Consultancy: Revision of the Model Development Agreement for Tanzania

Background

The Commonwealth Secretariat through the Economic and Legal Section “ELS” of the Special Advisory Services Division (SASD) is assisting the Government of the United Republic of Tanzania “the Government” to review and revise existing agreements commonly used in the mining sector.

  5. Accept any directives from ELS on the legislative policy which underlies the drafting and preparation of a Model Development Agreement;
  6. Effect revisions to any of the consultant reports, documents, drafts of the Model Development Agreement and Explanatory Memorandum, in light of views and comments expressed by ELS and the Government;
  7. Travel to the Commonwealth Secretariat headquarters in London to participate in consultative meetings with ELS and if necessary, travel to Tanzania, as part of an ELS team to advise on the Model Development Agreement;
  8. Prepare and deliver the final draft of the Model Development Agreement and Explanatory Memorandum together with any other documents related thereto that the Consultant may deem necessary, to the satisfaction of ELS, on or before 14 June 2011 or such later date as may be agreed between ELS and the Government;
  9. Perform such other tasks as are reasonably related to this Terms of Reference, as ELS may require.

NB: Explanatory Memorandum means a written document in which there is a commentary and/or explanation on each of the provisions in the Model Development Agreement, including the rationale/ justification thereof.

Consultancy: Promoting standards for SME competitiveness in Nigeria

A. Background

The Commonwealth Secretariat through the Commonwealth Fund for Technical Cooperation is providing technical assistance to the Standards Organisation of Nigeria (SON) to promote the use of Standards by Nigerian Small and Medium Enterprises (SMEs) as a strategic business tool.

B. Programme Objective

For background purposes we advise that the Commonwealth Secretariat Strategic Plan be consulted. The Plan is available online and the SME work is part of the Economic Development Programme (Programme 6). This Programme will assist member states to take advantage of opportunities for economic growth and improve their ability to manage economic development in an equitable and sustainable manner. It specifically aims to strengthen policies and systems that support inclusive and sustainable economic growth in member states. This will allow Member states to attract capital flows and manage increased levels of investment, including for private sector development; and create the environment for Member countries to promote viable competitive enterprises that generate employment, income and reduce poverty.

The Secretariat’s capacity to provide cost-effective technical assistance and its role as a ’trusted partner’ and ‘honest broker’ in delivering policy analysis and advice are highly valued. Indicators particularly relevant to this project include (1) the quality of policy advice and support for creating an enabling environment for growth and stability; (2) higher survival rates of MSMEs and an increase in the contribution of MSME businesses to GDP; and (3) increased numbers of successful women in enterprise and greater and more equitable market access for women producers and entrepreneurs.

C. Project Information

SON is the sole statutory body vested with the responsibility of standardising and regulating the quality of all products in Nigeria. The Act establishing the body was amended in 1976, 1984 and in 1990. SON has an SME Unit through which it aims to influence the adoption and use of appropriate standards by SMEs. It has a working relationship with a range of business support organisations, including formal state agencies, business representative organisations and NGOs. This intervention will allow SON and its partners to construct a strategy to accomplish this; and put in place the first major programmes of a dedicated SME action plan. It is anticipated that these pilot programmes will be sustained by SON and its partners once the project activities are completed.

This project will attempt to deliver a general education component to convey an awareness of the benefits of standards; and an action component to support SMEs to find and obtain appropriate standards and take the first steps to implementing it. SON has indicated that has the ability to assess SMEs and issue certification for ISO management standards.

It is important to understand that the measure of success for this project is not how many SMEs take up standards, but how SON and its partners build the systems and capabilities for sustained support for projects and programmes to help SMEs on the standards and quality journey throughout their existence. Specifically, the outputs for this project are:

  • Strategy for SON and partners to enhance SME success through the adoption and use of standards,
  • Communications Strategy to raise awareness of the benefits of standards as a strategic business tool, and
  • Trained SMEs able to adopt standards through participating in SON accredited 1-day introductory training courses for ISO 9001 and ISO 22000.

Additional Information

Information available to the successful Consultant will include internal project files containing the Project Appraisal, Logical Framework and Budgets. The Consultant will also work closely with the Adviser responsible for the project.

D. Consultancy

Technical Assistance is being provided to SON to develop a strategy for a national SME Standards Programme; build their capability to deliver a long term awareness campaign; and implement the first stage of a SME standards programme. Specific issues which need to be factored into the assignment and which are elements of the overall deliverables are noted below.

  • An inception mission report should be provided not later than 3 weeks after mobilisation. Issues to be addressed include, (1) timetable for implementation of project activities and the endorsement and validation activities to be undertaken; (2) coherence strategy which will report on steps to ensure that the strategy is coherent and aligned to other related policy and strategy actions, and (3) Draft outline structure for the strategy, highlighting some of the key issues and questions to be addressed.
  • In developing the strategy, the consultants need to review the current activities of SON and selected partners, identify success cases for replication, identify major barriers preventing uptake of standards and generate a range of options for consideration. The review is likely to include SON actions in Lagos, Kaduna and Aba.
  • Ensure that SON has the required competencies to assess and certify SMEs in ISO management standards.
  • Provide support to the ComSec Adviser for hosting the Strategy Workshop with SON and partners; and conduct the SME Awareness Workshops and 1-Day Introductory Courses. The project plan calls for the Consultant to be involve in five 1-day events (strategy workshop, 2 SME awareness workshops and 2 ISO training workshops).
  • Consult with SMEs through their relevant business Associations to ensure that their views are accommodated and acted on.
  • Consult with Women’s Empowerment Groups and Institutions to ensure that gender issues are adequately dealt with and specific challenges of woman owned enterprises are incorporated in all outputs.

Deliverables

  • SMEs and Standards in Nigeria: Strategy and Action Plan for SON and partners
  • Guidelines, and where relevant, Training Course Materials for (a) SME Awareness Training Workshops and (b) 1-Day ISO Introductory Courses for ISO 9001 and 22000
  • Report on the SME Awareness Workshops and 1-Day ISO Introductory Courses
  • Final Project Report

E. Qualifications for Consultancy

The Commonwealth Secretariat is inviting bids from companies, consortia and/or Standards Organisations who are registered in a Commonwealth Member Country. The Statement of Capability should indicate the institutions experience in supporting businesses to adopt and use Standards. This is a non-negotiable condition of this assignment.

The evaluation criteria are based on the following:

  • Formal evidence of capability to consult on Standards,
  • Evidence of developing strategies for the adoption and use of Standards, preferably, but not essentially, for SMEs,
  • Ability to advise businesses on the ISO system, specifically ISO 9001 and 22000, and
  • Demonstrated evidence of developing and delivering Standards training courses.

The Company may wish to engage the services of a Local Consultant but would be entirely responsible for the identification, recruitment and remuneration of such Local Consultant(s), although the selection would need to be cleared beforehand by ComSec.

F. Level of Effort, Reporting and Payment Terms

  • The Level of Effort (LOE) of this consultancy is estimated at 75 person days (15 weeks), commencing June 2011 to March 2012[1].
  • Up to 49 days of this LoE is estimated to be in Nigeria.
  • The indicative all inclusive fee for this assignment is £41,000[2], while consultancy related expenditure, such as workshops and training expenses, will be provided by ComSec.

The proposal should comprise of the following:

  • A Statement of Capability,
  • Resumes of the key staff allocated to the project,
  • A document detailing the methodology, work programme and milestones (this will be finalised with the Commonwealth Secretariat prior to commencement)
  • A financial plan for the execution of the project.

The proposal needs to be received by 3 May 2011 and the Company must be in a position to deploy during June 2011.

Consultant for Evaluation of Post-trafficking Return, Recovery and Reintegration Projects

This evaluation intends to inform the Vietnamese government’s protection efforts under the National Plan of Action on Counter-trafficking by assessing the programme of existing return, recovery and reintegration projects undertaken by the Government of Vietnam in partnership with IOM.

The main objective of the evaluation is to assess to the extent to which the services under the programme constitute a viable model for meeting the needs of victims of trafficking.

IOM Vietnam seeks an international consultant for the evaluation team with the following qualifications :

o At least seven years’ experience in the monitoring and evaluation of anti-trafficking programmes or a similar field;
o At least five years’ experience working on the return, recovery and reintegration of trafficked persons;
o Experience as team leader of complex evaluations;
o Experience with gender analysis in evaluations;
o Excellent written and spoken English and presentational capacities;
o Excellent report writing skills;
o Demonstrated ability to deliver quality results within strict deadlines;
o Localisation in Vietnam or the region an advantage;
o Knowledge and understanding of the Vietnamese trafficking context (strongly preferred);
o Postgraduate (or equivalent) qualifications in a relevant discipline (social work will be favourably looked upon).

Review of Financial, Administrative, Human Resource and Information Services

Background and Outline of Service Required

The International Water Management Institute (IWMI) is seeking consultants to conduct a review of its financial, accounting, administrative, human resources and information services. Consultants will be requested to evaluate the efficacy of research support divisions in providing effective economic services to core research activities. Although details of the service required are outlined later in this document, it is expected that the final, contracted Terms of Reference will be agreed jointly through negotiations with the preferred provider and the Director General of IWMI.

IWMI is one of 15 international research centers supported by the network of 60 governments, private foundations and international organizations collectively known as the Consultative Group on International Agricultural Research (CGIAR), www.cgiar.org. IWMI has a staff of 282 and offices in 12 countries across Asia and Africa. IWMI hosts the Challenge Program for Water and Food.

Terms of Reference
The main objectives of the review1
are as follows:
1. To assess whether research support divisions currently provide effective and efficient services to internal as well as external stakeholders.
2. To assess whether research support divisions are effective in managing related risks and exploiting emerging opportunities.
3. Review how each of the support areas should integrate and/or work with the research areas.
4. Recommend how each of the support areas should contribute to the management and also the strategic direction of the organization, commensurate with changes required in the CGIAR system change process.
In the next year, as mandated by the CGIAR http://www.cgiar.org/changemanagement/index.html), IWMI will move into a new programmatic model of research management and delivery in collaboration with other centers of the CGIAR, the CPWF, the FAO and a number of partners on the ground. The challenge to administrative, financial, and information departments is going to be significant as a number of new contractual agreements between various partners will form the basis for performance and delivery on research projects. Reviewers will evaluate whether existing systems and improvement efforts underway are appropriate and will be able to continue to support key research functions as the institute prepares to change into a new programmatic model. A major aspect of this programmatic means of operation will be that over the period 2011 – 2013 there will be full integration into the new CGIAR Consortium Research Program “Water, Land and Ecosystems” of the activities of the Challenge Program for Water and Food (CPWF www.waterandfood.org) which is hosted by IWMI. An aspect of the review will be to seek recommendations on how support services currently provided to the two organizations separately can be efficiently and effectively combined and utilized, in order to meet the evolving needs of both organizations and the common needs of CRP5.

 To facilitate the establishment and operation of the new CRP5 programs and examine the appropriate support structures.
 Examine the organizational framework of IWMI and the Challenge Program for Water and Food within which the units/sections operate and the organizational framework within the units/sections themselves
 Examine relevance, mandate and objectives of each of the units/sections including those within regional and project offices
 Assess the effectiveness, efficiencies and potential gaps of the operating procedures and practices of the units/sections.
 Review cost effectiveness of the units/sections and the relative ratio of the cost of these services units to the cost of research programs and recommend actions for improvement, if required
 Review the HQ/Regional division of research support tasks and recommend optimum future arrangements
 Assess the capacities and competence that is available within these units/sections to meet the needs of the research programs
 Review all HR policies to ascertain their capacity to reflect the transition into the new programmatic structure.
Timeline
IWMI expects to commission this consultancy by mid April, and anticipates completion by late June to mid-July 2011.

Conditions
A consultancy contract covering the scope of assignment, payment and other conditions as indicated below, will be drawn up and signed by both IWMI and the consultant.
• Payment of Fee: An appropriate fee mutually agreed based on the scope of assignment will be paid on completion of the assignment
• Air Travel: Economy class air travel by the most direct route to Sri Lanka and return
• The consultant will not be empowered to commit IWMI either expressly or by implication to any future course of action

Country consultants in influenza surveillance

Project: Strengthening influenza sentinel surveillance in the African region of WHO
Duty station: one consultant in each of the following locations: Luanda, Angola; Yaoundé,
Cameroon; Freetown, Sierra Leone; Lusaka, Zambia (based in the respective WHO Country
Office)

The employer
AMP is a non-profit organization with headquarters at the Institut Pasteur in Paris and offices in
Ferney- Voltaire (F), Benin, Burkina Faso, Côte d’Ivoire, and Vietnam. AMP’s mission is to promote
preventive medicine and public health by developing expertise and applied research in vaccinology;
offering training in epidemiology and health program management; organizing scientific and technical
meetings; and disseminating information on vaccinology and other health-related fields.
AMP's areas of expertise include technical advice on the development of vaccination strategies and
systems (such as the Expanded Program of Immunization in West Africa), training of health
professionals from Europe and Africa in epidemiology and health management, and vaccinepreventable
disease research (including large and small randomized clinical trials, non-randomized
clinical trials, population-based surveillance, laboratory technologies transfer, sero-epidemiological
studies, carriage studies, economic studies, and vaccination logistics evaluations). AMP has a strong
history establishing and coordinating multi-country projects. We are the lead grantee for several Bill &
Melinda Gates Foundation (BMGF) grants: to establish and support vaccine and immunization
advisory committees in low and middle income countries (SIVAC); to establish cholera surveillance in
8 African countries (Africhol); to identify barriers and opportunities for increasing immunization
advocacy in national and district-level governments (ADVIM). We have established meningitis
surveillance in Togo, Burkina Faso, and Mali. We coordinate the EPIVAC Training Program and the
EPIVAC Network, which involve governments and health officers from over 15 African countries.
Lastly, we are increasingly involved in influenza projects with WHO and other funders.
AMP has subcontracted The African Field Epidemiology Network (AFENET) whose secretariat is
based in Kampala, Uganda to manage some of the activities of this project

Context
Influenza disease burden is to a large part unknown in sub-Saharan Africa. In order to improve the
understanding of the disease in this part of the world the WHO aims to provide additional support to
countries to either set up or strengthen/improve collection, analysis and reporting of influenza
surveillance data through WHO tools.
Project description
AMP has received 12-month grant to support influenza sentinel surveillance in the African region of
WHO. Main objectives of the project are: strengthening of influenza surveillance capacities in selected
sub-Saharan African countries; support collection of epidemiology and virology data; strengthen data
reporting and analysis capacities at a national and international level through the WHO supported
web-based reporting tools, FluNet and FluID.
Main responsibilities of the consultant
The consultant will be based in the WHO Country Office and work in close collaboration with the
national Ministry of Health, WHO and AMP. Under direct supervision of the WHO Country
Representative (WR), and under the technical supervision of the Regional Consultant in charge of the
respective country as well as the Project Team lead in France, the incumbent will be in charge of:
- Assessing the current influenza surveillance situation in the country
- Assisting the MoH and WHO in drafting an influenza surveillance plan for the country
- Developing influenza sentinel site protocols to improve the functioning of exiting sites, or
support the implementation of new sites
- Developing guidelines for data management, data analysis and reporting at national
international level using FluNet and FluID
- Developing country-specific training package on sentinel surveillance based on generic
surveillance training material
- Using the training package, conduct training for sentinel surveillance site personnel and MoH
national surveillance staff
- Assisting the MoH to identify resource needs for surveillance and writing grant proposals to
funding agencies to support the surveillance program
- Liaising regularly by phone and email with the Regional Consultant to report on the progress
of the project and seeking support and assistance
- Preparing monthly progress reports
- Regular monitoring of the progress of sentinel surveillance sites as well as in the respective
MoH and provide ad hoc support
Expected outcomes:
- Report with concrete recommendations for developing influenza surveillance activities
- National influenza plan, influenza sentinel surveillance site protocols
- Country-specific guidelines on data management, analysis and reporting
- Country-specific training package for sentinel surveillance personnel and national staff of MoH
and have national staff trained

Consultancy: Promoting standards for SME competitiveness in Nigeria

A. Background

The Commonwealth Secretariat through the Commonwealth Fund for Technical Cooperation is providing technical assistance to the Standards Organisation of Nigeria (SON) to promote the use of Standards by Nigerian Small and Medium Enterprises (SMEs) as a strategic business tool.

B. Programme Objective

For background purposes we advise that the Commonwealth Secretariat Strategic Plan be consulted. The Plan is available online and the SME work is part of the Economic Development Programme (Programme 6). This Programme will assist member states to take advantage of opportunities for economic growth and improve their ability to manage economic development in an equitable and sustainable manner. It specifically aims to strengthen policies and systems that support inclusive and sustainable economic growth in member states. This will allow Member states to attract capital flows and manage increased levels of investment, including for private sector development; and create the environment for Member countries to promote viable competitive enterprises that generate employment, income and reduce poverty.

The Secretariat’s capacity to provide cost-effective technical assistance and its role as a ’trusted partner’ and ‘honest broker’ in delivering policy analysis and advice are highly valued. Indicators particularly relevant to this project include (1) the quality of policy advice and support for creating an enabling environment for growth and stability; (2) higher survival rates of MSMEs and an increase in the contribution of MSME businesses to GDP; and (3) increased numbers of successful women in enterprise and greater and more equitable market access for women producers and entrepreneurs.

C. Project Information

SON is the sole statutory body vested with the responsibility of standardising and regulating the quality of all products in Nigeria. The Act establishing the body was amended in 1976, 1984 and in 1990. SON has an SME Unit through which it aims to influence the adoption and use of appropriate standards by SMEs. It has a working relationship with a range of business support organisations, including formal state agencies, business representative organisations and NGOs. This intervention will allow SON and its partners to construct a strategy to accomplish this; and put in place the first major programmes of a dedicated SME action plan. It is anticipated that these pilot programmes will be sustained by SON and its partners once the project activities are completed.

This project will attempt to deliver a general education component to convey an awareness of the benefits of standards; and an action component to support SMEs to find and obtain appropriate standards and take the first steps to implementing it. SON has indicated that has the ability to assess SMEs and issue certification for ISO management standards.

It is important to understand that the measure of success for this project is not how many SMEs take up standards, but how SON and its partners build the systems and capabilities for sustained support for projects and programmes to help SMEs on the standards and quality journey throughout their existence. Specifically, the outputs for this project are:

  • Strategy for SON and partners to enhance SME success through the adoption and use of standards,
  • Communications Strategy to raise awareness of the benefits of standards as a strategic business tool, and
  • Trained SMEs able to adopt standards through participating in SON accredited 1-day introductory training courses for ISO 9001 and ISO 22000.

Additional Information

Information available to the successful Consultant will include internal project files containing the Project Appraisal, Logical Framework and Budgets. The Consultant will also work closely with the Adviser responsible for the project.

D. Consultancy

Technical Assistance is being provided to SON to develop a strategy for a national SME Standards Programme; build their capability to deliver a long term awareness campaign; and implement the first stage of a SME standards programme. Specific issues which need to be factored into the assignment and which are elements of the overall deliverables are noted below.

  • An inception mission report should be provided not later than 3 weeks after mobilisation. Issues to be addressed include, (1) timetable for implementation of project activities and the endorsement and validation activities to be undertaken; (2) coherence strategy which will report on steps to ensure that the strategy is coherent and aligned to other related policy and strategy actions, and (3) Draft outline structure for the strategy, highlighting some of the key issues and questions to be addressed.
  • In developing the strategy, the consultants need to review the current activities of SON and selected partners, identify success cases for replication, identify major barriers preventing uptake of standards and generate a range of options for consideration. The review is likely to include SON actions in Lagos, Kaduna and Aba.
  • Ensure that SON has the required competencies to assess and certify SMEs in ISO management standards.
  • Provide support to the ComSec Adviser for hosting the Strategy Workshop with SON and partners; and conduct the SME Awareness Workshops and 1-Day Introductory Courses. The project plan calls for the Consultant to be involve in five 1-day events (strategy workshop, 2 SME awareness workshops and 2 ISO training workshops).
  • Consult with SMEs through their relevant business Associations to ensure that their views are accommodated and acted on.
  • Consult with Women’s Empowerment Groups and Institutions to ensure that gender issues are adequately dealt with and specific challenges of woman owned enterprises are incorporated in all outputs.

Deliverables

  • SMEs and Standards in Nigeria: Strategy and Action Plan for SON and partners
  • Guidelines, and where relevant, Training Course Materials for (a) SME Awareness Training Workshops and (b) 1-Day ISO Introductory Courses for ISO 9001 and 22000
  • Report on the SME Awareness Workshops and 1-Day ISO Introductory Courses
  • Final Project Report

E. Qualifications for Consultancy

The Commonwealth Secretariat is inviting bids from companies, consortia and/or Standards Organisations who are registered in a Commonwealth Member Country. The Statement of Capability should indicate the institutions experience in supporting businesses to adopt and use Standards. This is a non-negotiable condition of this assignment.

The evaluation criteria are based on the following:

  • Formal evidence of capability to consult on Standards,
  • Evidence of developing strategies for the adoption and use of Standards, preferably, but not essentially, for SMEs,
  • Ability to advise businesses on the ISO system, specifically ISO 9001 and 22000, and
  • Demonstrated evidence of developing and delivering Standards training courses.

The Company may wish to engage the services of a Local Consultant but would be entirely responsible for the identification, recruitment and remuneration of such Local Consultant(s), although the selection would need to be cleared beforehand by ComSec.

F. Level of Effort, Reporting and Payment Terms

  • The Level of Effort (LOE) of this consultancy is estimated at 75 person days (15 weeks), commencing June 2011 to March 2012[1].
  • Up to 49 days of this LoE is estimated to be in Nigeria.
  • The indicative all inclusive fee for this assignment is £41,000[2], while consultancy related expenditure, such as workshops and training expenses, will be provided by ComSec.

G. Proposal

The proposal should comprise of the following:

  • A Statement of Capability,
  • Resumes of the key staff allocated to the project,
  • A document detailing the methodology, work programme and milestones (this will be finalised with the Commonwealth Secretariat prior to commencement)
  • A financial plan for the execution of the project.

Projet:
Le Projet de développement de la filière des amandiers dans la région de l’Oriental (PROFAO) est un projet qui s’inscrit dans le pilier II du nouveau plan de relance de l’agriculture au Maroc (Plan Maroc Vert-PMV), visant à sécuriser les activités de production et les revenus des exploitations agricoles situées dans les milieux à économie fragile.
Les axes d’intervention définis lors de la formulation sont les suivants:
• Appui à l’extension et à la conduite des vergers;
• Cet axe d’intervention vise l’extension et la conduite des vergers d’amandier à partir de la reconversion/diversification des céréales. Il s’inspirera des principes stratégiques du PMV et des expériences accumulées dans le cadre d’autres projets. Au total, l’implantation de 6.000 hectares de nouveaux vergers est prévue, majoritairement constitués d’amandiers;
• Appui aux acteurs privés de la filière et création de valeur ajoutée;
• La filière des amandes dans la zone de l’Oriental est orientée vers la production et commercialisation des amandes à l’état brut, sans aucune valorisation. Il s’agit d’une filière peu organisée où les intermédiaires jouent un rôle important. De plus, le développement de la filière des amandiers est entravé par le manque de capacités technique et de gestion des organisations de producteurs. Le projet favorisera une meilleure valorisation des amandes;
• Renforcement de capacité des acteurs d’appui à la filière;
• Le développement de la filière ne pourra se réaliser que dans le cadre d’une concertation étroite entre les divers acteurs d’appui : services techniques, communes, chambres régionale d’agriculture, etc , chaque entité disposant de prérogatives spécifiques. Le projet attachera donc l’importance nécessaire au renforcement des compétences des agriculteurs et d’un large éventail d’acteurs d’appui au développement agricole;
• Suivi-évaluation et gestion des connaissances;
• La capitalisation des expériences impliquera la mise en place d’un système efficient et pérenne de suivi et d’évaluation de la filière, auquel participent tous les acteurs concernés, sur base d’un état des lieux de départ, du suivi d’indicateurs pertinents et appropriés et d’une compilation-vulgarisation et diffusion des connaissances;
• Une direction de projet sera mise en place à Oujda pour assurer la coordination des activités et appuyer les différents acteurs dans leur mise en œuvre. Elle est constituée d’un responsable désigné par le Ministère de l’agriculture et de la pêche maritime (MAPM) et un coresponsable recruté par la CTB. La direction de projet sera appuyée par un assistant technique international agroéconomiste recruté pour une durée de 19 mois en démarrage de projet (Objet du présent recrutement);
• L’exécution du projet, prévue sur une période de 7 ans et bénéficiera d’un don de 8.000.000 d’euros de la part de la coopération belge, relèvera principalement des acteurs suivants : la Direction Provinciale de l’Agriculture (DPA) d’Oujda; la Direction Régionale de l’Agriculture (DRA) de l’Oriental; l’Agence pour le développement Agricole (ADA) et le Ministère de l’Agriculture et de la Pêche Maritime (MAPM).

Fonction:
Sous l´autorité du Représentant Résident de la CTB à Rabat, l’assistant technique international sera le(a) conseiller technique du projet, en appui direct à la direction de projet. Il/Elle travaillera en étroite collaboration avec l’ensemble du personnel du projet basé dans la région de l’Oriental, le Directeur de l’ADA, le Directeur de la DRA et les différents partenaires.

Il/Elle devra remplir les fonctions principales suivantes:

• Assurer le suivi, le pilotage et l’orientation stratégique de l’intervention;
• Assister techniquement le projet et les partenaires du projet;
• Assurer un appui technique rapproché dans la conception des divers outils et manuels de procédures de l’intervention et dans la préparation et la mise en œuvre de l’approche technico-participative du projet;
• Concevoir des outils de formation, d’encadrement et de gestion destinés aux partenaires techniques et aux bénéficiaires;
• Apporter au début du projet une expertise technique dans la réalisation de la base-line du projet et de la définition des critères d’éligibilité des sites et des bénéficiaires ainsi que les procédures d’instruction des projets locaux;
• Contribuer à réflexion sur la capitalisation des expériences et le feed back des expériences de terrain dans la stratégie nationale;
• Développer des synergies avec les autres projets du PIC Maroc en appui au PMV et avec les autres bailleurs de fonds;
• Développer des synergies avec les autres projets d’appui au PMV au Maroc et des collaborations avec des institutions nationales (INRA, Universités) et sous-régionales pour l’amélioration des connaissances en arboriculture appliquée au contexte de la région de l’Oriental.



En collaboration avec la direction de projet, il/elle contribuera:

- A la préparation des Plans Annuels d’activités et des rapports semestriels du projet et leur intégration dans le système de planification et rapportage de la DRA;
- A la conception des termes de références des différents marchés de services techniques, des conventions et autres prévus dans la planification;
- Au rapportage de l’état d’avancement et l’atteinte des résultats au Comité de Pilotage;
- A l´organisation du système de suivi et évaluation des activités et assurer sa mise en œuvre en coordination avec les différents partenaires;
- A faire des propositions d’ajustements ou modifications des activités et des résultats.


Profil:
- Il/Elle dispose d’une formation universitaire de type agro-économiste ou agronome avec spécialité arboricole et/ou CES (conservation des eaux et des sols) ou équivalent;
- Il/elle possède une expérience internationale d’au moins 12 ans dans des projets de développement rural, dont au moins 2 ans au Maroc;
- Il/elle possède une expérience d’appui institutionnel et de renforcement de capacité de structures déconcentrées;
- Il/elle possède de solide compétence en suivi/évaluation et gestion de projet;
- Il/elle présente une bonne capacité de travailler en équipe;
- Il/elle doit avoir un goût prononcé pour le travail de terrain et être disponible pour faire de fréquents déplacements sur le terrain;
- Une excellente maîtrise du français est obligatoire;

ORGANIZATIONAL BACKGROUND
Horn Relief is an African based international development and humanitarian organization that aims to improve the lives of those who are living in marginalized areas in the Horn of Africa. We strengthen rural livelihoods through environmental awareness, training, technology transfer and innovative humanitarian projects in pursuit of a peaceful, self-reliant, and greener future. Horn Relief works in the following sectors: food security and livelihoods, natural resource management education (formal and non-formal), water, sanitation and hygiene (WASH), and humanitarian programs, and sources its funding mainly from institutional US and European donors as well as from multilateral donors such as the UN.

ASSIGNMENT SUMMARY
Horn Relief is seeking a national/local consultant with experience in surveys and very good knowledge of specified regions of Somalia to assist in a situational assessment of pastoral needs. The assignment is for a period up to 30 days and will include advice to the technical consultants on the survey, training and supervision of enumerators, field data collection including quantitative survey data, Focus Group Discussions, and supervision of data entry.

PROJECT SUMMARY

The protracted complex humanitarian and livelihoods crisis in Somalia has resulted, among other problems, in increasing socio-economic vulnerability and worsening poverty. According to the United Nations (UN), Somalia represents one of the worst humanitarian crises in the world with almost 50% of its people in need of urgent external assistance and close to 1.5 million internally displaced, approximately 16% of Somalia’s 9.3 million1 people. Livestock and their products account for 80% of export income in normal years, but trade has been significantly interrupted by drought and international bans in the last decade. The cycle of drought in the last 4 to 5 rainy seasons has led to a significant loss of livestock, severely affecting the livelihoods of pastoral communities, with a rise in pastoral dropouts.

In education, Somalia has one of the lowest literacy rates in the world at ranging between 19.2 to 34.9 % for rural and urban populations respectively2. The overall enrollment rate in primary schools is less than 30%3 with significant gender and region based differences. While there has been some progress in recent years, there is also a marked divide between education provision, enrolment and quality between urban areas and rural areas. Many rural locations have no schools and often children cannot access formal schooling. Differences in access to education also exist within the rural areas where the lowest levels of provision and investment for education are found in pastoral communities as opposed to rural settled communities.

It is estimated that pastoralists constitute 65% of the Somali population yet their needs are often not taken into consideration. The proposed intervention intends to assemble a comprehensive knowledge base on pastoralist communities in Somalia to gain an understanding of their livelihood, environment, health, sanitation, protection and education needs. The knowledge base will benefit future planning by the government, local and international NGOs as well as donors. The assessment aims to create the knowledge base through an efficient use of funds and through maximizing the use of resources already deployed in the field by coordinating with a wide range of implementing agencies and drawing on whatever knowledge and analysis currently exists.

OBJECTIVE OF THE ASSIGNMENT
The overall objective of this assignment is to conduct a comprehensive study on the pastoral community needs in Somalia with a focus on education. Information gathered will form a baseline and will be used for programming by government authorities in Somalia, implementing partners, UN bodies and donors.

DELIVERABLES
Participate in regional stakeholder meetings.
Complete training on survey protocol, data collection tools and data entry procedures.
Participate in survey, ensuring completion questionnaires and interview protocols.
Supervision of data entry/cleaning with project teams.

SCOPE OF WORK
The following key areas of work are included in this position. The list however is not exhaustive and additional issues might come up during the mission.

The Field Supervisor will:

Facilitate and participate in stakeholder meetings at government and regional levels.
Participate in training for the survey.
Supervise all survey activities such as data collection, focus group discussions, semi-structured interviews and data entry for the duration of the fieldwork in Somalia.
Supervise data entry during and after field data collection.
Provide technical assistance when and where required.
Oversee correction of complete surveys, packing them properly, meeting the team, etc.

ACCOUNTABILITIES AND RESPONSIBILITIES
Overall coordination of the assignment and liaison with any partner agencies will be ensured by the Programs Coordinator based in Nairobi, Kenya. The enumerator will work closely with their supervisor and team leader throughout the length of the assignment.

Horn Relief is responsible for:

Overall responsibility and accountability for the assignment;
Guidance throughout all phases of execution; and
Approval of all deliverables.

The Field Supervisor will report directly to the Lead Consultant.

QUALIFICATION PROFILE
At least university graduate and/or above. Background in education would be an advantage.
Proficient in Somali, English an advantage.
Somali nationals based in Somalia preferred.
IT knowledge an advantage.
At least three years of hands on experience in participating in baseline surveys/assessments.
Must have knowledge of pastoral livelihoods, education and other related fields.
Familiar with the livelihood context in Somalia.
Must be aware of gender sensitivity.
Must be ready to travel around Somalia.
Good experience of carrying out surveys.
Knowledge of Somali people, culture and the Somali political dynamics an advantage.

All the deliverables produced by the project will be made available to the Education Sector Committee, education partners and other interested sectors. All other project documents will remain as the property of Horn Relief and partnering agencies. The visibility of donors and implementers will be ensured on all product outputs.

A major part of PSIs work is measuring the effects of its health interventions in over 60 countries. Data are collected at all stages of the intervention distribution chain, in a wide variety of formats and are collated, analyzed and reported at the head office in Washington DC. PSI seeks to establish a consultancy to define the components of a MIS (management information system) that are necessary to rationalize PSIs worldwide data management.

The key focus of the consultancy is the creation of an organization-wide set of standards that will improve the recording, quality and flow of data to inform PSI processes. This will require an appreciation of both the public health and technical aspects of PSIs business. A major element of the solution will be to capture the underlying business requirements necessary to define a distributed technology solution system serving the diverse needs of country operations, which can range from warehoused corporate data to the activities of sub-recipients. Although distributed the technology solution must provide consistency for corporate reporting. The consultant/consultancy will advise on suitable technology frameworks and describe the implementation at a systems level. Other than deploying demonstration pilot products, this phase of the consultancy will not involve software development.

RESPONSIBILITIES:

Understand the current complex data structure, pertinent to data required for quantifying the effectiveness of health interventions.
Consider solutions to reduce reporting lag in periodically (often monthly) reported data
Identify and prioritize core data requirements.
Define the requirements for a meta-driven solution, with multiple platforms and data formats.
Define a minimum set of data standards and consistent data formats.
Define requirements for the functional and technical design of the MIS.
Pilot data driven solutions.
Provide comprehensive options recommendations for the development and implementation of the MIS.
Communicate with potential users who will have wide ranging backgrounds and manage change and expectations.
Report to non-specialist staff and donors.
Work with an internal steering to ensure that solutions are responsive to organizational and country platform needs.
While the position is based in Washington DC some international travel will be expected.
Interim report - identifying the core data sources and flows within PSIs business, both from Washington DC and country based programs. Prioritize data that should be incorporated into the MIS.
Final report functional requirements and technical options/recommendations for the implementation of an MIS.
Develop and demonstrate MIS modules within country pilots.

QUALIFICATIONS:

Prior experience of complex data management, business intelligence and MIS.
Experience of data management in resource limited environments; preferably some experience in international settings.
Wide experience of different platforms and tools.
Have experience of multiple data capture methods, from electronic data capture through to paper based data.

Team Leader for Evaluation of UNDP Assistance to Conflict-Affected Countries

Background and Objectives

At the request of the UNDP Executive Board, the UNDP Evaluation Office (EO) will carry out in 2011 a thematic evaluation of UNDP assistance to conflict-affected countries.

Since its formation in 1965, UNDP has played a key role for the UN in providing development assistance to countries aimed at both preventing conflict before it occurs and recovering in its aftermath. This role continues to evolve in keeping with the changing nature of conflict and the role of the UN.

Overall, UNDP assists countries that face imminent conflict and have experienced severe disruptions in critical national or local capacities, and it assists countries that have been designated by the Security Council or Peacebuilding Commission as having a priority-conflict situation. Operating through over 100 country offices, UNDP plays a key role in conflict transitions, providing a bridge between humanitarian relief and longer term recovery and development.

The 'UNDP Strategic Plan 2008 - 2013' recognizes that conflict derails development and that UNDP plays a vital role in providing crisis prevention and recovery support. The Plan sets out a variety of anticipated support activities and creates an expectation that UNDP "should i) do more to help address risks before crises occur, ii) help build capacity to respond faster to crises and put early recovery actions into place even during the humanitarian stage of a crisis; and iii) have in place predictable internal funding and resources for rapid deployment after a crisis."

The primary objective of the current evaluation is to assess UNDP achievements in conflict affected countries against the objectives set out in the 2008-2013 Strategic Plan. It is important to note that the exercise is not limited just to UNDP programmes and activities in crisis affected countries starting in 2008. Instead, it will seek to put UNDP current strategic plans into historic context, looking at the evolution of UN and UNDP work in conflict countries over the last two decades.

A second objective of this evaluation is to consider how UNDP functions strategically, at headquarters and at operational levels in conflict affected countries, and to assess whether UNDP’s crisis response and management mechanisms are calibrated appropriately for carrying out the expected support.

Evaluation Team

An international team of consultants (Team Leader, Team Specialist and Research Consultant) will be selected to assist the UNDP evaluation office with the evaluation. The evaluation team will build its evidence from pertinent documents, key stakeholder interviews and surveys, case studies of Security-Council mandated countries, and other countries supported through the UNDP Bureau for Crisis Prevention and Recovery. An independent expert advisory panel will be convened, providing quality assurance on the methods used, and deliverables produced. An internal advisory board will also be established, composed of UNDP senior managers with direct involvement in conflict-affected country support programmes. The final report will be submitted for consideration at the January 2012 UNDP Executive Board meeting.

The Team Leader (TL) will be the most senior member of the evaluation team and will be responsible for providing both substantive guidance and operational inputs to the evaluation. The TL will work closely with and report directly to a UNDP EO Task Manager in implementing the project from its start to its ultimate presentation to the Executive Board in Early 2012.

Duties and Responsibilities

The tasks to be carried out by the TL include, but are not limited to:

- TL will be responsible for the development and design of a conceptual framework and methodology for the evaluation. The TL will work with the Evaluation Team, Task Manager and Evaluation Advisory Group to select countries for case studies, and develop a series of questions to guide research conducted through interviews and a user survey.

- The TL will play a lead role during all phases of the evaluation and actively coordinate the work of the Evaluation Team in the broader context of the UNDP EO.
It is envisioned that 8 - 10 case studies based on field missions will be completed during the evaluation. The TL will take responsibility for two of the case study missions and subsequent case study reports.

- The TL will lead and coordinate the Evaluation Team’s synthesis of findings from the desk- and field-based research reports and from the user survey. The TL will play the lead role in shaping the findings, conclusions and recommendations of the evaluation report.

- The TL will be responsible for generating and managing the production of the report text.

- The TL will be responsible for overall quality assurance of the evaluation report, the inclusion of various stakeholder inputs and its relevance in regard to broader UN system of activities.

- The TL will be expected to engage UNDP and broader UN system in consultations regarding the relevance and direction of the evaluation. The TL will also be expected to brief both internal reference and external advisory groups on initial finding and potential recommendations periodically throughout the course of the evaluation.

Competencies

- Through in-house and external consultations (with Country Programme Managers, Project Management Units, project partners and other key IFAD resource people at divisional and field level; regional and thematic networks, stakeholders organizations, etc.) identify potential partner organizations.
- Collect in a matrix: (i) information about their scope and mandate; and (ii) contact details.

3. Develop and distribute a Needs and Expectations Assessment to potential members/partners to identify challenges, areas of work, strategies, opportunities and priorities.
- Use Monkey Survey to create an electronic version of the survey and distributed it to relevant partners.
- Monitor responses and compile results.
- Prepare a report on the findings.
- Identify from the priority assessed, actions and areas of collaboration and promote possible linkages/networking for common activities.

4. Assess Knowledge Management and Knowledge Sharing (KM/KS) needs and expectations of partners’ organizations.
- Prepare and disseminate a Questionnaire survey to identify KM/KS needs and expectations of CoP potential members/partners.
- Report on findings from the KM/KS assessment.

The “Mid-level Therapist and Rehabilitation Trainer” empowers incentive refugees involved in the physical therapy (mid-level therapists and partly CBR workers) and implements related “task cards” (activities) captured in the Project Implementation & Monitoring Tool (PIMT).

S/he will be responsible for
  • Empowering and mentoring 12 incentive refugees mid-level therapists and 3 physical rehabilitation supervisors to deliver and follow up quality physical rehabilitation therapy services.

Transparency International seeks a consultant to adapt its existing Risk Analysis & Anti-Corruption Monitoring Manual on Forest Governance in the Asia-Pacific Region for Reducing Emissions from Deforestation and Degradation (REDD)

Summary:

Transparency International (TI) is inviting expressions of interest from highly motivated international experts on forest governance and REDD. The expert would be expected to adapt an existing manual which details research tools on risk mapping, risk analysis and anti-corruption monitoring within the forestry sector for application to the REDD context (Existing Manual available here). This work is being undertaken as part of a four-country regional programme on “Forest Governance and Integrity” implemented by TI national chapters in Indonesia, Papua New Guinea, Malaysia and the national contact in Vietnam. The expected level of effort is estimated at approximately 23 days. The total amount available for the piece of work is EUR 12,000,

Background:

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 national chapters worldwide, and an International Secretariat in Berlin, Germany (TI-S), TI raises awareness about the devastating impact of corruption and works with partners in government, the private sector and civil society to develop and implement effective measures to tackle it.

Transparency International’s Forest Governance & Integrity (FGI) Programme tackles corruption as a primary driver of illegal logging and poor forest management. The FGI has recently secured funding to start a project on REDD called PAC REDD (Civil Society Capacity Building for Preventative Anti-Corruption Measures in reducing Emissions from Deforestation and Degradation mechanisms).

The work under this consultancy forms a key part of the FGI programme, as it will adapt existing an existing manual which includes research tools developed under the programme to be used by the programme partners in their REDD activities. These tools are a risk map and anti-corruption monitoring tool which helps stakeholders to identify and get a deeper understanding of the dynamics and processes within each of the relevant corruption risk areas in the timber supply chain.

Description of Work:

The consultant will be contracted to adapt the existing manual so that it can be used to identify risks on national and local REDD issues in the Asia-Pacific region as part of TI’s Forest Governance and Integrity Programme. In particular the manual should be ready for local use in identifying capacity building needed for transparency initiatives in national REDD planning, negotiations and implementation phases (including as related to benefits sharing) as well as advocacy interventions.

Broadly (as outlined in the time line below), the work will consist of reviewing the earlier developed timber trade anti-corruption risk map and monitoring tool, presenting it to an expert stakeholder group, collecting feed-back and using that to develop a version of the manual for REDD. This is likely to include particular attention to the inclusion of a methodology for the identification of anti corruption tools for timber certification and chain of custody which may be required by REDD countries as they continue with some aspects of the timber trade.

Process and Timelines:

In carrying out the tasks, the consultant will work closely with the FGI Programme Manager, the PAC REDD Coordinator and the Research Coordinator at the TI Secretariat. Throughout this process, the consultant will also be requested to take into account a set of guidance materials to be provided and to consult with relevant actors within the TI movement and beyond who have expertise in the area of forest governance, forestry certifications, REDD, corruption risk mapping and systemic analysis of corruption and anti-corruption systems. As a first step, and with the support of the TI-S team, the consultant is expected to prepare a meeting for a group of recognised experts in the field. This consultation meeting will be designed to get input into the adaptation of the existing manual. Based of the outputs of this meeting, the consultant will elaborate and agree the scope of work to be carried out with the TI-S team. The adaptation will then be undertaken and final consultations with those that attended the original stakeholder meeting will also be made to finalize the adapted manual. Some travel to the region may be required for this. The expected level of effort is 23 days following the rough timeline outlined below.

  • Strong expertise in the development and use of applied research tools and methodologies used in forest governance analysis especially as related to REDD such as systemic analysis, risk mapping, governance assessments, compliance monitoring, and indicator development;
  • Wide experience of working with clients in civil society, particularly advocacy-oriented NGOs;
  • Good understanding of forest governance issues in the Asia-Pacific region would be an advantage;
  • Highly motivated and committed to the values of transparency and integrity;
  • Fluency in English;
  • Willingness and ability to travel if required.
