Regional Director, ITU Regional Office for the Arab States

Organ:
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union (the Union has three functional sectors: Standardization, Radiocommunication and Development) which deals mainly with development policies, strategies, programming, as well as technical cooperation activities (expert missions, training programmes, field projects, seminars, etc.).
Organization Unit:
Within the Telecommunication Development Bureau (BDT) of ITU, under the supervision of the Deputy to the Director, and in close collaboration with the other Departments of BDT, the Regional and Area Offices are responsible for proposing the operational policy and strategy of telecommunication development activities in their respective regions, coordinating with countries of the region to prioritize requirements, proposing inputs for the preparation of the operational plan based on these prioritized regional requirements, as well as coordinating and implementing technical cooperation activities in their respective regions, be they in the framework of projects, regional initiatives, or follow-up of World Telecommunication Development Conferences.
Duties / Responsibilities
Under the administrative direction of the Director of the Telecommunication Development Bureau (BDT) and the supervision of the Deputy to the Director, the incumbent serves as the Regional Director, ITU Regional Office for the Arab States, and is responsible for planning, organizing and directing the work of the Regional Office and associated area offices. To this end the incumbent:
  • Identifies the strategies, procedures and priorities in the context of the requirements of the region.
  • Studies and assesses the development needs of the region and formulates general programmes for the enhancement of its networks and services.
  • Organizes the collection, circulation and exchange of information on matters pertaining to development of telecommunications and their rational use, and the activities of ITU in these fields.
  • Directs the preparation and submission of ITU proposals for consideration by governments, telecommunication agencies and funding entities.
  • Develops a mechanism to increase the effective development and use of human
    resources of the region.
  • Approves and signs, on behalf of the ITU, project documents and revisions when
    their budget does not exceed US$ 150,000.
  • Organizes resource mobilization activities in the region in order to secure funding of projects.
  • Organizes and participates in meetings or seminars.
  • Is responsible for the overall implementation of the decisions/recommendations of World and Regional Development Conferences, in particular the BDT telecommunication development programmes in the region.
  • Provides the relevant authorities of the region with all relevant information on the organization of global/regional meetings and conferences.
  • Acts as the principal ITU representative vis-à-vis Governments, telecommunication organizations, development banks, regional organizations and other stakeholders in the region, develops and maintains close relationship with these entities at the highest level and ensures that any agreements entered into by the ITU with these organizations are implemented as well as with the UN Resident Coordinators and other Agencies Representatives in the Arab States.
  • Directs, monitors, supervises and evaluates the work of the ITU staff assigned to the Regional Office and Heads of Area offices in the region and the work of experts assigned to field activities.
  • Coordinates those activities concerning the region that may be referred to him/her by the other Bureaux of the Union.
  • Provides and reviews inputs from the region to reports for ITU conferences and meetings, especially Council meetings, Regional and World Development Conferences as well as Plenipotentiary Conferences.
  • Performs any other task in his/her field of competence that may be assigned to him/her by the Director of the BDT and the Secretary-General, as applicable.
  • Qualifications required
    Education:
  • Advanced university degree in business or public administration/management, international
    development, economics or telecommunications or related field OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields.
    For internal candidates, a first university degree in one of the fields above in combination with twenty years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
  • Experience:
  • At least 15 years of progressively responsible experience of which no less than 5 years at a senior management level and which includes managing development programs or related work in a telecommunication/ICT Administration/organization/regulator or recognized agency. The experience should also include 7 years at the international level. Managerial experience in administration, finance, human resources management and resource mobilization is required. A Doctorate in a related field can be considered as a substitute for three years of working experience.
  • Languages:
  • Excellent knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) and very good knowledge of a second official language. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
  • Competencies:
  • Capacity to comprehend and clearly articulate telecommunication and ICT development needs, having carefully considered socio-economic and other pertinent regional factors. Ability to plan strategically, direct and operate within a results-based management framework and quality management concepts.
  • Ability to translate strategy into action and achieve positive results. Ability to identify clients' needs, propose appropriate solutions, build strong relationships with clients, donors and representatives, focusing on impact and results for the client and responding positively to feedback.

Excellent interpersonal skills, able to establish and maintain effective partnerships and working relations with officials at the highest level, including host government representatives and colleagues, in a multi-cultural, multi-ethnic environment.
  • Strong management skills and excellent leadership with a proven record of building and managing teams and creating an enabling work environment, including the ability to effectively lead, develop, mentor, coach and evaluate staff.
  • Ability to take initiatives, aptitude for setting strategic orientations and priorities, planning and coaching a team to maximize production and achieve set objectives.
  • Ability to communicate orally and in writing with the decisions makers on complex/sensitive issues; ability to draft precise and complete analytical reports, project proposals documents, projects evaluation.

    Consultant for Evaluation of Post-trafficking Return, Recovery and Reintegration Projects

    This evaluation intends to inform the Vietnamese government’s protection efforts under the National Plan of Action on Counter-trafficking by assessing the programme of existing return, recovery and reintegration projects undertaken by the Government of Vietnam in partnership with IOM.

    The main objective of the evaluation is to assess to the extent to which the services under the programme constitute a viable model for meeting the needs of victims of trafficking.

    IOM Vietnam seeks an international consultant for the evaluation team with the following qualifications :

    o At least seven years’ experience in the monitoring and evaluation of anti-trafficking programmes or a similar field;
    o At least five years’ experience working on the return, recovery and reintegration of trafficked persons;
    o Experience as team leader of complex evaluations;
    o Experience with gender analysis in evaluations;
    o Excellent written and spoken English and presentational capacities;
    o Excellent report writing skills;
    o Demonstrated ability to deliver quality results within strict deadlines;
    o Localisation in Vietnam or the region an advantage;
    o Knowledge and understanding of the Vietnamese trafficking context (strongly preferred);

    Established in 1951, IOM is the leading inter-governmental organization in the field of

    General Functions:
    Under the overall supervision of the RSC Manager and direct supervision of the RSC
    Deputy Manager, the successful candidate will be based in Damak and will be responsible
    in managing the day-to-day RSC processing activities.


    In particular he/she will:
    1. Provide daily management and supervise RSC case processing activities.
    2. Oversee staff performance to ensure efficiency, high quality work and accurate
    completion of activities.
    3. Respond to inquiries from and provide guidance and feedback to staff under supervision
    in accordance with Worldwide Refugee Processing System (WRAPS), Citizenship and
    Immigration Services (CIS,) Population, Refugees and Migration (PRM) and RSC
    guidelines.
    4. Ensure correct input of RSC records into the WRAPS database.
    5. Handle urgent and sensitive cases directly and ensure efficient processing.
    6. Use reports to monitor pipeline and take appropriate action to tackle any existing
    backlog.
    7. Follow-up with Refugee Processing Center (RPC) as needed.
    8. Follow-up with United Nations High Commissioner for Refugees (UNHCR) on cases
    deferred for further clarification, long-standing cases on hold, or inactive/withdrawn
    applications as needed.
    9. Coordinate relevant statistics of workflow under direct supervision for the purpose of
    generating weekly activity and other reports for management consideration.
    10. Update staff under direct supervision of changes in workflow and/or procedures and
    provide additional training as required.
    11. Represent RSC Damak at meetings and prepare briefings, trainings, background
    information and unit updates (as needed.)
    12. Assist with interviewing and selecting new staff under direct supervision. Maintain leave
    schedule of staff under supervision and duly sign their leave requests.
    13. Alert the RSC Deputy Manager of any non-compliance of staff under direct supervision
    as well as areas of concern and suggest possible improvements in order to properly
    support the overall development of RSC Damak.
    14. Report regularly to RSC Deputy Manager and RSC Manager on relevant activities,
    problems and solutions.
    15. Maintain and ensure confidentiality of all RSC matters.
    16. Perform such other duties as may be assigned.

    Desirable Qualifications:
    Education and Experience
    a) Completed university degree from an accredited academic institution, preferably in
    Social Science, International Relations, Regional Studies/ related discipline, or an equivalent
    combination of training and experience; b) two years of experience in the United States
    Refugee Admissions Programme (USRAP,) particularly Resettlement Support Center
    activities.
    Competencies

    Program Officer-Global Rapid Response Team

    ERP Coordinator

    Background

    ICIMOD is a regional knowledge development and learning centre serving the eight regional member countries of the Hindu Kush-Himalayas – Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan. We're working to develop an economically and environmentally sound mountain ecosystem to improve the living standards of mountain populations -– now, and for the future. In line with its new Strategic Framework, ICIMOD is strengthening its capacity to develop new approaches to meet the growing challenges in the region posed by climate change and globalisation.

    ICIMOD is engaged in implementing and transforming MS Dynamics NAV (Navision) into a fully functional ERP (enterprise resource planning) platform. In order to coordinate this process, ICIMOD is looking for a senior level candidate with a sound knowledge of the Navision system and ERP implementation. This position is based at the Centre’s headquarters in Kathmandu, Nepal.


    Responsibilities and tasks

    Under the direct supervision of the Director, Administration and Finance, in close coordination with the ICT Specialist, and in consultation with other programme/division staff at the Centre, the ERP Coordinator shall perform the following.

    • Coordinate and be responsible for the implementation of the ERP system MS Dynamics Navision at ICIMOD, including enhancement of already implemented modules.
    • Conduct business process and gap analysis
    • Configure and administer the ERP system including creating user accounts; assigning privileges, permissions, and access control roles; and periodic backup and system setup
    • Work in close coordination with the team of consultants for the development and implementation of the ERP System.
    • Coordinate and interact with the non-finance functions within the organisation for identification of evolving information needs and for on the job training as and when required
    • Act as the ERP focal person for the organisation, including day-to-day operational support to the users, and organisation of training and capacity building programmes for both finance and non finance functions
    • Ensure compliance of IT policies and procedures (security, backup, access control, documentation, active directory, disaster recovery, etc) in ERP implementation. Work in close coordination with the IT team and liaise with the IT auditor on matters related to the ERP.

    Minimum Qualifications
    - Master’s degree in IT or related field required.
    - Additional qualification in accounting/financial/management/business administration will be an asset
    - Minimum two years of extensive experience in ERP implementation, including both technical and functional aspects of MS Dynamics Navision
    - Fully conversant with the fundamentals of relational database management systems (RDBMS) and familiar with MS SQL Server
    - Demonstrated experience of programming in ASP.Net and C/AL
    - Some experience in accounting systems and financial management and planning and monitoring tools will be of added value.

    Senior Program Managers - Health Section

    AusAID Jakarta's Health Section is seeking applications for Senior Program Manager HIV and Communicable Diseases (1 position)and Senior Policy Officer-Health (1 position). Under the Australia – Indonesia Partnership, the primary task of these positions is to ensure the design and delivery of quality aid programs, particularly in the health portfolio.     Executive Secretary

    Background:

    Ashoka’s roll-out plan in Egypt and the Arab world has built on the methodology we have developed and refined while launching 70 other countries, including the Arab World Regional Office in 2003.

    Reports to:
    Operation Manager (OM) and Regional Director (RD)

    Office hours:
    9 am to 5 pm (unless assigned to stay later fulfilling work requirements).

    Working days:
    Five working days from Sunday to Thursday where Friday and Saturday are off (unless assigned to attend on weekends fulfilling work requirements).

    Responsibilities:
    The Executive Secretary provides continuous support to the Regional Director and the Operations Manager to ensure the smooth operations and logistics for the office. This post calls for flexibility, excellent interpersonal and communication skills, admin skill, and the ability to work well with all levels of internal management and staff, as well as outside partners.

    This post requires multitasking ability to deliver on the following (not exclusive) tasks:

    RD’s support:

    • Work with the Executive Assistant of RD to schedule Regional Director’s appointments and meetings inside and outside the office, in coordination with the Executive Secretary of ADEW

    • Administer internal and external office correspondence

    • Support the RD’s Executive Assistant to organize and keep up to date the RD’s files

    Office Administration:
    • Create and maintain a comprehensive filing system for Ashoka Arab World Office

    • Administer personnel files for staff under the supervision of the financial and admin manager

    • Follow up on all administrative tasks requested by RD or OM

    • Assist OM in finding candidates for job openings at Ashoka Arab World office.

    • Follow up on employees leave balances and absences and time sheets

    • Follow up on printing marketing material with advertising agencies and printing houses in coordination with Financial Manger

    • Arrange medical insurance coverage for all staff in coordination with FAM

    • Coordinate maintenance (cleaning services and repair) of the office

    Travels Organization:

    • Booking tickets for staff and fellows

    • Arranging itineraries and internal transportation

    • Reserving hotels’ accommodation (choosing from minimum three different quotations) for events retreats for staff and fellows.

    • Assist relevant staff members in organizing events (induction, panel, iftar Ramadan…etc.)

    • Preparing publications and document packages accompanying traveling staff members (in coordination with the RD’s Executive Assistant)

    • Arranging appointments’ schedule for traveling staff members abroad

    Deliverables: (within 3 month probation period)

    • Create a comprehensive filing system for Ashoka Arab World Office with a master key file and a cross reference system (under the supervision of Operations Manager)

    • Create inventory registry for stationary, publications and equipment

    • Administer the repairs needed at office premise

    • Execute tasks assigned by the Regional Director and Operations manager

    • Complete and update personnel files with Financial and Administration Manager

    • Develop office monthly appointments, deadlines and events

    • Organize upcoming travels for Ashoka Arab World staff within the probation period.

    Qualifications:

    Education:

    Previous experience:

    Regional pool of gender and climate change experts

    The Global Gender and Climate Alliance (GGCA) is a global network of organizations working to ensure that climate change policies, decision-making, and initiatives at the national, regional and global levels incorporate gender dimensions.
    Since the launch of the GGCA in 2007 by the United Nations Development Programme (UNDP), the United Nations Environmental Program (UNEP), the International Union for Conservation of Nature (IUCN), and the Women Environmental Development Organization (WEDO), governments and institutions from all regions have requested assistance in applying a gender approach to climate change initiatives. This is partly the result of the worldwide training of trainers and orientation sessions for negotiators that have taken place with GGCA support, as well as successful awareness raising and gender mainstreaming efforts around climate change processes.
    In 2011-2012, with funding from the Governments of Finland and Denmark, the GGCA will build upon the successful capacity development activities undertaken in 2009-2010 to expand its regional pools of experts on gender and climate change. The overall intention is to develop a broad range of experts who can be called upon to provide macro and sectoral support to specific government policy and programme development processes, including mainstreaming gender into National Adaptation Programmes of Action (NAPAs) and in project proposals under climate change finance mechanisms. The experts will also participate in GGCA training and awareness-raising activities from national to international levels.

    Duties and Responsibilities

    UNDP, on behalf of the Global Gender and Climate Alliance, is seeking candidates to be considered for inclusion in regional pools of experts for Africa and Asia-Pacific. Candidates should have an in-depth knowledge of gender climate change issues AND related national government planning processes in one or more countries of Africa and Asia-Pacific.
    Key climate affected sectors for which gender expertise is sought include agriculture and food security, forestry and natural resource management, water, energy access, health, disaster risk reduction, infrastructure and transport.
    Selected candidates will participate in one of two regional-based capacity development planning and training workshops on gender and climate change to be held in May/June 2011. Travel to the workshop and daily subsistence allowance will be covered by UNDP, as well as possible further follow-up activities at the national level.
    Experts may be commissioned as resource persons to integrate social and gender considerations in national and global climate change policies and programmes;
    • Mainstream gender into proposals for funding from climate change finance mechanisms;
    • Participate in GGCA training and awareness-raising activities at national and or international levels;
    • Develop gender and climate change knowledge products for use by policy-makers and practitioners in developing countries and by GGCA partners.
    The selection process for the pool of experts will be conducted by a joint selection committee composed of UNDP and UNEP staff. Any subsequent contracting for selected participants for specific assignments related to regional or country level policy advisory services and capacity development activities on the gender dimensions of climate change, will be done by UNDP, UNEP, or partnering agencies for which candidates will be notified in advance and separately. This TOR will be randomly re-advertised to update the pool of expertise with new candidates.

    UN Women: Chief - Asia Pacific and Arab States Region

    Background

    The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. It also requires developing mutually reinforcing partnerships with relevant Member States' Permanent Missions to the United Nations, with colleagues in UN organizations, and with bilateral and non-traditional donors in order to promote inter-agency partnerships, support for UN reform, and mobilization of visibility and resources to advance gender equality and women's empowerment.

    • Advise UN WOMEN Executive Director on regional policy matters.     Function 2: Support to Sub-Regional Offices

    • Support, monitor and assure quality control in the formulation of high quality, results-based, rights-based and relevant country programmes and projects and oversee the appraisal and approval of UN WOMEN programmes in line with corporate guidelines and consistency with corporate policies and strategies.
    • Ensure that the Geographic Section has the human resources and systems necessary to respond to SROs requests for assistance effectively and efficiently, especially in areas relating to programme and project design and management and human resources.
    • Ensure that SROs and Country Programme Offices have the human and financial resources and capacities needed to enable them to deliver on their commitments to support countries to advance gender equality and to participate effectively as a member of the UN Country Team.

    Function 3: Programme guidance, management and oversight

    • Provide strategic guidance, substantive/ technical leadership and support to the Directors of UN WOMEN APAS's five sub-regional offices (SRO), in implementing and managing to enable them to deliver agreed results.
    • Monitor mutually agreed results frameworks and performance indicators to measure SRO capacity and performance to ensure progress, timely support and proactive oversight.
    • Use corporate monitoring and oversight tools such as the Balanced Score Card, Atlas Snapshot and Dashboard, Global Staff Surveys, audits, evaluation and other corporate reports to identify areas which need improvement.
    • Work with relevant UN WOMEN units to identify and disseminate best programme and management practices.
    • Manage the allocation of funds to sub-regions and countries, and assure the proper utilization of resources approved and allocated to regional programmes and projects managed by the Geographic Section.
    • Oversee the development and implementation of strategic evaluation plans, ensure that management responses to all evaluations are completed and followed up, and that learning from evaluations is fed back into UN WOMEN initiatives and operations.

    Function 4: Advocacy and support to UN coordination, joint programming and reform

    • Advocate on behalf of UN WOMEN and its mandate to help raise awareness and stimulate action to advance women's human rights and form strategic partnerships with government/UN missions, NGOs, academia, media and the private sector. In association with Bureau of Inter-Governmental Support and Partnerships liaise with donor agencies to mobilize resources at the HQ level for the region. Provide and coordinate support to SROs for their fundraising efforts.
    • Forge strategic partnerships with other UN system agencies at HQ to promote gender equality and women's advancement through joint projects and interagency efforts. Participate in and follow up on Regional Director Team (RDT) initiatives to support joint offices, providing technical support and guidance to SROs on joint programming and joint office management.
    • Represent UN WOMEN at interagency, intergovernmental, international, regional and national conferences and meetings and advocate UN WOMEN's policy and initiatives in advancing gender empowerment.
    • Manage the process of collecting and disseminating lessons learned on gender equality and women's empowerment strategies and approaches for partners, including the UN system, and contribute to UN WOMEN's knowledge management efforts.

    Function 5: Office capacity and performance

    • Establish a mutually agreed results framework and performance indicators and targets to effectively measure SRO capacity, in line with UN WOMEN's accountability frameworks.
    • Lead efforts to increase staff capacity in the region in Results Based Management and Results Based Budgeting including systems and quality assurance in implementing results based, rights based programming and budgets.
    • Ensure that the Geographic Region has access to the resources it requires to undertake its responsibilities, and accounts for their use in line with UN WOMEN's rules and regulations.

    Head of UN RC Unit

    Timor-Leste is in a critical transition phase after the crisis of April 2006, with the country phasing out of humanitarian assistance to the affected populations and strengthening ongoing programmes for recovery and longer-term development.

    The UNCT is made up of 18 UN agencies, including the International Financial Institutions. In addition, a strong coordination network has existed with NGO partners throughout the humanitarian assistance, and it is envisaged to maintain it the post-humanitarian phase.

    The incumbent will assist the Deputy Special Representative of the Secretary-General (DSRSG) / UN Resident and Humanitarian Coordinator (RC/HC) and the clusters and working groups to ensure a coordinated approach in the recovery phase, after the phase-out of OCHA in December 2008. The Resident Coordinator Unit?s portfolio will encompass both development and recovery coordination support. The Unit is responsible for facilitating a range of development and recovery-related planning and coordination processes. It works closely with the humanitarian section of UNMIT to ensure effective coordination (and transition) between political, humanitarian and development activities. It represents the UNCT in various fora feeding back key issues of concern from various stakeholder groups to UNCT members and to the IASC.

    Within the context of the UN Integrated Mission in Timor-Leste, and under the leadership of the DSRSG/RC/HC, the Head of the RC Unit will also provide timely and substantive coordination support to the implementation of the UNDAF for Timor-Leste, including development and recovery activities, as well as joint planning efforts of the UN Country Team (UNCT).

    The RC Unit consists of 4 staff: the Head of Unit (P4), a National Officer (NOA), a Coordination officer (L3), and an Information Officer (L2).     • Support and coordinate continuous identification, analysis, and priority setting for recovery and development needs in order to facilitate an appropriate and coherent programmatic response by UNMIT and the UN agencies within a peace building context.
    • Advise the DSRSG/RC/HC on the planning and management of UN system coordination for post-conflict recovery at the country level, and facilitate the necessary preparatory and follow-up work.

    The Office of Human Resources (OHR)/ Learning Resources Centre (LRC) of the Bureau of Management (BOM), have been charged with the practices implementation function and the provision of tools, instruments and learning options to strengthen our knowledge based organization so it is consistently recognized for excellence in development advocacy, advisory services and capacity building.
    Under the guidance and direct supervision of the Chief, the Learning Associate ensures effective and efficient coordination of the Leadership Development and Management Skills Programme (LDMSP) for UNDP Senior Managers.     The Learning Associate will be the focal point for the design and development of the new LRC website on SharePoint and support events organized by the LRC.     Duties and Responsibilities

    Project Manager, Rule of Law and Access to Justice, Governance Programme UNDP-Iraq

    UNDP Iraq is one of the organizations that constitutes the UN Country Team, and participates in the eight sectors that form the UN Sector approach established to ensure integrated strategic planning by the UN Country Team. UNDP heads the sector on Governance under the UN Development Assistance Framework (2011-2014).

    Under the authority of the Resident Representative, the Country Director, the Deputy Country Director-Programme and the Governance Cluster Manager;

    Under the overall supervision of the Governance Cluster Manager and direct supervision of the Rule of Law and Human Rights Programme Advisor.

    The Project Manager works in close collaboration with the Country Office, particularly with the other governance team members, as well as operations and programme staff as required for implementing the Rule of Law, Human Rights, Access to Justice and other related projects (‘The Projects”), as assigned. The Project Manager ensures that the implementation of the Projects is consistent with UNDP rules and regulations and will focus on the following areas:

    1. Implementation of The Projects, as assigned, focusing on achievement of the following results:

    • Work with the Country Office in the implementation and monitoring of The Projects, ensuring participation and coordination with relevant CO units and making use of available information on donors’ priorities for Iraq.
    • Work with other UN agencies and Iraqi counterparts to manage the multidisciplinary Projects. Identify Iraqi and international executing and implementing agencies or competitively selected contractors to implement, monitor and evaluate projects/programmes.
    • Work with the UNDP CO to ensure that the projects supporting Rule of Law, Human Rights and Access to Justice in Iraq incorporate both Iraqi and international legal and regulatory best practices and principles, with an eye towards ensuring adherence to international principles of integrity.
    • Play the lead role in providing the vision for the establishment and ongoing implementation of The Projects through developing work plans, objectives, and plans for monitoring and evaluation of the process, and resolving all challenges that arise in the process.
    • Identify risks and challenges to the ongoing operations of The Projects and provide advice to the Programme Advisor on mitigation strategies.
    • Manage day to day administrative matters for The Projects under the direction of the Programme Advisor and with support from Governance administrative staff.
    • Manage performance of consultants and specialist advisers.
    • Preparation of project implementation activities and selection of implementing partners such as government institutions, service providers, and NGOs. Managing calls for bids and for proposals and selection of implementing partners within the UNDP contractual framework for project activity implementation. Design the scope of works and TORs for the bids and call for proposals.
    • Advise the Programme Advisor and the Governance Cluster Manager on progress and, where relevant, additional needs in relation to the project implementation and follow up activities.
    2. Overall management of The Projects, focusing on the following actions and achievement of the following results:
    • Monitor the overall progress and performance of The Projects by ensuring proper planning, benchmarking and target setting (substantively and financially).
    • Provision of high quality analysis and substantive inputs to the development and management of the Projects, in close cooperation with UN agencies and Iraqi counterparts.
    • Preparation of work plans, monitoring, and reporting on project achievements.

    • Promote and explain the UNDP projects and support the UNDP Resident Representative in his/her interactions with donors.
