopia and Sudan.

icipe requires the services of a young and dynamic Information and Communications Technology Manager to head its ICT Unit at the Centre. icipe’s infrastructure consists of a campus-wide LAN of CAT5e/CAT6, Fiber &Wireless Access Points, Cisco Routers, HP Switches, HP, DELL& Apple Servers and a Nortel telephone PABX.

They are operated by Microsoft windows servers &clients, Apple macintosh, Unix server, Microsoft Exchange 2007 e-mail system, Microsoft Office, a Helpdesk system, Financial & Administration systems and Intranet/ Extranet.

Requirements

The suitable candidate should have:
  • A masters degree in computer Science or a related field
  • Five years hands on management experience at a senior level in an ICT department/Unit
  • Experience in managing a networking environment based on Microsoft server technologies (Windows server and Exchange Server)
  • Should be knowledgeable in supporting heterogeneous network clients (Microsoft, Apple-Macintosh and UNIX/Linux)
  • Should be knowledgeable in supporting Microsoft development technologies such as NET and SQL server 2000/2005.
Responsibilities

Reporting to the Director of Finance and Administration, the successful candidate will be responsible for overseeing the day-to-day operations at icipe’s Duduville and ITOC Mbita campuses.

Specifically he/she will develop and monitor the implementation of an appropriate ICT strategy that will support the current and future ICT needs of the Centre.

This will entail among other things:
  • Formulating and implementing policy guidelines for the development and maintenance of ICT systems in conformity with the Centre’s overall policy.
  • Developing or acquiring, installing and maintaining systems for various types of applications used in the Centre.
  • Providing leadership and management of the ICT team.
  • Developing and maintaining standards and advise on the procurement of ICT equipment
  • Developing and managing the ICT Unit’s budget
  • Providing leadership in the development of information and communication technology related projects.

Science Officer Information and Communications Technologies ICT

COST is an inter-governmental system supporting European research networking. In order to accomplish its mission, the European Science Foundation provides administrative and scientific management to COST (European Co-operation in Science and Technology), its Domain Committees and its Actions through the COST Office in Brussels and corporate support services in Strasbourg. This is achieved through a support grant provided to ESF by the European Commission.

ESF seeks a full-time Science Officer (SO) in the Domain of Information and Communications Technologies (ICT) for its COST Office in Brussels.

The Science Officer position will imply the management of the ICT Domain, by catalysing and supporting researchers, Domain Committees and COST Actions, promoting inter-disciplinary research collaboration in a multi-disciplinary environment across Europe and beyond.

Position responsibilities:

  • Developing, implementing and supporting the COST scientific networking funding scheme, and managing approved Actions for the ICT Domain;
  • Liaising with all COST Domains Committee Chairs and other external scientific bodies / networks while providing them administrative and scientific support;
  • Gathering relevant information to promote scientific impact and results of COST Actions in the ICT Domain, in collaboration with the COST Communication and Public Relation team
  • Taking responsibility for the management of the relevant budgets;
  • Organising and ensuring scientific quality control and responding to the COST Open Call, related to ICT;
  • Delivering and advancing specific and quality papers and reports, related to the ICT Actions;
  • Contributing to the Science in Society Cluster activities (e.g. managing trans-disciplinary Actions, taking part in the development of exploratory workshops or strategic activities, etc.).

Organizational Context

Division Context
Information and Communications Technology Division is responsible for providing information technology solutions and services to support the operations of the Fund.
Duties and Responsibilities
Under the supervision of the Application Services Administrator, ICT, the incumbent is primarily responsible for implementing and managing multi-platform database engines, data warehouses and multi-tier application middleware. Responsibilities include the installation, management and technical support of IFAD’s application infrastructure components, including web, application and report servers.
The incumbent will:
• Install, test, maintain, upgrade and administer IFAD’s database management systems, applying patches and ensuring database availability and performance through proactive monitoring, tuning and problem resolution.
• Develop database documentation, including data standards, procedures, and definitions for the data dictionary (metadata); maintain a detailed inventory of all corporate databases including descriptions, storage usage, location, database engine and other relevant information.
• Ensure that procedures for data storage, archival, back-up and restore are effectively in place and usable when required; implement the necessary procedures to ensure the integrity and security of IFAD’s databases.

Education and Experience
Education:

Function:

The IT Manager will report to the Operations Director, and is to provide strategic leadership in information and communications technology to the organization.

Core duties include analyzing systems and processes; hardware and software maintenance; training, consultation and ensuring maximum access to and implementation of technology services and resources.

UN Women - Chief, Information Systems and Telecommunications (IST)

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Division of Management and Administration is responsible for the planning, allocation and management of financial, human and administrative resources including information systems and telecommunications, the effective and efficient delivery of essential operations services in UN Women, continuous development and improvement in operations, policies, and methods to align with UN Women and stakeholders' evolving business needs and advisory support to the Executive Director in the formulation and implementation of the UN Women overall mission, strategy and plans of actions.

The Information Systems and Telecommunication Office located in the Division of Management and Administration, is responsible for the strategic planning and development of information and telecommunication systems and services, IST solutions, sourcing of information systems and equipment to support business needs and for the maintenance, availability, reliability and quality of performance of information and telecommunications systems and services globally in all UN Women offices. The IST will work closely and collaboratively with UNDP, its principal ICT partner to achieve synergy, avoid duplication and to take advantage of potentials for partnerships in information and telecommunications systems and services development and implementation.

The Chief, Information Systems and Telecommunications reports to the Director, Management and Administration for general guidance and direction, and is responsible for the strategic planning, implementation, management and delivery of effective, reliable and optimally functioning information systems and telecommunication services in support of UN Women global commitments, operations and business needs.


Duties and Responsibilities

Summary of key functions:

1. Strategic Leadership

  • Lead the development of UN Women's ICT strategy in support of the UN Women's corporate goals, focusing on opportunities and challenges at the technology end and match this with the business requirements.
  • Advise on emerging ICT issues and act as the organization's principal ICT focal point internally and externally.


2. Management

  • Manage UN Women's IT budget with a view to ensure steady improvements in productivity and quality in the UN Women ICT platform and architecture.
  • Plan the human resources requirements of the UN Women ICT Department to ensure goals are met on time and within budget; establish an enhanced performance and learning culture within the Department; empower staff through communication, participation, team-building and nurturing innovation and creativity.
  • Oversee performance of the UN Women ICT Department, including its service provision, using appropriate results based performance systems.
  • Manage outsourcing and other vendor contracts, including the components of the UN Women ICT architecture managed by UNDP, to ensure performance levels and cost effectiveness.
  • Provide input to the UN Women administrative business processes mapping and implementation of the internal UN Women ICT Orientation Procedures.
  • Provide input to the implementation of results-oriented annual ICT Work plan.


3. Partnering

  • Within the framework of the ICT strategy, manage the ICT relationship with UNDP.
  • Lead the establishment and maintenance of ICT related partnerships with UN System agencies, funds and programmes and represent UN Women in UN inter-agency fora.
  • Lead the involvement of the ICT Department with other UN Women and UNDP business units for Atlas customization and applications development and support activities.

4. Change Management:

  • Champion change management and re-engineering initiatives within the ICT Department.
  • Support broader change management objectives in UN Women where ICT is a driver or an enabler.


5. System Applications

  • Develop, promulgate, and enforce corporate hardware/software/practice standards.
  • Manage and support system enhancements consistent with the ICT strategy.
  • Manage CO and HQ system applications and their interfaces.
  • Maintain a strong client relationship with the user community.
  • Generate periodic reports on corporate applications.


6. Ensures facilitation of knowledge building and knowledge sharing within UN Women, focusing on achievement of the following results

  • Participation and assistance in the organization of related training for the staff on ICT issues.
  • Sound contributions to knowledge networks and communities of practice


7. Database management and support business intelligence tools and other executive information systems for data analysis and reporting, by following on the following key results

  • Ensure that outsourced and in-house corporate databases and data warehouses facilities conform to suitable technical standards.
  • Support corporate business intelligence tools for data analysis and reporting.
  • Support development and implementation of executive information systems and ensuring they are consistent with the ICT strategy.


8. Client Support

  • Provide advice and assistance to HQ and CO clients.
  • Support and provide technical clearance for ICT initiatives managed by HQ units and SROs.
  • Facilitate public and private sector information partnerships.


9. Knowledge, Office Automation and Learning Services

  • Foster a practice culture within the UN Women ICT Team by promoting knowledge sharing and facilitating networks of ICT focal points in HQ units and SROs.
  • In conjunction with the UN Women Knowledge management group, ensure implementation of knowledge management in UN Women, including provision of ICT support in this regard.
  • Implement office automation in UN Women, including designing the information architecture, business processes and workflows to be supported in line with HQ and field requirements.
  • Provide web technology to provide internal and external users with access to corporate information and learning materials.
  • Coordinate ICT training for staff.


10. Communication Technology & Technology

  • Support Internet, Intranet, e-mail, portal and web services and technology
  • Manage HQ telecommunications network and provision of advice and support for CO Telecommunications systems.
  • Support HQ infrastructure (e.g. LAN, WAN, firewall, etc.).
  • Provide advice on hardware and operating systems to HQ and CO clients.
  • Manage servers and hardware operating on UNIX, Windows NT and Novell Netware.
  • Plan and coordinate cost-effective procurement of information technology.
  • Establishment and enforcement of hardware and software standards.


11. Business Continuity and ICT Security

  • Develop and manage an ICT risk management and security plan.
  • Contribute to the development and management of a UN Women Business Continuity Plan.

Required Skills and Experience

Education:

  • Advanced university degree in information technology, computer science, business administration or other related discipline.


Experience:

  • Over 10 years of progressively responsible experience at least half of which should be in high-level information and communication technology positions in a large international organizations or multi-national corporations in information systems and telecommunications strategic planning and project design, management and implementation to meet business needs and operations.

Technical experience:

  • Expertise and demonstrated application skills in information communications technology, especially of large ERP systems, preferably PeopleSoft or Oracle, and web-based ICT solutions.

Language Requirements:

  • Fluency in English is required.
  • Proficiency in another UN working language is desirable.

Haiti Earthquake Response - ICT Director

Purpose of Position:
To provide leadership in the delivery of Information and Communication Technology (ICT) services and solutions supporting the business and ministry of World Vision Haiti. Ensure that ICT services are provided in the most cost effective manner, fully meeting the operational needs of the National and Relief Offices in alignment with regional and global ICT strategy. Utilise Regional and Global ICT services to leverage economies of scale, converge on a common global ICT architecture, and take advantage of Regional and Global ICT methods and expertise. Leadership

PURPOSE OF POSITION:
Analyze and further develop requirements, design and develop intranet subsites within World Vision's existing intranet site ("wvcentral") in SharePoint platform in support of the needs of People & Culture (global human resources function), its clients and other stakeholders.


(1) DEVELOP REQUIREMENTS - Review current site and requirements. As needed, interface with stakeholders, and analyze and further develop business requirements for website design and development

COST is an inter-governmental system supporting European research networking. In order to accomplish its mission, the European Science Foundation provides administrative and scientific management to COST (European Co-operation in Science and Technology), its Domain Committees and its Actions through the COST Office in Brussels and corporate support services in Strasbourg. This is achieved through a support grant provided to ESF by the European Commission.

ESF seeks a full-time Science Officer (SO) in the Domain of Information and Communications Technologies (ICT) for its COST Office in Brussels.

The Science Officer position will imply the management of the ICT Domain, by catalysing and supporting researchers, Domain Committees and COST Actions, promoting inter-disciplinary research collaboration in a multi-disciplinary environment across Europe and beyond.

Position responsibilities:

  • Developing, implementing and supporting the COST scientific networking funding scheme, and managing approved Actions for
  • the ICT Domain;
  • Liaising with all COST Domains Committee Chairs and other external scientific bodies / networks while providing them administrative and scientific support;
  • Gathering relevant information to promote scientific impact and results of COST Actions in the ICT Domain, in collaboration with the COST Communication and Public Relation team;

IT Financial Systems Support Specialist

World Wildlife Fund (WWF), the global conservation organization, seeks an IT Financial Systems Support Specialist to provide daily technical support for its financial systems which include Oracle Enterprise Business Suite (EBS), Hyperion Planning, and Hyperion Financial Reporting. The Support Specialist will have a strong technical background and work as a team member to maintain financial systems and provide application support to end users of finance and accounting applications.

A bachelor’s degree or equivalent experience in IT and at least two years of DBA experience with Oracle databases is required. Exposure to Oracle 11g, Oracle EBS, Hyperion System 11, OEM for database monitoring, PL/SQL, SQL and database tools such as TOAD and PL/SQL Developer are highly desired. Mobiles for Development data sheet

Mobiles for Development is a research study commissioned by UNICEF to help the organization understand the global mobile telephony landscape as it relates to advancing development, and as an area of significant future opportunities.

Evidence for the report comes from UNICEF operational staff and representatives of mobile operators in 14 countries (Bangladesh, Egypt, Ghana, Iraq, Kosovo, Lao PDR, Malawi, Mongolia, Philippines, Sierra Leone, Sri Lanka, Suriname, Uganda, and Zambia). The report suggests that mobile tools can identify the most deprived children and communities, provide cost effective iinterventions, overcome bottlenecks to services, and enable communities to maximize the impact of available resources.
