Economist

The State of Kuwait in coordiantion with UNDP strives to enhance institutional effeciency in the Supreme Council for Planning and Development especially in improving performance and coping with analatical approaches needed to fulfill tasks. In this context, the SCPD intends to recruite an expert in Economics to assist the office of H.E Deputy Prime Minister for Economic Affairs in the relevant tasks.

Expected Outputs:

  • Monthly progress report approved by the benificiary.
  • Detailed status report on the economic R&D section at the office of H.E Deputy Prime Minister for Economic Affairs.
  • Final report with recommendatios for future action.

Duties and Responsibilities

  • Provide technical consultancy as requested by the benefetiary in better setting of the organizational structure of the office of H.E Deputy Prime Minister for Economic Affairs.
  • Representing H.E Deputy Prime Minister for Economic Affairsbefore international before relevant organizations.
  • Prepare mechanisms for follow up with agreements and contracts made by the office of H.E Deputy Prime Minister for Economic Affairs with other consulting firms.
  • Act as focal point with other regulatory agencies.
  • Render technical enhancement for the work of the economics unit at the office of H.E Deputy Prime Minister for Economic Affairs.
  • Make recommendations on executable proposals for the long-term targets related to issues of economic policies and issues.
  • Provide technical advice with supporting policies to achieve targets.
  • Evaluate relevant research done in the region and Kuwait and make recommendations for ulitization for better sustainable development, especially those referring to State budget.
  • Prepare mechanisms for implementation of mega projects in Kuwait.
  • Execute the requirements of the developmental targets in Kuwait.

Economist

Rural Economic Development Manager

PURPOSE OF POSITION
To provide overall representation and management of the Rural Economic Development Program funded by the GoA, government, bilateral and multilateral donors, foundations , corporations and World Vision.

KEY RESPONSIBILITIES

    • Overall representation, coordination, technical and financial management for all aspects of the Agricultural Development and Microfinance Program to include access to financial services and agricultural inputs for farmers and other agribusiness enterprises, production and productivity, development of selected value chains, improved processing practices and improved marketing strategies in the central highlands of Angola.
    • Overall representation, coordination, technical and financial management for all aspects of the Artisanal Fishing Program at sites along the coast line of Angola to include access to financial services and fishing inputs for artisanal fishing communities for improved catch, improved processing practices and improved marketing strategies.
    • Manage and develop programs for adult education, capacity building, professional qualification and microenterprise development for women young people and vulnerable groups in rural areas.
    • Provide effective grant and financial management and ensure that program objectives and performance indicators are achieved as specified in the grant document.
    • Ensure close coordination, excellent relationships and a “coaching and monitoring relationship” with private sector, local NGOs, partners in the Ministry of Agriculture and Rural Development and Ministry of Fisheries.
    • Ensure excellent relationships with donors, visitors and other interested bodies.
    • Work in close cooperation with the Director for Operations for WVA, advise in the identification of priorities for future interventions in the area of economic development and assist in the preparation of funding proposals to donors as requested.
    • Manage a team of international and national staff under direct and indirect control capable of implementing the program and supervise senior staff in a “coaching and monitoring relationship”.
    • Prepare progress reports (against a detailed implementation plan) and quarterly technical reports (as specified in grant documents) and submit them in a timely manner.
    • Ensure that World Vision International policies, administrative and financial systems and regulations are strictly adhered to.

KNOWLEDGE, SKILLS AND ABILITIES
REQUIRED:
    • Must have a minimum of a Masters degree in the area of enterprise development or rural business development.
    • Must have at least ten years experience in the implementation of rural economic development programs, preferably in Africa (as described above).
    • Must have at least 5 years experience in the operational management of microfinance programs.
    • Experience of training and capacity building programs in the areas of agri-business, value chain analysis, access to markets and professional qualification is highly desirable.
    • Must have a proven record of good employee relations and leadership capacity, good communication skills and an ability to effectively motivate others.
    • Requires ability to communicate effectively, market the program to donors and partners, write well and express technical and socio-economic impact.
    • Must have the ability to prioritize situations of responsibility.
    • Must be familiar with computer software programs; WORD, Lotus Notes, Powerpoint and EXCEL.
    • Knowledge of and commitment to World Vision, its mission, ministries and systems of operation

    Job summary

    Reporting to the Head of the International Trade and Regional Co-operation Section, the Economic Adviser will conduct the monitoring and analysis of trade developments, formulate advice and recommendations for member governments and design and implement Commonwealth trade programmes, activities and initiatives.

    Task description

    The post holder will:

    • Monitor, analyse and report on those WTO negotiations, decision making processes and other developments in the multilateral trading system that are particularly relevant to Commonwealth LDCs, small states and other developing country members;
    • Work with and provide advice to member governments and regional organisations on strategies, and programmes for the more effective and beneficial participation of LDCs, small economies and other vulnerable Commonwealth States in the global trading system
    • Collaborate in the implementation of Commonwealth Secretariat Programmes for the fuller participation in trade and trade policy making of vulnerable groups in particular women. Also support the Secretariat’s campaign for the mainstreaming of gender concerns in trade policy making and management.
    • Prepare and, or as required, contribute to the preparation and delivery of written and oral reports, papers and briefings; and prepare and contribute to speeches and briefs for Managers; and
    • Undertake research on designated trade policy issues and assist in the production of high quality proposals, briefs, studies etc that; enhance the understanding of Commonwealth developing countries interests and concerns in the multilateral trading system;
    • Coordinate and assist in preparations for and servicing of meetings, workshops and seminars organised by the Economic Affairs Division by assisting with the preparation of documentation and reports and assisting with the logistical aspects.
    • Assist in the selection and contracting of external research and technical assistance experts, including the Geneva-based Commonwealth Secretariat Trade Advisor, and monitor, evaluate, vet and edit their work.
    • Represent the Section and organisation at internal and external meetings, conferences, seminars and workshops as and when required;
    • Perform any other relevant duties as may be required from time to time by the Head of Section or the Director.
