About the Job:

Your Qualification:

Ideally the successful candidate has gained experience as a project manager/team leader in a downscaling project or as a member of the board of directors in a micro finance bank in Eastern or South Eastern Europe.

- Proven track record in implementing MSME credit lines and building up diversified portfolios
- Experience in training and coaching of credit staff (loan officer, branch and credit manager) as well as experience in training and coaching of senior staff
- Good knowledge of and experience in cash flow oriented lending to micro, small and medium sized enterprises (expertise in group lending techniques is appreciated)
- Good understanding of business procedures in lending
- Good understanding of MIS / reporting
- Experience in working with donor organisations

Overall Purpose:

Manage the operational AIM Partnership Activities
Provide leadership and overall guidance to the AIM partnership team
Owner of the AIM strategy and roll-out in collaboration with AIM coordinator and members of the AIM partnership
Identify and develop additional partnership opportunities with Dutch companies from relevant sectors, filtered through a criteria that prioritizes opportunities based on their ability to deliver impactful solutions as well as generate resources for AIM activities and operations
In collaboration with other GAIN streams, particularly NP (Nutrition Programs) and Advocacy identify project opportunities and build relationships with potential Dutch partners as well as local partners from the 6 countries

Ultimately responsible for all strategic and implementation aspects of AIM partnership,, in particular responsible for increasing membership base as well as coordinating funding and implementation plans.

Controlador de cierre de proyectos y calidad

ACF es una organización internacional no gubernamental, privada, apolítica, aconfesional y no lucrativa, creada en 1979 para intervenir en todo el mundo. Su vocación es luchar contra el hambre, la miseria y las situaciones de peligro que amenazan a hombres, mujeres y niños indefensos. Actualmente 500 cooperantes y más de 5.000 trabajadores trabajan en ACF en más de cuarenta y seis países en torno a cuatro ejes de intervención: nutrición, salud, seguridad alimentaria y agua y saneamiento.


ACF-España está buscando un/a Controlador de cierre de proyectos y calidad para trabajar en la sede en Madrid. Las auditorías pueden realizarse en la sede de la organización y en las misiones.

En el marco de la estructura departamental de la organización, el Controlador de cierre de proyectos y calidad pertenece al Departamento de Auditoría interna y trabajará en estrecha colaboración con el Responsable de Auditoría Interna, del cual depende directamente. Trabajará en coordinación con los departamentos de gestión de la organización, y principalmente con los departamento de Operaciones, Financiero, Logístico y de Recursos Humanos.

OBJETIVO GENERAL DEL DEPARTAMENTO DE AUDITORÍA INTERNA:

El Departamento de Auditoría Interna tiene por mandato el revisar y evaluar de manera independiente la utilización efectiva, eficiente y segura de los recursos de la organización, en base a las obligaciones legales de la organización, los principios / valores de la organización así como las normas, procesos y procedimientos establecidos. Este trabajo se realiza a todos los niveles de la organización.


Objetivos específicos:
• Análisis de los informes y documentación justificativa en la fase de elaboración de informes narrativos y financieros, y antes de su transmisión a los financiadores:
Realizando un control de calidad y de conformidad con las normas de los donantes, tanto sobre los informes intermedios y finales, como sobre los justificantes físicos

• Establecimiento, en coordinación con los departamentos de gestión, del calendario anual de entrega de informes para una mejor planificación global en sede y terreno.

• Creación progresiva de una red de controladores en las misiones, como puestos independientes que reportan de forma directa al Jefe de Misión.

• Preparación de un informe trimestral, conjuntamente con el auditor interno, basado en los informes que ha controlado, para analizar la calidad de los mismos, recomendar buenas prácticas y destacar lecciones aprendidas para mejora los procesos de reporting financiero y narrativo a los financiadores.

• Interlocución con los auditores externos de contratos de financiadores.

• Participación en los procesos de trabajo relacionados con el archivo de la organización, etc


Perfil del candidato:
• Formación: Financiera o similar.
• Experiencia en auditoría de contratos públicos de cooperación (experiencia como auditor externo o como revisor de contratos de donantes públicos).
• Experiencia en la elaboración y/o revisión de informes de contratos (informes intermedios y finales a donantes públicos).
• Buen conocimiento de las normas de los donantes públicos (AECID; ECHO; Unión Europea…)
• Rigor y buena capacidad de planificación, gestión de prioridades y organización del trabajo.
• Sistemático y ordenado.
• Capacidad de guardar confidencialidad sobre su trabajo y sobre el trabajo del Departamento.

A NUTRITION PROGRAMME ADVISOR (H/F) – Based in Paris
For Haïti, Afghanistan and Zimbabwe

Overall objective of the position : The Nutrition Program Advisor is to ensure the conception, quality, relevance and justification of nutrition programmes in ACFs countries of intervention, and to provide technical support to the Nutrition Coordinators in the field. More particularly (s)he will be in charge of:

1. Supervise the nutrition programmes
- Validate intervention strategies prepared by the missions
- Oversee the effective definition and implementation of nutrition programmes
- Assess programme performance using indicators from monitoring tools

2. Provide technical support to the missions
- Advise Medical Nutrition Coordinators on nutrition issues providing them with relevant documentation and on intervention methodologies
- Prepare and lead training sessions recommend self-training modules and encourage continuing education
- Participate in the recruitment of Nutritionist Coordinators / Programme Managers
- Brief and debrief nutrition personnel
- Make field visits (evaluation, quality control, training of teams, etc.)

3. Communicate internally and represent ACF externally
- Contribute to the drafting and approval of internal/external communication documents
- Forward reference documents on nutrition and share knowledge with other NPAs, the operational desk, the missions, ACFIN and other colleagues within ACF

4. Encourage technical developments in the field of nutrition: Research and capitalisation
- Incite Medical Nutrition Coordinators to lead nutritional research projects in the field
- Collect and analyse field data and ensure it is capitalised on by supervising the production of internal reports and by drafting summary reports of experiences and findings

5. Follow a number of projects with specific nutrition-related themes (see annual action plan)

- Master, PhD, post-Doc in public health, nutrition, epidemiology, or related fields

Communication Officer Caritas Europa

Caritas Europa (CE) brings together 45 member organisations (MOs) that are active in 42 European countries. It is one of the seven regions of Caritas Internationalis, a confederation of 169 Catholic relief, development and social service organisations working to build a better world. Caritas Europa focuses its activities on political advocacy in issues related to poverty and social inequality, migration and international development within all countries of Europe. Within the worldwide Caritas network it also assists European members in humanitarian aid.

With a view to further develop its work on communication Caritas Europa is seeking to recruit a (m/f):

COMMUNICATION OFFICER

Starting 1st of May 2011.

Objectives:

We are looking for a pro-active journalist / communicator who

  • assures that Caritas Europa’s work is well known at the European institutions and among the Caritas organisations in Europe;
  • reinforces the CE image at the European Institutions as key stakeholder in European policies;
  • reinforces the knowledge and understanding of the added value of the European dimension in the Caritas work among its member organisations.

Tasks:

External Communication:

  • To effectively bring the work of Caritas to the attention of the European decisions makers by making it visible and relevant for their commitment;
  • To boost the advocacy and political activities of CE with the adequate communication actions through building up and maintaining a network of contacts within European Institutions and Media, supporting politically relevant public events for Caritas Europa, writing press releases and articles

Internal Communication:

  • To ensure effective and interesting communication within the Caritas Europa network through the development of the Caritas communicators network in Europe, the development of internal communication instruments and contributing to a future knowledge management system in Caritas Europe.

Assisting the Governance bodies and Secretariat:

  • To support the development of a communication competence in Caritas Europa at all levels.

The main work will be developed in Brussels, but travels to other countries will be part of the work. The Communication Officer, part of the Communication team, reports directly to the Secretary General of CE.

Profile:

  • Bachelor Degree or higher in a field relevant to the function (preferably Journalism; but also Communication Sciences or similar)
  • a postgraduate degree in the field of political communication, EU studies, or similar is an asset
  • Al least 3 years of relevant working experience, part of which as journalist or communication officer within an NGO or EU environment. Experience in relations with Media.
  • Working experience related to and good understanding of the EU Institutions, decision-making, social policies, development policies, European networks
  • Excellent speaking and writing skills of English and French. Command of other European languages, like German, Italian, Polish among others are an asset.
  • Understanding of and commitment to the principles of the Social Teaching of the Catholic Church, in which Caritas work is firmly rooted
  • Result and solution oriented.
  • Skills in organisation, communication, presentation, facilitation and networking.

COST is an inter-governmental system supporting European research networking. In order to accomplish its mission, the European Science Foundation provides administrative and scientific management to COST (European Co-operation in Science and Technology), its Domain Committees and its Actions through the COST Office in Brussels and corporate support services in Strasbourg. This is achieved through a support grant provided to ESF by the European Commission.

ESF seeks a full-time Science Officer (SO) in the Domain of Information and Communications Technologies (ICT) for its COST Office in Brussels.

The Science Officer position will imply the management of the ICT Domain, by catalysing and supporting researchers, Domain Committees and COST Actions, promoting inter-disciplinary research collaboration in a multi-disciplinary environment across Europe and beyond.

Position responsibilities:

  • Developing, implementing and supporting the COST scientific networking funding scheme, and managing approved Actions for the ICT Domain;
  • Liaising with all COST Domains Committee Chairs and other external scientific bodies / networks while providing them administrative and scientific support;

ICBL Campaign Manager

The Organization:

The International Campaign to Ban Landmines (ICBL) and the Cluster Munition Coalition (CMC) are global campaigns in over 90 countries with more than 350 member organizations. Their main offices are currently in Geneva and London.

The ICBL, recipient of the 1997 Nobel Peace Prize, is recognized as the driving force behind the achievement and ongoing success of the 1997 Mine Ban Treaty. The CMC played the key role in the creation of the 2008 Convention on Cluster Munitions, and now works for its universalization and implementation.


Over the past three years, the CMC, ICBL and their research initiative--Landmine and Cluster Munition Monitor (“the Monitor”)--have been working closely together to ensure coherence in our respective work and to enhance efficiency in our operations. Since January 1, 2011, all three operate under one legal, financial and governance structure in order to ensure even more synergy, to have more impact and to streamline cooperation. A new Governance Board is providing strategic, financial and human resources oversight. As part of the new arrangement, there will be a restructuring of staff positions. In practical terms, the CMC and ICBL will remain two separate and strong campaigns with dedicated staff for both. Other staff working on administration, media and communications, finance, logistics and administration, and policy will support both campaigns.

There will be an open competition for all staff positions, but all current staff members are encouraged to apply. Applications for the positions of Executive Director, CMC Director, ICBL Director, and Policy Director are closed. We are now opening the following positions: ICBL Campaign Manager, CMC Campaign Manager, Policy Officer (two positions), Media and Communications Officer, Campaign Training Officer. Summary of the Position of ICBL Campaign manager:
We seek a dynamic and experienced Campaign manager to coordinate, animate and facilitate civil society action on the Mine Ban Treaty at the national and international level.The ICBL Campaign manager will contribute to the development and execution of the ICBL’s annual, long-term strategies and activities to ensure the full universalization and implementation of the Mine Ban Treaty. This person will serve as the main point of contact and support for ICBL members and other civil society groups and contribute to the effective overall operation and management of ICBL-CMC.

The ICBL Campaign manager will report to the ICBL Director, and work closely with the CMC Campaign manager, the Campaign Training Officer and Media and Communication officer.

Geneva or London are the preferred locations, but location is negotiable if within easy access to Geneva where ICBL-CMC main office is based. The position requires the ability to travel and periodically it requires extensive travel.


Desired qualifications:

  • University degree as well as three to five years experience with NGO coalitions and networks - preferably in the disarmament or humanitarian fields - as well as international government relations experience.
  • Very good knowledge and experience on landmines and the Mine Ban Treaty. Knowledge and experience with the cluster munitions issue and the Convention on Cluster Munitions would be an asset.
  • Candidates must be creative, self-motivated, well organized, and able to function under pressure and handle numerous tasks simultaneously.
  • Candidates must be willing to take initiative, work with minimum supervision, and work independently as well as function as a member of a team.
  • Experience as a spokesperson with the media, governments or other stakeholders.
  • Strong oral and written communication skills in English. Other languages would be an asset.
  • Strong computer literacy, including working knowledge of Word, Excel, Email, Internet, social networks and willingness to learn web posting.
  • Excellent and proven communication and interpersonal skills with a wide variety of multi-cultural, multi-lingual groups and stakeholders.

Summary of the Position of Finance Officer:
We seek a dynamic and experienced Finance officer to support the Finance Manager in ensuring the overall effective financial management and grant compliance of the organization. The Finance Officer will support the effective day to day financial operation of the organization, including prepare cheque and wire requests, bank wires, advances and final payments , monthly bank reconciliations for the approval of the Finance Manager; administer and reconcile office petty cash funds on a monthly basis; manage invoices and book financial movements on the accounting software. This person will assist the Finance Manager with public and private grants management as well as grants to national campaigns. The Finance Officer will provide support in managing finances for special events and international conferences as well as contribute to the effective overall operation and management of ICBL-CMC.This person will report to the Finance Manager.

Desired qualifications:

· At least two years of relevant professional financial experience in the NGO sector.

· Experience in the financial administration of funding grants.

· In depth knowledge and experience of SAGE 100 accounting software in addition to Microsoft Office products.

· Fluency in English and French is required.

We seek an organised, dynamic and experienced Operations manager to be responsible for ensuring the overall effective operations and logistics of the organization. The Operations manager will ensure the coordination and oversight of all logistical tasks pertaining to all conferences, special events, staff meetings, governance retreats and missions with the support of the Administrative Officer, Campaign. Training and Support Officer, consultants and volunteers where needed. The Operation Manager will support the Executive Director in fundraising and grant management and serve as a member of the ICBL-CMC Senior Management Team responsible for ensuring the representational and performance needs of the organization as a whole are met in the most effective and efficient means possible. This person will be responsible for overseeing the smooth and effective operations of the ICBL-CMC offices. The Operation Manager will report to the Executive Director and will supervise the Administrative Officer.

Economic Justice Policy Advisor

According to the Oxfam Economic Justice (EJ) overall campaign strategy, to gather intelligence, provide analysis, develop policy positions and implement advocacy strategies to influence the agenda of the Committee on World Food Security (CFS), the High Level Task Force on the Global Food Crisis (HLTF), the Food and Agriculture Organization (FAO), and other international food agencies (World Food Program, IFAD), regarding “food justice in a resource constrained world” (link across the issues of food, agriculture, climate change, land and water issues); and to liaise with other civil society organizations as appropriate.

Key responsibilities:

Policy and Advocacy

· Develop and implement power analysis-based advocacy strategies designed to influence the “food justice in a resource constrained world policies and practices of the CFS, HLTF, and other Rome-based agencies (WFP, FAO, etc.) to ensure they are pro-poor and consultative.

· Develop Oxfam International policy on the international food institutions in support of the above strategy.

· Develop and maintain key relationships with management and staff of the international food institutions named above, with some key member states delegations officials and with relevant civil society groups to promote Oxfam’s advocacy agenda around food and agriculture, climate, land and water issues

· Influence the work of the CFS, particularly through the follow-up on the Advisory Group, especially promoting policy convergence and practical accountability mechanisms.

- Through in-house and external consultations (with Country Programme Managers, Project Management Units, project partners and other key IFAD resource people at divisional and field level; regional and thematic networks, stakeholders organizations, etc.) identify potential partner organizations.
- Collect in a matrix: (i) information about their scope and mandate; and (ii) contact details.

3. Develop and distribute a Needs and Expectations Assessment to potential members/partners to identify challenges, areas of work, strategies, opportunities and priorities.
- Use Monkey Survey to create an electronic version of the survey and distributed it to relevant partners.
- Monitor responses and compile results.
- Prepare a report on the findings.

International Consultant to Assess the role of Parliament in the European Integration Process

The “Support to Parliamentary Development in Moldova” Project aims to enhance parliamentary efficiency in carrying out its functions and responsibilities thus contributing to viable democracy and open society in Moldova. The project adopts a comprehensive, long-term approach to parliamentary development including strengthening of the legislature law-making, representation and oversight roles.
It has been previously proven that to ensure public interests and needs to be adequately considered and addressed in the legislation, the law-making process benefit from a comprehensive use of the committee system. Indeed, the committee system consists in key entry point to foster legislative capacities because it provides the most detailed examination of proposed legislation and allows for parliamentarians to develop expertise and perform more thorough investigations of legislation, policy and implementation. Hereby, the Parliament Project focuses its activities to strength committees’ capacities by providing support for specialized legal expertise.
Parliament is the main actor in monitoring the Government in the European Integration Process of Moldova. Currently Moldova is negotiating with the EU about a new Association Agreement. Parliament, in particular its Committee on Foreign Affairs and European Integration, is monitoring the negotiation process. The Parliament will also be involved in the implementation of the new Agreement, taking part in the decision making process regarding legislative harmonization. Currently the Parliament is monitoring the Government only occasionally. A structural mechanism of consultations and reporting should be developed between Parliament and Government, by updating the Rules of Procedure of the Parliament or developing a special set of rules. A clear position for the Committee on Foreign Affairs and European Integration, also in relationship to other parliamentary committees is essential for this. At the moment such a clear position is missing.
In this context, UNDP is seeking to hire an international consultant to assess the existing capacity and practical working arrangements of the Parliamentary Committee on Foreign Affairs and European Integration (FAEI) in the field of European Integration.

Duties and Responsibilities

The international consultant is expected to carry out a comprehensive assessment of the tasks and duties of the existing legal framework and practical working arrangements of the Parliamentary Committee on Foreign Affairs and European Integration in the field of European Integration; to assess the cooperation between the Parliament (and the parliamentary committees) and the Government of Moldova during the European Integration Process.
The assessment should include areas of improvement and recommendations based on European best practices.
Under the guidance of Parliament Project Chief Technical Adviser (CTA), the international consultant will ensure a high level of analytical support, facilitating the communication and cooperation with the Parliament and other stakeholders. The assignment shall be carried out in close cooperation with Parliamentary Committee on Foreign Affairs and European Integration representative. Additionally, a National Consultant contracted by UNDP will provide the required expertise and support in carrying out the assignment.
In order to achieve the stated objectives, the Consultant will have the following responsibilities:
  • Undertake a comprehensive desk review of the relevant national legal framework, relevant studies, researches, reports and EU/international best practices regarding the role of Parliament in the area of European integration and monitoring the European integration process;
  • Undertake interviews with the key stakeholders: members of Parliament, parliamentary staff, officials of the government and other relevant partners;
  • Provide an overview of different practices of the Parliaments of the EU Member states and EU candidate states in law approximation and role of the parliamentary EU Affairs Committees in monitoring the European integration process;
  • Assess the current role and responsibilities of Parliamentary Committee on FAEI towards other committees in the Parliament;
  • Develop specific recommendations for strengthening the monitoring role of the Parliament in the European integration process, based on best practices in national European Parliaments;
  • Develop more specific terms of reference for the Committee FAEI aiming at strengthening the monitoring role;
  • Develop a clear set of rules for cooperation between the Parliament and the government of Moldova in the field of European Integration;
  • Conduct a Roundtable discussion with Members of Parliament and representatives of the Government and/or representatives of Civil Society regarding the role of Parliamentary Committee FAEI;
  • Provide trainings for Parliamentary Committee FAEI staff on how to optimize the law approximation process in the Parliament (workflow).

Only candidates who have passed over the mandatory criteria and have accumulated at least 245 points under technical evaluation will qualify to the next round of financial evaluation.

Evaluation of financial proposal
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under consideration.
Winning candidate
The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical
scoring + financial scoring).
Submission package:
  • Dully filled Personal History Form PHF11/CV;
  • Letter of Intent;
  • Financial proposal*.

*Each applicant will be required to submit an aggregated financial offer (“aggregated financial offer” is the total sum of all financial claims of the candidate for accomplishment of the task).

Management Arrangements:
Organizational Setting: The contractor will work under the guidance of the Secretary General of the Parliament of Moldova and in close cooperation with the Chief Technical Advisor – for substantive aspects of the assignment, and under the direct supervision of the Project Manager – for administrative aspects. The contractor will work closely with the initiator(s) of the Draft Law. All national consultants will report to the Secretary General of the Parliament and the Project Manager.
Contributions: The Project Manager will put at the contractor’s disposal all available materials and necessary information for tasks achievement and will facilitate the meetings, as needed.
Financial arrangements:
Payment will be disbursed in two installments upon submission and approval of deliverables and certification by the Project Manager that the services have been satisfactorily performed.

Required Skills and Experience

Education:

  • University/Masters degree in Law, Public Administration or Political Science.

Experience:

  • At least 5 years of relevant professional experience
  • Experience in comparative analysis, research and assessment on the implementation of international (EU) standard

Language:

  • Excellent command of English, knowledge of Romanian and/or Russian language would be an advantage
