Finance Controller

POSITION TITLE: Finance Controller
COUNTRY PROGRAM: Liberia
RESPONSIBLE TO: Country Director
STATUS: Full Time
SUPERVISORY CAPACITY: National Finance Staff

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

Founded in 1979, American Refugee Committee (ARC) is an international non-profit, non-sectarian organization that has provided health care, humanitarian aid and training to millions of refugees and displaced people over the past 27 years. Today ARC works in nine countries around the world helping victims of civil conflict and natural disasters rebuild their lives. ARC programs provide primary and comprehensive reproductive health care, water and sanitation, shelter repair, legal aid, trauma counseling, micro-credit, community development services, employment training and repatriation assistance to nearly one million people annually.

ARC International has been working in Liberia since 2003. ARC has provided life supporting and self-reliance assistance in the following sectors: GBV, protection, camp management, economic empowerment and behavior change. ARC International is also currently responding to the refugee crisis in Nimba County and in that respect is starting new programming to assist refugees and host communities.

PRIMARY PURPOSE OF THE POSITION

Responsible for oversight of all financial activities, budgets and reports for the ARC Liberia program. This position is based in Monrovia.

MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES

Financial Management 40%
• Manage day-to-day accounting functions including regular cash verification, bank and balance sheet accounts reconciliations, monthly closing, timely submission of financial report to headquarters (HQ), donors etc.
• Complete monthly balance sheet and intercompany reviews and reconciliations.
• Promptly respond to HQ finance queries including Intercompany charges.
• Update the financial compliance dashboard monthly, note and address any significant variances.
• Monitor grant spending through production of monthly Budget Versus Actual (BVA) analysis and ensure program teams explain significant variances and propose corrective measures.

Reporting and Budgeting 20%
• Monthly closing, timely submission of financial reports to ARC HQ, donors, etc.
• Ensure on-time monthly submission to ARC HQ.
• Prepare timely budgets, cash requests and accounting reports.
• Monitor grant spending and projections.
• Assist in preparation of budgets for all proposals, including accurate support of budget narratives.
• Support program teams to accurately realign budgets whenever necessary.
• Provide regular and timely budget reports and analysis to the Country Director and field program managers.
• In coordination with HQ, lead the production of ARC Liberia annual budgets.
• Support the Country Director to produce and update donor matrixes.
• Liaise with donors on finance and budget issues as required.

Staff Management 15%
• Supervise finance staff. This includes ensuring they are properly trained and know what performance expectations are.
• Carryout staff appraisals for finance staff.
• Organize and lead orientation and training session related to finance.
• Travel to the field as required ensuring systems are properly followed.

Audit and Internal Control 15%
• Implement and administer ARC systems for internal control, compliance, and accounting data processing and financial reporting functions in accordance with donor regulations.
• Develop internal audit function and perform internal audit and reviews to ensure compliance with ARC and donor requirements.

Other 10%
• Maintain up-to-date, accurate accounting system, including: computer data entry and paper file system.
• Ensure local taxation law requirements are fully complied with.
• Other appropriate duties as assigned by the Country Director or HQ CFO.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

• 3-5 years overseas experience in finance/management for an international NGO, preferably in programs in complex emergency or post-conflict settings. Minimum 2 years of supervisory experience.
• Experience in multi-cultural and multi-level programs.
• Bachelors degree required in Finance, Accounting, or related field; advanced degree preferred.
• Experience with international donors and grant requirements.
• Strong computer skills in Microsoft software products: Excel, Word, outlook etc and accounting software. Serenic or Sun experience strongly preferred.
• Prior training experience desired.
• Excellent written and oral communications skills as well as leadership skills.
• Sense of humor and good interpersonal skills.
• Fluency in English required.

COUNTRY PROGRAM: Somalia (based in Somalia & Minneapolis)
RESPONSIBLE TO: Director of Program Development
STATUS: Full-Time

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

American Refugee Committee’s (ARC’s) program in Somalia is dynamic in that it works closely through partnerships (particularly implementing organizations in Somalia as well as the Somali Diaspora particularly in and around Minneapolis) and is not managed remotely from an office in neighboring Kenya.

PRIMARY PURPOSE OF THE POSITION

This incumbent will be expected to hold the attributes necessary to be an effective representative, liaison person and eventually full-fledged director of ARC-Somalia. They will need to have the flexibility to prioritize and change to the needs of a country start-up.

Most importantly, they will be expected to navigate the very complex relationships and competing interests to create an effective working space in which ARC activities can take place and grow. For this reason, emphasis will be placed on the candidate’s prior contextual understanding; knowledge about the humanitarian sector will be provided as part of an extended orientation.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES

Community Liaison
Liaise and build relationships between ARC, donors, Diaspora groups and other stakeholders.
Direct fundraising activities under supervision of ARC/HQ.
Actively engage with media and other stakeholders in conjunction with the Program Development unit.

Program Development
Assess current and potential needs of refugee and other vulnerable populations in the program areas of income generation, primary health care and other sectors as appropriate.
Design new community-based initiatives that respond to the evolving needs of the beneficiary population.
Identify new programs and operations in Somalia and the region, prepare assessment missions and reports and develop new projects as need and resources dictate.
Develop new proposals and seek funding support from relevant donors and follow-up on proposals as required.
Represent ARC with donors, the host government, international and national organizations.
Liaise and promote cooperation with other agencies and governmental entities.
Participate in inter-agency and governmental meetings as required.

Program Management
Oversee all aspects of the programs including:
Addressing current needs of the refugee and returnee populations.
Assessing future requirements and opportunities which would help refugees and displaced populations return home, and developing plans for current and potential programs, assuring effective coordination of all parties involved.
Make program modifications and/or additions as appropriate.
Ensure proper monitoring and evaluation of program activities.
Coordinate all aspects of programming with other ARC programs and initiatives as appropriate.

Administration
Liaison with headquarters and ensure headquarters policies and plans are carried out.
Maintain frequent and positive communications with headquarters.
Monitor the security situation and dictate security protocols and procedures Communicate and oversee the establishment and implementation of program objectives, activities, evaluations, and assessments.
Ensure proper maintenance of procurement and inventory systems consistent with donor and ARC policies and guidelines.
Monitor and ensure that all administrative procedures are observed.

Human Resource Management
Select, orient and supervise all staff at the country level.
Ensure staff are properly trained and performance expectations are clear Maintain personnel files and ensure policies are up to date.
Conduct performance assessments and provide coaching and feedback timely and appropriately.

Financial Management
Monitor all financial expenditures including accounts payable, petty cash, wire transfers, etc.
Ensure all fiscal controls and funder-required policy controls are carried out Prepare and forecast budgets and funding needs for upcoming year.
Oversee cash management and recordkeeping in accordance with donor regulations.
Ensure financial reports are submitted in a timely manner.
Prepare and submit activity reports to donors as well as monthly updates to headquarters.

Any other duties assigned.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

University degree in a relevant field; advanced degree preferred.
Minimum 7 years of related experience working in programs in complex emergency or post-conflict settings with management and supervisory responsibilities in program administration at senior management level required.
Extensive knowledge of Somalia and in particular its socio-political context with a unshakeable commitment to humanitarian principles.
Excellent abilities to analyze, report, present and negotiate with key stakeholders.
Excellent organizational, administrative and management skills.
Advanced English required and Somali language abilities; readiness to travel and work in Somalia.
