ORGANIZATIONAL BACKGROUND
Horn Relief is an African based international development and humanitarian organization that aims to improve the lives of those who are living in marginalized areas in the Horn of Africa. We strengthen rural livelihoods through environmental awareness, training, technology transfer and innovative humanitarian projects in pursuit of a peaceful, self-reliant, and greener future. Horn Relief works in the following sectors: food security and livelihoods, natural resource management education (formal and non-formal), water, sanitation and hygiene (WASH), and humanitarian programs, and sources its funding mainly from institutional US and European donors as well as from multilateral donors such as the UN.

ASSIGNMENT SUMMARY
Horn Relief is seeking a national/local consultant with experience in surveys and very good knowledge of specified regions of Somalia to assist in a situational assessment of pastoral needs. The assignment is for a period up to 30 days and will include advice to the technical consultants on the survey, training and supervision of enumerators, field data collection including quantitative survey data, Focus Group Discussions, and supervision of data entry.

PROJECT SUMMARY

The protracted complex humanitarian and livelihoods crisis in Somalia has resulted, among other problems, in increasing socio-economic vulnerability and worsening poverty. According to the United Nations (UN), Somalia represents one of the worst humanitarian crises in the world with almost 50% of its people in need of urgent external assistance and close to 1.5 million internally displaced, approximately 16% of Somalia’s 9.3 million1 people. Livestock and their products account for 80% of export income in normal years, but trade has been significantly interrupted by drought and international bans in the last decade. The cycle of drought in the last 4 to 5 rainy seasons has led to a significant loss of livestock, severely affecting the livelihoods of pastoral communities, with a rise in pastoral dropouts.

In education, Somalia has one of the lowest literacy rates in the world at ranging between 19.2 to 34.9 % for rural and urban populations respectively2. The overall enrollment rate in primary schools is less than 30%3 with significant gender and region based differences. While there has been some progress in recent years, there is also a marked divide between education provision, enrolment and quality between urban areas and rural areas. Many rural locations have no schools and often children cannot access formal schooling. Differences in access to education also exist within the rural areas where the lowest levels of provision and investment for education are found in pastoral communities as opposed to rural settled communities.

It is estimated that pastoralists constitute 65% of the Somali population yet their needs are often not taken into consideration. The proposed intervention intends to assemble a comprehensive knowledge base on pastoralist communities in Somalia to gain an understanding of their livelihood, environment, health, sanitation, protection and education needs. The knowledge base will benefit future planning by the government, local and international NGOs as well as donors. The assessment aims to create the knowledge base through an efficient use of funds and through maximizing the use of resources already deployed in the field by coordinating with a wide range of implementing agencies and drawing on whatever knowledge and analysis currently exists.

OBJECTIVE OF THE ASSIGNMENT
The overall objective of this assignment is to conduct a comprehensive study on the pastoral community needs in Somalia with a focus on education. Information gathered will form a baseline and will be used for programming by government authorities in Somalia, implementing partners, UN bodies and donors.

DELIVERABLES
Participate in regional stakeholder meetings.
Complete training on survey protocol, data collection tools and data entry procedures.
Participate in survey, ensuring completion questionnaires and interview protocols.
Supervision of data entry/cleaning with project teams.

SCOPE OF WORK
The following key areas of work are included in this position. The list however is not exhaustive and additional issues might come up during the mission.

The Field Supervisor will:

Facilitate and participate in stakeholder meetings at government and regional levels.
Participate in training for the survey.
Supervise all survey activities such as data collection, focus group discussions, semi-structured interviews and data entry for the duration of the fieldwork in Somalia.
Supervise data entry during and after field data collection.
Provide technical assistance when and where required.
Oversee correction of complete surveys, packing them properly, meeting the team, etc.

ACCOUNTABILITIES AND RESPONSIBILITIES
Overall coordination of the assignment and liaison with any partner agencies will be ensured by the Programs Coordinator based in Nairobi, Kenya. The enumerator will work closely with their supervisor and team leader throughout the length of the assignment.

Horn Relief is responsible for:

Overall responsibility and accountability for the assignment;
Guidance throughout all phases of execution; and
Approval of all deliverables.

The Field Supervisor will report directly to the Lead Consultant.

QUALIFICATION PROFILE
At least university graduate and/or above. Background in education would be an advantage.
Proficient in Somali, English an advantage.
Somali nationals based in Somalia preferred.
IT knowledge an advantage.
At least three years of hands on experience in participating in baseline surveys/assessments.
Must have knowledge of pastoral livelihoods, education and other related fields.
Familiar with the livelihood context in Somalia.
Must be aware of gender sensitivity.
Must be ready to travel around Somalia.
Good experience of carrying out surveys.
Knowledge of Somali people, culture and the Somali political dynamics an advantage.

INTELLECTUAL PROPERTY RIGHTS:
All the deliverables produced by the project will be made available to the Education Sector Committee, education partners and other interested sectors. All other project documents will remain as the property of Horn Relief and partnering agencies. The visibility of donors and implementers will be ensured on all product outputs.

MAG is a humanitarian organisation clearing the remnants of conflict for the benefit of communities worldwide. MAG is co-laureate of the 1997 Nobel Peace Prize. We deliver practical, positive solutions that assist the process of peace and stability in conflict and former conflict countries. During the past 20 years we have safely found, removed and destroyed millions of landmines, bombs and missiles.

MAG began its current operations in Somalia in May 2008 to clear conventional weapons and stockpiles in conflict-affected lands of the northern areas of Somalia. Work is centered in the administrative capital of the region, Garowe, where a unit of the local police force receive Explosive Ordnance Disposal (EOD) training and technical support in conjunction with the Puntland Mine Action Centre. (PMAC). MAG has also deployed three roving Community Liaison (CL) teams in the region, delivering risk education and collecting data on contamination levels.

As the senior technical representative in country, you will lead, oversee and safely manage all aspects of EOD and CL operations, as well as manage a team of international staff. Working closely with the Programme Manager, you will provide technical input into proposals and reports, liaise with donors, the UN and government agencies. As the most senior technical manager in country, you will need to be able to think strategically and make operational recommendations to enable the growth of MAG’s work in a complex context.

The post holder will be managing projects and staff across geographically diverse sites and therefore need to be strong team player with excellent management skills. A patient, tactful and diplomatic approach will be required in this challenging environment.

MAG takes its responsibility for the security and wellbeing of its staff very seriously. Due to the current situation in Somalia, living arrangements will involve restricted movement and access to recreational activities is limited. As a result of the security conditions, the post holder will be living and working in close proximity to other MAG staff.

The salary for this position is £52,000 - £58,526pa plus a £2,000pa hardship allowance and per diem of circa US $9,000pa. MAG will also provide accommodation, three international leave flights per year, three paid and funded one week ‘breather breaks’ at a regional destination and insurance, amongst other benefits.

Background

Oxfam GB is part of Oxfam International (OI), an international confederation of 14 organizations working together in 99 countries and with partners and allies around the world to find lasting solutions to poverty and injustice. Oxfam GB has been operating in Somalia from the late 1960s, supporting a number of communities in public health, disaster recovery, food security and pastoral livelihoods. The Somalia programme is largely operated through two bases, the Hargesia base, that focuses on operations in Somaliland and is headed by a programme director, and the South Somalia operations, which is run primarily from our Nairobi base. Overall country coordination is also done through the Nairobi based office. The Somalia country programme is a part of the HORN sub region, which is characterised by large operational programmes mostly financed through institutional funding with a total spend around £25 million. The region is characterised by short term humanitarian assistance interventions, long term livelihoods interventions with a focus on private sector and market systems approaches, governance and post conflict interventions, and a cross cutting focus on gender, with special focus on women's rights and equity. The role
The role is a senior management post reporting to the Deputy Regional Director. You will be accountable for the delivery of the relevant part of the Oxfam International Joint country strategy to standards as agreed by the governing board and the managing affiliate (Oxfam Novib). As a key member of the Country Leadership Team, the Associate Country Director will support the development of the country analysis and strategy, be involved in managing the transition plan to Single Management Structure, ensuring implementation, learning and review within Oxfam GB. You will be accountable for the delivery of the relevant part of the Oxfam International Joint country strategy to standards as agreed by the governing board and the managing affiliate (Oxfam Novib). The Person

Reproductive Health/GBVConsultant

Duties and responsibilities

Under the general supervision of UNFPA Representative/DeputyRepresentative and direct supervision of the Head of Somaliland sub-office, the consultant substantially contributes to the effective management of UNFPA activities in the area of Reproductive Health/GBV. He/She analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and national development frameworks.

More specifically the National Programme Specialistwill perform the following functions:

• In collaboration with government counterparts, UN Agencies, L/INGOs and other partners, contributes to theplanning,implementation and monitoring of the RH/GBVprogramme in Somaliland according to UNFPA programme policies and procedures.
• Ensures quality of a programme design and implementation incorporating lessons learned, newly developed policies and best practices and following the appropriate execution and monitoring mechanisms and systems.
• Analyses, interprets the political social and economic environment relevant to RH/GBV including prevention and youth issues, and identifies opportunities for UNFPA assistance and intervention.
• Analyses and reports on programme progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and system where necessary; identifies constraints and resource deficiencies and recommends corrective actions.
• Follows up on the implementation of recommendations with concerned agencies.
• Monitors project expenditures and disbursements to ensure timely delivery is in line with approved AWP budget and to realize targeted delivery levels.
• Expedites and coordinates programme implementation establishing collaborative relationships with executing agencies, experts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.
• Provide technical assistance in the field of RH/GBV and UNFPA programming to the whole Somalia.
• Represent UNFPA in RH/GBV coordination bodies and meetings in Somaliland.
• Provide technical assistant to Somaliland partners in the field of RH/GBV.

National Programme Associate

Duties and responsibilities

Under the supervision of Somailand Head of the sub-office and direct supervision of the Assistant Representative in Hargeisa, the Programme Associate supports the design, planning and management of UNFPA’s country programme by providing and managing data inputs, providing logistical support, monitoring project implementation, keeping project files and documents and following up on recommendations.

The Programme Associate applies established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to population and development, gender and reproductive health. Consultancy Title: Midwifery Education Consultant

In consultation with MOHSL, Somaliland Nurses and Midwives Association and other partners the consultant is to:
o Update Somaliland post basic and community midwives training curricula and produce a final copy of the two standard curricula through leading the task force for curriculum update.
o Facilitate the workshop for endorsement of the developed curricula.
o Develop midwifery regulations and standards, including codes of practice, codes of conduct, standards of proficiency, performance and ethics and fitness to practice.
o Standardize MOHSL job descriptions for post basic diploma and community midwives to foster optimal use of midwives skills (scope of practice)

Expected products:

By the end of the consultancy the consultant should deliver to UNFPA Somalia office, final one hard copy and one soft copy of the following documents:-
o Post basic one year diploma curriculum with the endorsement letter from MOHSL.
o Community midwives 18 month diploma curriculum with the endorsement letter from MOHSL.
o Document on midwifery regulations and standards, including codes of practice, codes of conduct, standards of proficiency, performance and ethics and fitness to practice.
o Standard job descriptions for post basic diploma and community midwives diploma graduates.

Qualifications and Experience

• Advanced degree in Midwifery.
• 5years of increasingly responsible professional and managerial experience in the field of midwifery education including at least 3 years in a developing country.
• Excellent knowledge of midwifery education, legislation and regulation, preferably in the region.
• Prior experience of working in multi-stakeholder environment including NGOs, bilateral and multilateral agencies.
• Demonstrated analytical, strategic planning skills, and capacity to work in teams

American Refugee Committee’s (ARC’s) program in Somalia is dynamic in that it works closely through partnerships (particularly implementing organizations in Somalia as well as the Somali Diaspora particularly in and around Minneapolis) and is not managed remotely from an office in neighboring Kenya.

PRIMARY PURPOSE OF THE POSITION

This incumbent will be expected to hold the attributes necessary to be an effective representative, liaison person and eventually full-fledged director of ARC-Somalia. They will need to have the flexibility to prioritize and change to the needs of a country start-up.

Most importantly, they will be expected to navigate the very complex relationships and competing interests to create an effective working space in which ARC activities can take place and grow. For this reason, emphasis will be placed on the candidate’s prior contextual understanding; knowledge about the humanitarian sector will be provided as part of an extended orientation.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES

Community Liaison
Liaise and build relationships between ARC, donors, Diaspora groups and other stakeholders.
Direct fundraising activities under supervision of ARC/HQ.
Actively engage with media and other stakeholders in conjunction with the Program Development unit.

Program Development
Assess current and potential needs of refugee and other vulnerable populations in the program areas of income generation, primary health care and other sectors as appropriate.
Design new community-based initiatives that respond to the evolving needs of the beneficiary population.
Identify new programs and operations in Somalia and the region, prepare assessment missions and reports and develop new projects as need and resources dictate.
Develop new proposals and seek funding support from relevant donors and follow-up on proposals as required.
Represent ARC with donors, the host government, international and national organizations.
Liaise and promote cooperation with other agencies and governmental entities.
Participate in inter-agency and governmental meetings as required.

Program Management
Oversee all aspects of the programs including:
Addressing current needs of the refugee and returnee populations.
Assessing future requirements and opportunities which would help refugees and displaced populations return home, and developing plans for current and potential programs, assuring effective coordination of all parties involved.
Make program modifications and/or additions as appropriate.
Ensure proper monitoring and evaluation of program activities.
Coordinate all aspects of programming with other ARC programs and initiatives as appropriate.

Administration
Liaison with headquarters and ensure headquarters policies and plans are carried out.
Maintain frequent and positive communications with headquarters.

Monitor all financial expenditures including accounts payable, petty cash, wire transfers, etc.
Ensure all fiscal controls and funder-required policy controls are carried out Prepare and forecast budgets and funding needs for upcoming year.
Oversee cash management and recordkeeping in accordance with donor regulations.
Ensure financial reports are submitted in a timely manner.
Prepare and submit activity reports to donors as well as monthly updates to headquarters.

Any other duties assigned.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

University degree in a relevant field; advanced degree preferred.
Minimum 7 years of related experience working in programs in complex emergency or post-conflict settings with management and supervisory responsibilities in program administration at senior management level required.
Extensive knowledge of Somalia and in particular its socio-political context with a unshakeable commitment to humanitarian principles.
Excellent abilities to analyze, report, present and negotiate with key stakeholders.
Excellent organizational, administrative and management skills.
Advanced English required and Somali language abilities; readiness to travel and work in Somalia.
