Position Summary:
The Crisis, Stabilization and Governance Officer will coordinate program development, implementation, and performance monitoring plans within the democracy, governance, and stabilization sector. Contracts are one year to start, renewable up to five years. Salary: $65,413.00-118,552.00 USD/year. Grade and Series: FS-0301-02/03.

Responsibilities:
• Support direct assistance programs with the Government of the Islamic Republic of Afghanistan as well as direct assistance to Afghan civil society organizations.
• Coordinate program development, implementation, and performance monitoring plans with other USAID Offices, with the inter-agency (notably the Departments of State and Defense), other donors, civil society, and the private sector.
• Participate and assist the development of plans and programs for technical assistance, strategic planning, and other activities within the democracy, governance, and stabilization sector. Develop the concept, design, documentation, and/or management of programs/projects.
• Assist in the planning of a broad range of program activities, policies guidelines, and training, including identifying opportunities for integrating development assistance principles; participate in the formation of policies and guidelines, including operationalization of Counter Insurgency (COIN) efforts with a focus on build to transfer.
• Serve as technical expert on governance, rule of law, elections, and/or civil society issues in assigned location for the Mission.
• Lead, undertake, and report on assessments of democracy, governance, and stabilization needs to inform funding decisions or modifications to ongoing programs. Monitor and report on implementation, progress, and problems encountered of ongoing programs.

Qualifications:
• FS-02:
o Bachelor’s degree plus 8 years of experience of which 6 years are relevant experience in developing countries; OR
o Master’s degree in a relevant major plus 6 years of relevant experience of which 4 years are relevant experience in developing countries.
• FS-03:

Physical Qualifications:
• Due to the rugged nature of these positions, all candidates will need to meet minimal physical requirements in order to perform daily responsibilities in Kabul, and most especially in the field.
• Civilians working in communities are required to wear 30-40 pounds of body armor/helmet on a daily basis, as well as carry their daypack and water, usually in a backpack weighing an additional 8-10 pounds
• All personnel working in the field are required to walk over uneven and rocky terrain over long distances. This includes field patrols of 5 miles or more to meet with local community members; these field patrols typically occur 2-3 times per week. Generally, personnel will be on their feet 5-6 hours per day.
• Transportation by armored vehicles will be used. Personnel working in the field are required to embark and disembark from such vehicles, which have high clearances and limited individual space to sit and maneuver. Clearances may be up to four feet off the ground, there will be high step rails and/or ladder-type steps, and doorways may be smaller than those of commercial vehicle.
• Living conditions are austere. At many field posts, bedding consists of canvas cots with mosquito netting.
• Field environment is challenging. Desert temperatures often reach 100-105 degrees Fahrenheit in the summer. Personnel will be exposed to intense sunlight for several hours at a time. Also, temperatures at night and can become very cold; field personnel must take precautions against frostbite.
• At times, field personnel may be required to evacuate quickly from an area under their own power due to security concerns.

Responsibilities vary by position, but may include:

Context and Background
The overall purpose of Merlin programmes in Afghanistan is to reduce excess morbidity and mortality amongst vulnerable populations through the provision of priority health services to a network of health facilities and Community Healthcare Workers.

Merlin currently implements programmes in three north east provinces encompassing a Community Midwife Education (CME) project in Takhar, and Basic Package of Health Services (BPHS) in both Badakhshan and Kunduz in partnership with local partner Care for Afghan Families (CAF).

Main purpose of the role
The Country Logistics Manager (LogMan) is responsible for managing and delivering an efficient and effective logistics service across all programmes and field sites. This includes implementing, monitoring and following-up across all logistics disciplines to ensure that Merlin’s standard policies and best practice is adhered to. The role will provide leadership, technical support and capacity building to the international and country logistics staff in all areas of their roles. The LogMan represents logistics as an active member of the Country Management Team (CMT) and will ensure effective cross departmental interaction.

Overall Objectives (scope)
This role will:
• Develop the Country Programme Logistics Strategy in close coordination with the Country Director and ensures its timely implementation.
• Assure efficient and effective management of the pharmaceutical supply chain in difficult circumstances.
• Provide logistics guidance, advice and support to all programme and field sites and the logistics staff in those locations as necessary or as requested.
• Ensure that Merlin’s policies, systems and guidelines are implemented, used and adhered to
• Ensure constructive and effective working relationships are developed and maintained with the CMT, Field Offices and Head Office.

Responsibilities
Programme Support
• Lead the logistics components of project planning and preparation of donor proposals and reports in collaboration with the CMT.

The Accounting Coordinator ensures that the bookkeeping is accurate and delivered on time.

Position Summary:

The Local Senior Evaluation Officer position will be a senior-level position
reporting directly to the Team Leader. Under the direction of the Team
Leader, the Senior Evaluation Officer will be responsible for helping to
design, implement, and manage outcome evaluations. The Senior Evaluation
Officer will work with other team members to design data collection
instruments, and collect, analyze, and report data for each evaluation. The
Senior Evaluation Officer will also supervise evaluation teams and Afghan
partners. The position will be based in Kabul, Afghanistan.



Responsibilities:

· Assist with evaluation design of each grant within the
program portfolio;

· Develop and translate data collection protocols;

· Coordinate evaluation teams;

· Oversee field logistics and local Afghan partners;

· Collect qualitative data;

· Analyze qualitative and quantitative data;

· Participate in or lead the completion of evaluation
reports;

· Supervise translation of evaluation data;

· Assist with management reports.



Qualifications:

· Bachelor’s Degree in social science, development, or
related field;

· 5+ years of experience in the field of performance
measurement and evaluation for social development activities;

· Previous experience with social science research;

· Familiarity with both qualitative and quantitative
data collection;

· Previous management experience;

· Fluency in Dari and/or Pashto required;

· Good working knowledge of English;

· Ability to travel and work throughout Afghanistan.

Profile
The CEO must be able to demonstrate the highest level of responsibility and leadership under extreme deadlines with experience in financial management, personnel management, and public and donor relations. Experience and knowledge of the developing world or experience working in a demanding environment would be a distinct advantage and commitment and compassionate concern for development, and inter-cultural sensitivity. The post requires travel to remote and difficult project sites to understand, assess and oversee project design, implementation and results orientation. The candidate should have a willingness and ability to learn quickly about a broad range of development issues in which AKF is involved. Fluency in English, both written and oral, is a requirement.
